This edited book explores the multi-layered relationships between public diplomacy and intensified uncertainties stemming from transnational political trends. It is the latest wave of political uncertainty that provides the background as well as yields evidence scrutinised by authors contributing to this book. The book argues that due to a state of perpetual crises, the simultaneity of diplomatic tensions and new digital modalities of power, international politics increasingly resembles a networked set of hyper-realities. Embracing multi-polar competition, superpowers such as Russia flex their muscles over their neighbours; celebrated 'success stories' of democratisation - Hungary, Poland and Czechia - move towards illiberal governance; old players of international politics such as Britain and America re-claim "greatness", while other states, like China, adapt expansionist foreign policy goals. The contributors to this book consider the different ways in which transnational political trends and digitalisation breed uncertainty and shape the practice of public diplomacy.
This book aims to build the ideal model of China's grand strategy framework, which is based on three key variables: national power, strategic concept and international institution. Taking the rise of China as an opportunity, this book adopts the assessment of national strategic resources as the beginning, focuses on the evaluation of strategic capability, the choice of strategic orientation, the establishment of strategic objectives, the planning of strategic content and the implementation of strategic means. Further, following this main line, this book establishes a China's grand strategy framework based on active participation and integration-transformation-shaping process. This book emphasizes that to achieve the goals of China's grand strategy; China should uphold this strategic attitude: It should not be seduced by praise and should not be made aggressive by criticism. It should learn to be glorious but remain humble, maintain a wealthy, influential but modest position by restraint. This book can be regarded as the essence of the author's 20 years long-term focus and research on the China's grand strategy. This book discusses the role of gender and participation within the context of budgeting and planning. Gender and participation are two very closely interconnected issues in these processes, and the author explores how these could better promote accountability and transparency. Through chapters on topics such as access to information and mechanisms for public engagement, gender responsive budgeting, and the role of women in combating corruption, the book includes examples of good practices in gender and participation from the international perspective and to what extent they could be applied in Afghanistan. Working in aid-dependent developing countries with a high level of gender inequality and corruption requires additional knowledge of issues in gender, public participation, accountability, and transparency-regardless of whether working in the public sector or in a non-governmental organization (NGO).

Following the vexed codification attempts of the International Law Commission and the relevant jurisprudence of the International Court of Justice, this book addresses the permissibility of the practice of diplomatic asylum under general international law. In the light of a wealth of recent practice, most prominently the case of Julian Assange, the main objective of this book is to ascertain whether or not the practice of granting asylum within the premises of the diplomatic mission finds foundation under general international law. In doing so, it explores the legal framework of the Vienna Convention on Diplomatic Relations 1961, the regional treaty framework of Latin America, customary international law, and a possible legal basis for the practice on the basis of humanitarian considerations. In cases where the practice takes place without a legal basis, this book aims to contribute to bridging the legal lacuna created by the rigid nature of international diplomatic law with the absolute nature of the inviolability of the mission premises facilitating the continuation of the practice of diplomatic asylum even where it is without legal foundation. It does so by proposing solutions to the problem of diplomatic asylum. This book also aims to establish the extent to which international law relating to diplomatic asylum may presently find itself within a period of transformation indicative of both a change in the nature of the practice as well as exploring whether recent notions of humanity are superseding the traditional fundaments of the international legal system in this regard.
How does migration feature in states' diplomatic agendas across the Middle East? Migration diplomacy provides the first systematic examination of the foreign policy importance of migrants, refugees and diasporas in the Global South. Tsourapas examines how emigration-related processes become embedded in governmental practices of establishing and maintaining power; how states engage with migrant and diasporic communities residing in the West; how oil-rich Arab monarchies have extended their support for a number of sending states' ruling regimes via cooperation on labour migration; and, finally, how labour and forced migrants may serve as instruments of political leverage. Track-Two Diplomacy toward an Israeli-Palestinian Solution, 1978-2014 is an important insider account of a crucial set of negotiations aimed at settling a seemingly endless conflict. It brings out many new details of negotiating sessions and internal policy and strategy debates, and it is especially insightful on the thirteen-year process that led to the September 1993 Oslo Accords. Signed on the White House lawn in the presence of Israeli prime minister Yitzhak Rabin and Palestine Liberation Organization chairman Yasser Arafat, the treaty was a landmark occasion followed shortly thereafter by the unraveling of the Israeli-Palestinian permanent status negotiations. The historical narrative focuses on series of negotiations and ongoing efforts under particular Israeli governments. Each chapter concludes with discussions of successes, failures, and lessons learned.

The International Criminal Tribunal for the former Yugoslavia (ICTY) struggled to apprehend and try high-profile defendants like the Serbian leader Slobodan Milo evi, and often received more criticism than praise. This volume argues that the underappreciated court has in fact made a substantial contribution to Bosnia and Herzegovina s transition to democracy. Based on more than three years of field research and several hundred interviews, this study brings together multiple research methods, including surveys, ethnography, and archival materials, to show the court s impact on five segments of Bosnian society, emphasizing the role of the social setting in translating international law in domestic contexts. Much of the early rhetoric about the transformative potential of international criminal law helped foster unrealistic expectations that institutions like the ICTY could not meet, but judged by more realistic standards, international law is seen to play a modest yet important role in postwar transitions. The findings of this study have implications for the study of international courts around the world and the role law plays in contributing to social change.

