Although there has been intense interest in racial minorities and public policy, most research has focused on the implementation of policies after legislative passage or on the consequent effects of those policies. Few studies have focused on the definitional stage of the policy process--agenda setting--or have examined the way issues of concern to minority populations are raised. This volume fills that void by examining where policy issues originate and the impact of racial, ethnic, and other minority groups on the agenda setting process and the formulation of public policy. The work will be of interest to scholars in public policy, ethnic studies, government, and politics.

Today, all industrialized states are multinational. However, as Political Sociologist Feliks Gross points out, there remains considerable debate and experimentation on how to organize a multiethnic, democratic, and humane state. Gross examines various types of multiethnic states as well as their early origins and prospects for success. In the past, minorities were usually formed as a consequence of conquest or migration; minorities tended to have an inferior status, subordinated to the ruling, dominant ethnic class.

While Athens provides an early example of a state formed by alliance and association, the Romans advanced this concept when they extended to subjected peoples the status by means of citizenship. After the fall of Rome, citizenship continued in Italian and other continental cities. In England, subjectship associated with individual freedom had native roots. The American and French Revolutions revived and created the modern definition of citizenship. Along with Rome, however, only the United States provides an example of a successful multiethnic state of continental dimensions.

Critical Race Theory (CRT) is virtually unheard of in European scholarship, especially among legal scholars. Law, Lawyers and Race: Critical Race Theory from the United States to Europe endeavours to fill this gap by providing an overview of the definition and consequences of CRT developed in American scholarship and describing its transplantation and application in the continental European context. The CRT approach adopted in this book illustrates the reasons why the relationship between race and law in European civil law jurisdictions is far from anodyne. Law plays a critical role in the construction, subordination and discrimination against racial minorities in Europe, making it comparable, albeit in slightly different ways, to the American experience of racial discrimination. Anti-Semitism, Islamophobia, anti-Roma and anti-Black racism constitute a fundamental factor, often tacitly accepted, in the relationship between law and race in Europe. Consequently, the broadly shared anti-race and anti-racist position is problematic because it acts to the detriment of victims of racism while privileging the White, Christian, male majority. This book is an original exploration of the relationship between law and race. As such it crosses the disciplinary divide, furthering both legal scholarship and research in Race and Ethnicity Studies.

This book examines how Western photographic practice has been used as a tool for creating Eurocentric and violent visual regimes, and demands that we recognise and disrupt the ingrained racist ideologies that have tainted photography since its inception in 1839. Decolonising the Camera trains Mark Sealy's sharp critical eye on the racial politics at work within photography, in the context of heated discussions around race and representation, the legacies of colonialism, and the importance of decolonising the university. Sealy analyses a series of images within and against the violent political reality of Western imperialism, and aims to extract new meanings and develop new ways of seeing that bring the Other into focus. Vitkus's book demonstrates that theEnglish encounter with exotic alterity, and the theatrical representationsinspired by that encounter, helped to form the emergent identity of an English nation that was eagerly fantasizing about having an empire but was still in the preliminary phase of its colonizing drive. The characteristics of minorities in the United States have changed significantly over the past twenty years. Today's better-educated, more highly skilled immigrants must merge with more acculturated minority groups to achieve assimilation while still preserving the rich diversity of their ethnic heritages. As police racism unsettles Britain's tolerant self-image, Black resistance to British policing details the activism that made movements like Black Lives Matter possible. Elliott-Cooper analyses racism beyond prejudice and the interpersonal - arguing that black resistance confronts a global system of racial classification, exploitation and violence. Relative equality has been achieved in the public sectors of countries that are highly fragmented or those with ethnicity-sensitive policies, but not in those with ethnicity-blind policies. Historians of the Civil Rights Movement have long set their sights on the struggles of African Americans in the South and, more recently, North. In doing so, they either omit the West or merge it with the North, defined as anything outside the former Confederacy. Historians of the American West have long set the region apart from the South and North, citing racial diversity as one of the West's defining characteristics. This book integrates the two, examining the Civil Rights Movement in the West in order to bring the West to the Civil Rights Movement. In particular, it explores the challenge that California's racial diversity posed for building a multiracial civil rights movement, focusing on litigation and legislation initiatives advanced by civil rights reformers (lawyers, legislators, and advocacy organizations) on behalf of the state's different racial groups. A tension between sameness and difference cut through California's civil rights history. On the one hand, the state's civil rights reformers embraced a common goal - equality of opportunity through anti-discrimination litigation and legislation. To this end, they often analogized the plights of racial minorities, accentuating the racism in general that each group faced in order to help facilitate coalition building across groups. This tension - and its implications for the cultivation of a multiracial civil rights movement - manifested itself from the moment that one San Francisco-based NAACP leader expressed his wish for "a united front of all the minority groups" in 1944. Variations proved major enough to force the litigation down discrete paths, reflective of how legalized segregation affected African Americans, Japanese Americans, and Mexican Americans in different ways. This "same but different" tension continued into the 1950s and 1960s, as civil rights reformers ventured down anti-discrimination roads that began where legalized segregation ended. In the end, despite their endorsement of a common goal and calls for a common struggle, California's civil rights reformers managed to secure little coalescence - and certainly nothing comparable to the movement in the South. Instead, the state's civil rights struggles unfolded along paths that were mostly separate. The different axes of racialized discrimination that confronted the state's different racialized groups called forth different avenues of redress, creating a civil rights landscape criss-crossed with color lines rather than bi-sected by any single color line.

India Retold: Dialogues with Independent Documentary Filmmakers in India is an attempt to situate and historicize the engagement of independent documentary filmmakers with the postcolonial India and its discourses with a focus on their independent documentary practices. Structured as an interview collection, the book examines how these documentary filmmakers, though not a homogeneous category, practice their independence through their ideology, their filmmaking praxis, their engagement with the everyday and their formal experiments. As a sparsely studied filmmakers, the book through meticulously tracing a wide ranging historical transitions (often marked by communal conflicts and the forces of globalization) not only details the ways in which independent filmmakers in India address the questions of postcolonial nation and its modernist projects but also explores their idiosyncratic views of these filmmakers which are characterized by a definitive departure from the logic of commercial films or state-sponsored documentary films. More important in many ways, these documentary filmmakers expose incongruences in national institutions and programs, embrace the voice of the underrepresented, and thus, imagine an alternative vision of the nation. During the last three years of the execution of the project, thirty Indian documentary filmmakers are interviewed in this book. This book looks at conflict zones in the Asia Pacific with a special focus on secessionist groups/movements in the Indian Northeast, Tibet, Chinese Xinjiang, the Burmese borderlands, Kashmir in South Asia, CHT in Bangladesh, South Thailand, and Aceh in Indonesia. These conflict zones are predominantly ethnic minority provinces, which by and large do not share a sense of one-ness with the country that they are currently a part of; most of these insurgencies have had strong linkages with separatist nationalist groups in the region. Methodologically, the author uses extensive fieldwork, interview data, and participant observation from these conflict zones to take a bottom-up approach, giving importance to the voices of ordinary people and/or the residents of these conflict zones whose voices have generally been ignored. Although the book looks at both the historical background and contemporary dimensions of these conflicts, the author focuses on exploring how the role of race, ethnicity and religion in these conflicts can be both direct and indirect.
