First Published in 1952, Problems of Nationalized Industry presents the first serious discussion on the issues related to nationalization of industries in Britain during the first half of the twentieth century. With growing concern about the conditions facing low wage workers and new challenges to traditional forms of labor market protection, this book offers a timely analysis of the purpose and effectiveness of minimum wages in different European countries. Japanese Women Working provides a wide range of perspectives on the study of working women in Japan over the last century. A flexible labour market is widely regarded as a key factor in encouraging economic growth and prosperity. In recent years some economies have successfully reformed their labour markets, making part-time and flexible hours easier, limiting the restrictive practices of trade unions, encouraging training and the enhancement of the skills of those in the labour market, coping with the changing age profile of the workforce and in other ways. Other economies have been less successful at labour market reform and continue to struggle with outdated structures and practices. Unfree labor has not disappeared from advanced capitalist economies. In this sense the debates among and between Marxist and orthodox economic historians about the incompatibility of capitalism and unfree labor are moot: the International Labour Organisation has identified forced, coerced, and unfree labor as a contemporary issue of global concern. Previously hidden forms of unfree labor have emerged in parallel with several other well-documented trends affecting labor conditions, rights, and modes of regulation. These evolving types of unfree labor include the increasing normalization of contingent work (and, by extension, the undermining of the standard contract of employment), and an increase in labor intermediation. The normative, political, and numerical rise of temporary employment agencies in many countries in the last three decades is indicative of these trends. It is in the context of this rapidly changing landscape that this book consolidates and expands on research designed to understand new institutions for work in the global era. This edited collection provides a theoretical and empirical exploration of the links between unfree labor, intermediation, and modes of regulation, with particular focus on the evolving institutional forms and political-economic contexts that have been implicated in, and shaped by, the ascendency of temp agencies. What is distinctive about this collection is this bi-focal lens: it makes a substantial theoretical contribution by linking disparate literatures on, and debates about, the co-evolution of contingent work and unfree labor, new forms of labor intermediation, and different regulatory approaches; but it further lays the foundation for this theory in a series of empirically rich and geographically diverse case studies. People from West Africa are risking their lives and surrendering their citizenship rights to enter exploitative labour markets in Europe. Integrating a focus on gender with Marx's surplus-based notion of class, this book offers a one-of-a-kind analysis of family farms in the United States. The analysis shows how gender and class struggles developed during important moments in the history of these family farms shaped the trajectory of U.S. agricultural development. It also generates surprising insights about the family farm we thought we knew, as well as the food and agricultural system today. Elizabeth A. Ramey theorizes the family farm as a complex hybrid of mostly feudal and ancient class structures. This class-based definition of the family farm yields unique insights into three broad aspects of U.S. agricultural history. First, the analysis highlights the crucial, yet under-recognized role of farm women and children's unpaid labor in subsidizing the family farm. Second, it allows for a new, class-based perspective on the roots of the twentieth century "miracle of productivity" in U.S. agriculture, and finally, the book demonstrates how the unique set of contradictions and circumstances facing family farmers during the early twentieth century, including class exploitation, was connected to concern for their ability to serve the needs of U.S. industrial capitalist development. Comparable worth-the idea that women ought to be paid the same wages as men performing comparable although not the same jobs-has generated a firestorm of controversy. This analysis of the comparable worth debate takes up its pros and cons in an extraordinarily disciplined and fair-minded manner. After outlining the debate, Paul attempts to resolve this deeply divisive debate in terms of larger philosophical underpinnings. To do so, she develops a sophisticated analysis of the American economic marketplace as well as the general marketplace of ideas. The volume initially sets forth the case for comparable worth by a wide-ranging review of the difference between the fairness of the marketplace and the demands for wealth redistribution. The author squarely addresses the toughest issues in the comparable worth debate: the persistence of a wage gap; undervaluation of jobs as a result of gender; and social conditioning into subordinate and superordinate roles. She then shifts into an analysis of the essentially economic counter-arguments against the largely social arguments in favor of comparable worth. An exhaustive history of the legislative, judicial, and regulatory history that underlies the comparable worth debate is given exhaustive treatment. Paul concludes with the belief that efforts to replace the market for setting labor and wage priorities would lead to misalignments and misalliances of such severity that calls for more central planning would be the predictable result. Paul shows that for the most part efforts at artificially leveraging wages between men and women would have unanticipated consequences, such as restricting free choice among working people and innovation among entrepreneurs. Professor Paul cites such present advantages as freedom of job entry or the United States' ability to compete in international markets would be early victims in an environment dominated by strong regulation, which for her is at the heart of the comparable worth debate. The author argues that equity is best insured by women entering all areas of the work force from which they have been blocked in the past. To encourage women to enter new and challenging occupations rather than to seek artificial shifts in compensation should be the goal of an equity-oriented society. This volume is not an argument against equity, but against the artificial regulation and control of free economies to the ultimate detriment of women. Labour market flexibility is one of the most closely debated public policy issues in India. This book provides a theoretical framework to understand the subject, and empirically examines to what extent India's 'jobless growth' may be attributed to labour laws. As the Indian economy integrates into global circuits of production, exchange and accumulation, the burdens of adjustment are shared unequally by different sectors, classes and regions. This study unravels the livelihood strategies and living conditions of labour in the tea gardens of Assam. The tea sector has been undergoing a crisis since the 1990s, with stagnant production, decline in exports, and closures of many tea gardens leading to large-scale retrenchments in the labour force. Based on a detailed analysis of secondary data and primary field research, the study examines the extent, types and implications of inter-generational occupational mobility (or immobility) among tea garden labourers in Assam. In the process, it reflects on how even a sector that had brought capital and labour from outside and contributed significantly to the country's export earnings failed to create dynamic growth linkages within the local economy. The experience of the labour force in the Assam tea sector, the authors argue, is important for making sense not only of the development dynamics of the region, but of the contradictory ways in which forces of globalisation and neo-liberal reforms have been reshaping the worlds of labourers in the margins.
