This book focuses on processes of bordering and governmentality around the Greek border islands from the declaration of a 'refugee crisis' in the summer of 2015 up until the emergence of the Covid-19 pandemic in 2020. The chapters trace the implementation of the EU migration hotspot approach across space and time, from the maritime Aegean border to the islands (Lesvos and Samos) and from the islands to the Greek mainland. They do so through the lenses of peoples' refusal to succumb to categories that get reified as identities through the hotspot approach, such as that of the 'deserving refugee', the 'undeserving economic migrant', the 'translator', the 'volunteer', the 'tourist' and the 'researcher'. This book examines the politics of community-based natural resource management (CBNRM) in Namibia. CBNRM and similar forms of conservation across southern Africa have long been studied for their potential benefits as domestic policy tools to help improve sustainable development. However, they have often failed to achieve their stated goals. The text develops a conceptual understanding of the state as a continually emerging and contingent territorial organization, which is reproduced, transformed, and contested by state personnel. Colonialism led to the importation, or better still imposition, of European administrative systems on the indigenous people of Africa. France specialized in this, practicing direct rule and an assimilation policy in their colonies up to the time of independence. This book provides the first coherent Marxist analysis of the central importance of housing in the social reproduction of capitalism as a whole. Rather than consigning housing to the sidelines, Berry argues that the circulation of capital and revenues though housing and the built environment helps explain how the capital-labour relation constrains housing outcomes while also being reproduced on an extended scale. He shows how housing is provided by the intervention of building, property and interest-bearing capital fractions; how the land question can be explained by a theory of urban land rent, drawing on Marx's categories of differential and monopoly rent; how housing is vital to the extended reproduction of labour power, while also creating a semi-separate sphere of 'home' in which gender and demographic factors overlay and accentuate social class position. The modes, impact and drivers of state intervention in housing provision are seen to modify the patterns and pace of capital circulation through housing and the urban built environment with implications for shifts in class fragmentation and power relations.

What is it? The Public Administration Genome Project (PAGO) is a grand attempt to digitally 'map' and then usefully employ the full set of topics, variables, and interrelationships that comprise and involve all of the 'genes' that make up public administration. It is based on the highly regarded and useful Human Genome Project. Why do it? Like the world in general, the P. A. world is becoming more diverse and complicated. Hence, few administrators can be expected to know, much less remember, the many relevant strategies, external forces and related impacts that might be part of a particular situation. There thus is a need for a comprehensive, logic-based, readily accessible system (called 'COMPASS') to help in finding and elaborating on such topics, variables, and interrelationships. What is in the book? It starts with a broad overview of the whole PAGP. It then turns to an elaboration of both the basic and then the more comprehensive analogies with the human genome; the Human Genome Project; and other related concepts (like catalysis and evolution). These are followed by a set of new and seemingly unconnected subjects: norms for citizens and public administrators, and semantic and syntactic analyses. Then come some interesting and diverse case studies, and comparisons of such to theories. All these set the scene for development of procedures for contributing to and using COMPASS, the information and guidance system which is the central product of the PAGP. The whole concept of the PAGP subsequently is revisited through an example that encompasses all of its major elements and processes. The last part of the book focuses on future directions, asking questions like 'Is the PAGP (and COMPASS) an impossible dream or a much needed reality?'

This book investigates whether legislative institutions, state and national, in Nigeria’s Fourth Republic have been able to harness constitutional powers to impact public policy. This book interrogates Conservative government penal policy for adult and young adult offenders in England and Wales between 2015 and 2021. Government penal policy is shown to have been often ineffective and costly, and to have revived efforts to push the system towards a disastrous combination of austerity, outsourcing and punishment that has exacerbated the penal crisis. This investigation has meant touching on topical debates dealing with the impact of resource scarcity on offenders' experiences of the penal system, the impact of an increasing emphasis on punishment on offenders' sense of justice and fairness, the balance struck between infection control and offender welfare during the government handling of the SARS-CoV-2 pandemic and why successive Conservative governments have intransigently pursued a penal policy that has proved crisis-exacerbating. The overall conclusion reached is that penal policy is too important to be left to governments alone and needs to be recalibrated by a one-off inquiry, complemented by an on-going advisory body capable of requiring governments to 'explain or change'. The book is distinctive in that it provides a critical review of penal policy change, whist combining this with insights derived from the sociological analysis of penal trends.
