The advent of the 21st century marks the unfolding of a new urbanism, of a new urban fabric in the making. Bringing together a range of leading scholars from a wide range of disciplines, this edited collection examines innovative urban redevelopment projects around Europe and North America which are at the forefront of this new urbanism and which are here termed 'New Downtowns'. It introduces this term and concept and addresses major questions such as: What does a sustained urbanity for the 21st century look like? Which strategies do politicians and planners deploy to create new synergies between planning for the public good and private interest? Can market forces be co-opted for collective interests? Does the imagination of a European city continue to inspire new urbanism within and beyond Europe? And can a future urbanity for the 21st century be planned at all? In particular, it focuses on Hamburg's HafenCity", which, at around 155 hectares, is one of the most prominent city centre development projects in Europe and will increase the size of Hamburg's city centre by 40 percent. The project HafenCity serves as a starting point for a conceptually wide ranging debate on the character, shape, function and meaning of New Downtowns.
Charting the development of the travel plan as a concept, this book draws on a range of research-based contributions to determine the state-of-the-art and to explore a series of future scenarios in this area for practitioners and policy makers. Site-based mobility management or 'travel plans' address the transport problem by engaging with those organisations such as employers that are directly responsible for generating the demand for travel, and hence have the potential to have a major impact on transport policy. To do this effectively however, travel plans need to be reoriented to be made more relevant to the needs of these organisations, whilst the policy framework in which they operate needs modifying to better support their diffusion and enhance their effectiveness. Marcus Enoch breaks down the travel plan concept into four axes related to its development (namely segment, scale, structure and support), and investigates the following questions: - What makes them special? - Why are they introduced? - What do they look like in terms of their design and the measures they use? - How common are they and in what sectors and location types? - How effective are they? - What barriers do they face and how might these be overcome?
Cities expand, upwards and outwards, and their physical structure can last a very long time, not just tens but hundreds of years. Nevertheless, they are rarely designed for expansion. Their layout does not allow for extension or for the retrofitting of infrastructure and can constrain, and often prevent, the growth and change of activities within them - cities are not 'robust' in their design. In other words, change is not planned for but involves costly reconstruction. The Robust City argues that a robust, expandable and sustainable urban form can be deduced from planning goals. Development should not just follow public transport corridors but should not be allowed beyond walking distance from them. This would create 'green enclaves' that would permit not only recreational access but also the retrofitting of infrastructure and the efficient circulation of motor vehicles. The same principles could also be applied within neighbourhoods and to facilitate the rational handling of urban intensification.
Cultural sustainability is a very important aspect of the overall sustainability framework and is regarded as the fourth pillar alongside the other three: environmental, economic, and social sustainability. However, the concept is neither fully explored, nor widely accepted or recognized. This book elicits the interplay of nature-culture-architecture and theorizes the concept of cultural sustainability and culturally sustainable architecture. It identifies four key themes in Chinese philosophy: Harmony with Heaven, Harmony with Earth, Harmony with Humans, and Harmony with Self, along with Greek philosopher Aristotle's physics: form, space, matter, and time, it sets them as criteria to evaluate the renewed and new courtyard housing projects constructed in China since the 1990s. Using an innovative architectural and social science approach, this book examines the political, economic, social, and spatial factors that affect cultural sustainability. Supported by a multiplicity of data including: field surveys, interviews with residents, architects, and planners, time diaries, drawings, photos, planning documents, observation notes, and real estate brochures, the book proposes new courtyard garden house design strategies that promote healthy communities and human care for one another, a concept that is universally applicable. The volume is a first opportunity to take a holistic view, to encompass eastern and western, tangible and intangible, cultures in the theorization of cultural sustainability and culturally sustainable architecture. It is a comprehensive contribution to architectural theory.
