Alliances between sovereign states are among the least stable political associations. Despite professions of fidelity and common purpose, most are effective for only short periods, and only as long as it suits their interests. The German-Japanese alliance of World War II was not so much a marriage of convenience as a long and uneasy engagement. It was maintained because breaking the engagement would have reduced the prestige of each nation-state. Germany and Japan each found the existence and policies of the other convenient. From 1933-1945, both powers challenged the international order; other than this, nothing else united Germany and Japan. Even while they shared some of the same opponents, German and Japanese antagonism toward the Allies involved different objects of contention and questions of timing. Consequently, coordination of German and Japanese policies did not follow. Johanna Menzel Meskill argues that the German-Japanese alliance failed, not only because each power failed separately to attain its goals, but because as allies the powers failed to take advantage of their association. The failure resulted to a large extent from the discordance between their political goals and the means necessary to attain them. This work in diplomatic history is a careful analysis of presuming identities in a world of diplomatic differences. In a new introduction to the book, Thomas Nowotny looks back on the alliance from a historical perspective. He concludes that both parties overestimated the potency and effectiveness of their military power. Like many before and some after, they more generally subscribed to the offensive use of military power and effectiveness that the history of the twentieth centery has proven unwarranted.

Dictatorships are amongst the case studies, such as Cuba and Burma, along with democracies such as the USA and India. No evidence is found to suggest that disaster diplomacy is a prominent factor in conflict resolution. Instead, disaster-related activities often influence peace processes in the short-term-over weeks and months-provided that a non-disaster-related basis already existed for the reconciliation. That could be secret negotiations between the warring parties or strong trade or cultural links. Over the long-term, disaster-related influences disappear, succumbing to factors such as a leadership change, the usual patterns of political enmity, or belief that an historical grievance should take precedence over disaster-related bonds.
This is the first book on disaster diplomacy. Disaster-politics interactions have been studied for decades, but usually from a specific political framing, covering a specific geographical area, or from a specific disaster framing. As well, plenty of quantitative work has been completed, yet the data limitations are rarely admitted openly or thoroughly analysed. Few publications bring together the topics of disasters and politics in terms of a disaster diplomacy framework, yielding a grounded, qualitative, scientific point of view on the topic.

The development of international human rights law and international criminal law has triggered the question whether states and their officials can still shield themselves from foreign jurisdiction by invoking international immunity rules when human rights issues are involved. The Pinochet case was the first case that put this issue in the limelight of international attention. Since then, the question has been put to several domestic and international courts, and has engaged the minds of scholars and politicians around the world.
This book examines the tension between international immunity rules, international human rights law, and international criminal law. The progressive development of a normative system of international human rights law and international criminal law without the simultaneous development of international institutional enforcement mechanisms had brought the question of the role of national courts in the application of these norms to the fore and has made the question as to the relation between immunity rules and human rights and international criminal law an immediate one. The tension between the centuries old immunity rules and the relatively recent developments in international human rights law and international criminal law presents itself in two distinct forms. In the first place it can be questioned whether immunity rules as such are compatible with certain fundamental rights of individuals under international law such as the rights of access to court, the right to a remedy, or the right to effective protection. Secondly, it can be questioned whether immunity rules apply unabridged in proceedings concerning grave human rights abuses.
In its examinationof these two questions this book sets out to clearly distinguish the different scope and nature of the rule of state immunity, the rule of functional immunity and the personal immunity of diplomatic agents and heads of state. While strong arguments against certain applications of immunity rules can be derived from international human rights law and international criminal law, this book argues that an unqualified attack on immunity rules risks casting a shadow over all human rights based arguments.
