This volume is the result of a 2013 conference held by the Asan Institute for Policy Studies (South Korea) on the 'middle power' countries of Mexico, Indonesia, the Republic of Korea, Turkey and Australia (MIKTA). Experts and policymakers discussed how members of the MIKTA can work to advance global governance in emerging global issue areas.
The conventional wisdom, based on realist premises, is that nuclear weapons are an irreversible reality in South Asia, and that efforts to denuclearize the subcontinent are a futile endeavor. As a result, real nuclear arms control in South Asia remains elusive and scholars continue focusing their efforts on how to achieve crisis stability and deterrence stability in future Indo-Pakistani confrontations. However, they tend to analyze India and Pakistan's nuclear diplomacy as if the nuclear competition occurred in complete isolation from the changing dynamics of the international social environment. Using a constructivist model, this study brings nuclear arms control and disarmament back into the debates on the future of Indo-Pakistani relations. Constructivism recognizes the independent impact of international norms, such as the Nuclear Non-Proliferation Norm (NNPN), on India and Pakistan's nuclear behavior. Even though the NNPN does not legally bind them, it is reinforced at the global level, and may lead the South Asian rivals to move in the direction of nuclear arms control and disarmament, thus reducing the costs, dangers, and risks of an eternal strategic rivalry. After examining the main tenets of constructivism in international relations, the works delves into the proliferation debate, discussing nuclear reversal and U.S. policy toward the subcontinent since the G. W. Bush administration. It looks at the prospects for nuclear arms control and disarmament in South Asia after the U.S.-India nuclear deal of 2008, and the nuclear abolitionist wave during the first Obama administration. It concludes with the contribution of social constructivism to understanding how changes in the India-Pakistan nuclear status quo can happen.

Telling the little-known story of the huge role these women played in a political maelstrom and the shaping of a post-war world, Daughters of Yalta is a remarkable account of behind-the-scenes female achievement, and of fathers and daughters whose relationships were tested and strengthened in their joint effort to shape one of the most precarious periods of recent history.
This book traces the development of Oman's inclusive agreements and highlights their importance for international negotiations, dealing with issues most relevant to humanity's own survival today, nuclear weapons or climate change. In Oman, a historical seafaring nation on the south-eastern corner of the Arabian Peninsula, a culture of agreement that accommodates the interests of everyone has developed around the division of scarce water resources. Life in the arid inland of the Omani Hajar mountains would not have been possible without water. Irrigation channel (falaj) construction is extremely old and skilful therein. Local practices evolved around the division of water and land on the basis of fairness. The community would be best served by inclusion and the avoidance of conflict. A specific Islamic school called Ibadi arrived at Oman early on in the eighth century. Ibadi scholars conserved local practices. Consultation and mediation by sheikhs and the religious leader, Imam, became the law of the land. The Omanis were known as the People of Consultation, Ahl Al Shura. In time, the practice of inclusive agreements would extend far beyond the village level, affecting Omans foreign policy under Sultan Qaboos. Omans water diplomacy succeeded in uniting the contestants of the Middle East Peace Process in the 1990s to work together on common problems of water desalination.
Nations, even the most powerful, cannot cope by themselves with many of the problems confronting them. Collective efforts are needed, and diplomacy is a key element in this process. This text examines how diplomacy serves global governance, how the diverse international actors use it, and what it accomplishes. The focus is on diplomatic practice, looking at the diverse methods used by the international actors involved and how they contribute to its effectiveness. The first section examines how various levels of international actors practice diplomacy. Nation states are still key actors and they use many methods in embassies, international conferences, international organizations, summit meetings, and more. International organizations are both a forum for multilateral diplomacy and a major set of international actors still growing in significance for global governance diplomacy. In addition, a multiplicity of regional or limited membership institutions play a role in global governance. At the transnational level, there is the increasing role of civil society institutions and nongovernmental organizations in international affairs. This is where a new kind of international actors is found, unevenly contributing to global governance diplomacy beyond the control of public authorities. The second section explores the functional level, looking at how diplomacy operates in five areas of global governance: peace and security, economic governance, social issues, human rights, and environmental protection. Each of these presents different challenges for global governance diplomacy and requires the development of different diplomatic strategies and new techniques. Some of the issues are more amenable to global governance while others, such as the eradication of global poverty remain fairly intractable. The text extends beyond the usual description of diplomatic apparatus and dynamics to explore "diplomacy at work" in specific, current policy areas that are very relevant to the present debates in international politics.