This book is an exploration of how urban life in Copenhagen, in the period known as the Golden Age (c. 1800 to 1850), was experienced and structured socially, institutionally, and architecturally. It draws on a broad historical source material - spanning urban anecdotes, biography, philosophy, literature, and visual culture - to do so. The book argues that Copenhagen emerged as a modern city at this time, despite the fact that the Golden Age never witnessed the appearance of the main characteristics of the modernisation of cities associated with industrialisation, such as street lighting, sewer systems, and railroads. The book outlines the historical and topographical context of Copenhagen in the Golden Age with a special focus on the works of the most prominent architect of the period, C.F. Hansen. The characterisation of the city is complemented by investigations into writings of three citizens: the philosopher Soren Kierkegaard, the novelist Thomasine Gyllembourg, and the criminal Ole Kollerod, who all take an interest in the city's institutional and urban structures as well as their own place in it. From these different sources, a picture is painted of urban life and thought at a time when the city began to take on characteristics of ambiguity and alienation in European thinking, while at the same time the city itself retained some pre-modern motifs of a symbolic order. This transformation is set in a larger process of cultural re-orientation, from traditional Baroque culture to what might be termed Romantic culture. The book reconsiders the significance of this transformation for the emergent order of the modern European city in the nineteenth century and thus of the very foundation on which our own urban culture rests.
Set within a wider British and international context of post-war reconstruction, The Everyday Experiences of Reconstruction and Regeneration focuses on such debates and experiences in Birmingham and Coventry as they recovered from Second World War bombings and post-war industrial collapse. Including numerous images, Adams and Larkham explore the initial development of the post-Second World War reconstruction projects, which so substantially changed the face of the cities and provided radical new identities. Exploring these cities throughout the post-war period brings into sharp focus the duality of contemporary approaches to regeneration, which often criticise mid-twentieth century 'poorly-conceived' planning and architectural projects for producing inhuman and unsympathetic schemes, while proposing exactly the type of large-scale regeneration that may potentially create similar issues in the future. This book would be beneficial for academics and students of planning and urban design, particularly those with an interest in post-catastrophe or large-scale reconstruction projects within cities.
Windows Upon Planning History delves into a wide range of perspectives on urbanism from Europe, Australia and the USA to investigate the effects of changing perceptions and different ways of seeing cities and urban regions. Fischer, Altrock and a team of 13 distinguished authors examine how and why the ideologies and the processes of city making changed in modern and post-modern times. Illustrated with over 45 images, the themes addressed in the book range from the changing outlook on Berlin's historic apartment districts and their demolition, salvation and gentrification to how planning was deployed to support dictatorship; from the shattering of myths like democracies totally departing from preceding dictatorships to the model of the post-war modern city and its fate towards the end of the twentieth century. The volume combines case studies of cities on three continents with reflections on the historiography and the state of planning history. With a foreword by Stephen V. Ward, this book will appeal to a wide readership interested in the histories of planning, architecture and cities.
Here is a book about the practical design of communities and housing in which people can enjoy a good quality of life, free from crime and fear of crime. Recognising that crime, vandalism and anti-social behaviour are issues of high public concern, and that the driving forces behind crime are numerous, this book argues that good design can help tackle many of these issues. It shows how, through integrating simple crime prevention principles in the design process, it is possible, almost without notice, to make residential environments much safer. Written from the perspective of an architect and town planner, this book offers practical design guidelines through a set of accessible case studies drawn from the UK, USA, The Netherlands and Scandinavia. Each example illustrates how success comes when design solutions reflect local characteristics and where communities are truly sustainable; where residents feel they belong, and where crime is dealt with as part of the bigger picture of urban design.
Focusing on six leading contemporary architects: Peter Eisenman, Frank Gehry, Bernard Tschumi, Zaha Hadid, Rem Koolhaas and Steven Holl, this book puts forward a unique and insightful analysis of "neo-avant-garde" architecture. It discusses the spectacle and excess which permeates contemporary architecture in reference to the present aesthetic tendency for image making, but does so by applying the tectonic of theatricality discussed by the 19th-century German architect Gottfried Semper. In doing so, it breaks new ground by opening up a dialogue between the study of the past and the design of the present. The work of each discussed architect is seen as addressing a historiographical problem. To this end, and this is the second important aspect of this book, the chosen buildings are discussed in terms of the thematic of the culture of building (the tectonic of column and wall for example) rather the formal, and this through a discussion that is informed by the latest available theories. Having set the aesthetic implication of the processes of the digitalization of architecture, the book's conclusion highlights "strategies" by which architecture might postpone the full consequences of digitalization, and thus the becoming of architecture as ornament on its own right.
