This book focuses on EU-MERCOSUR relations from a diplomatic and trade perspective against the background of the political agreement between the two in 2019. The authors take into consideration that EU-MERCOSUR cooperation developed during recent decades has tried, on the one hand, to build a strategic partnership to respond to the main challenges of international agendas and, on the other, to incorporate in Latin American countries the European new vision of transatlantic regionalism. This book holistically covers the issue of environmental diplomacy by building a firm foundation for readers to understand the different dimensions of the topic. The book begins by exploring the progress the world community has made in understanding the importance of diplomacy in preserving the environment for humankind's survival, peace, and security. Then, it critically analyses the existing system of international environmental treaties and highlights its political and legal gaps. Today, international security issues are slowly being reconsidered through the lens of human security, which refers to a combination of political, economic, social, nutritional, environmental, physical health, and personal safety issues. When first mentioned in 1994, the concept of human security represented a significant first step in understanding that security dilemmas could no longer be seen as purely geopolitical phenomena that revolve around the nation-state. This book explains the progress made toward human security since then and the steps that remain to be taken to achieve it fully. It begins by addressing how the nation-state is both the source and the solution of security problems in the world before demonstrating how the meaning of security itself is being reconsidered and traditional approaches are being challenged. Building on the concept of human security, the book looks at how we are slowly moving toward large-scale political and social change. It argues that it is time for a "security 2.0" approach, different from the traditional models of national security. Thus Security 2.0 addresses new challenges and their political responses, pointing toward alternatives to what is referred to as "permanent war." It highlights such themes as cooperation, the multi-dimensionality of security issues, and the continuing pressures towards democratization, global markets, and multilevel governance and how these contribute today to make a safer world. Further, it shows how environmental threats, global corporations, identity issues, and international regimes such as the EU, are also fostering a fundamental rethinking of the concept of security. Including a variety of perspectives, and written in a jargon-free, accessible manner, the work will provide students with new insights on conflict processes and international security.
Based on extensive research in several international contexts, this volume provides a nuanced assessment of the historical evolution of private security and its fluid, contested and mutually constitutive relationship with state agencies, public policing and the criminal justice system. In the sixteenth century, the Ottoman court in Constantinople emerged as the axial centre of early modern diplomacy in Eurasia. Diplomatic Cultures at the Ottoman Court, c.1500-1630 takes a unique approach to diplomatic relations by focusing on how diplomacy was conducted and diplomatic cultures forged at a single court: the Sublime Porte. It unites studies from the perspectives of European and non-European diplomats with analyses from the perspective of Ottoman officials involved in diplomatic practices. It focuses on a formative period for diplomatic procedure and Ottoman imperial culture by examining the introduction of resident embassies on the one hand, and on the other, changes in Ottoman policy and protocol that resulted from the territorial expansion and cultural transformations of the empire in the sixteenth century. The chapters in this volume approach the practices and processes of diplomacy at the Ottoman court with special attention to ceremonial protocol, diplomatic sociability, gift-giving, cultural exchange, information gathering, and the role of para-diplomatic actors.
Drawing on Iran's history and its relations with great powers and regional neighbours, this book addresses the question of how much continuity and/or change there is in Iranian international relations since the Iranian revolution. This volume examines the role of League of Nations committees, particularly the Advisory Committee of Jurists (ACJ) in shaping the statute of the Permanent Court of International Justice (PCIJ). The authors explore the contributions of individual jurists and unofficial members in shaping the League's international legal machinery. This book explores the growing importance of subnational diplomacy by examining the state of California. This book seeks to understand the complex ways in which the Foreign Office adapted to the rise of identity politics in Britain as it administered British foreign policy during the Cold War and the end of the British Empire. After the Second World War, cultural changes in British society forced a reconsideration of erstwhile diplomatic archetypes, as restricting recruitment to white, heterosexual, upper- or middle-class men gradually became less socially acceptable and less politically expedient. After the advent of the tripartite school system and then mass university education, the Foreign Office had to consider recruiting candidates who were qualified but had not been 'socialized' in the public schools and Oxbridge. Similarly, the passage of the 1948 Nationality Act technically meant nonwhites were eligible to join. The rise of the gay rights movement and postwar women's liberation both generated further, unique dilemmas for Foreign Office recruiters. Diplomatic Identity in Postwar Britain seeks to destabilize concepts like 'talent', 'merit', 'equality' and 'representation', arguing that these were contested ideas that were subject to political and cultural renegotiation and revision throughout the period in question.
