This book is the result of a three day workshop on "Evaluation in theory and practice in spatial planning" held in Ramsey Hall, University College London, in September 1996. Some 30 people from 8 different countries attended and 20 papers were presented. The majority of them now form the basis for this book. This occasion was the third on the topic, the two preceding having taken place in Umea in June 1992 and in Bari in 1994. Following these three meetings, we can now say that this small, industrious, international family really enjoy meeting up from time to time at each others places, in the presence of older members and new children, each one presenting his/her own recent experiences. It particularly enjoys exchanging views and arguing about the current state and the future of evaluation in spatial planning (all families have their vices ... ). It is also pleasing to see these experiences and discussions resulting in a book for those who could not attend and for the broader clan in the field. Not long time ago, but ages in the accelerated academic time scale, evaluation in planning established its own role and distinct features as an instrument for helping the decision-making process. Now this role and these features are exposed to major challenges. First, the evolution of planning theory has lead to the conception of new planning paradigms, based on theories of complexity and communicative rationality.
This four-volume collection brings together the most important canonical and cutting-edge papers in the essential topic of planning after disasters. This is the first coherent academic reference work to date. These selections emphasize knowledge regarding reconstruction and recovery of communities, the policies designed to facilitate successful reconstruction, the processes of planning, the processes of reconstruction, and the outcomes of all of the above. They draw from publications describing reconstruction cases all over the world, for which there is a rapidly growing literature. They emphasize governance, management, and planning for reconstruction, and also include some papers that describe and evaluate reconstruction outcomes. The selections emphasize physical reconstruction, but also include key readings on the economic recovery of cities after disasters.The set is introduced in a comprehensive editorial piece by the editor which locates the articles in context and explores the issues and topics at hand.
This book explores the opportunities offered by Strategic Environmental Assessment in the context of guaranteeing the synchronized integration of landscape (in all its aspects) within urban plans, thereby helping to overcome the constraints of rigidly framed, sector-focused laws and a purely aesthetic concept of landscape. In pursuit of this goal, various scholars have previously attempted to construct arrays of indicators relating to the different conceptions of "landscape". This book critically examines the most complete proposals of this nature, systematizing and comparing them and, finally, offering some guidelines with respect to their codification within specific application protocols. After opening chapters exploring the origins of the problem and analysing the European normative frame for Strategic Environmental Assessment, two case studies are described and discussed. A model is then presented for the evaluation of the effects of urban plans on landscape, including in cultural and perceptual terms. The author demonstrates that, when suitably employed, Strategic Environmental Assessment can indeed facilitate the integration of environmental, economic, and social sustainability into urban planning.
This book presents the outcome of the Towards Sustainable Land Use in Asia (SLUAS) project, which was the pilot undertaking for development in a series of projects on land use. Monsoon Asia, with its huge and still increasing population and rapid socioeconomic changes, is regarded as a major hot spot of global change in general and of land use change in particular. The major issues include urbanization, rural development, land-related problems such as food problems, and disasters in the context of global change and sustainability. Future Earth, the new international research framework established by International Council for Science (ICSU), the International Social Science Council (ISSC), and other international academic or funding organizations for a sustainable world, has chosen the Global Land Project (GLP) as one of the first such international projects it has endorsed that originated from International Geosphere/Biosphere Programme (IGBP) and/or International Human Dimensions Programme (IHDP). This endorsement is a clear indication of the importance of the issues related to land use and its changes. Land use change is an essential driving force of environmental change, a result of socioeconomic and environmental changes, and is a major environmental change itself. Because of this complex and multifaceted nature and the difficulties in obtaining relevant data with historical depth, this phenomenon has not been studied fully in the context of global change or sustainability. It is hoped that this book is of use to those who are concerned about the present and future land use in the world.
