Many of our children live in communities where violence, fear, and despair are commonplace. This book describes how one city developed a collaborative effort between law-enforcement and mental health professionals in order to help these children and their families. The Child Development-Community Policing Program in New Haven, Connecticut, was initiated in 1991 to deal more effectively with children who are victims or perpetrators of violence. Police officers, preparing for the new responsibilities of community-based policing, have become familiar with an array of strategies for preventing and responding to community violence. Mental health professionals have learned firsthand about the texture and trauma of the lives of children at risk. Police and mental health professionals working together have been able to mobilize treatment services more quickly and effectively and to assure that treatment plans are carried out. This manual provides a model, case studies, and guidelines for training the participants, operating a consultation service, and evaluating the program on an ongoing basis, all of which will be useful for other communities seeking to implement a similar project.

Does the achievement of economic equality in a multiethnic society require the complete loss of a minority's cultural identity? "Beyond Aztlan" argues that American society has historically viewed a distinctive cultural identity as something that an ethnic group gives up in order to achieve economic and political parity. Mexican Americans, who have scored limited gains in their struggle for equality since the 1940s, are proving to be no exception to the rule. However, Barrera compares the situation of Mexican Americans to that of minority groups in four other countries and concludes that equality does not necessarily require assimilation.

Long after the passage of civil rights laws, blacks and Latinos possess barely a nickel of wealth for every dollar that whites have. Why have we made so little progress? Legal scholar Daria Roithmayr provocatively argues that racial inequality lives on because white advantage functions as a powerful self-reinforcing monopoly, reproducing itself automatically from generation to generation even in the absence of intentional discrimination. Drawing on work in antitrust law and a range of other disciplines, Roithmayr brilliantly compares the dynamics of white advantage to the unfair tactics of giants like AT&T and Microsoft. With penetrating insight, Roithmayr locates the engine of white monopoly in positive feedback loops that connect the dramatic disparity of Jim Crow to modern racial gaps in jobs, housing and education. Wealthy white neighborhoods fund public schools that then turn out wealthy white neighbors. Whites with lucrative jobs informally refer their friends, who refer their friends, and so on. Roithmayr concludes that racial inequality might now be locked in place, unless policymakers immediately take drastic steps to dismantle this oppressive system.

This book analyses how racism and anti-racism affects Black British middle-class cultural consumption. In doing so, it challenges the dominant understanding of British middle-class identity and culture as being 'beyond race'. Paying attention to the relationship between cultural capital and cultural repertoires, Meghji argues that there are three modes of black middle-class identity: strategic assimilation, ethnoracial autonomous, and class-minded. Individuals within each of these identity modes use specific cultural repertoires to organise their cultural consumption. Those employing strategic assimilation draw on repertoires of code-switching and cultural equity, consuming traditional middle-class culture to maintain equality with the white middle-class in levels of cultural capital. Ethnoracial autonomous individuals draw on repertoires of 'browning' and Afro-centrism, self-selecting traditional middle-class cultural pursuits they decode as 'Eurocentric' while showing a preference for cultural forms that uplift black diasporic histories and cultures. Lastly, class-minded individuals draw on repertoires of post-racialism and de-racialisation, polarising between 'Black' and middle-class cultural forms. Black middle class Britannia examines how such individuals display an unequivocal preference for the latter, lambasting other black people who avoid middle-class culture as being culturally myopic or culturally uncultivated. -- .

Confucianism has influenced Chinese societies for more than 2,000 years, and such influence is likely to continue in the future. However, during the preceding centuries, the nature of what was understood to be Confucianism has changed, and this process will also continue. Today, the scholarly tradition is adapting both to the modernization of Chinese societies--mainland China, Singapore, and Taiwan--and to the emergence of global society.

The social sciences offer many insights into the causes of the intense ethnic conflicts that characterize the close of the twentieth century, but they also create obstacles to understanding these baffling problems, contends H. D. Forbes in this important book. Forbes takes a critical look at the "contact hypothesis" -- the assumption commonly held by social scientists that increased contact between different ethnic groups gives each group more accurate information about the other and thus reduces friction. What is the relationship between race and space, and how do racial politics inform the organization and development of urban locales? In Race and the Politics of Deception, Christopher Mele unpacks America's history of dealing with racial problems through the inequitable use of public space. Mele focuses on Chester, Pennsylvania-a small city comprised of primarily low-income, black residents, roughly twenty miles south of Philadelphia. Like many cities throughout the United States, Chester is experiencing post-industrial decline. A development plan touted as a way to "save" the city, proposes to turn one section into a desirable waterfront destination, while leaving the rest of the struggling residents in fractured communities. Dividing the city into spaces of tourism and consumption versus the everyday spaces of low-income residents, Mele argues, segregates the community by creating a racialized divide. While these development plans are described as socially inclusive and economically revitalizing, Mele asserts that political leaders and real estate developers intentionally exclude certain types of people-most often, low-income people of color. Race and the Politics of Deception provides a revealing look at how our ever-changing landscape is being strategically divided along lines of class and race.

Solidarity--the reciprocal relations of trust and obligation between citizens that are essential for a thriving polity--is a basic goal of all political communities. Yet it is extremely difficult to achieve, especially in multiracial societies. In an era of increasing global migration and democratization, that issue is more pressing than perhaps ever before. In the past few decades, racial diversity and the problems of justice that often accompany it have risen dramatically throughout the world. It features prominently nearly everywhere: from the United States, where it has been a perennial social and political problem, to Europe, which has experienced an unprecedented influx of Muslim and African immigrants, to Latin America, where the rise of vocal black and indigenous movements has brought the question to the fore.
Political theorists have long wrestled with the topic of political solidarity, but they have not had much to say about the impact of race on such solidarity, except to claim that what is necessary is to move beyond race. The prevailing approach has been: How can a multicultural and multiracial polity, with all of the different allegiances inherent in it, be transformed into a unified, liberal one? Juliet Hooker flips this question around. In multiracial and multicultural societies, she argues, the practice of political solidarity has been indelibly shaped by the social fact of race. The starting point should thus be the existence of racialized solidarity itself: How can we create political solidarity when racial and cultural diversity are more or less permanent? Unlike the tendency to claim that the best way to deal with the problem of racism is to abandon the concept of race altogether, Hooker stresses the importance of coming to terms with racial injustice, and explores the role that it plays in both the United States and Latin America. Coming to terms with the lasting power of racial identity, she contends, is the starting point for any political project attempting to achieve solidarity.

In times of heightened national security, scholars and activists from the communities under suspicion often attempt to alert the public to the more complex stories behind the headlines. But when they raise questions about the government, military and police policy, these individuals are routinely shut down and accused of being terrorist sympathisers or apologists for gang culture. In such environments, there is immense pressure to condemn what society at large fears.
