This book explains what 'small' states are and explores their current security challenges, in general terms and through specific examples. It reflects the shift from traditional security definitions emphasizing defence and armaments, to new security concerns such as economic, societal and environmental security where institutional cooperation looms larger. These complex issues, linked with traditional power relations and new types of actors, need to be tackled with due regard to democracy and good governance. Key policy challenges for small states are examined and applied in the regional case studies. The book deals mainly with the current experience and recent past of such states but also offers insights for their future policies. Although many of the states covered are European, the study also includes African, Caribbean and Asian small states. Their particular interest and relevance is outlined, as is the connection between their security challenges and their smallness. Policy lessons for other states are then sought. The book is the first in-depth, multi-continent study of security as an aspect of small state governance today. Nuclear weapons are the elusive 'toys' of modern warfare and are hankered after by every Middle Eastern government. Although no Middle eastern government has formally admitted that the purpose of its investment in nuclear research is to develop weapons, it is certain that two countries, Israel and Pakistan, have mastered the technology for making nuclear bombs and that others are attempting to manipulate their nuclear hardware to this end. The combination of these nuclear ambitions, the large amounts of money that can be made available for research and the area's political instability make the region a powerful example of both the drive towards, and the dangers of, nuclear proliferation. This book, first published in 1988, examines the evolution of nuclear research and development in the region. It shows that it is the product of a complex web of internal and external factors, fuelled by considerations of international prestige and local rivalries. This book provides the first systematic comparative analysis of climate security discourses. It analyses the securitisation of climate change in four different countries: USA, Germany, Turkey, and Mexico. The empirical analysis traces how specific climate-security discourses have become dominant, which actors have driven this process, what political consequences this has had and what role the broader context has played in enabling these specific securitisations. In doing so, the book outlines a new and systematic theoretical framework that distinguishes between different referent objects of securitisation (territorial, individual and planetary) and between a security and risk dimension. It thereby clarifies the ever-increasing literature on different forms of securitisation and the relationship between security, risk and politics. Whereas securitisation studies have traditionally focused on either a single country case study or a global overview, consequently failing to reconstruct detailed securitisation dynamics, this is the first book to provide a systematic comparative analysis of climate security discourses in four countries and thus closes an empirical gap in the present literature. This book explores European Union crisis management and draws implications for its role as an international security actor. The success of EU crisis management has varied greatly and this book aims to identify the key factors that explain the differing degrees of coherence through a comparative analysis of its multidimensional crisis responses in Africa. The empirical focus lies on three prominent EU crisis management cases, namely Libya in 2011, Somalia in 2011-2012, and the Sahel in 2012-2013. It analyses the activities and interaction of EU institutional actors and member states, with a focus on France, the United Kingdom, and Germany. The book argues that the EU represents a rather unpredictable security actor, whose multi-level coherence is contingent on the congruence of domestic economic and electoral interests, as well as national threat perceptions, and the extent to which EU-level coherence norms resonate with national norms on the use of force and modes of multilateral cooperation. In sum, this book offers systematic insight into EU crisis management and clarifies the conceptual and empirical boundaries of the comprehensive approach. The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens with a high level of safety within an Area of Freedom, Security and Justice. Given that the fight against terrorism is a prominent aspect of this general objective, it is remarkable that, in spite of its political relevance and decade-long history, it has only relatively recently received due attention in the academic community. Yet an analysis of the successes and failures of the EU's involvement in this field is imperative and this is a particularly pertinent moment to take stock of progress. The goal of this book is therefore to look back at the post-9/11 period and answer the question of whether, when it comes to the measures taken to combat terrorism following these attacks, the EU has lived up to the promise made in its founding treaties. The later seventeenth and eighteenth centuries have been acclaimed as the classic period of artillery fortification. This was an era when fortresses and fortress systems shaped the calculations of strategists and statesmen, and often dictated the course of campaigns. For decades, the rational actor model served as the preferred guide for U.S. deterrence policy. It has been a convenient and comforting guide because it requires little detailed knowledge of an opponent's unique decision-making process and yet typically provides confident generalizations about how deterrence works. The model tends to postulate common decision-making parameters across the globe to reach generalizations about how deterrence will function and the types of forces that will be "stabilizing" or "destabilizing." Yet a broad spectrum of unique factors can influence an opponent's perceptions and his calculations, and these are not easily captured by the rational actor model. The absence of uniformity means there can be very few deterrence generalizations generated by the use of the rational actor model that are applicable to the entire range of opponents. Understanding Deterrence considers how factors such as psychology, history, religion, ideology, geography, political structure, culture, proliferation and geopolitics can shape a leadership's decision-making process, in ways that are specific and unique to each opponent. Understanding Deterrence demonstrates how using a multidisciplinary approach to deterrence analysis can better identify and assess factors that influence an opponent's decision-making process. This identification and assessment process can facilitate the tailoring of deterrence strategies to specific purposes and result in a higher likelihood of success than strategies guided by the generalizations about opponent decision-making typically contained in the rational actor model. The relationship between intelligence organizations and the national security policymakers which they support has its ups and downs. Sometimes the relationship is a good one; communication flows and both sides benefit from the interaction, but sometimes difficulties arise and problems develop. For example, when knowledge is required for decision but is not available or is inaccurate the outcome is frequently described as an intelligence failure. A subset of this kind of intelligence failure occurs when knowledge is distorted in order to reinforce or oppose policymaker preferences or expectations. European armed forces have undergone deep changes in the past two decades. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. Concerns over the changing nature of gangs and cartels and their relationships to states in the late 20th and early 21st centuries has resulted in the emergence of a scholarly body of work focused on their national security threat potentials. This body of work, utilizing the third generation gangs and third phase cartel typologies, represents an alternative to traditional gang and organized crime research and one that is increasingly influencing the US defense community.
