Citizens' Initiatives in Europe - Procedures and Consequences of Agenda-Setting by Citizens (Hardcover): M. Setala, T.... Citizens' Initiatives in Europe - Procedures and Consequences of Agenda-Setting by Citizens (Hardcover)
M. Setala, T. Schiller
R1,527 Discovery Miles 15 270 Ships in 10 - 15 working days

The contributors to this edited volume analyze and compare different kinds of citizens' initiatives, including both full scale initiatives and agenda initiatives, in eleven European democracies and the EU. The book provides a comprehensive account of the practices of citizens' initiatives in each case, including a description of the historical background of the citizens' initiatives and the political system in which they operate. Particular attention is paid to the institutional design of citizens' initiatives which largely explains how they function in different political contexts. Citizens Initiatives in Europe sheds light on issues relevant to democracy, for example, how citizens' initiatives influence patterns of political agenda-setting in representative democracies and how they contribute to the aspirations of participatory democracy.

Charles Edquist, Nicholas S. Vonortas, Jon M Zabala-Iturriagagoitia, Jakob Edler
R1,443 Discovery Miles 14 430 Ships in 12 - 19 working days

This is a very timely book! Public procurement for innovation has become a prominent tool of demand-side innovation policy in recent years. A better understanding of the underlying assumptions and intentions, as well as the opportunities of this bundle of instruments and their limitations, is highly relevant for both innovation policy analysts, students and practitioners. The book presents the latest knowledge and insights of world-leading experts in the field of public procurement for innovation.' - Stefan Kuhlmann, University of Twente, the Netherlands, President of the European Forum for Studies of Policies for Research and InnovationPublic procurement for innovation (PPI) is a demand-side innovation policy instrument. It occurs when a public organization places an order for the fulfillment of certain functions or needs, which cannot be met at that moment or within a reasonable period of time through a new or improved product. Providing evidence of the benefits to public and private actors from selective use of this policy instrument, this book illustrates the requirements and constraints for its operationalization. It significantly improves our knowledge of the key determinants of effective public procurement, aiming to promote innovative capabilities in the supplying sectors and beyond. It also provides case studies and conceptual contributions that help extend the frontier of our understanding in areas where there are still significant knowledge gaps. Scholars interested in the study of innovation policies and practitioners involved in the design, implementation and evaluation of PPI will benefit from this state-of-the-art exploration. Government e-Strategic Planning and Management - Practices, Patterns and Roadmaps (Hardcover, 2014 ed.): Leonidas G.... Government e-Strategic Planning and Management - Practices, Patterns and Roadmaps (Hardcover, 2014 ed.)
Leonidas G. Anthopoulos, Christopher G. Reddick
R3,710 Discovery Miles 37 100 Ships in 12 - 19 working days

Various e-strategies have been developed since the late '90s in an attempt to describe the governmental vision for administrative and for societal change, the objectives and priorities with regard to the development of the Information and Communication Technologies (ICT) at national and at supranational levels. Terms such as the European "Information Society", the U.S. "Information Highways" and the Korean and Chinese "Informatization" try to describe social transformation that occurs due to the ICT, and to determine means with which governments will capitalize the ICT to improve social life and to support economic growth. This book focuses on the e-strategic management approaches that are followed worldwide, addresses the gaps that appear between e-strategic updates, and presents alternative strategic management methods adopted or to use strategic management methods as a means to describe the e-strategic evolution in their geographic areas. Each chapter evaluates e-strategic management approaches, to define multi-criteria decision-making systems for e-strategic transformation and Indicative methods for e-strategic analysis. This book also illustrates experiences from national and supranational cases, which come from different geographic areas regarding e-strategic planning and management, and demonstrates e-strategic initiation and development across different countries and continents, and the association between policies and ICT. It also seeks to perform a systematic analysis of various representative cases, in order to capture the realized e-Strategic transformation. It will be of interest to scholars and policy-makers in public administration, management, and information technology.

Nick O'Brien, Mary Seneviratne
R2,012 Discovery Miles 20 120 Ships in 12 - 19 working days

This book charts the evolution of the Legal Services Ombudsman for England and Wales. Established in 1990, it had a statutory remit that explicitly recognized its dual responsibility for consumer dispute resolution and democratic accountability. It was replaced in 2010 by a very different type of ombudsman institution. The book describes how the Ombudsman reconciled its different roles and how far it succeeded in changing the mentality of the legal profession. The authors relate the Ombudsman's successes and failures to current debates facing the ombudsman and regulatory community, and highlight the continuing potential of the ombudsman institution. The ombudsman institution emerges as a 'third way' between the courts and various forms of alternative dispute resolution, and as a creative and democratic means of responding to public grievance.