This book adopts the rationalist research path to bring forward an innovative theory of foreign policy, and the central question is: How can we define the overall national interests of great powers appropriately and thus help states make consistent and rational grand strategies? The answer can't be found among existing Foreign Policy Analysis and other theoretical research. In this book, Positional Realism is proposed as a new theory to define the overall national interests from the power position and order position perspectives and specify the four kinds of positional interests of hegemonic states, contending states, potential contending states, and non-contending states. Different great powers have different positional power and order objectives. Based on these positional interests, Positional Realism brings different foreign policy hypotheses and suggestions. The book also examines the six great powers in the nineteenth century to verify these hypotheses and finds that Positional Realism can not only convincingly explain the success or failure of their acts, but also give useful and important directions for strategy making of great powers.
In the summer of 2013 the Central Intelligence Agency and the Clinton Presidential Library made an unprecedented declassification of more than 300 documents showing the role of intelligence in supporting American decision-making on Bosnia in the 1990s, and in particular the 1995 Dayton Peace Agreement, which brought an end to the fighting in Bosnia. The following spring, James Madison University hosted a conference in which scholars from all over the world assessed what the documents show about what is needed for the complex process of making peace. Aspects covered included military, political, diplomatic, and religious, among others. Timothy R. Walton's The Role of Intelligence in Ending the War in Bosnia in 1995 offers a collection of papers presented at the conference; several of the authors were participants in the events of the time.

Japan's Foreign Aid Policy in Africa seeks to evaluate TICAD's intellectual contribution to and its development practices regarding Africa over the past 20 years. A central conclusion is that, while TICAD bureaucrats lacked agency to support Japanese companies in Africa, the model of emerging powers partnerships has expanded in Africa.
Examining diversity as a fundamental reality of empire, this book explores European colonial empires, both terrestrial and maritime, to show how they addressed the questions of how to manage diversity. These questions range from the local to the supra-regional, and from the management of people to that of political and judicial systems. Taking an intersectional approach incorporating categories such as race, religion, subjecthood and social and legal status, the contributions of the volume show how old and new modes of creating social difference took shape in an increasingly early modern globalized world, and what contemporary legacies these 'diversity formations' left behind. This volume show diversity and imperial projects to be both contentious and mutually constitutive: one the one hand, the conditions of empire created divisions between people through official categorizations (such as racial classifications and designations of subjecthood) and through discriminately applied extractive policies, from taxation to slavery. On the other hand, imperial subjects, communities, and polities within and adjacent to empire asserted themselves through a diverse range of affiliations and identities that challenged any notion of a unilateral, universal imperial authority. This book highlights the multidimensionality and interconnectedness of diversity in imperial settings and will be useful reading to students and scholars of the history of colonial Empires, global history, and race.

Richard, Marquess Wellesley (1760-1842) became one of the most controversial politicians of his generation during his time as Governor-General of Bengal (1798-1805). Although this period saw him achieve territorial gains and military victories in India - including the defeat of Tipu Sultan, the ruler of Mysore - the financial cost was considered too high. The East India Company Court of Directors in London disagreed with many of the changes he made, and Wellesley was forced to return to England. This five volume collection of papers, edited by the political activist and historian Robert Montgomery Martin (1800-1868), was published in 1836-1837 and documents Wellesley's period of office in India. Volume 5 contains materials that supplement those in the four earlier volumes. They focus on large undertakings such as the Mysore and Maratha Wars, as well as topics including the East India Company's finances during Wellesley's tenure.
This book explores British post-colonial foreign policy towards Kenya from 1963 to 1980. It reveals the extent and nature of continued British government influence in Kenya after independence. It argues that this was not simply about neo-colonialism, and Kenya's elite had substantial agency to shape the relationship. The first section addresses how policy was made and the role of High Commissions and diplomacy. It emphasises contingency, with policy produced through shared interests and interaction with leading Kenyans. It argues that British policy-makers helped to create and then reinforced Kenya's neo-patrimonialism. The second part examines the economic, military, personal and diplomatic networks which successive British governments sustained with independent Kenya. A combination of interlinked interests encouraged British officials to place a high value on this relationship, even as their world commitments diminished. This book appeals to those interested in Kenyan history, post-colonial Africa, British foreign policy, and forms of diplomacy and policy-making.
How, despite the enormous investment of blood and treasure, has the West's ten-year intervention left Afghanistan so lawless and insecure? The answer is more insidious than any conspiracy, for it begins with a profound lack of understanding of the rule of law, the very thing that most dramatically separates Western societies from the benighted ones in which they increasingly intervene. This volume of essays argues that the rule of law is not a set of institutions that can be exported lock, stock and barrel to lawless lands, but a state of affairs under which ordinary people and officials of the state itself feel it makes sense to act within the law. Where such a state of affairs is absent, as in Afghanistan today, brute force, not law, will continue to rule. |
