Set adjacent to "victims" and "bystanders," "perpetrators" are by no means marginalized figures in human rights scholarship. Nevertheless, the extent to which the perpetrator is not only socially imagined but also sociologically constructed remains a central concern in studies of state-authorized mass violence. This interdisciplinary collection of essays builds upon such work by strategically interrogating the terms through which such a figure is read via law, society, and culture. Of particular concern to the contributors to this volume are the ways in which notions of "violation" and "culpability" are mediated through less direct, convoluted frames of corporatization, globalization, militarized humanitarianism, post-conflict truth and justice processes, and postcoloniality. The chapters variously give scrutiny to historical memory (who can voice it, when and in what registers), question legalism's dominance within human rights, and analyse the story-telling values invested in the figure of the perpetrator. Against the common tendency to view perpetrators as either monsters or puppets - driven by evil or controlled by others - the chapters in this book are united by the themes of truth's contingency and complex imaginings of perpetrators. Even as the truth that emerges from perpetrator testimony may depend on who is listening, with what attitude and in what institutional context, the book's chapters also affirm that listening to perpetrators may be every bit as productive of human rights insights as it has been to listen to survivors and witnesses. The Grand Challenges for Social Work Initiative (GCSWI), which is spearheaded by the American Academy of Social Work and Social Welfare (AASWSW), represents a major endeavor for the entire field of social work. The threat of terrorism, if not adequately managed, is likely to increase exponentially. As terrorist groups' influence and networks spread globally, a concerted effort in counterterrorism strategy is critical to mitigating the threat they present. Governments facing the threat of terrorism are typically strengthening their law enforcement, military and intelligence capabilities, but more complex initiatives such as deradicalisation and terrorist rehabilitation are more time-consuming and less attention-grabbing and so tend to be neglected. It is all too easy to 'do' rehabilitation ineffectively or to simply ignore it altogether. This is unfortunate, as an effective rehabilitation strategy can yield dividends over the longer term. Every committed terrorist is a potential recruiter, whether in prison or at liberty, for more terrorists. Even in death, they can potentially be presented as martyrs. Conversely, successfully rehabilitated terrorists can be valuable assets in the public relations theatre of battle. There is no single, simple solution to the challenges of deradicalisation and rehabilitation, but this book places examples of best practice within a robust, but flexible, conceptual framework. It gives guidelines for establishing and implementing a successful deradicalisation or rehabilitation programme, derived from a series of empirical case studies of successful projects around the world. The goal of Riots in the Cities, editors Silvia Marina Arrom and Servando Ortoll contend, is to encourage Latin Americanists to rethink standard notions of urban politics before the populist era. The actual political power wielded by the underprivileged city dwellers before the twentieth century has received little scholarly attention or has been downplayed. Researchers often described urban inhabitants as having little influence over both their lives and on the politics of their day. The elite were perceived as having firm control over the political process. The seven essays in this reader analyze urban riots that broke out in major Latin American population centers between 1765 and 1910. Inspired by the works of Eric Hobsbawm and George Rud,, the authors find that the participants in these riots were far from irrational. The crowds responded to specific social provocation and attacked property rather than people. When taken together these essays challenge the notion that prior to 1910 power was strictly in the hands of the elite. Lower-class city residents, too, held strong opinions and acted on their convictions. Most important, their voices were not unheeded by those who officially wielded power and implemented social policies.

After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Disorder and instability are matters of continuing public concern. Terrorism, as a threat to global order, has been added to preoccupations with political unrest, deviance and crime. Such considerations have prompted the return to the classic anthropological issues of order and disorder. Examining order within the political and legal spheres and in contrasting local settings, the papers in this volume highlight its complex and contested nature. Elaborate displays of order seem necessary to legitimate the institutionalization of violence by military and legal establishments, yet violent behaviour can be incorporated into the social order by the development of boundaries, rituals and established processes of conflict resolution. Order is said to depend upon justice, yet injustice legitimates disruptive protest. Case studies from Siberia, India, Indonesia, Tibet, West Africa, Morocco and the Ottoman Empire show that local responses are often inconsistent in their valorization, acceptance and condemnation of disorder.
