This book examines the policy and practice of the insanity clauses within the immigration controls of New Zealand and the Commonwealth of Australia. It reveals those charged with operating the legislation to be non-psychiatric gatekeepers who struggled to match its intent. Regardless of the evolution in language and the location at which a migrant's mental suitability was assessed, those with 'inherent mental defects' and 'transient insanity' gained access to these regions. This book accounts for the increased attempts to medicalise border control in response to the widening scope of terminology used for mental illnesses, disabilities and dysfunctions. Such attempts co-existed with the promotion of these regions as 'invalids' paradises' by governments, shipping companies, and non-asylum doctors. Using a bureaucratic lens, this book exposes these paradoxes, and the failings within these nineteenth- and early twentieth-century Australasian nation-state building exercises.
How did the concept of the secular state emerge and evolve in Australia and how has it impacted on its institutions? This is the most comprehensive study to date on the relationship between religion and the state in Australian history, focusing on the meaning of political secularity in a society that was from the beginning marked by a high degree of religious plurality. This book tracks the rise and fall of the established Church of England, the transition to plural establishments, the struggle for a public Christian-secular education system, and the eventual separation of church and state throughout the colonies. Finally the book considers present day pluralist Australia and new understandings of state secularity in light of massive social changes over recent generations.
This book seeks to highlight the influence of the Enlightenment idea of social progress on the character of the "civilising mission" in early Australia by tracing its presence in the various "civilising" attempts undertaken between 1788 and 1850. It also represents an attempt to marry the history of the British Enlightenment and the history of settler-Aboriginal interactions. The chronological structure of the book, as well as the breadth of its content, will facilitate the readers' understanding of the evolution of "civilising attempts" and their epistemological underpinnings, while throwing additional light on the influence of the Enlightenment on Australian history as a whole.
In the modern State, power rests on the consensus of the citizens. They accord its institutions the authority to regulate society. State theory suggests that this authority is a right to speak on certain matters in certain ways and to have the audience agree with those statements. It is a matter of an authorised language; all others fall into the category of ratbaggery. In this 1991 book, the first major book applying State theory to Australia, Alastair Davidson shows how Australian citizens were formed in the nineteenth century, and how their particular characteristics led to the empowering of a certain language of power: legalism. He further shows that this made the judiciary the most powerful arm of government - unlike countries where the people arm sovereign and the legislature supreme - because the judiciary has the last say on all issues and in its own language.
Music and World-Building in the Colonial City investigates how nineteenth-century migrants to Australia used music as a resource for world-building, focusing on coalmining regions of New South Wales. It explores how music-making helped British migrants to create communities in unfamiliar country, often with little to no infrastructure. Its key themes are as follows: people's relationships to music within specific contexts; how music-making intersects with class, gender and ethnic background; identity through music. Situated within a wider discourse on music and identity, music and well-being and music and emotions, this is an authoritative study of historical communities and their relationship with music. This book provides a comprehensive environmental history of how Australia's rainforests developed, the influence of Aborigines and pioneers, farmers and loggers, and of efforts to protect rainforests, to help us better understand current issues and debates surrounding their conservation and use. While interest in rainforests and the movement for their conservation are often mistakenly portrayed as features of the last few decades, the debate over human usage of rainforests stretches well back into the nineteenth century. In the modern world, rainforests are generally considered the most attractive of the ecosystems, being seen as lush, vibrant, immense, mysterious, spiritual and romantic. Rainforests hold a special place; both providing a direct link to Gondwanaland and the dinosaurs and today being the home of endangered species and highly rich in biodiversity. They are also a critical part of Australia's heritage. Indeed, large areas of Australian rainforests are now covered by World Heritage Listing. However, they also represent a dissonant heritage. What exactly constitutes rainforest, how it should be managed and used, and how much should be protected are all issues which remain hotly contested. Debates around rainforests are particularly dominated by the contradiction of competing views and uses - seeing rainforests either as untapped resources for agriculture and forestry versus valuing and preserving them as attractive and sublime natural wonders. Australia fits into this global story as a prime example but is also of interest for its aspects that are exceptional, including the intensity of clearing at certain periods and for its place in the early development of national parks. This book will be of great interest to students and scholars of Environmental History, Australian History and Comparative History.

The Constitution of Independence is a contribution to the newly rejuvenated subject of comparative Commonwealth constitutional law, politics, and history. While a plethora of studies have discussed why so many men decided to volunteer for the army during the Great War, the experiences of those who were called up under conscription have received relatively little scrutiny. Even when the implementation of the respective Military Service Acts has been investigated, scholars have usually focused on only the distinct minority of those eligible who expressed conscientious objections. It is rare to see equal significance placed on the fact that substantial numbers of men appealed, or were appealed for, on the grounds that their domestic, business, or occupational circumstances meant they should not be expected to serve. David Littlewood analyses the processes undergone by these men, and the workings of the bodies charged with assessing their cases, through a sustained transnational comparison of the British and New Zealand contexts.
In the first half of the twentieth century, a diverse community of Australians settled in Shanghai. There they forged a 'China trade', circulating goods, people and ideas across the South China Sea, from Shanghai and Hong Kong to Sydney and Melbourne. This trade has been largely forgotten in contemporary Australia, where future economic ties trump historical memory when it comes to popular perceptions of China. After the First World War, Australians turned to Chinese treaty ports, fleeing poverty and unemployment, while others sought to 'save' China through missionary work and socialist ideas. Chinese Australians, disillusioned by Australian racism under the White Australia Policy, arrived to participate in Chinese nation building and ended up forging business empires which survive to this day. This book follows the life trajectories of these Australians, providing a means by which we can address one of the pervading tensions of race, empire and nation in the twentieth century: the relationship between working-class aspirations for social mobility and the exclusionary and discriminatory practices of white settler societies.

