Trump and the Bureaucrats - The Fate of Neutral Competence (Hardcover, 1st ed. 2023): Stuart Shapiro Trump and the Bureaucrats - The Fate of Neutral Competence (Hardcover, 1st ed. 2023)
Stuart Shapiro
R3,000 Discovery Miles 30 000 Ships in 10 - 15 working days

This volume discusses the long term impacts of the Trump presidency on the federal bureaucracy. Drawing on the longstanding academic literature on neutral competence and interviews with the bureaucrats themselves, this book adds insight to the academic question of the role of bureaucrats in a democratic system after a four-year period in which their role has been questioned and threatened as never before. Focusing on the elite agencies of the Office of Management and Budget, the Congressional Budget Office, the Government Accountability Office, as well as the Economic Research Service at the Department of Agriculture, the chapters evaluate individual experiences of members of each agency during the Trump presidency through the lens of the growing tension between politics and administration. Enlightening the role that bureaucrats play in American democracy in an era when polarization is on the rise and disputes over the role of the civil service are growing, this volume will be of interest to scholars and students in public policy, political science, and public administration as well as policymakers and members of the US federal government workforce.

Dilapidation of the Rural - Development, Politics, and Farmer Suicides in India (Hardcover, 1st ed. 2022): Sudhir Kumar Suthar Dilapidation of the Rural - Development, Politics, and Farmer Suicides in India (Hardcover, 1st ed. 2022)
Sudhir Kumar Suthar
R2,648 Discovery Miles 26 480 Ships in 18 - 22 working days

This book explains farmer suicides in India in the backdrop of rural politics as a determining factor. By bringing in politics as a variable the research presented in the book reveals that there are non-farm factors playing critical role in prompting behavioral change amongst the peasantry but haven't received much academic attention. The book argues that the changing nature of public spaces has significantly altered the perception of self in the rural society of India. It presents indicators of this rural change and how the state policy and political parties led political mobilization that changed the character of community relations in the rural areas. The book shows that other possible manifestations of the large-scale behavioral change in the rural areas and increasing rural distress, those are equally serious but haven't received much attention, are rising cases of drug-addiction, agrarian riots, or other forms of collective violence. The increasing number of farmers protests also need to be understood in this context.

Conservative Government Penal Policy 2015-2021 - Austerity, Outsourcing and Punishment Redux? (Hardcover, 1st ed. 2022):... Conservative Government Penal Policy 2015-2021 - Austerity, Outsourcing and Punishment Redux? (Hardcover, 1st ed. 2022)
Christopher David Skinns
R2,232 Discovery Miles 22 320 Ships in 10 - 15 working days

This book interrogates Conservative government penal policy for adult and young adult offenders in England and Wales between 2015 and 2021. Government penal policy is shown to have been often ineffective and costly, and to have revived efforts to push the system towards a disastrous combination of austerity, outsourcing and punishment that has exacerbated the penal crisis. This investigation has meant touching on topical debates dealing with the impact of resource scarcity on offenders' experiences of the penal system, the impact of an increasing emphasis on punishment on offenders' sense of justice and fairness, the balance struck between infection control and offender welfare during the government handling of the SARS-CoV-2 pandemic and why successive Conservative governments have intransigently pursued a penal policy that has proved crisis-exacerbating. The overall conclusion reached is that penal policy is too important to be left to governments alone and needs to be recalibrated by a one-off inquiry, complemented by an on-going advisory body capable of requiring governments to 'explain or change'. The book is distinctive in that it provides a critical review of penal policy change, whist combining this with insights derived from the sociological analysis of penal trends.

Featuring research on topics such as corporate responsibility, fiscal accountability, and public administration, this book is ideally designed for researchers, managers, financial authorities, auditors, public managers, public administrators, regulatory authorities, accountants, professionals, and students involved with the accountability and reform of public management in local governments.

The Paradox of Regulation - What Regulation Can Achieve and What it Cannot (Paperback): Fiona Haines The Paradox of Regulation - What Regulation Can Achieve and What it Cannot (Paperback)
Fiona Haines
R1,127 Discovery Miles 11 270 Ships in 10 - 15 working days

This up-to-date book takes a fresh look at regulation and risk and argues that the allure of regulation lies in its capacity to reduce risk while preserving the benefits of trade, travel and commerce. Regulation appears as a politically attractive, targeted and effective way to ensure that disasters of the past are not repeated. Diverse challenges are tackled through regulatory means - including the industrial, financial and terrorist-related hazards analyzed in this book. Fiona Haines' empirical work shows, however, that regulation attempts to reduce risks beyond their stated remit of preventing future disaster. Her analysis reveals a complex nexus between risk and regulation where fulfilment of regulatory potential depends on managing three fundamentally different types of risk: actuarial, socio-cultural and political. This complex risk management task affects both reform and compliance efforts, generating tension and paradoxical outcomes. Nonetheless, Haines argues, enhancing political legitimacy and public reassurance are central, not peripheral, to successful regulation. This insightful book will appeal to academics, researchers and postgraduate researchers working in regulation across law, politics, sociology, criminology and public management. Masters of public management, MBA students, public administrators and regulators, as well as political commentators, will also find this book invaluable.