The last twenty years have witnessed an important movement in the aspirations of public policy beyond meeting merely material goals towards a range of outcomes captured through the use of the term 'wellbeing'. Nonetheless, the concept of wellbeing is itself ill-defined, a term used in multiple different contexts with different meanings and policy implications. Bringing together a range of perspectives, this volume examines the intersections of wellbeing and place, including immediate applied policy concerns as well as more critical academic engagements. . Conceptualisations of place, context and settings have come under critical examination, and more nuanced and varied understandings are drawn out from both academic and policy-related research. Whilst quantitative and some policy approaches treat place as a static backdrop or context, others explore the interrelationships of emotional, social, cultural and experiential meanings that are both shape place and are shaped in place. Similarly, wellbeing may be understood as a relatively stable and measurable entity or as a more situation-dependent and relational effect. The book is structured into two sections: essays that explore the dynamics that determine wellbeing in relation to place and essays that explore contested understandings of wellbeing both empirically and theoretically.
This ambitious and innovative volume stretches over time and space, over the history of modernity in relation to antiquity, between East and West, to offer insights into what the author terms the 'geographical unconscious.' She argues that, by tapping into this, we can contribute towards the reinstatement of some kind of morality and justice in today's troubled world. Approaching selected moments from ancient times to the present of Greek cultural and aesthetic geographies on the basis of a wide range of sources, the book examines diachronic spatiotemporal flows, some of which are mainly cultural, others urban or landscape-related, in conjunction with parallel currents of change and key issues of our time in the West more generally, but also in the East. In doing so, The Geographical Unconscious reflects on visual and spatial perceptions through the ages; it re-considers selective affinities plus differences and identifies enduring age-old themes, while stressing the deep ancient wisdom, the disregarded relevance of the aesthetic, and the unity between human senses, nature, and space. The analysis provides new insights towards the spatial complexities of the current age, the idea of Europe, of the East, the West, and their interrelations, as well as the notion of modernity.
Bringing together a diverse team of leading scholars and professionals, this book offers a variety of insights into ongoing gender mainstreaming policies in Europe with a focus on urban/spatial planning. Gender mainstreaming was first legislated for in the European Union with the Treaty of Amsterdam in 1999 and, although many interesting developments have occurred throughout the decade that followed, there is still much to do in terms of policy, knowledge production, dissemination and education. This work contributes to all three objectives, by advancing the state of knowledge, as well as providing educational and professional tools in the field of gender sensitive planning in Europe. The volume begins by explaining the concept of gender mainstreaming in relation to its origins in the 'second wave' of the women's movement and critiques of planning, architecture, transport planning and other built environment disciplines. It then provides a brief history of how gender mainstreaming was incorporated into European law, before focussing on the theoretical issues and questions that surround the concept of gender mainstreaming as they relate to urban space and the planning of cities and regions, including a discussion of the persistence of inequalities between the sexes in their access to urban space and services. In particular, the division between waged and unwaged work and its impact on the social construction of gender and of the physical built environment is considered. The differences between definitions of feminism and their implications for action in planning and design are also explored, paying regard to the tensions between a feminist vision of a transformation of gender relations and the requirements of gender mainstreaming to accommodate the different needs of women and men in their everyday lives in urban space. Throughout the book, key issues recur, such as the importance of time and space in the experience of urbanism, resistances to change on the part of institutions and social structures, and the importance of networks. Education and training also appear as common themes, as do citizen participation and the structures of governance. The chapters are organised into four sections: concepts, structures, empowerment and spatial quality. Contributors demonstrate a variety of approaches to the intersections of gender, women, cities, and planning, dealing with substantive and procedural issues in planning, at both local and regional scales. They stress the links between environmental sustainability and gender-sensitive urban development. The book concludes by putting forward an outlook for future action.
By focusing on the interplay between material, social and narrative dimensions of the city, this book examines urban complexity, namely the dynamic and entangled nature of urban issues, and puts forward a notion of the city as an urban texture. Taking an innovative interdisciplinary approach, it perceives the way cities are organized as a restless stratification of materials, meanings and uses, and deals with the interrelationships between actors, places, administrative rationalities and artefacts. It argues that urban fabric is 'manufactured' in this interplay between imagery and practices (of all the stake-holders, including planners, city managers and city users). Illustrated by in-depth empirical studies from across Europe and Latin America, the book explores material and symbolic aspects of the urban experience. In particular, the contributors focus on the less visible ways of organizing urban spaces, such as those enacted and embodied by local news, artefacts such as signals, maps, regulations, public acts, artistic performances, sensory experience and collective memories. The book offers an articulated discussion on these various means of spatial organisation, thereby providing insights into situations of conflict and proposing innovative ways forward for enhancing urban sociability.
