This book explores the discourse of regulatory crisis in the UK and examines why, despite the increasing contestation of the principles underpinning the regulatory state, its institutions and practices continue to be firmly embedded within the governance of the British state. It considers its implications for our understanding of the contemporary nature of the British state, and to the study of regulation which is no longer confined to the domain of low politics, populated by technocrats, but is scrutinised by elected politicians, and the subject of the front pages rather than the financial pages. The author sets the British regulatory tradition in a wider context, both spatially, in terms of the challenges presented by Europeanisation, and temporally, critically analysing the process of crisis construction in the narratives of neoliberalism and participatory democracy in the contemporary era.
The book describes how land plays a central role in the rapid economic growth of a Chinese region (with the fictitious name of "Dragon County"). Concerned with grain self-sufficiency, the national government of China employs a central planning approach to control the amount of farmland to be converted to urban uses each year. However, the scarcity of land development rights creates high incentives for various local players to evade national policies. Supported by a large number of specific examples, the book illustrates how local players adopt many kinds of strategies to engage in informal land development, and how the national government maneuvers its policies such that both farmland protection and economic growth objectives are achieved. The story of Dragon County, though not necessarily representative of other Chinese regions, suggests that the existing land system has worked reasonably well in promoting land use efficiency and economic growth at the same time, but the distributional problems created reflect a strong need for changing the rules of the game.

This is a book about the modernization of public governance and the development of strategic states. This book focuses on the implementation of digital strategies in the public sectors in the US, Mexico, Brazil, India and Germany. This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people's participation and accountability. This book challenges the common perception that global politics is making progress on indigenous issues and argues that the current global care for indigeneity is, in effect, violent in nature. This book discusses the phenomena of refugees and internally displaced persons (IDP) across several African countries. There are 40 million IDP worldwide; of these, an estimated 12.6 million are in 37 of Africa's 55 countries. This book is an examination of the manner in which American presidents respond to pandemics and other public health crises. Skidmore argues that presidential performance in dealing with emergencies and pandemics varies, but those who are informed, focused, and confident that government can work are most likely to be successful. As an example, Gerald Ford's "Swine Flu program" is widely derided as incompetent and politically motivated. Closer examination, however, suggests the contrary, demonstrating the potential of government to act quickly and effectively against public health emergencies, even when facing formidable obstacles. The American government has a mixed record ranging from excellent to unacceptable, even counterproductive, in dealing with emergency threats to life and health. Despite ideological arguments to the contrary, however, governments are important to effective responses, and in the American setting, presidential action is essential.
The study of Prime Ministers and the reform of British central government in any era is fascinating. The interaction between the temporary, often inexperienced but largely elected ministers and the experienced but theoretically subservient senior civil servants provides enormous interest. This book shows how governance regimes before the 1970s suppressed rural prospects of housing improvement and created conditions for middle-class capture. Using original archival sources to reveal the intricacies of local and national policy processes, weak rural housing performances are shown to owe more to national governance regimes than local under-performance. This book analyzes e-participation in smart cities. In recent decades, information and communication technologies (ICT) have played a key role in the democratic political and governance process by allowing easier interaction between governments and citizens, and the increased ability of citizens to participate in the production chain of public services. E-participation plays and important role in the development of smart cities and smart communities , but it has not yet been extensively studied. This book uses sound theoretical frameworks and econometric techniques to rigorously analyze and explain the conditions of sustainable growth in agriculture. It further investigates how management of natural resources and technological advances can enhance productivity and ensure sustainable growth in agriculture. Optimal control theory, dynamic optimization problems and theory of risk and uncertainty are extensively used to create theoretical models for analyzing agricultural growth. The results demonstrate that crop diversification, rainwater harvesting and the use of organic fertilizers can ensure growth in agriculture from a dynamic perspective. Further, they show how excessive depletion of ground water, intensive farming and overuse of chemicals in connection with the adoption of modern technology in agriculture have placed tremendous strains on natural resources like land and water, and have called into question the sustainability of growth in the farming sector.
