The contributors to this edited volume analyze and compare different kinds of citizens' initiatives, including both full scale initiatives and agenda initiatives, in eleven European democracies and the EU. The book provides a comprehensive account of the practices of citizens' initiatives in each case, including a description of the historical background of the citizens' initiatives and the political system in which they operate. Particular attention is paid to the institutional design of citizens' initiatives which largely explains how they function in different political contexts. Citizens Initiatives in Europe sheds light on issues relevant to democracy, for example, how citizens' initiatives influence patterns of political agenda-setting in representative democracies and how they contribute to the aspirations of participatory democracy.

Various e-strategies have been developed since the late '90s in an attempt to describe the governmental vision for administrative and for societal change, the objectives and priorities with regard to the development of the Information and Communication Technologies (ICT) at national and at supranational levels. This book charts the evolution of the Legal Services Ombudsman for England and Wales. Established in 1990, it had a statutory remit that explicitly recognized its dual responsibility for consumer dispute resolution and democratic accountability. It was replaced in 2010 by a very different type of ombudsman institution. The book describes how the Ombudsman reconciled its different roles and how far it succeeded in changing the mentality of the legal profession. The authors relate the Ombudsman's successes and failures to current debates facing the ombudsman and regulatory community, and highlight the continuing potential of the ombudsman institution. The ombudsman institution emerges as a 'third way' between the courts and various forms of alternative dispute resolution, and as a creative and democratic means of responding to public grievance.
This book introduces Africana Cultures and Policy Studies as an interdisciplinary field, rooted in the historical experience of people of African descent. Intentionally, these essays seek to canonize Africana historical studies for the purposes of policy development, analysis, and practical application. "Africana Cultures and Policy Studies "calls for a relocation and synthesis of policy-derived research emanating from public and private culture spheres. In the process, its goal is to use history and culture to engage the policy process from a top-down and bottom-up approach, thereby dissolving the previously impenetrable divides between theory and practice, academics and policymakers, and community constituencies and related social/civic institutions.
Over the past thirty years the comparative study of policy agendas under the aegis of the Comparative Agendas Project (CAP) has become one of the fastest growing sub-field in policy research. Yet, similarly to policy studies in general, most of the agenda-setting literature focuses on well-established democracies. This edited volume offers a ground-breaking analysis of a hitherto less examined topic in comparative politics: the dynamics of policy agendas in Socialist autocracy and in hybrid regimes. We propose that policymaking in authoritarian and illiberal regimes is different from the practices of democracies which we analyse based on a unique historical policy agendas database built by the Hungarian CAP team at the Centre for Social Sciences in Budapest. We find that punctuated equilibrium theory offers a good description of policy dynamics regardless of policy regimes, yet punctuations are more pronounced in autocratic and illiberal settings. These regime types also share a tendency towards centralization, a less efficient use of public information and a suppression of democratic participation in the policy process. This book may be of interest to scholars and students of policy studies, agenda-setting and the politics of authoritarianism.

There is a dearth of collections of scholarly works dedicated wholly to African issues, that comes out of the work done by African scholars and practitioners with both African collaborators and from elsewhere. This volume brings together scholarly works and thoughts that cut across and intertwine the tripods-environment-consciousness, socially just development and African development into options that could deliver on the promise of the SDGs. Academics and practitioners alike recognize that global governance institutions suffer from a democratic deficit. Many have looked to transnational civil society as a means of remediation. Yet a clear gap has begun to emerge between normative hopes and empirical reality. Using new data from civil society engagements with the World Bank, this book shows how transnational civil society organizations prioritize pre-existing mission over responsiveness to claimed stakeholders, undertake activism in line with financial incentives, achieve impacts using elite channels of influence, and undercut the authority of developing country governments. It explores the structural roots of these patterns and examines their impact on democratic representation. It also offers practical advice for how these negative patterns can be moderated through new practices at the Bank and new norms within civil society.
This book comprises a set of articles that specify the methodology of text mining, describe the creation of lexical resources in the framework of text mining and use text mining for various tasks in natural language processing (NLP). The analysis of large amounts of textual data is a prerequisite to build lexical resources such as dictionaries and ontologies and also has direct applications in automated text processing in fields such as history, healthcare and mobile applications, just to name a few. This book examines the life and works of Jane Addams who was awarded the Nobel Peace Prize (1931). Addams led an international women's peace movement and is noted for spearheading a first-of-its-kind international conference of women at The Hague during World War I. She helped to found the Women's International League of Peace and Freedom. She was also a prophetic peace theorist whose ideas were dismissed by her contemporaries. Her critics conflated her activism and ideas with attempts to undermine the war effort. Perhaps more important, her credibility was challenged by sexist views characterizing her as a "silly" old woman. Her omission as a pioneering, feminist, peace theorist is a contemporary problem. This book recovers and reintegrates Addams and her concept of "positive peace," which has relevancy for UN peacekeeping operations and community policing. Addams began her public life as a leader of the U.S. progressive era (1890 - 1920) social reform movement. She combined theory and action through her settlement work in the, often contentious, immigrant communities of Chicago. These experiences were the springboard for her innovative theories of democracy and peace, which she advanced through extensive public speaking engagements, 11 books and hundreds of articles. While this book focuses on Addams as peace theorist and activist it also shows how her eclectic interests and feminine standpoint led to pioneering efforts in American pragmatism, sociology, public administration and social work. Each field, which traces its origin to this period, is actively recovering Addams' contributions.
