This edited collection explores the fruitfulness of applying an interpretive approach to the study of global security. The interpretive approach concentrates on unpacking the meanings and beliefs of various policy actors, and, crucially, explains those beliefs by locating them in historical traditions and as responses to dilemmas. Interpretivists thereby seek to highlight the contingency, diversity, and contestability of the narratives, expertise, and beliefs that inform political action. The interpretive approach is widespread in the study of governance and public policy, but arguably it has not yet had much impact on security studies. The book therefore deploys the interpretive approach to explore contemporary issues in international security, combining theoretical engagement with good empirical coverage through a novel set of case studies. Bringing together a fresh mix of world renowned and up-and-coming scholars from across the fields of security studies, political theory and international relations, the chapters explore the beliefs, traditions, and dilemmas that have informed security practice on the one hand, and the academic study of security on the other, as well as the connections between them. Nuclear weapons are the elusive 'toys' of modern warfare and are hankered after by every Middle Eastern government. Although no Middle eastern government has formally admitted that the purpose of its investment in nuclear research is to develop weapons, it is certain that two countries, Israel and Pakistan, have mastered the technology for making nuclear bombs and that others are attempting to manipulate their nuclear hardware to this end. The combination of these nuclear ambitions, the large amounts of money that can be made available for research and the area's political instability make the region a powerful example of both the drive towards, and the dangers of, nuclear proliferation. This book, first published in 1988, examines the evolution of nuclear research and development in the region. It shows that it is the product of a complex web of internal and external factors, fuelled by considerations of international prestige and local rivalries. Whilst concluding that it is probably no longer possible to prevent the spread of nuclear weapons technology to the Middle East, it suggests ways in which the rate of proliferation can be slowed down.

This book analyses the internal sources of foreign policy within those NATO states whose primary security concerns lie in the southern area of the Alliance. It takes a careful look at foreign and defence policy formulation and assesses the special perspective of each of these countries inturn and the military threats that they face. This book explains what 'small' states are and explores their current security challenges, in general terms and through specific examples. It reflects the shift from traditional security definitions emphasizing defence and armaments, to new security concerns such as economic, societal and environmental security where institutional cooperation looms larger. These complex issues, linked with traditional power relations and new types of actors, need to be tackled with due regard to democracy and good governance. The book deals mainly with the current experience and recent past of such states but also offers insights for their future policies. On August 6 and August 9, 1945, the world became aware of the destructiveness of nuclear energy when the U.S. Army Air Corps dropped atomic bombs on Hiroshima and Nagasaki. Even before the bombs were detonated, though, President Harry Truman had directed his thoughts toward non-military uses of the atom, recognizing that the atomic bomb had given man a new understanding of the forces of nature. This book examines the history and development of nuclear power from the perspective of the U.S. Army's nuclear power program, telling its story from the creation of the Office of Research and Development through the program's days of growth,and on to its eventual decline. This history examines the development of the United States Army's nuclear power program from its inception, through the development and operation of six small nuclear power plants throughout the Western Hemisphere, to its evolution into a military support agency. The Manhattan Project District Engineer, General Kenneth Nichols, who generated the idea for the program, worked for the development of atomic energy for peaceful purposes. From the initial plans to develop nuclear power plants at remote bases, the book traces the path the Army took in getting its proposals approved by the Atomic Energy Commission, formally organizing the nuclear program, and building a prototype of a nuclear power plant. Separate chapters are devoted to Fort Greely, the nuclear program at the height of its success and accomplishment, and its subsequent decline and transitional period. For decades, the rational actor model served as the preferred guide for U.S. deterrence policy. It has been a convenient and comforting guide because it requires little detailed knowledge of an opponent's unique decision-making process and yet typically provides confident generalizations about how deterrence works. The model tends to postulate common decision-making parameters across the globe to reach generalizations about how deterrence will function and the types of forces that will be "stabilizing" or "destabilizing." Yet a broad spectrum of unique factors can influence an opponent's perceptions and his calculations, and these are not easily captured by the rational actor model. The absence of uniformity means there can be very few deterrence generalizations generated by the use of the rational actor model that are applicable to the entire range of opponents. Understanding Deterrence considers how factors such as psychology, history, religion, ideology, geography, political structure, culture, proliferation and geopolitics can shape a leadership's decision-making process, in ways that are specific and unique to each opponent. Understanding Deterrence demonstrates how using a multidisciplinary approach to deterrence analysis can better identify and assess factors that influence an opponent's decision-making process. This identification and assessment process can facilitate the tailoring of deterrence strategies to specific purposes and result in a higher likelihood of success than strategies guided by the generalizations about opponent decision-making typically contained in the rational actor model. For over a decade now, thinking on regional relations in the Gulf has focused on the competition for regional hegemony between Iran and Saudi Arabia. Today, this perspective is outdated. The smaller Gulf Arab states, led by the United Arab Emirates, are calling for their own goals and interests to be considered and a new regional order has emerged. This book asesses the UAE's increasing power and the future challenges to security it poses. It is a contemporary history and analysis of the changing role of the UAE. Dina Esfandiary argues that the UAE has become more assertive in the pursuit of its own interests in the region and beyond - even when this puts it at odds with its regional allies. This behavior includes the build-up of its military and non-military capabilities, the diversification of its partners, and its willingness to use these resources. The book examines the regional causes of the UAE's growing assertiveness - especially the 2011 Arab Uprisings - as well as the international context such as the impact of the US-announced 'Pivot to Asia', the perceptions of waning US power in the Middle East, and the 2015 nuclear deal. The UAE's changing role in the region will profoundly affect regional security. This book explores European Union crisis management and draws implications for its role as an international security actor. The success of EU crisis management has varied greatly and this book aims to identify the key factors that explain the differing degrees of coherence through a comparative analysis of its multidimensional crisis responses in Africa. The empirical focus lies on three prominent EU crisis management cases, namely Libya in 2011, Somalia in 2011-2012, and the Sahel in 2012-2013. It analyses the activities and interaction of EU institutional actors and member states, with a focus on France, the United Kingdom, and Germany. The book argues that the EU represents a rather unpredictable security actor, whose multi-level coherence is contingent on the congruence of domestic economic and electoral interests, as well as national threat perceptions, and the extent to which EU-level coherence norms resonate with national norms on the use of force and modes of multilateral cooperation. In sum, this book offers systematic insight into EU crisis management and clarifies the conceptual and empirical boundaries of the comprehensive approach. Finally, the study of the micro-foundations of coherence allows for policy-relevant suggestions on the EU's future role as a security actor. European armed forces have undergone deep changes in the past two decades. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Focusing on the Italian case in comparative perspective and based on a large variety of military operations from airstrikes to peacekeeping and counterinsurgency, the book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security that is deeply shaped by the lessons learnt in Afghanistan, Lebanon, Iraq and Libya.
