Indirectly, the norms and expectations associated with this technology have broad implications for societal values and the relationship between civilians and law enforcement. Our findings suggest the relationship between law enforcement and civilians is central to the implementation of this policy, and more broadly, accountability.

"Gerald Caiden" was born in London in 1936 and studied at the London School of Economics and Political Science, where he obtained his doctorate in comparative government. He has taught at The Australian National University, Canberra, and The Hebrew University of Jerusalem and is currently professor at the School of Policy, Planning, and Development at the University of Southern California. Professor Caiden has conducted fieldwork in comparative public administration in Canada, Australia, India and Israel. He is also a member of the U.N.