Africana Cultures and Policy Studies - Scholarship and the Transformation of Public Policy (Hardcover): Z. Williams Africana Cultures and Policy Studies - Scholarship and the Transformation of Public Policy (Hardcover)
Z. Williams
R1,547 Discovery Miles 15 470 Ships in 10 - 15 working days

This book introduces Africana Cultures and Policy Studies as an interdisciplinary field, rooted in the historical experience of people of African descent. Intentionally, these essays seek to canonize Africana historical studies for the purposes of policy development, analysis, and practical application. "Africana Cultures and Policy Studies "calls for a relocation and synthesis of policy-derived research emanating from public and private culture spheres. In the process, its goal is to use history and culture to engage the policy process from a top-down and bottom-up approach, thereby dissolving the previously impenetrable divides between theory and practice, academics and policymakers, and community constituencies and related social/civic institutions.

Policy Agendas in Autocracy, and Hybrid Regimes - The Case of Hungary (Hardcover, 1st ed. 2021): Miklos Sebok, Zsolt Boda Policy Agendas in Autocracy, and Hybrid Regimes - The Case of Hungary (Hardcover, 1st ed. 2021)
Miklos Sebok, Zsolt Boda
R4,124 Discovery Miles 41 240 Ships in 10 - 15 working days

Over the past thirty years the comparative study of policy agendas under the aegis of the Comparative Agendas Project (CAP) has become one of the fastest growing sub-field in policy research. Yet, similarly to policy studies in general, most of the agenda-setting literature focuses on well-established democracies. This edited volume offers a ground-breaking analysis of a hitherto less examined topic in comparative politics: the dynamics of policy agendas in Socialist autocracy and in hybrid regimes. We propose that policymaking in authoritarian and illiberal regimes is different from the practices of democracies which we analyse based on a unique historical policy agendas database built by the Hungarian CAP team at the Centre for Social Sciences in Budapest. We find that punctuated equilibrium theory offers a good description of policy dynamics regardless of policy regimes, yet punctuations are more pronounced in autocratic and illiberal settings. These regime types also share a tendency towards centralization, a less efficient use of public information and a suppression of democratic participation in the policy process. This book may be of interest to scholars and students of policy studies, agenda-setting and the politics of authoritarianism.

International Public Financial Management Reform - Progress, Contradictions and Challenges (Hardcover, New): James Guthrie,... International Public Financial Management Reform - Progress, Contradictions and Challenges (Hardcover, New)
James Guthrie, Christopher Humphrey, Lawrence R. Jones, Olov Olson
R3,199 Discovery Miles 31 990 Ships in 10 - 15 working days

This book is intended to give readers detailed information and perspectives on the reform of financial management reform practices in a variety of national settings around the world. The chapters explore the reform agenda in each nation and factors that stimulated change. Each chapter addresses the extent of the influence of ""New Public Management"" concepts and practices on reform implementation. The nations, whose experience is represented in this book, are among the most often cited examples of progressive change to be examined and perhaps emulated by governments in other nations. In the introductory chapter the editors address the question whether and to what extent the financial management reforms detailed in this book reveal real progress or a progression of questions and dilemmas faced but not solved over the past several decades.

Timothy Gbenga Nubi, Isobel Anderson, Taibat Lawanson, Basirat Oyalowo
R3,660 Discovery Miles 36 600 Ships in 10 - 15 working days

There is a dearth of collections of scholarly works dedicated wholly to African issues, that comes out of the work done by African scholars and practitioners with both African collaborators and from elsewhere. This volume brings together scholarly works and thoughts that cut across and intertwine the tripods-environment-consciousness, socially just development and African development into options that could deliver on the promise of the SDGs. The book project is an initiative of the Centre for Housing and Sustainable Development at the University of Lagos, which realized the gap in ground research linking the housing sector with the SDGs in African cities. This book therefore presents chapters that explore the interconnections, interactions and linkages between the SDGs and Housing through research, practice, experience, case-studies, desk-based research and other knowledge media.

C. Pallas
R2,765 Discovery Miles 27 650 Ships in 12 - 19 working days

Academics and practitioners alike recognize that global governance institutions suffer from a democratic deficit. Many have looked to transnational civil society as a means of remediation. Yet a clear gap has begun to emerge between normative hopes and empirical reality. Using new data from civil society engagements with the World Bank, this book shows how transnational civil society organizations prioritize pre-existing mission over responsiveness to claimed stakeholders, undertake activism in line with financial incentives, achieve impacts using elite channels of influence, and undercut the authority of developing country governments. It explores the structural roots of these patterns and examines their impact on democratic representation. It also offers practical advice for how these negative patterns can be moderated through new practices at the Bank and new norms within civil society.

Chris Biemann, Alexander Mehler
R3,382 Discovery Miles 33 820 Ships in 10 - 15 working days

This book comprises a set of articles that specify the methodology of text mining, describe the creation of lexical resources in the framework of text mining and use text mining for various tasks in natural language processing (NLP). The analysis of large amounts of textual data is a prerequisite to build lexical resources such as dictionaries and ontologies and also has direct applications in automated text processing in fields such as history, healthcare and mobile applications, just to name a few. This volume gives an update in terms of the recent gains in text mining methods and reflects the most recent achievements with respect to the automatic build-up of large lexical resources. It addresses researchers that already perform text mining, and those who want to enrich their battery of methods. Selected articles can be used to support graduate-level teaching. The book is suitable for all readers that completed undergraduate studies of computational linguistics, quantitative linguistics, computer science and computational humanities. It assumes basic knowledge of computer science and corpus processing as well as of statistics.

