The concept of the neoliberal city has become a key structuring analytical framework in the field of urban studies. It explains both the ongoing transformation of urban policies and the socio-spatial effects of these policies within cities and highlights the prominent role of cities in the new geography of capitalism. Bringing together a team of leading scholars, this book challenges the neoliberal city thesis. It argues that the definition of neoliberalization may be more complex than it seems, resulting in over-simplified explanations of some processes, such as the rise of metropolitan governments or the importance given to urban economic development policies or gentrification. As a structuralist and macro-level theory, the "neoliberal city" does not shed light upon micro-level processes or identify and analyze actors' logics and practices. Finally, the concept is profoundly influenced by the historical trajectories of the United Kingdom and the United States, and the generalization of this experience to other contexts often leads to a kind of academic ethnocentrism. This book argues that, on its own, the current conceptualizations of neoliberalization are insufficient. Instead, it should be analyzed alongside other transformative processes in order to provide an analytical framework to explain the variety of processes of change, motivations and justifications too easily labelled as urban neoliberalism. This book offers a cross-national perspective on contemporary urban renewal in relation to social rental housing. Social housing estates - as developed either by governments (public housing) or not-for-profit agencies - became a prominent feature of the 20th century urban landscape in Northern European cities, but also in North America and Australia. Many estates were built as part of earlier urban renewal, 'slum clearance' programs especially in the post-World War 2 heyday of the Keynesian welfare state. During the last three decades, however, Western governments have launched high-profile 'new urban renewal' programs whose aim has been to change the image and status of social housing estates away from being zones of concentrated poverty, crime and other social problems. This latest phase of urban renewal - often called 'regeneration' - has involved widespread demolition of social housing estates and their replacement with mixed-tenure housing developments in which poverty deconcentration, reduced territorial stigmatization, and social mixing of poor tenants and wealthy homeowners are explicit policy goals. Academic critical urbanists, as well as housing activists, have however queried this dominant policy narrative regarding contemporary urban renewal, preferring instead to regard it as a key part of neoliberal urban restructuring and state-led gentrification which generate new socio-spatial inequalities and insecurities through displacement and exclusion processes. This book examines this debate through original, in-depth case study research on the processes and impacts of urban renewal on social housing in European, U.S. and Australian cities. The book also looks beyond the Western urban heartlands of social housing to consider how renewal is occurring, and with what effects, in countries with historically limited social housing sectors such as Japan, Chile, Turkey and South Africa.

Modern urban spaces are, by definition, mixed socio-spatial configurations. In many ways, their enduring success and vitality lie in the richness of their ethnic texture and ongoing exchange of economic goods, cultural practices, political ideas and social movements. This mixture, however, is rarely harmonious and has often led to violent conflict over land and identity. Focusing on mixed towns in Israel/Palestine, this insightful volume theorizes the relationship between modernity and nationalism and the social dynamics which engender and characterize the growth of urban spaces and the emergence therein of inter-communal relations. For more than a century, Arabs and Jews have been interacting in the workplaces, residential areas, commercial enterprises, cultural arenas and political theatres of mixed towns. Defying prevailing Manichean oppositions, these towns both exemplify and resist the forces of nationalist segregation. In this interdisciplinary volume, a new generation of Israeli and Palestinian scholars come together to explore ways in which these towns have been perceived as utopian or dystopian and whether they are best conceptualized as divided, dual or colonial. Identifying ethnically mixed towns as a historically specific analytic category, this volume calls for further research, comparison and debate.

While it is widely recognized that architects and their architecture play a key role in constructing a sense of place, the inherent nexus between an architectural ideology and the production of national space and place has so far been neglected. When considering the successful design of cities, the focus tends to be on famous examples such as Paris or Rome, with equally successful but smaller and more remote examples being ignored. In addition, the more diffuse patterns of settlement of the north and western parts of Europe are hardly considered at all in comparison to the tightly formed urban centres of the Mediterranean. However, the diffuse town/region is typical of our time, whatever the location. By analysing the development of a successful small city of ancient foundation which grew from a diffuse long settled and dense landscape, then demonstrated a slow growth as a tight urban form before an early adoption of the designed landscape as "town" lessons can be learned. These lessons may be useful in addressing the nature and growth of any city or city/region. The story of Aberdeen is just such an example. Not only are the materials for its long history present, its relations and concerns with the wider world are also well attested, and many of the ideas which directed or significantly impinged on the design of cities were tested there, or had their origin there. As its form accumulated and developed over such a long time Aberdeen also suggests the idea of an architecture of the city. This book examines the development and design of a city from three inescapable aspects: its location and character of the landscape; its own particular history of development; and its cultural responses to various waves of thought.

