After World War II, as Europe floundered economically, British Prime Minister Clement Attlee looked to disengage Britain from some of its broad international obligations and increase American support for its new foreign agenda. One place he sought to do so was in Greece, which was in the midst of a civil war. Through an in-depth study of Anglo-American diplomacy in Greece from 1946-50, Spero Simeon Z. Paravantes reveals how the relationship between Britain and the US developed in this formative period. He argues that, in many ways, Britain used the fast-escalating tensions of (what would become) the Cold War to direct and manipulate US policy in Greece, encouraging the Americans to take a more active role and (essentially) take Britain's place in the region. There is a long history of state governments providing support to nonstate armed groups fighting battles in other countries. Examples include Syria's aid to Hamas, Ecuador's support for FARC, and Libya's donation of arms to the IRA. What motivates states to do this? And why would rebel groups align themselves with these states? In States in Disguise, Belgin San-Akca builds a rigorous theoretical framework within which to study the complex and fluid network of relationships between states and rebel groups, including ethnic and religious insurgents, revolutionary groups, and terrorists. She proves that patterns of alliances between armed rebels and modern states are hardly coincidental, but the result of systematic and strategic choices made by both states and rebel groups. San-Akca demonstrates that these alliances are the result of shared conflictual, material and ideational interests, and her theory shows how to understand these ties via the domestic and international environment. Drawing from an original data set of 455 groups, their target states, and supporters over a span of more than sixty years, she explains that states are most likely to support rebel groups when they are confronted with internal and external threats simultaneously, while rebels select strong states and democracies when seeking outside support. She also shows that states and rebels look to align with one another when they share ethnic, religious and ideological ties. Through its broad chronological sweep, States in Disguise reveals how and why the phenomenon of state and rebel group alliances has evolved over time.

During the Second World War, a secret department was formed at Britain's Air Ministry to co-ordinate a strategy to defeat German bombing by means of deception. With the help of leading technicians from the film industry, ingeniously designed decoy airfields, towns and military bases were built throughout the island. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. Perspectives on Strategy examines in depth five aspects of strategy. Strategic thought and behaviour are explored and explained from the perspectives of intellect, morality, culture, geography, and technology. Each perspective has attracted persisting controversy. Perspectives on Strategy is strongly complementary to the author's previous book, The Strategy Bridge: Theory for Practice (OUP, 2010). Dietrich Heinrich von Bulow (1757 1807) served for sixteen years in the Prussian army, but for the remainder of his life lived a varied existence as a theatrical manager, preacher, writer, businessman, debtor and finally prisoner. It was not until after his death that this work, written in 1799 and reissued here in its 1806 English translation, began to find favour. He advocates the use of mathematical principles in devising swift and decisive tactics, and was one of the first theoreticians to regard tactics and strategy as separate concerns. At a time when Germany and Italy were yet to be unified, he writes that expansion to 'optimum' size would result in a Europe of only twelve states. The book's theories were criticised by Napoleon and Clausewitz, but had a considerable influence on the Prussian and Austrian armies of the late nineteenth century, and it is regarded as one of the founding texts of modern geopolitics.

An influential work on naval strategy, The Influence of Sea Power on History (1890) by Alfred Mahan, an American naval officer, had been instrumental in reshaping military tactics in navies all around the world. Its central idea was that a nation's success was determined by its 'sea power' - its ability to command the oceans with a large fleet. Frederick Thomas Jane (1865-1916), the founding editor of All the World's Fighting Ships and All the World's Airships (which continue to this day), here recounts historical battles to argue that other factors were as crucial, if not more, in determining military outcomes. In this daring and astute critique of Mahan's work, Jane proposes that 'fitness to win' played an essential role in securing victory. First published in 1906, this work is a thought-provoking contribution to the debate that influenced the naval arms race in the period before the First World War.

This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

Georgii Samoilovich Isserson (1898-1976) was one of the most prescient and prolific authors on military science in the years preceding World War II. His theories greatly influenced the Red Army's operations and were instrumental in achieving victory over Germany. This book gathers together for the first time English translations of Isserson's most influential works, including some that are still classified. The book analyzes eleven national security decisions, including the national security policy designed prior to the terrorist attacks of 9/11, the decisions to enter into and withdraw from Afghanistan and Iraq, the 2007 "surge" decision, the crisis over the Iranian nuclear program, the UN Security Council decision on the Syrian Civil War, the faltering Kerry Peace Process in the Middle East, and the U.S. decision on military operations against ISIS. In 2013, former U.S. National Security Agency (NSA) contractor Edward Snowden leaked secret documents revealing that state agencies like the NSA had spied on the communications of millions of innocent citizens. International outrage resulted, but the Snowden documents revealed only the tip of the surveillance iceberg. Apart from insisting on their rights to tap into communications, more and more states are placing citizens under surveillance, tracking their movements and transactions with public and private institutions. The state is becoming like a one-way mirror, where it can see more of what its citizens do and say, while citizens see less and less of what the state does, owing to high levels of secrecy around surveillance.

Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental.
