Throughout US history, presidents have had vastly different reactions to naval incidents. Though some incidents have been resolved diplomatically, others have escalated to outright war. What factors influence the outcome of a naval incident, especially when calls for retribution mingle with recommendations for restraint? Given the rise of long range anti-ship and anti-air missile systems, coupled with tensions in East Asia, the Persian Gulf, and the Black and Baltic Seas, the question is more relevant than ever for US naval diplomacy. " Arms control remains a major international issue as the twentieth century closes, but it is hardly a new concern. The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders -- political, military, and social -- to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency. For anyone interested in naval history, this book illuminates the beginnings of the arms limitation effort and the growth of the peace movement.
The global legacy of mutiny and revolution on the high seas. Mutiny tore like wildfire through the wooden warships of the age of revolution. While commoners across Europe laid siege to the nobility and enslaved workers put the torch to plantation islands, out on the oceans, naval seamen by the tens of thousands turned their guns on the quarterdeck and overthrew the absolute rule of captains. By the early 1800s, anywhere between one-third and one-half of all naval seamen serving in the North Atlantic had participated in at least one mutiny, many of them in several, and some even on ships in different navies. In The Bloody Flag, historian Niklas Frykman explores in vivid prose how a decade of violent conflict onboard gave birth to a distinct form of radical politics that brought together the egalitarian culture of North Atlantic maritime communities with the revolutionary era's constitutional republicanism. The attempt to build a radical maritime republic failed, but the red flag that flew from the masts of mutinous ships survived to become the most enduring global symbol of class struggle, economic justice, and republican liberty to this day.
The years leading to World War I were the 'Age of the Dreadnought'. The monumental battleship design, first introduced by Admiral Fisher to the Royal Navy in 1906, was quickly adopted around the world and led to a new era of naval warfare and policy. In this book, Roger Parkinson provides a re-writing of the naval history of Britain and the other leading naval powers from the 1880s to the early years of World War I. The years before 1914 were characterised by intensifying Anglo-German naval competition, with an often forgotten element beyond Europe in the form of the rapidly developing navies of the United States and Japan. The ensuing era of intensifying naval competition rapidly became a full-blooded naval arms race, leading to the development of super-dreadnoughts and escalating tensions between the European powers. Providing a truly international perspective on the dreadnought phenomenon, this book will be essential reading for all naval history enthusiasts and anyone interested in World War I.
An examination of Roman naval development, drawing upon archaeological evidence, documentary accounts and visual representation. The Roman Imperial Navy was the most powerful maritime force ever to have existed, prior to the European naval development of relatively recent centuries. It was able to deploy huge fleets and dominate the seas around western Europe, north Africa, and the Middle East, as well as the great rivers that formed a large part of the eastern boundary of the Roman world. It secured the trade routes and maintained the communications that allowed the Roman Empire toexist. At the height of its power the Roman Navy employed tens of thousandsof sailors, marines and craftsmen, who manned and maintained a fleet of warships far larger than anything in existence today. And yet these warships, the very tools that allowed the Roman Navy to dominate the seas, have remainedlargely unstudied. Drawing upon archaeological evidence, documentary accounts and visual representations, the book charts the development and evolution of the Roman warship over eight centuries of naval activity, showing howships were evolved to meet the circumstances of the different areas in which they had to operate, the different functions they needed to fulfil, and the changing nature of their enemies. This book explores the historical and archaeological evidence of the relationships between a coastal community and the shipwrecks that have occurred along the southern Australian shoreline over the last 160 years. It moves beyond a focus on shipwrecks as events and shows the short and long term economic, social and symbolic significance of wrecks and strandings to the people on the shoreline. This volume draws on extensive oral histories, documentary and archaeological research to examine the tensions within the community, negotiating its way between its roles as shipwreck saviours and salvors.
