This volume aims to shed light on how public service value is identified, managed, measured and reported. The concept of public value has been increasingly associated with the process of modernisation and in recent years the debate has shifted away from 'what' to 'how' public value is conceptualised and practiced. How the public sector can meet the communities' expectations is particularly relevant in light of the Global Financial Crisis. At present, many governments are involved in reform aimed at improving the effectiveness, efficiency and economy of operations, and improving the quality of public services. Examining the effectiveness of these reforms and understanding the gap between the expectations of society and the resources available for public services is an important but under-explored topic. The chapters are the result of a series of conferences and workshops on public value held in 2012 and 2013. There are 20 papers, covering a range of topics, including theoretical reflections, practical case studies and empirical observations aimed at understanding the concept of public value.

Japan was the first Asian country to become a mature industrial society, and throughout the 1970s and the 1980s, was viewed as an 'all-middle-class society'. However since the 1990s there have been growing doubts as to the real degree of social equality in Japan, particularly in the context of dramatic demographic shifts as the population ages whilst fertility levels continue to fall. This book compares Japan with America, Britain, Italy, France, Germany, Sweden and Taiwan in order to determine whether inequality really is a social problem in Japan. With a focus on impact demographic shifts, Sawako Shirahase examines female labour market participation, income inequality among households with children, the state of the family, generational change, single person households and income distribution among the aged, and asks whether increasing inequality and is uniquely Japanese, or if it is a social problem common across all of the societies included in this study. Crucially, this book shows that Japan is distinctive not in terms of the degree of inequality in the society, but rather, in how acutely inequality is perceived. Further, the data shows that Japan differs from the other countries examined in terms of the gender gap in both the labour market and the family, and in inequality among single-person households - single men and women, including lifelong bachelors and spinsters - and also among single parent households, who pay a heavy price for having deviated from the expected pattern of life in Japan. Drawing on extensive empirical data, this book will be of great interest to students and scholars interested in Japanese culture and society, Japanese studies and social policy more generally.

Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil's 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.

Anyone observing the recent scandals in the United Kingdom could not fail to understand the political importance of the rewards of high public office. The British experience has been extreme but by no means unique, and many countries have experienced political over the pay and perquisites of public officials. This book addresses an important element of public governance, and does so in longitudinal and comparative manner. The approach enables the contributors to make a number of key statements not only about the development of political systems but also about the differences among those systems. It provides a unique and systematic investigation of both formal and informal rewards for working in high-level positions in the public sector, and seeks to determine the impacts of the choices of reward structures. The Chinese Maritime Customs Service, which was led by British staff, is often seen as one of the key agents of Western imperialism in China, the customs revenue being one of the major sources of Chinese government income but a source much of which was pledged to Western banks as the collateral for, and interests payments on, massive loans. This book, however, based on extensive original research, considers the lower level staff of the Chinese Maritime Customs Service, and shows how the Chinese government, struggling to master Western expertise in many areas, pursued a deliberate policy of encouraging lower level staff to learn from their Western superiors with a view to eventually supplanting them, a policy which was successfully carried out. The book thereby demonstrates that Chinese engagement with Western imperialists was in fact an essential part of Chinese national state-building, and that what looked like a key branch of Chinese government delegated to foreigners was in fact very much under Chinese government control.

In The American Road Katherine M. Johnson develops a bold new theory for how the American highway system has taken on such outsized scale and complexity by emphasizing the emergence of a powerful administrative apparatus in the American federal system. Established in 1914 expressly to intervene in the congressional debates of the era, the American highway bureaucracy consisted of forty-eight state highway officials acting in and through their self-organized association, the American Association of State Highway Officials. Johnson's central argument is that this new institution occupied a similar position relative to the American state as political parties and courts did. The capacity to organize across a complex constitutional order enabled it to control the purpose and allocation of federal highway aid for the better part of the twentieth century. Johnson investigates this new conception of the American highway bureaucracy, showing specifically where and how that extraconstitutional authority emerged, expanded, and manifested itself in the legislative history, physical dimensions, and geographical reach of the emerging highway system. The American Road reveals that all of the major highway legislation approved by Congress from 1916 to 1941 was collectively developed and advanced by state and federal highway bureaucrats drawing on the new authority conferred by the system of federal grants-in-aid, which required state legislatures to provide a state matching grant and local governments to relinquish control over decisions of location and design. The capacity to advance their policy aims as both the advice of experts and the will of the states not only secured the new highway program against renewed opposition in Congress in the 1920s but also won the strong support of the motor vehicle industry and set the stage for even more impressive policy gains of the 1930s when highways became the largest category of federal emergency public works. That collective authority, however, required a high threshold of consensus to secure and maintain, producing not just a narrow one-size-fits-all approach to technical issues but also a striking incapacity to respond to changing conditions. Johnson completes her compelling narrative by identifying the source of the interstate highway plan, first proposed in 1939 and finally funded in 1956, in the internal dynamics of and external threats to that extraconstitutional authority.

Administrative rule is a type of rule centered on devising and implementing regulations governing how we live and how we conduct ourselves economically and politically, and sometimes culturally. The principle feature of this type of rule is the important question about how things should be arranged and for what purpose becomes a bureaucratic matter.

Histories of the global south are rarely used to explain contemporary political structures or phenomena. This book uses histories of colonial power and colonial state-making to shed light on administrative government as a form of rule. Prem Kumar Rajaram eloquently presents how administrative power is a social process and the authority and terms of rule derived are tenuous, dependent on producing unitary meaning and direction to diverse political, social and economic relationships and practices.

This book examines how efforts to exert accountability in crises affect public trust in governing institutions. Using Sweden as the case study, this book provides a framework to analyse accountability in crises and looks at how this affects trust in government. Crises test the fabric of governing institutions. Heated debate surrounds the topic of health care in both the US and in Canada. In each country, these debates are based in some measure on perceptions about health care in their neighboring country. The perceptions held by Canadians about the US health care system, or those held by Americans about Canada, end up having significant impact on health policy makers in both countries. Health Care Policy and Opinion in the United States and Canada examines these perceptions and their effects using an extensive cross-national survey made up of two public opinion polls of over 3,500 respondents from the US and Canada. The book first develops a rigorous and detailed explanation of the factors that contribute to levels of satisfaction among Americans and Canadians with respect to their health care systems. It then attempts to study the perceptions of Canadians vis-a-vis the US health care system as well as the perception of Americans toward Canada's health care system. The authors examine how these perceptions impact health policy makers, and show how the survey results indicate remarkable similarities in the opinions expressed by Americans and Canadians toward the problems in the health care system, heralding perhaps a measure of convergence in the future. The authors present how perceptions on health care indicate elements of convergence or divergence between the views of Canadians and Americans, and discuss how these citizen opinions should inform health care policy change in both countries in the near future. This book should generate interest in scholars of health care, public opinion, and comparative studies of social policies and public opinion.
