This book explores the complex relationship between public health research and policy, employing tobacco control and health inequalities in the UK as contrasting case studies. It draws on extensive qualitative data to demonstrate why it makes more sense to focus on ideas, rather than evidence, as the unit of analysis when studying public health knowledge exchange. The book goes on to outline a four-genre typology of ideas, inspired by the work of Max Weber and Bruno Latour, which helps explain both the disjuncture between health inequalities research and policy and the recent spate of policy activity in tobacco control. It argues that focusing on research-informed ideas usefully draws attention to the centrality of values, politics and advocacy for public health debates.
The various and different Middle Eastern countries are addressing new key reform and governance reform processes but also administration and policy issues of enduring importance; decentralization and local government, non-profit organizations, political culture, and reform of the policy process. This book provides assessment of national strategies for reform in public administration and policy, how these strategies have fared in implementation; and what challenges must be overcome to achieve real and sustainable progress. Seven country case studies will explore the overall policy-making process from a critical perspective and consider how it could be strengthened. Four cases will deal with the controversial issues of decentralization of power and decision-making. Two cases will address the role of civil society in the policymaking and reform process. Introductory and concluding chapters will place these discussions in context and draw the primary lessons for policy-makers. The main objectives of the book are to present different examples of specific public policy and administration, as well as governance issues in the Middle East so that policymakers (both in the region and the world who are interested in the Middle East), as well as practitioners, scholars and graduate students can utilize the book as a study guide to better understand various dynamics in governance in the Middle East. This approach will enable the volume to bridge global perspectives on governance development with regional perspectives and experience, bringing shared expertise, intellectual inquisitiveness, and experience in the professional practice of public policy and administration to bear on these common challenges.
This edited book approaches the threat and impact of environmental disasters on Asia's urban populations from a governance perspective. It adopts a multi-sector and multi-disciplinary approach to disaster governance that emphasises the importance of multiple stakeholders in preparing for, responding to and recovering from disasters and their cascading impacts in Asia's cities. The contributors to this volume take a broad view of the multifaceted causalities and the interconnected threats and vulnerabilities of environmental disasters in urbanising Asia. As such, the book is an invitation to advance scholarship in the search for more effective, comprehensive and inclusive disaster preparedness agendas, recovery programs and development priorities.
Over the past thirty years the comparative study of policy agendas under the aegis of the Comparative Agendas Project (CAP) has become one of the fastest growing sub-field in policy research. Yet, similarly to policy studies in general, most of the agenda-setting literature focuses on well-established democracies. This edited volume offers a ground-breaking analysis of a hitherto less examined topic in comparative politics: the dynamics of policy agendas in Socialist autocracy and in hybrid regimes. We propose that policymaking in authoritarian and illiberal regimes is different from the practices of democracies which we analyse based on a unique historical policy agendas database built by the Hungarian CAP team at the Centre for Social Sciences in Budapest. We find that punctuated equilibrium theory offers a good description of policy dynamics regardless of policy regimes, yet punctuations are more pronounced in autocratic and illiberal settings. These regime types also share a tendency towards centralization, a less efficient use of public information and a suppression of democratic participation in the policy process. This book may be of interest to scholars and students of policy studies, agenda-setting and the politics of authoritarianism.
From which evaluative foundation should we develop public policies designed to promote wellbeing among different cultural groups in different circumstances? This book seeks to advance an objective, universal theory of cultural evaluation grounded in a eudaemonic account of human wellbeing. The approach brings together a 'thick vague' conception of the good; a determinate, particularist conception of circumstance; an egalitarian moral philosophy with concessions to sufficientarianism, and a normative functionalist view of culture, to assess the value of cultural institutions to those that they affect. Engaging closely with needs and capabilities paradigms, the approach seeks to identify and explain cultural deficits in given circumstances. The applicability of the theory is illustrated through analysis of the effect of settler-indigenous relations on Aboriginal Australian people. This book is ideal for students and scholars of cultural theory and public policy.

This book offers a critical assessment of governance ideas in the context of Chinese neoliberalism. It argues that the Chinese version of governance has emerged as an important discursive practice in the articulation of the neoliberal spirit of the national reform agenda. The book first examines the institutional and intellectual background of governance ideas, capturing the key features of neoliberalization in transitional China. The main body of investigation is an interpretive analysis of governance in terms of its normative principles and technical skills, which effectively package the mature neoliberal vision and reality so that it indicates the dominant ruling structure of Chinese neoliberalism. The subsequent analysis presents a genealogical review of governance discourse and traces its adaptation to local neoliberal experiments. The book concludes with reflections on possible ways of critical engagement with governance ideas and with the intellectual aspects of neoliberalism.

This book contributes to our understanding of the trajectories and prerogatives of female political leaders in the varying context of democratization, political institutions and cultural norms. No woman had been elected leader of a country before 1960, but with democratic transitions on the rise since the 1970s, the number of women in executive office gradually became a trend of global scope. In 2015, nineteen countries had an elected female Head of State and/or Government, a proportionally small number that is expected to climb as more women compete for high office, sometimes against other female candidates. This volume compares how women executives differ in promoting gender equality and advocating for women's rights and interests, as well as in their ability to negotiate gender policy agendas. This book examines the history of racial classifications in Puerto Rico censuses, starting with the Spanish censuses and continuing through the US ones. Because Puerto Rican censuses were collected regularly over hundreds of years, they are fascinating "test cases" to see what census categories might have been available and effective in shaping everyday ones. Published twentieth-century censuses have been well studied, but this book also examines unpublished documents in previous centuries to understand the historical precursors of contemporary ones. State-centered theories hypothesize that censuses, especially colonial ones, have powerful transformative effects. In contrast, this book shows that such transformations are affected by the power and interests of social actors, not the strength of the state. Thus, despite hundreds of years of exposure to the official dichotomous and trichotomous census categories, these categories never replaced the continuous everyday ones because the census categories rarely coincided with Puerto Rican's interests.
Exploring the current state of relationships between public universities, government leaders, and the citizens who elect them, this book offers insight into how to repair the growing rift between higher education and its public. Higher education gets a bad rap these days. The public perception is that there is a growing rift between public universities and the elected officials who support them. In What's Public about Public Higher Ed?, Stephen M. Gavazzi and E. Gordon Gee explore the reality of that supposed divide, offering qualitative and quantitative evidence of why it's happened and what can be done about it. Critical problems, Gavazzi and Gee argue, have arisen because higher education leaders often assumed that what was good for universities was good for the public at large. For example, many public institutions have placed more emphasis on research at the expense of teaching, learning, and outreach. Achieving enterprise success necessitates addressing enterprises in ways that match the complexity and dynamics of the modern enterprise environment.
