This study of the impact of the coronavirus disease (COVID-19) on the aviation industry in Central Asia Regional Cooperation (CAREC) countries finds opportunities for reform and restructuring to facilitate fast recovery. COVID-19 has had a devastating impact on global aviation as nearly all air travel came to a halt in late March and April 2020. In Central Asia, virtually all domestic and international air travel were suspended in an attempt to contain the spread of COVID-19. This crisis provides an opportunity to reset the aviation industry in CAREC countries through reforms, new strategies, and restructurings. The study takes into consideration the gravity of the situation in the region and offers some recommendations for dealing with and beyond the crisis.
This study analyzes the use of motorcycles in Metro Manila with the aim of informing government policy related to road safety and transport planning. Motorcycles are increasingly being used for daily commutes as well to provide logistics services. The study explores the various drivers, characteristics, and implications of increased motorcycle use. Taking into account these implications, it presents a policy framework to reduce motorcycle-related crashes and suggests that the Public Service Act be reviewed and amended as appropriate to recognize motorcycles as a primary mode of transport.
This report covers the review and assessment of trade in Kazakhstan, Tajikistan, and Uzbekistan along with the potential for development of the proposed Shymkent-Tashkent-Khujand Economic Corridor (STKEC). The assessment explores the transit of international goods in cities and oblasts (administrative divisions or regions) in STKEC and and trade regimes in the three countries. The report also identifies and analyzes existing barriers and opportunities for trade expansion. It provides recommendations for various stakeholders on policy measures for improvement under the framework of the STKEC development.
This publication reviews 91 impact evaluations of transport interventions in developing countries, summarizes findings on outcomes, identifies evidence gaps, and proposes ways forward. Most of the studies reviewed find significant effects on at least one of the outcomes investigated. However, impact evaluation has given relatively little coverage to major areas of investment, such as urban and sustainable transport, transport corridors, and efficiency enhancing measures. New methods and increasing openness of geospatial data provide scope to generate more innovative impact studies in this sector.
This study of financial technology (fintech) loans to tricycle drivers in the Philippines looks at how fintech affects the welfare of the self-employed and contributes to the development of the country's local economies. The results highlight the importance of fintech for the self-employed in adapting to the "new normal" after the coronavirus disease (COVID-19). The Asia Small and Medium-Sized Enterprise Monitor (ASM) is a key resource for policy makers working on micro, small, and medium-sized enterprise development in Asia and the Pacific.
This publication presents an institutional framework and action plans for the development of the ShymkentDTashkentDKhujand Economic Corridor (STKEC) connecting Kazakhstan, Tajikistan, and Uzbekistan.
This publication examines the development assistance of the Asian Development Bank since Timor-Leste gained independence in 2002. Milestones in nation-building and activities of development partners from around Asia and the Pacific are chronicled. Timor-Leste's prospects hinge on prudent and effective use of the savings from petroleum production to finance investments in the physical capital, human capital, and institutions needed to develop a sustainable economy.
The Central Asia Regional Economic Cooperation (CAREC) Transport Strategy 2030 builds on progress made and lessons learned from the CAREC Transport and Trade Facilitation Strategy 2020. It separates trade facilitation from transport and links to the overall CAREC 2030 program in the areas of enhanced connectivity and sustainability. This strategy underscores increasing sustainability and network quality alongside continued construction and rehabilitation of transport corridors, and places more emphasis on multimodal connectivity, road asset management, road safety, and performance-based maintenance goals. The CAREC Transport Strategy 2030 will be implemented in conjunction with the CAREC Integrated Trade Agenda 2030. |