Concentrating on the rivalry between the formal and informal empires of Great Britain, Japan and the United States of America, this book examines how regional relations were negotiated in Asia and the Pacific during the interwar years. A range of international organizations including the League of Nations and the Institute of Pacific Relations, as well as internationally minded intellectuals in various countries, intersected with each other, forming a type of regional governance in the Asia-Pacific. Hartenian's history of George W Bush propaganda for an invasion of Iraq returns the administration's approach to its conceptual origins. Hartenian places "evidence" in the center of his analysis, showing that Rumsfeld's "the absence of evidence is not evidence of absence" meant that no evidence was necessary to justify an invasion. The 9/11 attacks, indeed, "changed everything" for the Bush administration and in its aftermath the time for regime change in Iraq had simply come. With no good evidence to support its fears, the administration was certain of a post-9/11-conceived Iraq-al Qaeda "nexus," just as with no evidence except the "absence of evidence" it was certain of Iraqi mastery of "denial and deception" that hid "Saddam's" "evil" activities. Resting on Cheney's "one percent doctrine," administration "certainty" of the threat from Iraq required a US invasion. The policy offices of Douglas Feith at the Pentagon, with the help of George Tenet at CIA, would generate a case of such fright and enormity-the "mushroom cloud"-that required administration action. Manipulating intelligence and ignoring the growing body of evidence undermining its case, the Bush administration invaded Iraq to bring about "regime change."
American Isolationism Between the World Wars: The Search for a Nation's Identity examines the theory of isolationism in America between the world wars, arguing that it is an ideal that has dominated the Republic since its founding. During the interwar period, isolationists could be found among Republicans and Democrats, Catholics and Protestants, pacifists and militarists, rich and poor. The Nuclear and Space Talks revolutionized arms control. The Cold War endgame commenced with the umbrella negotiations' that linked START and INF negotiations to a regulation on the weaponization of space. This volume reveals a US grand strategy to replace deterrence with a collective security order. An entente of the superpowers was needed to transform bipolarity. The US planned the replacement of mutually assured destruction by mutually assured security. A global astrodome was to protect a nuclear disarmed world. The Franco-German special relationship in European affairs had to be amended by a US-SU special relationship to replace classic bloc politics. The Reagan Administration planned a global zero agenda, a joint development of a global protective system and a creation of a Common House of Europe. Formulating a military strategy is a complex interaction between politicians, strategic commanders and generals. Formulating such a strategy within a multinational organization is even more complex. In this book, Edstrom and Gyllensporre explore a range of case studies, based on UN documents, and individually analyse their de facto military strategy in terms of ends, ways, means, and the interaction between the political strategic level (UN Security Council) and the military strategic level (UN Secretary General). Some 100,000 UN soldiers deployed all over the world not only deserve but need to be properly directed. Military strategy is hence a necessity, not an option. Moreover the military strategy should be percieved as a complementary effort to a robust integrated mission concept, including other instruments than the military."
A History of the Manila Pact and the Southeast Asia Treaty Organisation (SEATO) from its establishment in 1954 until its dissolution in 1977. The Southeast Asia Treaty Organization (SEATO) has received meagre scholarly attention in comparison to other key events and global developments during the duration of the Cold War, due to its perceived failure early in its existence. However, there has been a renewed interest in the academic study of the organization. Some scholars have argued that SEATO was not an outright failure. New literatures have also shed in detail the workings of SEATO, such as operational-level contingency plans and counter-insurgency plans. This book aims to reconstruct a comprehensive life cycle of SEATO using declassified archival documents which were unavailable to scholars studying the organization from the 1950s through the 1980s and provide a nuanced assessment of it. In addition, in recent years, there is also an emerging interest in the possibility of a multilateral military alliance in Asia, for instance the Quadrilateral Security Dialogue morphing into an "Asian NATO". As such, it is therefore crucial to study how previous multilateral alliances in the context of Asia were formed, how they functioned, and subsequently dissolved. A groundbreaking reference on a key element of the United States' Cold War strategy in Asia, which will be a valuable resource to scholars of twentieth century diplomatic history.
