How did France and Australia develop a deep strategic partnership, when only about two decades ago, a group of Australians bombed the French consulate in Perth to protest against French nuclear testing in the Pacific? Which interests, which personalities, which elements of the global context have led France and Australia to engage in a regional and global rapprochement, and what have been the human, economic and political prerequisites which enabled it? This book aims to investigate the dynamics behind this historically ambiguous relationship. More precisely, this study explains why and how France and Australia are currently engaged in a process of strategic and economic mutual empowerment and how this rapprochement has been possible, owing to thirty years of diplomatic efforts to overcome ongoing culturally and historically constructed misunderstandings and conflicts. This book demonstrates how French and Australian foreign policy-makers have understood that, in regard to their numerous common interests, both countries had to mutually empower each other in order to strengthen their own power, regionally and globally. This book argues that these inclusive dynamics of empowerment constitute the response of two diverse middle powers to current global threats and represent a tool suitable for modernising the strategies and practices of both countries' diplomacies. Soyez' research is the first to propose an answer to these questions through the development of the French-Australian strategic partnership.
This book provides a comprehensive analysis of Japan's Asian diplomacy under Prime Minister Shinzo Abe. Under the Kantei-centred policymaking system, Shinzo Abe has implemented assertive foreign policies with a slogan of 'diplomacy taking a panoramic perspective of the world'. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan's bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan's external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. Going forward, research in this book also explores the development of key regional affairs. Maritime security and space security are two of major security-related affairs, in which the states in East Asia and the Asia-Pacific have to engage, including the development of the TPP (TPP-11) and RCEP, as well as infrastructure development and development cooperation, which are crucial in relation to China's initiatives in the BRI and AIIB. Lastly, the book provides valuable references to regionalism in East Asia and the Asia-Pacific by analyzing regional integration/cooperation through free trade agreements and the development of regional connectivity. This includes the evolution of cooperation and conflict within key regional frameworks such as the East Asia Summit and APEC, as well as key regional visions such as the Free and Open Indo-Pacific. It also takes into account the possible influence of ideational factors such as norms, principles, and rules on the development of regional cooperation.
Anglo-Chinese Encounters Before the Opium War: A Tale of Two Empires Over Two Centuries studies the fascinating encounters between the two historic empires from Queen Elizabeth I's first letter to the Ming Emperor Wanli in 1583, to Lord Palmerston's letter to the Minister of China in 1840. Starting with Queen Elizabeth I's letter to the Chinese Emperor and ending with the letter from Lord Palmerston to the Minister of China just before the Opium War, this book explores the long journey in between from cultural diplomacy to gunboat diplomacy. It interweaves the most known diplomatic efforts at the official level with the much unknown intellectual interactions at the people-to-people level, from missionaries to scholars, from merchants to travelers and from artists to scientists. This book adopts a novel "mirror" approach by pairing and comparing people, texts, commodities, artworks, architecture, ideologies, operating systems and world views of the two empires. Using letters, gifts and traded goods as fulcrums, and by adopting these unique lenses, it puts China into the world history narratives to contextualise Anglo-Chinese relations, thus providing a fresh analysis of the surviving evidence. Xin Liu casts a new light on understanding the Sino-centric and Anglo-centric world views in driving the complex relations between the two empires, and the reversals of power shifts that are still unfolding today. The book is not intended for specialists in history, but a general audience wishing to learn more about China's historical engagement with the world.
This book explores how Vietnam's leadership conceptualises and conducts public diplomacy (PD) and offers a comparative analysis with regional powers. Drawing on social constructivism as its theoretical framework it investigates the rationale behind an authoritarian regime's implementation of public diplomacy to contribute to a better understanding of the broader framework of foreign-domestic policy. This theoretical and practical exploration of Vietnam's PD in cases of cultural diplomacy, South China Sea diplomacy and online activism situates it in the general academic and theoretical discussion on soft power. Key variables to the conceptualisation and conduct of Vietnam's PD, namely national interest, national identity and changing information technologies, especially the Internet and social media, are also thoroughly investigated. Confessional Diplomacy in Early Modern Europe examines the role of religion in early modern European diplomacy. In the period following the Reformations, Europe became divided: all over the continent, princes and their peoples split over theological, liturgical, and spiritual matters. At the same time, diplomacy rose as a means of communication and policy, and all powers established long- or short-term embassies and sent envoys to other courts and capitals. The book addresses three critical areas where questions of religion or confession played a role: papal diplomacy, priests and other clerics as diplomatic agents, and religion as a question for diplomatic debate, especially concerning embassy chapels.
This book presents the reader with a detailed analysis of the U.S. policy toward Cuba that was designed and adopted by the Lyndon B. Johnson administration. Based in governmental and other sources from both the U.S. and Cuba, the book analyzes the changes in the U.S. policy and its political and practical effects. Cuba still had to face a combination of "dirty war" and "passive containment," but during the course of the 1960s, the influence of the "dirty war" policy was weakened due to the failure of the tactics to overthrow the Cuban Revolution by violent means. Instead, the policy was directed towards "passive containment," characterized by its focus on an intensification of the economic blockade, the promotion of diplomatic isolation, and propaganda campaigns and psychological warfare. The book is unique since it is written from a Cuban perspective and it complements and enriches the knowledge of the U.S.-Cuban relationship during the 1960s, and the policy adopted by the Johnson administration.