Bringing together a multidisciplinary team of scholars, this book explores the importance of ethnicity and cultural economy in the post-Fordist city in the Americas. It argues that cultural, political and economic elites make use of cultural and ethnic elements in city planning and architecture in order to construct a unique image of a particular city and demonstrates how the use of ethnicized cultural production - such as urban branding based on local identities - by the economic elite raises issues of considerable concern in terms of local identities, as it deploys a practical logic of capital exchange that can overcome forms of cultural resistance and strengthen the hegemonic colonization of everyday life. At the same time, it shows how ethnic communities are able to use ethnic labelling of cultural production, ethnic economy or ethno-tourism facilities in order to change living conditions and to empower its members in ways previously impossible. Of wide ranging interest across academic disciplines, this book will be a useful contribution to Inter-American studies.
Every 20 years since 1920, Madrid has undergone an urban planning cycle in which a city plan was prepared, adopted by law, and implemented by a new institution. This preparation-adoption-institutionalization sequence, along with the institution's structures and procedures, have persisted - with some exceptions - despite frequent upheavals in society. The planning institution itself played a lead role in maintaining continuity, traumatic history notwithstanding. Why and how was this the case? Madrid's planners, who had mostly trained as architects, invented new images for the city and metro region: images of urban space that were social constructs, the products of planning processes. These images were tools that coordinated planning and urban policy. In a complex, fragmented institutional milieu in which scores of organized interests competed in overlapping policy arenas, images were a cohesive force around which plans, policies, and investments were shaped. Planners in Madrid also used their images to build new institutions. Images began as city or metropolitan designs or as a metaphor capturing a new vision. New political regimes injected their principles and beliefs into the governing institution via images and metaphors. These images went a long way in constituting the new institution, and in helping realize each regime's goals. This empirically-based life cycle theory of institutional evolution suggests that the constitutional image sustaining the institution undergoes a change or is replaced by a new image, leading to a new or reformed institution. A life cycle typology of institutional transformation is formulated with four variables: type of change, stimulus for change, type of constitutional image, and outcome of the transformation. By linking the life cycle hypothesis with cognitive theories of image formation, and then situating their synthesis within a frame of cognition as a means of structuring the institution, this book arrives at a new theory
This book is about a lost world, albeit one less than 50 years old. It is the story of a grand plan to demolish most of Whitehall, London's historic government district, and replace it with a ziggurat-section megastructure built in concrete. In 1965 the architect Leslie Martin submitted a proposal to Charles Pannell, Minister of Public Building and Works in Harold Wilson's Labour government, for the wholesale reconstruction of London's 'Government Centre'. Still reeling from war damage, its eighteenth- and nineteenth-century palaces stood as the patched-up headquarters of an imperial bureaucracy which had once dominated the globe. Martin's plan - by no means modest in conception, scope or scale - proposed their replacement with a complex that would span the roads into Parliament Square, reframing the Houses of Parliament and Westminster Abbey. The project was not executed in the manner envisaged by Martin and his associates, although a surprising number of its proposals were implemented. But the un-built architecture is examined here for its insights into a distinctive moment in British history, when a purposeful technological future seemed not just possible but imminent, apparently sweeping away an anachronistic Edwardian establishment to be replaced with a new meritocracy forged in the 'white heat of technology'. The Whitehall plan had implications well beyond its specific site. It was imagined by its architects as a scientific investigation into ideal building forms for the future, an important development in their project to unify science and art. For the political actors, it represented a tussle between government departments, between those who believed that Britain needed to discard much of its Victorian and Edwardian decoration in the name of 'professionalization' and those who sought to preserve its ornate finery. Planning is described as being increasingly sidelined by the impacts of neo-liberal restructuring. At the same time, 'culture' is nowadays seen as the world's key intellectual resource possessing new creative weight in sociological, economic and environmental terms. This book argues that, in the light of this cultural turn, there is the opportunity to re-position planning and proposes an original, practical and robust system of 'culturisation'. Culturisation is defined as the ethical, critical and reflexive integration of culture into planning and potentially other areas such as public administration, corporate strategy and development thinking. Cultural theory, planning theory, global governance policy and recent, innovative culturised practices are all explored to this end. The new theoretical and practical approach put forward shows how deeper, richer and more relevant ideas about culture can be utilized in planning, and is illustrated with international examples and two major case studies detailing new vistas for a refurbished planning.