Grouping a selection of papers from the 12th International Conference on Urban Regeneration and Sustainability, this book refers to all aspects of urban environment and provides solutions that lead towards sustainability. High speed rail (HSR) is being touted as a strategic investment for connecting people across regions, while also fostering prosperity and smart urban growth. However, as its popularity increases, its implementation has become contentious with various parties contesting the validity of socioeconomic and environmental objectives put forward as justification for investment. High Speed Rail and Sustainability explores the environmental, economic and social effects of developing a HSR system, presenting new evaluations of the proposed system in California in the US as well as lessons from international experience. Drawing upon the accumulated experience from past HSR system development around the world, leading experts present a diverse set of perspectives as well as diverse contexts of implementation. Medellin, Colombia, used to be the most violent city on earth, but in recent years, allegedly thanks to its 'social urbanism' approach to regeneration, it has experienced a sharp decline in violence. The author explores the politics behind this decline and the complex transformations in terms of urban development policies in Medellin.

In the mid-1990s, the state government of Maharashtra introduced an innovative strategy of slum redevelopment in its capital city, Mumbai (Bombay). Based on demolishing existing slums and rebuilding on the same sites at a higher density, it is very distinct from the two prevalent conventional strategies with respect to slums in developing countries - slum clearance and slum upgrading. So why did the slum redevelopment strategy originate in Mumbai, and how did it do so? What were the key issues in the implementation of such a project? This critical volume responds to these questions by closely examining one particular redevelopment project over a period of twelve years: the Markandeya Cooperative Housing Society (MCHS). It analyzes the problems faced and the solutions innovated; identifies non-traditional issues often overlooked in housing improvement strategies; reveals the complexities involved in housing production for low-income groups; and combines in-depth empirical research with historical, institutional, spatial and financial perspectives to improve our understanding of complex urban development processes.
This historical study looks at how reformers have used urban planning and architecture to improve the health of urban residents of the United States. It begins in the nineteenth century, when problems in rapidly urbanizing cities threatened to overwhelm cities, and then traces the development and impact of reform movements up through the First World War, including discussions of model tenements, the 'city beautiful' movement, tenement laws, and zoning and building codes. Midcentury design movements, such as new efforts to plan suburbs and Modernism, along with outlines of the impacts of public housing, highway building, and urban renewal, are the focus of the middle chapters of the book. The final third examines the revival of cities and the reconnection of public health with urban planning that occurred as the twentieth century ended.
Today, our cities are an embodiment of the complex, historical evolution of knowledge, desires and technology. Our planned and designed activities co-evolve with our aspirations, mediated by the existing technologies and social structures. The city represents the accretion and accumulation of successive layers of collective activity, structuring and being structured by other, increasingly distant cities, reaching now right around the globe. This historical and structural development cannot therefore be understood or captured by any set of fixed quantitative relations. Structural changes imply that the patterns of growth, and their underlying reasons change over time, and therefore that any attempt to control the morphology of cities and their patterns of flow by means of planning and design, must be dynamical, based on the mechanisms that drive the changes occurring at a given moment. This carefully edited post-proceedings volume gathers a snapshot view by leading researchers in field, of current complexity theories of cities. In it, the achievements, criticisms and potentials yet to be realized are reviewed and the implications to planning and urban design are assessed."
Fixing the African State explains why the predominant approach to international development produces outcomes that are incompatible with its underlying assumptions and intended objectives. Drawing on extensive ethnographic research undertaken in Dar es Salaam, Tanzania over the past decade, Brian J. Dill examines the relationship between community participation in the development process and the exercise of state power. Although the primary objective of community-based and -driven development is to shift the balance of power from the state to the benefit of non-state actors, Fixing the African State shows that, in fact, what is strengthened is both the image of a coherent, efficacious, and autonomous state, and the capacity of the state apparatus to exercise authority.
