Unfree labor has not disappeared from advanced capitalist economies. In this sense the debates among and between Marxist and orthodox economic historians about the incompatibility of capitalism and unfree labor are moot: the International Labour Organisation has identified forced, coerced, and unfree labor as a contemporary issue of global concern. Previously hidden forms of unfree labor have emerged in parallel with several other well-documented trends affecting labor conditions, rights, and modes of regulation. The normative, political, and numerical rise of temporary employment agencies in many countries in the last three decades is indicative of these trends. It is in the context of this rapidly changing landscape that this book consolidates and expands on research designed to understand new institutions for work in the global era. This edited collection provides a theoretical and empirical exploration of the links between unfree labor, intermediation, and modes of regulation, with particular focus on the evolving institutional forms and political-economic contexts that have been implicated in, and shaped by, the ascendency of temp agencies. Paul concludes with the belief that efforts to replace the market for setting labor and wage priorities would lead to misalignments and misalliances of such severity that calls for more central planning would be the predictable result. Paul shows that for the most part efforts at artificially leveraging wages between men and women would have unanticipated consequences, such as restricting free choice among working people and innovation among entrepreneurs. Professor Paul cites such present advantages as freedom of job entry or the United States' ability to compete in international markets would be early victims in an environment dominated by strong regulation, which for her is at the heart of the comparable worth debate. The author argues that equity is best insured by women entering all areas of the work force from which they have been blocked in the past. To encourage women to enter new and challenging occupations rather than to seek artificial shifts in compensation should be the goal of an equity-oriented society. This volume is not an argument against equity, but against the artificial regulation and control of free economies to the ultimate detriment of women. As the Indian economy integrates into global circuits of production, exchange and accumulation, the burdens of adjustment are shared unequally by different sectors, classes and regions. This study unravels the livelihood strategies and living conditions of labour in the tea gardens of Assam. The tea sector has been undergoing a crisis since the 1990s, with stagnant production, decline in exports, and closures of many tea gardens leading to large-scale retrenchments in the labour force. Based on a detailed analysis of secondary data and primary field research, the study examines the extent, types and implications of inter-generational occupational mobility (or immobility) among tea garden labourers in Assam. In the process, it reflects on how even a sector that had brought capital and labour from outside and contributed significantly to the country's export earnings failed to create dynamic growth linkages within the local economy. The experience of the labour force in the Assam tea sector, the authors argue, is important for making sense not only of the development dynamics of the region, but of the contradictory ways in which forces of globalisation and neo-liberal reforms have been reshaping the worlds of labourers in the margins.