This book examines European history and politics between two very well-known but flawed treaties: The Treaty of Versailles and the Treaty of Maastricht. Taking the Treaty of Versailles, signed following World War I, as a starting point, the volume argues that while it was well-intentioned to the point of being utopian, it was also totally impractical, rearranging the map of Europe in a way which led to the tragic descent into conflict and barbarism in World War II. The volume then moves through the post war period, the outcome of the war producing the uneasy stability of a Cold War divided continent, and with the establishment of NATO in 1949, the process of European integration ushered in the era of cooperation. Under the influence of Charles de Gaulle, the newly created European Community acted as an association of sovereign states led by France and Germany, spurring economic growth and encouraging other countries to apply to join. After de Gaulle's retirement in 1969, this approach was progressively abandoned in favour of a federal model of integration in which member states transferred their sovereignty to the institutions of what became the European Union. Europe was to be transformed from a continent to a country. The book concludes by analysing the Maastricht treaty, which enshrined this process, as being as fatally flawed as the Versailles Treaty and charts the post-Maastricht slow decline of the European Union giving way to widespread Euroscepticism. This book informs students about the practice of modern diplomacy while simultaneously inviting them to critically reflect on it. The work introduces the world of diplomacy from a practitioner's point of view. Rather than listening to what diplomats say they do, the book looks at what they actually do. Diplomacy is thus approached through the lenses of its manifold practices: from political analysis to policy-shaping, from conflict prevention over conflict-management to conflict-resolution. However, the book not only aims at informing or instructing but also, and primarily, wants its readers to critically reflect on diplomacy. Originally published in 1991, The Roots of Appeasement outlines the attitudes of the British weekly press and its editors to Nazism and to German and British foreign policies during the 1930s. It analyses and interprets the reasons which underlay those attitudes. Aided by the evidence of the weeklies, it sheds additional light on the roots and development of appeasement. After introducing the weeklies and their editors, the study conveys and examines their attitudes to the European crises of 1935-9 and one chapter focusses on the popular fear of air attack as reflected in the journals. The major conclusion of the book is that a consensus supporting appeasement emerged in the weeklies in the course of 1935 and that it remained virtually intact until September 1938.

it," claimed Orson Welles as he set out for the city in 1942. But
Brazil's bucolic reputation as a distant land of palm trees and
pristine beaches masked a more complex reality--one that the
country's leaders were busily exploiting in a desperate gambit to
secure Brazil's place in the modern world.
This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage 'disorder' security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea.
This book explores why Ethiopian kings pursued long-distance diplomatic contacts with Latin Europe in the late Middle Ages. It traces the history of more than a dozen embassies dispatched to the Latin West by the kings of Solomonic Ethiopia, a powerful Christian kingdom in the medieval Horn of Africa. Drawing on sources from Europe, Ethiopia, and Egypt, it examines the Ethiopian kings' motivations for sending out their missions in the fifteenth and early sixteenth centuries - and argues that a desire to acquire religious treasures and foreign artisans drove this early intercontinental diplomacy. Moreover, the Ethiopian initiation of contacts with the distant Christian sphere of Latin Europe appears to have been intimately connected to a local political agenda of building monumental ecclesiastical architecture in the North-East African highlands, and asserted the Ethiopian rulers' claim of universal kingship and rightful descent from the biblical king Solomon. Shedding new light on the self-identity of a late medieval African dynasty at the height of its power, this book challenges conventional narratives of African-European encounters on the eve of the so-called 'Age of Exploration'.
This book uncovers how US-India relations have changed and intensified during the administrations of Bill Clinton, George Bush Jr., and Barack Obama. Throughout the Cold War, US-India relations were often distant and volatile as India mostly received attention at times of grave international crises, but from the late 1990s onwards, the US showed a more sustained interest in India. How was this shift possible? While previous scholarship has focused on the civilian nuclear deal as a turning point, this book presents an alternative account for this change by analyzing how India's identity has been constructed in different terms after the Cold War. It examines the underlying discourse and explains how this enables or constrains US foreign policymakers when they establish security policies with India and improve US-India relations.
Based on document analysis, and on the evaluations, perceptions and
judgments of people involved in framing, making, and applying
foreign policy in both countries as foreign affairs officials, law
makers, or think tanks' associates, this book presents the
differing worldviews and concepts for establishing an international
order. It is argued that the differences between U.S. and French
approaches to foreign policies and international affairs are
historically entrenched in political cultures, and could transcend
other elements such as economic interests, or the political
inclinations of the individuals or parties who control their
governments. Many of the findings could be applied to the
differences and similarities between the U.S. and other European
countries.

Based on privileged access to some of Spain's most important foreign policy actors - including Prime Minister Jose Luis Rodriguez Zapatero and Foreign Minister Miguel Angel Moratinos - the book offers an insider account of how Spanish foreign policy was shaped within the context of international diplomacy. It offers crucial new insights into the foreign policy of the PSOE governments (Spanish Socialist Workers' Party, 2004 to 2011). The volume considers the changes on the international stage since the fall of the Berlin Wall in 1989, showing how regional conflicts and tensions affected the policy agendas of the West. To increase security and prosperity at home, the 2004 Spanish socialist government reasoned that they could no longer rely exclusively on unilateral measures, old Cold War alliances or a 'Spain-first' approach. Against the backdrop of this changing world, the book explores the concept of 'effective multilateralism' put forward by the PSOE, in which Spain abandoned its hitherto unconditional support for the US and instead engaged in a series of multilateral collaborations with regions around the world. Above all, this study seeks to provide a new international history of contemporary Spain, demonstrating how domestic changes intersected with global transformations, and put forward the argument that diplomacy works.