China's unprecedented urbanization is underpinned by not only massive rural-urban migration but also a household registration system embedded in a territorial hierarchy that produces lingering urban-rural duality. The mid-1990s onwards witnessed increasing reliance on land revenues by municipal governments, causing repeated redrawing of city boundaries to incorporate surrounding countryside. The identification of real estate as a growth anchor further fueled urban expansion. Sprawling commodity housing estates proliferate on urban-rural fringes, juxtaposed with historical villages undergoing intense densification. The traditional urban core and work-unit compounds also undergo wholesale redevelopment. Alongside large influx of migrants, major reshuffling of population has taken place inside metropolitan areas. Chinese cities today are more differentiated than ever, with new communities superimposing and superseding older ones. The rise of the urban middle class, in particular, has facilitated the formation of homeowners' associations, and poses major challenges to hitherto state dominated local governance. The present volume tries to more deeply unravel and delineate the intertwining forms and processes outlined above from a variety of angles: circulatory, mobility and precariousness; urbanization, diversity and segregation; and community and local governance. Contributors include scholars of Chinese cities from mainland China, Hong Kong, Canada, Australia and the United States. This volume was previously published as a special issue of Eurasian Geography and Economics.

This book contains the complete text of the special Golden Anniversary issue of the flagship journal of the Regional Science Association International (RSAI), Papers in Regional Science (Volume 83, Number 1), as well as the full text of Walter Isard's Presidential Address "The future (near and far) of regional science". Professor Isard originally delivered the speech in a special plenary session of the fiftieth North American Meetings of the Regional Science Association International. The session began with a ceremonial kickoff to the year-long celebration of the multidisciplinary field's first 50 years. At the ceremony, held on the morning of Friday, November 21,2004 at the DoubleTree Hotel in Philadelphia, we presented Walter Isard, the founder of our multidisciplinary field, as well as Antoine Bailly, the President of the Regional Science Association International, and David Boyce, the Association's Archivist, with commemorative first copies of the anniversary issue. This book, entitled Fifty Years of Regional Science, consists of a compendium of "thought" papers authored by a representative sampling of some of the field's leading scholars. For the special journal issue we originally titled the collection: "The Brightest of Dawns".
The rapid growth of the Asian urban population concentrates on a few large cities, turning them into giant megacities. Despite new theoretical insights into the benefits of megacities, the emerging Asia is facing a daunting challenge concerning the management of infrastructure and services in their megacities. The deteriorating urban mobility is the most difficult challenge with respect to the sharp increase in vehicle numbers and to inadequate and poorly managed road infrastructure. Public transport, a sustainable mode of mobility, is subjected to a vicious cycle of poor service, decreasing ridership and lower investment. Despite various policy initiatives, the situation has not improved. The scale and growth pattern of Asian megacities have distinctive features which generate a unique set of challenges and opportunities. New perspectives are needed to effectively address the transportation problems making the best use of available opportunities. This book, which is a result of an international collaborative research, addresses these challenges by providing insightful analysis and novel viewpoints.

The book concentrates on Latin America, where urbanization is most advanced. It provides an indepths study of one particular city, Santiago de Chile, to study the complexity of a 'mega-urban system' and to explore interrelations between sectors and issues. The book attempts to (i) focus on the emergence of risk in megacities by analyzing risk elements, (ii) evaluating the extent and severity of risks, (iii) developing strategies to cope with adverse risks, and (iv) to guide urban development by combining concepts with empirical evidence. The content draws on interdisciplinary work carried out by a research consortium of the German Helmholtz Association, partners from Universities in Chile and Germany, the UN Economic Commission for Latin America and the Caribbean and praxis partners. The book is written for scholars in cross-cutting areas of urban, sustainability, hazard, governance and planning research, as well as practitioners from local, regional and international organizations.