Track Two diplomacy consists of informal dialogues among actors such as academics, religious leaders, retired senior officials, and NGO officials that can bring new ideas and new relationships to the official process of diplomacy. Sadly, those involved in official diplomacy often have little understanding of and appreciation for the complex and nuanced role that Track Two can play, or for its limitations. And many Track Two practitioners are often unaware of the realities and pressures of the policy and diplomatic worlds, and not particularly adept at framing their efforts to make them accessible to hard-pressed officials. At the same time, those interested in the academic study of Track Two sometimes fail to understand the realities faced by either set of practitioners. A need therefore exists for a work to bridge the divides between these constituencies and between the different types of Track Two practice-and this book crosses disciplines and traditions in order to do just that. It explores the various dimensions and guises of Track Two, the theory and practice of how they work, and how both practitioners and academics could more profitably assess Track Two. Overall, it provides a comprehensive picture of the range of activities pursued under this title, to provoke new thinking about how these activities relate to each other, to official diplomacy, and to academe.
Nations have powerful reasons to get their military alliances right. When security pacts go well, they underpin regional and global order; when they fail, they spread wars across continents as states are dragged into conflict. We would, therefore, expect states to carefully tailor their military partnerships to specific conditions. This expectation, Raymond C. Kuo argues, is wrong. Following the Leader argues that most countries ignore their individual security interests in military pacts, instead converging on a single, dominant alliance strategy. The book introduces a new social theory of strategic diffusion and emulation, using case studies and advanced statistical analysis of alliances from 1815 to 2003. In the wake of each major war that shatters the international system, a new hegemon creates a core military partnership to target its greatest enemy. Secondary and peripheral countries rush to emulate this alliance, illustrating their credibility and prestige by mimicking the dominant form. Be it the NATO model that seems so commonsense today, or the realpolitik that reigned in Europe of the late nineteenth century, a lone alliance strategy has defined broad swaths of diplomatic history. It is not states' own security interests driving this phenomenon, Kuo shows, but their jockeying for status in a world periodically remade by great powers.

Cuba's Fidel Castro and Spain's Francisco Franco were two men with very similar backgrounds but very different political ideologies. Both received a Catholic education and had strong connections to the Galicia region of Spain. Both were familiar with guerrilla tactics and came to power through fighting civil wars. However, Franco had support from fascists, who fought a vicious campaign against communist guerrillas, whereas Cuba was strategically aligned with the USSR after the revolution. The two countries nevertheless maintained strong relations, notably keeping a formal diplomatic relationship after the 1959 Cuban revolution despite the United States' severing of ties to Cuba. This relationship, Hosoda argues, would remain a vital back channel for communication between Cuba and the West. Using a mixture of primary and secondary sources, derived from Cuban, American and Spanish archives, Hosoda analyses the nature and wider role of diplomatic relations between Cuba and Spain during the Cold War. Addressing both the question of how this relationship was forged - whether through the personal strange "amity" of their leaders, mutual animosity toward the U.S., or the alignment of national interests - and the importance of the role that it played. Considering also the role of the Vatican, this book offers a fascinating insight into a rarely studied aspect of the Cold War, one that transcends the usual East-West binaries.
From 1960s to the early 1970s in East Asia, the Cold War bipolar system, centering on the US and USSR, shifted to a more complicated structure. The Cold War is conventionally regarded as a superpower conflict that dominated the shape of international relations between World War II and the fall of the Berlin Wall.
