The study reviewed the health sector challenges and progress in the
CAREC region and recommends establishing a regional health
coordination mechanism and developing a regional health strategy
and investment framework. The strategy aims to enhance health
security through regional cooperation. It has four main pillars:
(i) leadership and human resource capacity, (ii) technical
preparedness, (iii) surge demands and access to supplies, and (iv)
vulnerable population groups and border health. It is intended as a
tool to guide CAREC health cooperation, dialogue and knowledge
exchange, programming and mobilize new project financing.

with a body of knowledge which permits a transition into the
application of emergency management planning and procedures for
healthcare facilities and organizations. This series is intended
for both experienced practitioners of both healthcare management
and emergency management, and also for students of these two
disciplines.
Der vorli gende Beitrag hat gegenuber der ersten Auflage eine
gewaltige Kurzung erfahren mussen. Der Verlag sah sich ge- zwungen,
den zur Verfugung stehenden Raum' auf weniger als die Halfte
einzuschranken. Dabei sollte gegenuber 1931, dem Erscheinungsjahr
der ersten Auflage, eine Erganzung auf den neuesten Stand
herbeigefuhrt werden. Die Folge ist, dass vieles Wesentliche nur
angedeutet werden konnte und dass alle Bei- lagen, wie die
Formulare aus der Praxis usw., weggelassen werden mussten.
Erschwerend kam noch der Umstand dazu, dass die zur Ausarbeitung
zur Verfugung stehende Zeit eine ungemein kurze war. Trotzdem hoffe
ich, dass das gebotene Bild ein klares und vollstandiges sein wird.
Die Gliederung der Arbeit schliesst sich an diejenige von 1931 an.
Neu aufgenommen wurden nur zwei Kapitel uber "Ver- sicherung und
Wahrung" und uber "Schadensverhutung". Mit Rucksicht auf die
neuzeitliche Entwicklung habe ich sie fur notwendig gehalten. Auch
diesmal habe ich das Versicherungs- geschaft als ein einheitliches
Ganzes betrachtet. Die sonst ub- liche Einteilung nach einzelnen
Versicherungszweigen ist auch hier unterblieben. Dafur wird die
Arbeit, der Organisation des Versicherungs geschaftes entsprechend,
nach einzelnen Arbeits- phasen zerlegt. Das Llteraturverzeichnis
wurde diesmal am Schlusse des gan- zen Beitrages zusammengefasst,
aber doch, der besseren UEber- sicht wegen, nach den einzelnen
Hauptabschnitten getrennt. Die Fertigstellung des Werkes ware in
diesem Ausmasse nicht moeglich gewesen, wenn ich nicht dabei von