In June 1802, the Haitian revolutionary hero Toussaint Louverture was captured by special order of Napoleon Bonaparte and deported to mainland France, where he spent the remainder of his life in captivity in the prison of Fort de Joux. But Louverture, who had managed to rise from humble slave to governor of the richest of France's colonies, went down fighting. To defend his name and secure his release, he wrote a vivid account of his career. Historian Philippe Girard presents an annotated, scholarly, multilingual edition of the memoir, based on an original copy in Louverture's hand. Girard's introductory essay, based on archival research in France and the Caribbean, retraces Louverture's career in Haiti and provides a detailed narrative of the last year of Louverture's life. Girard analyzes the significance of the memoirs from a historical, literary, and linguistic perspective. Louverture's writing provides a vivid alternative perspective to anonymous plantation records, quantitative analyses of slave trading ventures, and slave narratives mediated by white authors. Though Louverture kept a stoic facade and rarely expressed his innermost thoughts and fears in writing, his memoirs are unusually emotional. He questioned whether he was targeted because of the color of his skin, bringing racism, an issue that Louverture rarely addressed head on with his white interlocutors, to the fore. The full transcript of these memoirs in both Louverture's idiosyncratic French and English helps paint a powerful yet nuanced portrait of the Haitian Revolution's most famous son as a gifted leader, a passionate advocate of slave emancipation, a loving family man, a compromising politician, a tragic hero, and an evocative author and user of Kreyol, Haiti's national language.

A sociological investigation into maritime state power told through an exploration of how the British Empire policed piracy. Early in the seventeenth-century boom of seafaring, piracy allowed many enterprising and lawless men to make fortunes on the high seas, due in no small part to the lack of policing by the British crown. But as the British empire grew from being a collection of far-flung territories into a consolidated economic and political enterprise dependent on long-distance trade, pirates increasingly became a destabilizing threat. This development is traced by sociologist Matthew Norton in The Punishment of Pirates, taking the reader on an exciting journey through the shifting legal status of pirates in the seventeenth and eighteenth centuries. Norton shows us that eliminating this threat required an institutional shift: first identifying and defining piracy, and then brutally policing it. This collective volume explores the ways merchants managed to connect different spaces all over the globe in the early modern period by organizing the movement of goods, capital, information and cultural objects between different commercial maritime systems in the Mediterranean and Atlantic basin. Merchants and Trade Networks in the Atlantic and the Mediterranean, 1550-1800 consists of four thematic blocs: theoretical considerations, the social composition of networks, connected spaces, networks between formal and informal exchange, as well as possible failures of ties. This edited volume features eleven contributions who deal with theoretical concepts such as social network analysis, globalization, social capital and trust. In addition, several chapters analyze the coexistence of mono-cultural and transnational networks, deal with network failure and shifting network geographies, and assess the impact of kinship for building up international networks between the Mediterranean and the Atlantic. Recent discussion, academic publications and many of the national exhibitions relating to the Great War at sea have focussed on capital ships, Jutland and perhaps U-boats. Very little has been published about the crucial role played by fishermen, fishing vessels and coastal communities all round the British Isles. Yet fishermen and armed fishing craft were continually on the maritime front line throughout the conflict; they formed the backbone of the Auxiliary Patrol and were in constant action against-U-boats or engaged on unrelenting minesweeping duties. Approximately 3000 fishing vessels were requisitioned and armed by the Admiralty and more than 39,000 fishermen joined the Trawler Section of the Royal Naval Reserve. The class and cultural gap between working fishermen and many RN officers was enormous. This book examines the multifaceted role that fishermen and the fish trade played throughout the conflict. It examines the reasons why, in an age of dreadnoughts and other high-tech military equipment, so many fishermen and fishing vessels were called upon to play such a crucial role in the littoral war against mines and U-boats, not only around the British Isles but also off the coasts of various other theatres of war. It will analyse the nature of the fishing industry's war-time involvement and also the contribution that non-belligerent fishing vessels continued to play in maintaining the beleaguered nation's food supplies.