With its celebrated World Heritage List, UNESCO steers the global heritage agenda through the definition and redefinition of what constitutes heritage and by offering the highest-level forum for heritage professionalism. While it is the national governments that nominate sites for inclusion in the World Heritage List, and the intergovernmental World Heritage Committee that makes the final decision on inclusion or non-inclusion, it is the International Council on Monuments and Sites (ICOMOS) for cultural heritage that determines whether the necessary level of 'outstanding universal value' is met. Focusing on the discourses of ICOMOS and their transmission to the local context, this book is the first in-depth historical analysis of the construction of heritage value in the context of cities illustrated through a case study of Old Rauma in Finland. The book contributes to the understanding of the discursive and constructed nature of World Heritage values as opposed to intrinsic values, critically scrutinizes the role of ICOMOS in making valuations concerning urban heritage, and sheds light on the interactions and tensions of universal and local (urban) perspectives in the practice of heritage valuation. Valuing World Heritage Cities is the first in-depth historical analysis of the construction of heritage value in the context of cities in the transnational discourses of heritage. This unique and timely contribution will be of interest to scholars and students working in Heritage Studies, Cultural Geography, Urban Studies and Tourism.
Over the last forty years, graffiti and street-art have become a global phenomenon within the visual arts. Whilst they have increasingly been taken seriously by the art establishment (or perhaps the art market), their academic and popular examination still remains within old debates which argue over whether these acts are vandalism or art, and which examine the role of graffiti in gang culture and in terms of visual pollution. Based on an in-depth ethnographic study working with some of the world's most influential Independent Public Artists, this book takes a completely new approach. Placing these illicit aesthetic practices within a broader historical, political, and aesthetic context, it argues that they are in fact both intrinsically ornamental (working within a classic architectonic framework), as well as innately ordered (within a highly ritualized, performative structure). Rather than disharmonic, destructive forms, rather than ones solely working within the dynamics of the market, these insurgent images are seen to reface rather than deface the city, operating within a modality of contemporary civic ritual. The book is divided into two main sections, Ornament and Order. Ornament focuses upon the physical artifacts themselves, the various meanings these public artists ascribe to their images as well as the tensions and communicative schemata emerging out of their material form. Using two very different understandings of political action, it places these illicit icons within the wider theoretical debate over the public sphere that they materially re-present. Order is focused more closely on the ephemeral trace of these spatial acts, the explicitly performative, practice-based elements of their aesthetic production. Exploring thematics such as carnival and play, risk and creativity, it tracks how the very residue of this cultural production structures and shapes the socio-ethico guidelines of these artists' lifeworlds.
There is a strong case today for a specific focus on mental public health and its relation to social and physical environments. From a public health perspective, we now appreciate the enormous significance of mental distress and illness as causes of disability and impairment. Stress and anxiety, and other mental illnesses are linked to risks in the environment. This book questions how and why the social and physical environment matters for mental health and psychological wellbeing in human populations. While putting forward a number of different points of view, there is a particular emphasis on ideas and research from health geography, which conceptualises space and place in ways that provide a distinctive focus on the interactions between people and their social and physical environment. The book begins with an overview of a rich body of theory and research from sociology, psychology, social epidemiology, social psychiatry and neuroscience, considering arguments concerning 'mind-body dualism', and presenting a conceptual framework for studying how attributes of 'space' and 'place' are associated with human mental wellbeing. It goes on to look in detail at how our mental health is associated with material, or physical, aspects of our environment (such as 'natural' and built landscapes), with social environments (involving social relationships in communities), and with symbolic and imagined spaces (representing the personal, cultural and spiritual meanings of places). These relationships are shown to be complex, with potential to be beneficial or hazardous for mental health. The final chapters of the book consider spaces of care and the implications of space and place for public mental health policy, offering a broader view of how mental health might be improved at the population level. With boxed case studies of specific research ideas and methods, chapter summaries and suggestions for introductory reading, this book offers a comprehensive introduction which will be valuable for students of health geography, public health, sociology and anthropology of health and illness. It also provides an interdisciplinary review of the literature, by the author and by other writers, to frame a discussion of issues that challenge more advanced researchers in these fields.

