During the 1960s - in the midst of its retreat from empire - the British government had to grapple with complex political and military problems in order to find a strategic defence policy that was both credible and affordable. Addressing what was perhaps the most contentious issue within those debates, this book charts the arguments that raged between supporters of a land based air power strategy, and those who favoured aircraft carriers. Drawing upon a wealth of previously classified documents, the book reveals how the Admiralty and Air Ministry became interlocked in a bitter political struggle over which of their military strategies could best meet Britain's future foreign policy challenges. Whilst the broad story of this inter-service rivalry is well known - the Air Force's proposal for a series of island based airfields, and the Navy championing of a small number of expensive but mobile aircraft carriers - the complexity and previous lack of archival sources means that it has, until now, only ever been partially researched and understood. Former studies have largely focused on the cancellation of the CVA-01 carrier programme, and offered little depth as regards the Royal Air Force perspectives. Given that this was a two-Service rivalry, which greatly influenced many aspects of British foreign and defence policy decisions of the period, this book presents an important and balanced overview of the complex issues involved. Through this historical study of the British debate about maritime air power and strategic alternatives in the 1960s, the detailed arguments used for and against both alternatives demonstrate clear relevance to both historical and contemporary conceptual debates on carrier forces and land-based air power. Both from military strategy and inter-service relationship perspectives, contemporary Britain and many other nations with maritime forces may learn much from this historical case.

Australia has an enviable record for airline safety - No one has ever died in an accident involving a commercial jet aircraft in Australia. The reasons behind this have been the source of much speculation and theories tend to focus on issues related to the natural environment and even luck. However, with human error being present in arguably 100% of aircraft accidents, it seems reasonable that a good safety record is at least partly the consequence of human intervention. This text uses Australian aviation as a case study of a safe system to explore the interactions between the natural, operational and human environments. Based on doctoral research including a major survey of pilot and air traffic controller perceptions, the book is unusual in that it looks at positive examples in safety rather than taking the traditional reactive approach to safety deficiencies.
On 5 November 2002, the European Court of Justice delivered its 'open-skies' judgment, a landmark decision which may be the beginning of a new era in the regulation of international air law. The consequences of this judgment may not only affect the European Union and its Member States; this book shows how it could change the future regulation of international aviation worldwide. The first part of this book describes the difficulties arising from the fact that the competence for the regulation of air transportation in Europe is divided between the EU and the Member States. This division of power will also affect the conclusion of air-service agreements made with countries outside of Europe. In the second part of the book, the author examines a subject that was not part of the 'open-skies' judgment, but which he believes will become a problematic consequence: the distribution of air-traffic rights within the European Union.
Strategic airline alliances are an important topic in airline management today, stimulated by poor access of international airlines to large domestic markets such as the USA and EU and the increasing importance of network scope. Outright mergers of international airlines have proved to be difficult for political, cultural and legal reasons, making alliances the best available form to strengthen strategic positions and streamline networks. The motivation for writing this book comes from the author's long standing belief that the needs of Air Traffic Service personnel are inadequately represented in the aviation literature. There are few references to air traffic control in many of the books written for pilots and about pilots and this is also observed at the main international conferences. In line with the ICAO syllabus for human factors training for air traffic controllers, the book covers the main issues in air traffic control, with regard to human performance: physiology including stress, fatigue and shift work problems; psychology with emphasis on human error and its management, social psychology including issues of communication and working in teams, the environment including ergonomic principles and working with new technologies and hardware and software issues including the development of documentation and procedures and a study of the changes brought about by advanced technologies. Throughout the text there are actual examples taken from the air traffic control environment to illustrate the issues discussed. A full bibliography is included for those who want to read beyond these issues. It has been written for all in air traffic services, from ab initio to the boardroom; it is important that the men and women in senior management positions have some knowledge and awareness of the fundamental problems that limit and enhance human performance.