The Principle of Solidarity - International and EU Law Perspectives (Hardcover, 1st ed. 2023): Eva Kassoti, Narin Idriz The Principle of Solidarity - International and EU Law Perspectives (Hardcover, 1st ed. 2023)
Eva Kassoti, Narin Idriz
R3,985 Discovery Miles 39 850 Ships in 10 - 15 working days

This edited volume explores the principle of solidarity in international and EU law. Although the concept is regularly invoked in international and EU legal and policy debates alike, its meaning, nature and functions, as well as normative contours still remain nebulous. The contributions in this volume reflect on the legal trajectory of solidarity in international and EU law and offer unique insights into the evolution and status of the principle in different fields of international and EU law. By doing so, the book also serves as a springboard for answering broader questions pertaining to what the stage of development of this principle may imply for the two legal orders and their interaction. As the chapters of this book show, the debate on solidarity is premised on conflicting visions regarding the values underpinning the international legal order as well as the self-interest or community-oriented driving forces behind States' action at the international level. The regional (EU law) perspective offers a new lens through which to revisit classic questions pertaining to the nature of modern international law and to assess its continuing relevance in a world of regional organizations presenting different visions (and levels) of co-operation. This book, the second volume to appear in the Global Europe Series, will appeal to international and EU law researchers and policy-makers alike with an interest in the nature and function of the principle of solidarity in international and EU law. Eva Kassoti is Senior researcher in EU and International Law at the T.M.C. Asser Institute in The Hague, The Netherlands and the Academic Co-ordinator of CLEER. Narin Idriz is Researcher in EU Law at the T.M.C. Asser Institute in The Hague, The Netherlands.

Public Sector Marketing Communications, Volume II - Traditional and Digital Perspectives (Hardcover, 1st ed. 2023): Ogechi... Public Sector Marketing Communications, Volume II - Traditional and Digital Perspectives (Hardcover, 1st ed. 2023)
Ogechi Adeola, Kojo Kakra Twum, Paul Katuse
R4,303 Discovery Miles 43 030 Ships in 10 - 15 working days

Building public sector image and trust in Africa requires judicious use of appropriate marketing communications tools and platforms. Contributing authors to this second volume of a two-volume work offer insights into how the selection and strategic utilisation of marketing tools will facilitate interactions between the government and the citizens, improve inter-governmental and inter-agency collaboration, and boost a citizen-oriented public sector. Traditional marketing communications tools continue to play a key role in citizen and public sector relationships; however, given mega-trends of demographic change, urbanisation, and digitalisation in Africa, it is important to consider how public institutions, including government agencies, local government, universities, and football associations, respond and adapt to these changes. The digital revolution presents an opportunity for public sector institutions to align their communication plans with new technologies, particularly leveraging social media platforms. Together with the first volume, which focuses on public relations and brand communication perspectives, this collection fills an existing information gap evident in Africa’s public sector literature. The text serves as a decision making, teaching, and learning guide for practitioners, faculty, and students interested in applying marketing principles and practices to the public sector.

Test Data Engineering - Latent Rank Analysis, Biclustering, and Bayesian Network (Hardcover, 1st ed. 2022): Kojiro Shojima Test Data Engineering - Latent Rank Analysis, Biclustering, and Bayesian Network (Hardcover, 1st ed. 2022)
Kojiro Shojima
R3,706 Discovery Miles 37 060 Ships in 10 - 15 working days

This is the first technical book that considers tests as public tools and examines how to engineer and process test data, extract the structure within the data to be visualized, and thereby make test results useful for students, teachers, and the society. The author does not differentiate test data analysis from data engineering and information visualization. This monograph introduces the following methods of engineering or processing test data, including the latest machine learning techniques: classical test theory (CTT), item response theory (IRT), latent class analysis (LCA), latent rank analysis (LRA), biclustering (co-clustering), and Bayesian network model (BNM). CTT and IRT are methods for analyzing test data and evaluating students' abilities on a continuous scale. LCA and LRA assess examinees by classifying them into nominal and ordinal clusters, respectively, where the adequate number of clusters is estimated from the data. Biclustering classifies examinees into groups (latent clusters) while classifying items into fields (factors). Particularly, the infinite relational model discussed in this book is a biclustering method feasible under the condition that neither the number of groups nor the number of fields is known beforehand. Additionally, the local dependence LRA, local dependence biclustering, and bicluster network model are methods that search and visualize inter-item (or inter-field) network structure using the mechanism of BNM. As this book offers a new perspective on test data analysis methods, it is certain to widen readers' perspective on test data analysis.