This book examines the crisis in Ukraine through the lens of "triangular diplomacy," which focuses on the multiple interactions among the European Union, the United States and Russia. It is explicitly comparative, considering how the US and EU responded to ostensibly the same crisis. It also adopts a "360-degree" perspective, focusing on how the US and EU interacted in their dealings with Russia, and how Russia and Ukraine have responded. Chapters focus on each of the four protagonists - the EU, the US, Russia and Ukraine - and on key, cross-cutting aspects of the crisis - sanctions, international law and energy. Because of their historical roles and politico-economic significance in contemporary international politics, Iran and China have perpetually been in the crosshairs of both policy circles and interested observers in almost every other part of the world. Crucial interactions touching upon any aspect of Tehran-Beijing ties, from diplomatic and military links to economic and cultural connections, have especially been in the limelight of such riveting inquisitiveness which has often given rise to a flurry of rash comments, sensational claims, and impetuous conclusions. But a detached probe into critical developments involving Iran and China, however, elucidates this rather inconvenient eventuality that the relations between the two important countries are not essentially based on pivotal principles and clear-cut commitments, nor do their ties really rest on tenuous thoughts and flimsy foundations devoid of any common interests in short term or well-conceived objectives in long run. In the same way, the two political systems in Tehran and Beijing may ultimately end up each contributing to a separate pole of power regionally and internationally rather than moving faithfully and steadfastly in lockstep with what it requires them to truly materialize their more recent aspiration and design to move toward achieving a very close strategic partnership.
Although cultural diplomacy has become an increasingly fashionable term embraced by academics, foreign-service personnel, and private sector commercial and cultural interests, the very practice of this idea remains conspicuously challenging to define. This book takes on this problem, advancing a new understanding of cultural diplomacy that results from a historical investigation of a single area of government and private sector partnership, and what became in the mid-twentieth century the most prominent manifestation of this alliance-the cultural exhibitions sent abroad to "tell America's story" with the goal of "winning hearts and minds." To illustrate this point, selected exhibitions and the intentions of the policymakers who proposed them are interrogated for the first time beside archival documentation, writings from the history of design, advertising, science, as well as art historical and museum studies theories that address various aspects of the history of collecting and display, all of which explore the reality of how these exhibitions were conceived and prepared for foreign audiences. Most importantly, personal interviews with the designers and government representatives responsible for the ultimate appearance of these events upturn preconceived notions of how these events came to be. Seventy-five photographs from the exhibits make this history come alive. Through this discussion these questions are answered: What was America showing of itself through these exhibitions? And, more urgently, what do these exhibitions tell us about U.S. interest in verisimilitude? This investigation spans the crucial years of American exhibitions abroad (1955-1975), beginning with the formation of an official system of exhibiting American commercial wares and political ideas at trade fairs, through official exchanges with the U.S.S.R., to pavilions at world's fairs, and finally to museum exhibitions that signaled a return to the display of founding American values. They are thus complex ideological symbols in which concepts of national identity, globalization, technology, consumerism, design, and image management both coincided and clashed. The investigation of these exhibitions enhances the understanding of a significant chapter of U.S. cultural diplomacy at the height of the Cold War and how America constantly reimagined itself.