Cities expand, upwards and outwards, and their physical structure can last a very long time, not just tens but hundreds of years. Nevertheless, they are rarely designed for expansion. Their layout does not allow for extension or for the retrofitting of infrastructure and can constrain, and often prevent, the growth and change of activities within them - cities are not 'robust' in their design. In other words, change is not planned for but involves costly reconstruction. The Robust City argues that a robust, expandable and sustainable urban form can be deduced from planning goals. Development should not just follow public transport corridors but should not be allowed beyond walking distance from them. This would create 'green enclaves' that would permit not only recreational access but also the retrofitting of infrastructure and the efficient circulation of motor vehicles. The same principles could also be applied within neighbourhoods and to facilitate the rational handling of urban intensification.

Over the last forty years, graffiti and street-art have become a global phenomenon within the visual arts. Whilst they have increasingly been taken seriously by the art establishment (or perhaps the art market), their academic and popular examination still remains within old debates which argue over whether these acts are vandalism or art, and which examine the role of graffiti in gang culture and in terms of visual pollution. Based on an in-depth ethnographic study working with some of the world's most influential Independent Public Artists, this book takes a completely new approach. Placing these illicit aesthetic practices within a broader historical, political, and aesthetic context, it argues that they are in fact both intrinsically ornamental (working within a classic architectonic framework), as well as innately ordered (within a highly ritualized, performative structure). Rather than disharmonic, destructive forms, rather than ones solely working within the dynamics of the market, these insurgent images are seen to reface rather than deface the city, operating within a modality of contemporary civic ritual. The book is divided into two main sections, Ornament and Order. Ornament focuses upon the physical artifacts themselves, the various meanings these public artists ascribe to their images as well as the tensions and communicative schemata emerging out of their material form. Using two very different understandings of political action, it places these illicit icons within the wider theoretical debate over the public sphere that they materially re-present. Order is focused more closely on the ephemeral trace of these spatial acts, the explicitly performative, practice-based elements of their aesthetic production. Exploring thematics such as carnival and play, risk and creativity, it tracks how the very residue of this cultural production structures and shapes the socio-ethico guidelines of these artists' lifeworlds.

In the wake of the Great Recession, housing and its financing suddenly re-emerged as questions of significant public concern. Yet both public and academic debates about housing have remained constricted, tending not to explore how the evolution of housing simultaneously entails basic forms of socio-spatial reproduction and underlying tensions in the political order. Drawing on cutting edge perspectives from urban studies, this book grants renewed, interdisciplinary energy to the housing question. Cityscapes in History: Creating the Urban Experience explores the ways in which scholars from a variety of disciplines - history, history of art, geography and architecture - think about and study the urban environment. The concept 'cityscapes' refers to three different dynamics that shape the development of the urban environment: the interplay between conscious planning and organic development, the tension between social control and its unintended consequences and the relationship between projection and self-presentation, as articulated through civic ceremony and ritual. By improving our understanding of how the tangible and intangible dimensions of heritage are correlated, we could develop a relationship with heritage that goes beyond the mere act of conservation. This book argues that we need to recognize the historic monument as a tangible aspect of a holistic expression of culture that is rooted in specific spatio-temporal conditions. However, since the latter are constantly changing, it is vital to identify an implicit contradiction with the goals of conservation. As the intangible dimensions are more dynamic, driven by the transmission, reception, and advancement of knowledge, the reliance of the prevailing treatment of heritage today, conservation, ossifies this relationship. By examining three major heritage monuments - the Pantheon, Teotihuacan's Sun Pyramid and Alhambra - the book shows how these sites are the product of multiple strategies and unforeseen agents, accumulated through history. It emphasizes how these historical trends need to be better understood in order to attain a more 'organic' relationship with heritage and offers some recommendations that should be analyzed in participative processes of deliberation: the Pantheon's continuity could be extended; the Pyramid's loss, accepted; and Alhambra's exclusion, reversed. In this way, the book invites people to engage heritage from a historical understanding that is open to critical reassessment, dialogue, and cooperation.