Marina Cino Pagliarello
R2,875 Discovery Miles 28 750 Ships in 18 - 22 working days

This book analyses the transformation of European Education Policy from 1973 to 2020. In doing so, it offers a unique insight into the changes of European education from a predominantly national concern to a supranational policy framework, driven by an economic discourse concerning productivity and employability. The book shows that the idea of the "Europe of Knowledge" did not originate in the Lisbon Strategy of 2000, but rather was the result of a gradual development that started in the mid-1980s. This begun with the establishment of a specific problem definition of education as a solution for Europe's lack of competitiveness, a definition that was incrementally constructed by the European Commission and the European business community. Highlighting significant and unexplored questions such as the role of European transnational business in education and the role of the "problem entrepreneur" in defining policy issues, this book will provide a comprehensive perspective on European Education Policy that will be of interest to all students of European Politics, Education Policy, and Public Policy.

The Sharing Economy for Tackling Cybercrime (Hardcover, 1st ed. 2023): Ethem Ilbiz, Christian Kaunert The Sharing Economy for Tackling Cybercrime (Hardcover, 1st ed. 2023)
Ethem Ilbiz, Christian Kaunert
R3,291 Discovery Miles 32 910 Ships in 18 - 22 working days

This book explains Europol's online sharing platforms efforts in three major cybercrime areas: ransomware, money laundering with cryptocurrencies, and online child sexual exploitation that Europol has already pushed private and public actors to cooperate. Since the global financial crisis, online sharing economy platforms have made a significant impact on use of under-utilized resources. People who have a car (Uber) or a spare room (Airbnb) began to share their under-used assets with others for extra income. The success achieved by these online platforms that enable efficient use of limited resources raised a new discussion on whether a similar governance model can be implemented by public administrations where public resources are insufficient. Cybercrime is one of these fields where most law enforcement agencies have not got enough resources to tackle these crimes. They need the human and technical resources of the private sector for a safer society. This book, for the first time, seeks the answers to this question. It examines the feasibility of online sharing economy platforms to enhance public-private partnerships to tackle cybercrime. The European Union Policing Agency, Europol, is the first police organization to adopt a similar model to interact with policing agencies and private industry. Drawing on extensive research, the book offers crucial insights for policymakers, researchers, and the public interested in new trends in sharing economy, innovative governance models, public-private partnerships, and cybercrime investigations.

Global Challenges of Climate Change, Vol.2 - Risk Assessment, Political and Social Dimension of the Green Energy Transition... Global Challenges of Climate Change, Vol.2 - Risk Assessment, Political and Social Dimension of the Green Energy Transition (Hardcover, 1st ed. 2023)
Tessaleno Campos Devezas, Joao Carlos Correia Leitao, Yuri Yegorov, Dmitry Chistilin
R4,640 Discovery Miles 46 400 Ships in 10 - 15 working days

This two-volume book offers a broad range of discussions on the immense challenge of climate change, one confronting every country on the planet and forcing them to find a path towards a sustainable future that will not have disastrous consequences in relation to our chances of survival. It also presents a snapshot of the status quo, which reflects all the decisions and measures taken to date. Analyzing the consequences of the steps that will shape our future, the two volumes also reflect on important decisions at a global level that have already been taken. This second volume on risks assessment and the political and social dimension of the green energy transition is structured into 14 chapters. International renowned scholars discuss the inherent risks that arise in consequence of the transition to the intensive use of low carbon energy sources and global warming, risks related to food and water security, as well as risks of social and political conflicts. They further examine the dependence on individual countries' industrial structures and on their socio-economic development level as challenges to climate change solutions and to the global energy policy agenda. This book is a must-read for scholars, researchers and students, as well as policymakers interested in a better understanding of climate change, present scenarios, and alternative solutions and measures.

The Covid-19 Pandemic - A Public Choice View (Hardcover, 1st ed. 2023): Panagiotis Karadimas The Covid-19 Pandemic - A Public Choice View (Hardcover, 1st ed. 2023)
Panagiotis Karadimas
R2,662 Discovery Miles 26 620 Ships in 18 - 22 working days

This monograph evaluates public policy responses to the Covid-19 pandemic through a public choice lens. The book compares two prominent, albeit mutually exclusive, theories in social sciences-public interest theory and public choice theory-and explores how their predictions perform within the framework of the Covid-19 pandemic. The chapters present different pandemic policies alongside empirical data in order to draw conclusions about their efficacy, and, in turn, draw conclusions about the veracity of each theory. By the end of the volume, the reader will be able to draw their own conclusions about whether the pandemic policy responses served the public interest, as public interest theory suggests, or the personal interests of the politicians who implemented them, as public choice theory holds.
