Teacher leadership as a dimension of teachers' work has never been more important. This book is driven by the question: what role is played by the local security research community in Kosovo's internationally-led Security Sector Reform? Kosovo's SSR has been heavily driven by international knowledge rather than the context-sensitive evidence, with negative implications for the legitimacy and sustainability of SSR. Centred on an analysis of an extensive interview survey of international SSR practitioners and local researchers in Kosovo and local research papers, this book highlights how local research has engaged with, challenged and contributed to international SSR. Despite the general experience of local marginalisation, local researchers have an important role to play. Following engagement with local research, international SSR practitioners may consider local context in greater depth and think more critically about SSR implications. This highlights the potentially key role that local researchers can play to support effective post-conflict recovery.

This first study of faith-based development NGOs' (FBOs) political roles focuses on how U.S. FBOs in international development educate and mobilize their constituencies. Most pursue cautious reformist agendas, but FBOs have sometimes played important roles in social movements. Nelson unpacks those political roles by examining the prominence of advocacy in the organizations, the issues they address and avoid, their transnational relationships, and their relationships with religious and secular social movements. The agencies that educate and mobilize U.S. constituencies most actively are associated with small Christian sects or with non-Christian minority faiths with historic commitments to activism or service. Specialized advocacy NGOs play important roles, and emerging movements on immigration and climate may represent fresh political energy. The book examines faith-based responses to the crises of climate change, COVID-19, and racial injustice, and argues that these will shape the future of religion as a moral and political force in America, and of NGOs in international development.

This book introduces Japan as the most disaster-prone country, with a long history of confronting and overcoming the power of nature, resulting in its unique solutions for cultural heritage resilience and sustainability. But how do leadership and decision making become efficient in times of recovery? Bearing in mind what may be lacking in Japanese practices, this work also presents comparable governance models from other countries which indicate alternative solutions. While a traumatic event may occur within one night, the process of recovery could last for decades. Such disasters also tend to recur. In order that directly affected communities can sustain resilience throughout the long recovery period, and that equally severe social trauma will not be repeated, a continuous, well-maintained governance response is required, whether grounded in local knowledge or national policy frameworks. At the heart of this book is the matter of the reconstruction process involving networks of small and large communities. Each of those has a role that becomes operational through linkages of contacts, the interchange of knowledge and skills, and above all through the sharing of common goals.
This book explores the judicial transformations in the Southern Mediterranean region and the mechanisms that trigger these changes. It analyses judicial reforms in Jordan and Morocco in the context of the EU policies to promote and diffuse democratic principles and practices in the MENA region. Based on original empirical research, the book reports findings on how networks of actors involved in the implementation of programs funded by the EU handle policy ideas and interests, and by doing so influence policy outcomes. This study covers both the institutional and the organizational/managerial dimensions of justice, thus shedding light on the two most relevant and critical factors for innovations in the domain of justice.
This book contributes an analysis of UK-based non-governmental organisations engaged in transnational lesbian, gay, bisexual, and trans (LGBT) activism, within a broader recognition of the complexities that British colonial legacies perpetuate in contemporary international relations. From this analysis, the book suggests that greater engagement with intersectional and decolonial approaches to transnational activism would allow for a more transformative solidarity that challenges the broader impacts of coloniality on LGBT people's lives globally. Case studies are used to explore UK actors' participation in the complexities of contemporary transnational LGBT activism, including activist responses to developments in Brunei between 2014 and 2019, and the use of LGBT aid conditionality by Western governments. Activist engagements with legacies of British colonialism are also explored, including a focus on 'sodomy laws' and the Commonwealth, as well as the challenges faced by LGBT people seeking asylum in the UK.

This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. The decade 2004-14- when the two United Progressive Alliance (UPA) governments, led by prime minister Manmohan Singh, were in office- was a remarkable milestone in the history of India's diplomacy. The period saw a significant transformation in the way India deals with the external world. Under the quiet and active leadership of prime minister Manmohan Singh, India established important strategic partnerships, managed key security challenges, carved out a position of influence in core domains of global governance, and fostered the economic development and socio-political stability of its neighbourhood. This book questions the belief that patronage explains poor governance and weak organizations. Its focus is on high-level political appointees in the Philippines, but its implications for development processes and policy are far-reaching. Patronage stimulates the emergence of democracy and welfare, and constitutes formal organizations. So intimately connected is it with the health of democracy and effective organizations that attempts to eradicate patronage only harm social, organizational and democratic life. In developed societies this has meant a growing Puritanism interspersed with bouts of corruption and moral panic; and, as they seek to maintain effective organizations and vibrant democracies, a mounting desire to project their own anxieties and imperfections onto developing countries.

This book explores the existence of gaps between public preferences and institutional designs in democracies, and specifically cases in which such gaps are maintained for a long period of time without being challenged by the electorate. Gaps such as these can be seen in the complex relations between the state and religion in Israel and Turkey, and more specifically in their policies on marriage. This line of investigation is interesting both theoretically and empirically, as despite their poles apart policies, Israel and Turkey share a similar pattern of institutional dynamics. Existing explanations for this phenomenon suggested either civil society-based arguments or intra-institutional dynamics, as reasons for the maintenance of such gaps. This book enriches our understanding of policy dynamics in democratic systems by introducing a third line of argument, one that emphasizes the effective role state institutions play in maintaining such arrangements for long periods, often against the public will.

Transparency has become a global concept of responsible government. This book argues that the transnational discourse of transparency promotes potentially contradictory policy ideas that can lead to unintended consequences. It critically examines whether or not increased transparency really leads to increased democratic accountability.
This book analyzes the effect of gender on policy-making in the Jamaican Parliament, specifically regarding women-friendly policies. So-called "women-friendly policies" are categorized as those laws which seek to promote and protect women's rights and equality and have some element addressing childcare, domestic violence, sex offences, reproductive rights, sex discrimination, property rights and family issues. It frames critical analysis of bill sponsorship and the participation levels and verbal contributions of legislators during floor debates on legislation affecting women. Using a mixed method approach, the author gives insight into how feminism is integrated into real-time public policy discourse. The book begins with a brief overview of feminist advocacy and activism and State feminism in Jamaica and an introduction to the country's Parliamentary system.