In the past decades historians have interpreted early modern Christian missions not simply as an adjunct to Western imperialism, but a privileged field for cross-cultural encounters. Placing the Jesuit missions into a global phenomenon that emphasizes economic and cultural relations between Europe and the East, this book analyzes the possibilities and limitations of the religious conversion in the Micronesian islands of Guahan (or Guam) and the Northern Marianas. Frontiers are not rigid spatial lines separating culturally different groups of people, but rather active agents in the transformation of cultures. By bringing this local dimension to the fore, the book adheres to a process of missionary "glocalization" which allowed Chamorros to enter the international community as members of Spain's regional empire and the global communion of the Roman Catholic Church.

The book presents the first comprehensive history of Swiss settlement in New Zealand. It describes Swiss settlement in New Zealand from the time of the gold rushes in the 1860s to the present day in a very accessible way. The focus is on the Swiss-born migrants: who they were, why they came, how they have adapted to life in New Zealand, and their ongoing links with their homeland and the Swiss community in New Zealand. The migrants' stories are set in the historical and social context of the period in which they arrived. The book is a mixture of archival and other research of primary and secondary resources, and life history interviews. It will appeal to academics interested in the New World and migration studies and to Swiss living in New Zealand and elsewhere.
This book argues that transpacific history cannot be comprehended without including "vertical" connections; namely, those between the southern hemisphere and the northern hemisphere. It explores such connections by uncovering small histories of ordinary people's attempts at evenements which they undertake by means of uneven, unlevel, and multidirectional mobilities. In this way, this book goes beyond the usual notion of transpacific history as a matter of Northern Hemisphere-centric connections between the United States and Asian countries, and enables us to imagine a transpacific space as a more dynamic and multi-faceted world of human mobilities and connections. In this book, both eminent and burgeoning historians uncover the stories of little-known, myriad encounters in various parts of the Asia-Pacific region. By exploring cases whose actors include soldiers, missionaries, colonial administrators, journalists, essayists, and artists, the book highlights the significance of "vertical" perspectives in understanding complex histories of the region.
When the Soviet Union and Nazi Germany partitioned Poland in September of 1939, thousands of Jews fled Poland into Lithuania and fled across the USSR to Japan. With the help of Jan Zwartendijk, acting Dutch consul, and Chiune Sugihara, Japan's vice consul in Lithuania, the refugees obtained documents for their perilous escape from Nazi persecution. From Japan, many refugees moved on to Dutch-controlled Curacao or other final destinations. Decades after the war, and one year before his death in 1986, Sugihara was finally honored by Israel with the "Righteous Among the Nations" Award for the help he gave to the Jews in 1940. He also received the Raoul Wallenburg Award posthumously in 1990. However, in Japan little was known about Sugihara's heroic actions for more than five decades. The author, Seishiro Sugihara (no relation to Chiune), reveals a pattern of deception and obfuscation by Japan's foreign ministry to obstruct recognition of Sugihara's philanthropy. The Sugihara episode, the author contends, is only one in a long line of scandalous cover-ups which have plagued the Ministry, including its ill-fated Twenty-One Demands upon Nationalist China in 1915; and more infamously the failure of its Washington Embassy to follow orders and deliver the "declaration of war" on December 7, 1941 which resulted in the Pearl Harbor operation being stigmatized as a "sneak attack." His book is the first to demonstrate that, while Japan's military was abolished during the Occupation, the Foreign Ministry secured its own future at the expense of Japan and the Japanese people, and deliberately and systematically placed Sugihara's act of kindness beyond public scrutiny.
Sport and war have been closely linked in Australian and New Zealand society since the nineteenth century. Sport has, variously, been advocated as appropriate training for war, lambasted as a distraction from the war effort, and resorted to as an escape from wartime trials and tribulations. War has limited the fortunes of some sporting codes - and some individuals - while others have blossomed in the changed circumstances. The chapters in this book range widely over the broad subject of Australian and New Zealand sport and their relation to the cataclysmic world wars of the first half of the twentieth century. They examine the mythology of the links between sport and war, sporting codes, groups of sporting individuals, and individual sportspeople. Revealing complex and often unpredictable effects of total wars upon individuals and social groups which as always, created chaos, and the sporting field offered no exception. Imperial spaces takes two of the most influential minority groups of white settlers in the British Empire - the Irish and the Scots - and explores how they imagined themselves within the landscapes of its farthest reaches, the Australian colonies of Victoria and New South Wales.