Drawing on Iran's history and its relations with great powers and regional neighbours, this book addresses the question of how much continuity and/or change there is in Iranian international relations since the Iranian revolution. Iran has often been at the centre of the political debate on both the Gulf region and the transatlantic relations. Following the Trump administration's withdrawal from the Viennese nuclear agreement in May 2018 signed by the five permanent members of the UN-Security Council, the relationship between Iran and the world entered a new phase. This book examines why elected leaders pursue foreign policies that are remarkably distant from their proposed policies. To investigate this pattern this book develops a model of how the foreign policy preferences of the executive and the government in the legislature interact over the electoral cycle to affect democratic leaders' foreign policy choices. The executive is cross-pressured when the foreign policy that the legislature wants is not the same policy that the executive's constituents want. The executive must choose a policy that balances the conflicting demands of remaining in a productive government (pleasing the legislature) and obtaining votes in the next election (pleasing constituents). Getting votes is clearly more important when elections are near, so democratic leaders weigh these competing demands differently over the course of the electoral cycle. This is what can lead to trends in foreign policy: the executive first chooses policies that mollify the legislature and later reverts to the policies that please his or her constituents when elections draw near. The book pursues these ideas with a game theoretic model and a set of statistical assessment of multiple cases (Israel and the Palestinians, the US and the USSR, and others) to provide a rigorous and logical framework to the argument. The central findings are that democratic institutions and processes (i.e. the domestic context) have a predictable influence on foreign policy choices over time; some configurations of preferences, electoral systems, and election timing are not conducive to peace. Rather than the diversionary hypothesis that conflict is likely before an election, as a boost to executive popularity would be particularly valuable at that moment, a more nuanced finding is reported.

Contesting the Origins of the First World War challenges the Anglophone emphasis on Germany as bearing the primary responsibility in causing the conflict and instead builds upon new perspectives to reconsider the roles of the other Great Powers. Using the work of Terrance Zuber, Sean McMeekin, and Stefan Schmidt as building blocks, this book reassesses the origins of the First World War and offers an explanation as to why this reassessment did not come about earlier. Troy R.E. Paddock argues that historians need to redraw the historiographical map that has charted the origins of the war. His analysis creates a more balanced view of German actions by also noting the actions and inaction of other nations. Recent works about the roles of the five Great Powers involved in the events leading up to the war are considered, and Paddock concludes that Germany does not bear the primary responsibility. This book provides a unique historiographical analysis of key texts published on the origins of the First World War, and its narrative encourages students to engage with and challenge historical perspectives.
This book deals with the crucially important NATO crisis of 1966-67, and the intensive reorientation of NATO strategy following the departure of France from integrated military command. It includes four detailed case studies and draws on previously unavailable documents.
Strange Allies examines three intersecting themes of fundamental importance to the international history of the period between the two world wars. First, and most broadly, it is a study of the international history of the pivotal 'hinge years', running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book's focus on 1929-31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France. For 1931-33, the book looks at the impact of the great financial and economic crisis of 1931 on security and disarmament planning in Britain and France. It then considers the impact of the Anglo-French relationship on the instability of Europe and on the failure of the World Disarmament Conference. This book is the first detailed study of the Anglo-French relationship during a critical period which saw a reshaping of the boundaries of global security. Although the Anglo-French alliance is rightly seen to be pivotal to both the initial phase of implementing the Versailles settlement of 1919 and the efforts to contain Hitler and protect Europe after 1936, Strange Allies demonstrates the degree to which these states' conflicting views of security were central to international relations in the years leading up to Hitler's accession to power.
Originally published in 1971, The Royal Demesne in English History shows how Norman and Angevin kings were able to regard the whole of their English kingdom as their royal demesne in the continental medieval sense. The book argues that only through the later loss of their continental possessions were they compelled to show interest in creating special royal estates within their English kingdom, and then only for the members of their families. The power of medieval English kings as landowners provides a constant theme of the highest political importance in the dispensation of royal patronage, but not in the history of government finance. The book discusses how in the later stages of the cumulative creation of the royal family estates, did the idea gain currency in England, that an endowed and inalienable royal landed estate ought to form the basis of monarchical stability and financial solvency. This book forms an interesting and detailed look at the development of the medieval monarchy in terms of land and ownership.
This is one of the first books to analyse the full cycle of rise and fall of Brazil's foreign policy towards Africa in the beginning of the 21st century. During his government, former president Luiz Inacio Lula da Silva (2003-2010) made the drive towards Africa one of the cornerstones of Brazilian diplomacy and cooperation. In a bid to build strategic trading partnerships with African counterparts, Lula's government committed itself to an ambitious program centred on provisions in loans and credits as well as the exponential growth of its South-South cooperation. After Lula, however, this drive towards Africa started to decline and finally collapsed in face of political meltdown in Brazil and the proliferation of controversial judicial investigations that directly involved political leaders at the centre of most initiatives undertook in the 2000s. The rise and fall of Brazil-Africa relations has provoked much discussion in policy-making, as well as scholarly research.