There has been much written on the new creative economy, but most work focuses on the so-called 'creative class,' with lifestyle preferences that favor trendy new restaurants, mountain biking, and late night clubbing. This 'creative class,' flagship cultural destinations, and other forms of commodity-driven cultural production, now occupy a relatively uncritical place in the revitalization schemes of most cities up and down the urban hierarchy. In contrast, this book focuses on small- to medium-size post-industrial cities in the US, Canada, and Europe that are trying to redress the effects of deindustrialization and economic decline through cultural economic regeneration. It examines how culture-infused economic opportunities are being incorporated into planning in distinct ways, largely under the radar, in many working class communities and considers to what extent places rooted in an industrial past are able to envisage a different economic future for themselves. It questions whether these visions replicate strategies employed in larger cities or put forth plans that better suit the unique histories and challenges of places that remain outside the global limelight. Exploring the intersection between a cultural and sustainable economy raises issues that are central to how urban regeneration is approached and neighborhood needs and assets are understood. Case studies in this book examine spaces and planning processes that hold the possibility of addressing inequality by forging new economic and social relationships and by embarking on more inclusive and collaborative experiments in culture-based economic development. These examples often focus on building upon the assets of existing residents and broadly define creativity and talent. They also acknowledge both the economic and non-monetary value of cultural practices. This book maintains a critical edge, incorporating left critiques of mainstream creative economy theories and practices into empirical case studies that depart from standard cultural economy discourse. Structural barriers and unequal distributions of power make the search for viable urban development alternatives especially difficult for smaller post-industrial cities and risk derailing even creative grassroots initiatives. While acknowledging these obstacles, this book moves beyond critique and focuses on how the growing economy surrounding culture, the arts, and ecological design can be harnessed and transformed to best benefit such cities and improve the quality of life for its residents.

This book examines the impact of the recession and discusses London's future trajectory as an entrepreneurial city and capital of the United Kingdom. While recognising the enduring capacity of London to 'reinvent' itself - from being the centre of a vast Empire to becoming a global centre for financial and business services - contributors evaluate different dimensions of the city's current and future development through analyses derived from sociological, economic, cultural and urban studies perspectives.

Every 20 years since 1920, Madrid has undergone an urban planning cycle in which a city plan was prepared, adopted by law, and implemented by a new institution. This preparation-adoption-institutionalization sequence, along with the institution's structures and procedures, have persisted - with some exceptions - despite frequent upheavals in society. The planning institution itself played a lead role in maintaining continuity, traumatic history notwithstanding. Why and how was this the case? Madrid's planners, who had mostly trained as architects, invented new images for the city and metro region: images of urban space that were social constructs, the products of planning processes. These images were tools that coordinated planning and urban policy. In a complex, fragmented institutional milieu in which scores of organized interests competed in overlapping policy arenas, images were a cohesive force around which plans, policies, and investments were shaped. Planners in Madrid also used their images to build new institutions. Images began as city or metropolitan designs or as a metaphor capturing a new vision. New political regimes injected their principles and beliefs into the governing institution via images and metaphors. These images went a long way in constituting the new institution, and in helping realize each regime's goals. This empirically-based life cycle theory of institutional evolution suggests that the constitutional image sustaining the institution undergoes a change or is replaced by a new image, leading to a new or reformed institution. A life cycle typology of institutional transformation is formulated with four variables: type of change, stimulus for change, type of constitutional image, and outcome of the transformation. By linking the life cycle hypothesis with cognitive theories of image formation, and then situating their synthesis within a frame of cognition as a means of structuring the institution, this book arrives at a new theory

By focusing on the interplay between material, social and narrative dimensions of the city, this book examines urban complexity, namely the dynamic and entangled nature of urban issues, and puts forward a notion of the city as an urban texture. Taking an innovative interdisciplinary approach, it perceives the way cities are organized as a restless stratification of materials, meanings and uses, and deals with the interrelationships between actors, places, administrative rationalities and artefacts. It argues that urban fabric is 'manufactured' in this interplay between imagery and practices (of all the stake-holders, including planners, city managers and city users). In particular, the contributors focus on the less visible ways of organizing urban spaces, such as those enacted and embodied by local news, artefacts such as signals, maps, regulations, public acts, artistic performances, sensory experience and collective memories. The Thames Gateway plan is the largest and most complex project of urban regeneration ever undertaken in the United Kingdom.