Previous studies conducted within the aviation industry have examined a multitude of crucial aspects such as policy, airline service quality, and revenue management. An extensive body of literature has also recognised the importance of decision-making in aviation, with the focus predominantly on pilots and air traffic controllers. Understanding Decision-Making Processes in Airline Operations Control focuses instead on an area largely overlooked: an airline's Operations Control Centre (OCC). This serves as the nerve centre of the airline and is responsible for decision-making with respect to operational control of an airline's daily schedules. The environment within an OCC is extremely intense and a key role of controllers is to make decisions that facilitate the airline's recovery from frequent, highly complex, and often multiple disruptions. As such, decision-making in this domain is critical to minimise the operational, commercial and financial impact resulting from disruptions. The book examines many aspects of individual decision-making in airline operations, and addresses the deficiencies found by presenting to the reader an examination of the relationships among situation awareness, information completeness, experience, expertise, decision considerations and decision alternatives in OCCs. The text utilises a multiple case study approach and proposes a number of relevant and important implications for OCC management. Practical outcomes highlight the need for enhancing training programs enabling existing controllers to readily identify and classify elements of situation awareness and decision considerations as a means of improving the decision-making process. They also draw attention to the need for airline OCCs to understand the extent to which industry experience and expertise of controllers is important in the selection of future staff.
Although several U.S. and European airlines have started providing human factors training to their maintenance personnel, the academic community (some 300 academic programs in the United States and several others in Europe and Asia) has not yet started offering formal human factors education to maintenance students. The highly respected authors strongly believe in incorporating the human factors principles in aviation maintenance. While the military use of drones has been the subject of much scrutiny, the use of drones for humanitarian purposes has so far received little attention. As the starting point for this study, it is argued that the prospect of using drones for humanitarian and other life-saving activities has produced an alternative discourse on drones, dedicated to developing and publicizing the endless possibilities that drones have for "doing good". Furthermore, it is suggested that the Good Drone narrative has been appropriated back into the drone warfare discourse, as a strategy to make war "more human". This book explores the role of the Good Drone as an organizing narrative for political projects, technology development and humanitarian action. Its contribution to the debate is to take stock of the multiple logics and rationales according to which drones are "good", with a primary objective to initiate a critical conversation about the political currency of "good". This study recognizes the many possibilities for the use of drones and takes these possibilities seriously by critically examining the difference the drones' functionalities can make, but also what difference the presence of drones themselves - as unmanned and flying objects - make. Discussed and analysed are the implications for the drone industry, user communities, and the areas of crisis where drones are deployed.
Air traffic management (ATM) comprises a highly complex socio-technical system that keeps air traffic flowing safely and efficiently, worldwide, every minute of the year. Over the last few decades, several ambitious ATM performance improvement programmes have been undertaken. Such programmes have mostly delivered local technological solutions, whilst corresponding ATM performance improvements have fallen short of stakeholder expectations. In hindsight, this can be substantially explained from a complexity science perspective: ATM is simply too complex to address through classical approaches such as system engineering and human factors. In order to change this, complexity science has to be embraced as ATM's 'best friend'. The applicability of complexity science paradigms to the analysis and modelling of future operations is driven by the need to accommodate long-term air traffic growth within an already-saturated ATM infrastructure. Complexity Science in Air Traffic Management is written particularly, but not exclusively, for transport researchers, though it also has a complementary appeal to practitioners, supported through the frequent references made to practical examples and operational themes such as performance, airline strategy, passenger mobility, delay propagation and free-flight safety. The book should also have significant appeal beyond the transport domain, due to its intrinsic value as an exposition of applied complexity science and applied research, drawing on examples of simulations and modelling throughout, with corresponding insights into the design of new concepts and policies, and the understanding of complex phenomena that are invisible to classical techniques.

This book introduces a comprehensive and mathematically rigorous controller design for families of nonlinear systems with time-varying parameters and unstructured uncertainties. Although the presented methodology is general, the specific family of systems considered is the latest, NextGen, unconventional fixed-wing unmanned aircraft with circulation control or morphing wings, or a combination of both. The approach considers various sources of model and parameter uncertainty, while the controller design depends not on a nominal plant model, but instead on a family of admissible plants. In contrast to existing controller designs that consider multiple models and multiple controllers, the proposed approach is based on the 'one controller fits all models' within the unstructured uncertainty interval. The book presents a modeling-based analysis and synthesis approach with additive uncertainty weighting functions for accurate realization of the candidate systems. This differs significantly from existing designs in that it is capable of handling time-varying characteristics. This research monograph is suitable for scientists, engineers, researchers and graduate students with a background in control system theory who are interested in complex engineering nonlinear systems.