The European Union and the Council of Europe (Hardcover): M Kolb The European Union and the Council of Europe (Hardcover)
M Kolb
R1,945 Discovery Miles 19 450 Ships in 12 - 19 working days

With the increasing prominence of fundamental rights within the EU it increasingly interferes in the core competence of the Council of Europe. This book traces the EU and the Council of Europe relationship in the field of human rights - marked by mutual interferences and overlap - and explores which factors trigger cooperation or conflict between the two organizations. Investigating the cases of data protection, the fight against terrorism, challenging Roma discrimination, the Memorandum of Understanding and the Fundamental Rights Agency through the lens of an implementation literature and management studies-perspective, this book contends that the biggest threat to interorganizational cooperation is organizational self-interest, despite a shared policy outlook. The book furthers the agenda set by the literature in this field by providing a new theoretical framework and an in-depth empirical study of two main actors in the field of human rights protection in Europe from a political science perspective.

Jane Addams: Progressive Pioneer of Peace, Philosophy, Sociology, Social Work and Public Administration (Hardcover, 1st ed.... Jane Addams: Progressive Pioneer of Peace, Philosophy, Sociology, Social Work and Public Administration (Hardcover, 1st ed. 2017)
Patricia Shields
R3,526 Discovery Miles 35 260 Ships in 12 - 19 working days

This book examines the life and works of Jane Addams who was awarded the Nobel Peace Prize (1931). Addams led an international women's peace movement and is noted for spearheading a first-of-its-kind international conference of women at The Hague during World War I. She helped to found the Women's International League of Peace and Freedom. She was also a prophetic peace theorist whose ideas were dismissed by her contemporaries. Her critics conflated her activism and ideas with attempts to undermine the war effort. Perhaps more important, her credibility was challenged by sexist views characterizing her as a "silly" old woman. Her omission as a pioneering, feminist, peace theorist is a contemporary problem. This book recovers and reintegrates Addams and her concept of "positive peace," which has relevancy for UN peacekeeping operations and community policing. Addams began her public life as a leader of the U.S. progressive era (1890 - 1920) social reform movement. She combined theory and action through her settlement work in the, often contentious, immigrant communities of Chicago. These experiences were the springboard for her innovative theories of democracy and peace, which she advanced through extensive public speaking engagements, 11 books and hundreds of articles. While this book focuses on Addams as peace theorist and activist it also shows how her eclectic interests and feminine standpoint led to pioneering efforts in American pragmatism, sociology, public administration and social work. Each field, which traces its origin to this period, is actively recovering Addams' contributions.

Maribel Guerrero, David Urbano
R4,936 Discovery Miles 49 360 Ships in 12 - 19 working days

Evidence suggests that economies with technology transfer initiatives provide a better supply of high-quality jobs and tend to be characterized by entrepreneurs with higher innovation contributions. This book explores the effectiveness of technology transfer policies and legislation on entrepreneurial innovation in a non-US context. It analyses the theoretical, empirical and managerial implications behind the success of technology transfer polices and legislations in stimulating entrepreneurial innovation; analyses which other contextual condition (e.g., culture) are necessary for successful implementation; and explores the extent and level of replication of US policies (e.g., Bayh-Dole Act, Small Business Innovation Research [SBIR] program) in other national and regional systems. In addition, this book looks at the effect technology transfer policies have on the adoption of open innovation and open science.

Enterprise Architecture Patterns - Practical Solutions for Recurring IT-Architecture Problems (Hardcover, 2013 ed.): Thierry... Enterprise Architecture Patterns - Practical Solutions for Recurring IT-Architecture Problems (Hardcover, 2013 ed.)
Thierry Perroud, Reto Inversini
R2,797 Discovery Miles 27 970 Ships in 12 - 19 working days

Every enterprise architect faces similar problems when designing and governing the enterprise architecture of a medium to large enterprise. Design patterns are a well-established concept in software engineering, used to define universally applicable solution schemes. By applying this approach to enterprise architectures, recurring problems in the design and implementation of enterprise architectures can be solved over all layers, from the business layer to the application and data layer down to the technology layer. Inversini and Perroud describe patterns at the level of enterprise architecture, which they refer to as Enterprise Architecture Patterns. These patterns are motivated by recurring problems originating from both the business and the underlying application, or from data and technology architectures of an enterprise such as identity and access management or integration needs. The Enterprise Architecture Patterns help in planning the technological and organizational landscape of an enterprise and its information technology, and are easily embedded into frameworks such as TOGAF, Zachman or FEA. This book is aimed at enterprise architects, software architects, project leaders, business consultants and everyone concerned with questions of IT and enterprise architecture and provides them with a comprehensive catalogue of ready-to-use patterns as well as an extensive theoretical framework to define their own new patterns.