Serenity is becoming alarmingly absent from our daily existence, especially within the urban context. Time is dense and space is tumultuous. The idea of the serene has gained currency in postmodern discussions, and when combined with urbanism conjures questions, even contradictions, as the two ideas seem improbable yet their correspondence seems so inherently desirable. Integrated, these two constructs present design challenges as they manifest in differing ways across the rural-urban transect. In response, Part I of this book establishes the theoretical framework through different contemporary perspectives, and concludes with a clear explanation of a theory of serene urbanism. The positive characteristics of urbanism and beneficial qualities of the serene are explored and related to sustainability, biophilia, placemaking and environmental design. Both principles and examples are presented as compelling portraits for the proposal of these new urban landscapes. Part II of the work is an in-depth exploration and analysis of serene urban ideas related to the intentional community being created outside of Atlanta, Georgia, USA. "Serenbe" is the name given to this place to commemorate the value and nuance between the serene and urban.
In the latter part of the C20th, a series of seminal books were written which examined Los Angeles by the likes of Reyner Banham, Mike Davis, Edward Soja, Allen Scott, Michael Dear, Frederick Jameson, Umberto Eco, Bernard-Henri Levy, and Jean Baudrillard which have been hugely influential in thinking about cities more broadly. The debates which were generated by these works have tended to be very heated and either defensive or offensive in approach. A sufficient amount of time has since passed that a more measured approach to evaluating this work can now be taken. The first section of this book, 'Contra This and Contra That', provides such a critique of the various theories applied to Los Angeles during the last century, balancing the positive with the negative. The second part of the book is an investigation of L.A. as it exists on the ground today. While political, the theoretical stance taken in this investigation is not mounted as a platform from which to advocate a particular ideology. Instead, it encompasses cultural as well as economic issues to put forth a view of L.A. which is coherent and cogent while at the same time considering its multi-layed, complex and ever-changing qualities. It concludes by arguing that sectored off and 'totalizing' visions of the city will not do as instruments of urban analysis and that only a theory as mobile as its target will do: one that replicates the polymer nature of this place. It proposes that, extending that theory to the world beyond this particular city, only a theory that models itself on the mobile and polymer nature of the world, while still retaining a sense of the actual and the real, will do as an instrument with which to comprehend the world. In doing so, this book is not only a model by which to think through Los Angeles, but as a model by which to think through other world cities.
As with so many facets of contemporary western life, architecture and space are often experienced and understood as a commodity or product. The premise of this book is to offer alternatives to the practices and values of such westernised space and Architecture (with a capital A), by exploring the participatory and grass-roots practices used in alternative development models in the Global South. This process re-contextualises the spaces, values, and relationships produced by such alternative methods of development and social agency. It asks whether such spatial practices provide concrete realisations of some key concepts of Western spatial theory, questioning whether we might challenge the space and architectures of capitalist development by learning from the places and practices of others. Exploring these themes offers a critical examination of alternative development practices methods in the Global South, re-contextualising them as architectural engagements with socio-political space. The comparison of such interdisciplinary contexts and discourses reveals the political, social, and economic resonances inherent between these previously unconnected spatial protagonists. The interdependence of spatial issues of choice, value, and identity are revealed through a comparative study of the discourses of Henri Lefebvre, John Turner, Doreen Massey, and Nabeel Hamdi. These key protagonists offer a critical framework of discourses from which further connections to socio-spatial discourses and concepts are made, including post-marxist theory, orientalism, post-structural pluralism, development anthropology, post-colonial theory, hybridity, difference and subalterneity. By looking to the spaces and practices of alternative development in the Global South this book offers a critical reflection upon the working practices of Westernised architecture and other spatial and political practices. In exploring the methodologies, implications and values of such participatory development practices this book ultimately seeks to articulate the positive potential and political of learning from the difference, multiplicity, and otherness of development practice in order to re-imagine architecture and space. . |
