On 5 November 2002, the European Court of Justice delivered its 'open-skies' judgment, a landmark decision which may be the beginning of a new era in the regulation of international air law. The consequences of this judgment may not only affect the European Union and its Member States; this book shows how it could change the future regulation of international aviation worldwide. The first part of this book describes the difficulties arising from the fact that the competence for the regulation of air transportation in Europe is divided between the EU and the Member States. In research and application of Human Factors in Air Traffic Management (ATM) systems design, development and operation, there remains a lack of clarity regarding the range and integration of activities associated with the need for greater attention to issues such as human error, interface design and teamwork, especially in systems with increased levels of automation. This book seeks to redress this situation by presenting case studies of human factors applications in which there is demonstrable success in terms of improvement in operational systems. Individual examples are used to outline how each human factors study evolved, what it entailed, how it was resourced and how the results contributed to operational performance. Case studies include training methods, human error, team resource management, situation assessment, terminal automation replacement systems, collaborative decision-making to improve the effectiveness of traffic-flow management and the role of human factors in ATM.

Air transport in the Asia Pacific has undergone significant transformation in the last three decades. What was once a region in the shadow of larger and more prosperous continents such as North America and Europe is now at the forefront of expansion in commercial air-service networks, frequency and capacity, and the overall growth in the contribution of air transport to economies on regional and, in many cases, individual country levels. Despite this, it represents an area that is generally under-represented in the commercial air-transport academic literature. Air Transport in the Asia Pacific seeks to fill this gap. Against this context, the aim of the volume is to offer a contemporary snapshot of current academic research into commercial air transport in the Asia Pacific. It represents the position of contemporary auditory warnings research and development in a single unique volume. Application domains include air traffic control, aviation, emergency services, manufacturing, medicine, military and nuclear power. The contributors constitute many key experts in this area, some of whom are psychoacousticians, some psychologists and some ergonomists. Although several U.S. and European airlines have started providing human factors training to their maintenance personnel, the academic community (some 300 academic programs in the United States and several others in Europe and Asia) has not yet started offering formal human factors education to maintenance students.