The contributors to this volume propose strategies of urgent and vital importance that aim to make today's urban environments more resilient. Resilience, the ability of complex systems to adapt to changing conditions, is a key frontier in ecological research and is especially relevant in creative urban design, as urban areas exemplify complex systems. With something approaching half of the world's population now residing in coastal urban zones, many of which are vulnerable both to floods originating inland and rising sea levels, making urban areas more robust in the face of environmental threats must be a policy ambition of the highest priority. The complexity of urban areas results from their spatial heterogeneity, their intertwined material and energy fluxes, and the integration of social and natural processes. All of these features can be altered by intentional planning and design. The complex, integrated suite of urban structures and processes together affect the adaptive resilience of urban systems, but also presupposes that planners can intervene in positive ways. As examples accumulate of linkage between sustainability and building/landscape design, such as the Shanghai Chemical Industrial Park and Toronto's Lower Don River area, this book unites the ideas, data, and insights of ecologists and related scientists with those of urban designers. It aims to integrate a formerly atomized dialog to help both disciplines promote urban resilience.
The March 11 disaster in 2011, known as the Great East Japan Earthquake and Tsunami, caused extensive damage in various sectors. Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. This book has 13 chapters in two parts. The first part of the book, with seven chapters, provides a set of lessons from diverse sectors. The second part, with six chapters, provides case studies from different areas of Tohoku. Six specific issues are addressed in part 1: the role of international agencies, livelihood (namely, fisheries) recovery, temporary housing, health, heritage, and lesson sharing. Part 2 has six case studies from different areas of the Tohoku region, including Fukushima. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction, and recovery studies. The book provides them with a good idea of the current research trends in the field and furnishes basic knowledge about these vital topics. Another target group comprises practitioners and policy makers, who will be able to apply the knowledge collected here to policy and decision-making.
One aspect of the new economy is a transition to a networked society, and the emergence of a highly interconnected, interdependent and complex system of networks to move people, goods and information. An example of this is the in creasing reliance of networked systems (e. g. , air transportation networks, electric power grid, maritime transport, etc. ) on telecommunications and information in frastructure. Many of the networks that evolved today have an added complexity in that they have both a spatial structure - i. e. , they are located in physical space but also an a spatial dimension brought on largely by their dependence on infor mation technology. They are also often just one component of a larger system of geographically integrated and overlapping networks operating at different spatial levels. An understanding of these complexities is imperative for the design of plans and policies that can be used to optimize the efficiency, performance and safety of transportation, telecommunications and other networked systems. In one sense, technological advances along with economic forces that encourage the clustering of activities in space to reduce transaction costs have led to more efficient network structures. At the same time the very properties that make these networks more ef ficient have also put them at a greater risk for becoming disconnected or signifi cantly disruptedwh en super connected nodes are removed either intentionally or through a targeted attack.
Cities divided by ethnic and cultural conflict seek to create and maintain a viable sense of shared identity if they are to survive. Urban planning and management protect diversity while avoiding becoming a disconnected conglomeration. Belfast and Berlin are currently in the process of responding to this challenge: What will the implications be for town planners and how do they approach their task?
This multidisciplinary book examines the diverse ways in which environmental disasters with compounding impacts are being governed as they traverse sovereign territories across rapidly urbanising societies in Asia and the Pacific. Combining theoretical advances with contextually rich studies, the book examines efforts to tackle the complexities of cross-border environmental governance. In an urban age in which disasters are not easily contained within neatly delineated jurisdictions, both in terms of their interconnected causalities and their cascading effects, governance structures and mechanisms are faced with major challenges related to cooperation, collaboration and information sharing. This book helps bridge the gap between theory and practice by offering fresh insights and contrasting explanations for variations in transboundary disaster governance regimes among urbanising populations in the Asia-Pacific.

This offers potential for transformative change through the processes of re-bordering and re-orienting established boundary demarcations in ways that support and promote sustainability in a climate of change. Planning Across Borders in a Climate of Change draws on a range of diverse case studies from Australasia, North and South America, Europe, Africa, the Middle East and Asia and offers the application of border theory, concepts and principles to planning as a critical lens. It applies this lens to a range of international case studies in key areas such as climate change adaptation, food security, spatial planning, critical infrastructure and urban ecology.
