Gustavo Sosa-Nunez
R4,755 Discovery Miles 47 550 Ships in 12 - 17 working days

This edited volume provides a variety of insights into the context in which ocean and wetlands policy is placed at the sub-continental level. The governments of Mexico, Canada, and United States of America have recognized the importance of conserving, protecting, and enhancing the environment in their territories. As a result, they have developed an institutional structure aimed at furthering environmental cooperation. However, marine environment has played a secondary role, characterized by scientific cooperation that does not develop into regional policies. This project analyzes how ocean and wetlands preservation is omitted from the North American Agreement on Environmental Cooperation, meaning that collaborative efforts under-perform or remain largely sidelined from mainstream issues. As contributors come from a mix of the social and natural sciences (politics, international relations, law studies, sociology, oceanology, and oceanography), this book presents diverse viewpoints on how to address wetlands protection, deep ocean research collaboration, and the marine context of the Sustainable Development Goals.

Achieving Democracy Through Interest Representation - Interest Groups in Central and Eastern Europe (Hardcover, 1st ed. 2021):... Achieving Democracy Through Interest Representation - Interest Groups in Central and Eastern Europe (Hardcover, 1st ed. 2021)
Patrycja Rozbicka, Pawel Kaminski, Meta Novak, Vaida Jankauskaite
R2,280 Discovery Miles 22 800 Ships in 12 - 17 working days

This book assesses the quality of democracy through the study of organized interests in Central and Eastern Europe (CEE) since the collapse of communism in 1989 up to 2017. It offers a much-needed comprehensive look into formal interest representation in CEE countries and compares this with the model in Western democracies. Drawing on democratic theory and comparative analysis, the authors explore the effects of a legal framework, political as well as social contexts. The volume contributes to debates on the performance of young democracies in CEE, where scholars argue that there is a 'democratic crisis' and democratic fatigue while the interest group system is often labelled as weak and, in some cases, underdeveloped. Although great efforts have been made to deepen our understanding of interest organization and lobbying tools, the current literature fails to provide a comprehensive answer on the influence of unsupportive environments on population ecology. The case of CEE countries shows significant effects of political and social contexts on interest representation, stimulating a debate about the quality of democratic institutions following the collapse of communism.

Balancing Control and Flexibility in Public Budgeting - A New Role for Rule Variability (Hardcover, 1st ed. 2016): Michael Di... Balancing Control and Flexibility in Public Budgeting - A New Role for Rule Variability (Hardcover, 1st ed. 2016)
Michael Di Francesco, John Alford
R1,539 Discovery Miles 15 390 Ships in 10 - 15 working days

This work explores how reshaping budget rules and how they are applied presents a preferred means of public sector budgeting, rather than simply implementing fewer rules. Through enhanced approaches to resource flexibility, government entities can ensure that public money is used appropriately while achieving the desired results. The authors identify public budgeting practices that inhibit responses to complex problems and examine how rule modification can lead to expanded budget flexibility. Through a nuanced understanding of the factors underlying conventional budget control, the authors use budget reforms in Australia to show the limits of rule modification and propose "rule variability" as a better means of recalibrating central control and situational flexibility. Here, policy makers and public management academics will find a source that surveys emerging ways of reconciling control and flexibility in the public sector.iv>

Policy Response, Local Service Delivery, and Governance in Bangladesh, Nepal, and Sri Lanka (Hardcover, 1st ed. 2021): Ishtiaq... Policy Response, Local Service Delivery, and Governance in Bangladesh, Nepal, and Sri Lanka (Hardcover, 1st ed. 2021)
Ishtiaq Jamil, Tek Nath Dhakal, Sk Tawfique M Haque, Laxmi Kanta Paudel, Hasan Muhammad Baniamin
R4,133 Discovery Miles 41 330 Ships in 12 - 17 working days

This book analyzes contemporary issues in governance, policy management, and policy performance both at the central and local levels in Bangladesh, Nepal, and Sri Lanka. The focus is on some central social issues such as empowerment, the inclusion of minorities, institutional trust, policy implementation, and local service delivery. Although these three countries have recently opted for democratic governance, the journey to establish and consolidate democracy as well as enhance governance capacity have been painful and filled with challenges. The chapters in this volume are country specific studies based on empirical data both quantitative and qualitative collected for several years and presented in readable prose. This does not, however, rule out the general applicability of the findings to other contexts within and beyond the borders of these countries. Despite huge differences in South Asia, the policy and governance issues and challenges that are explored, highlighted, and analyzed also have commonalities with other South Asian countries.

Political Confidence and Democracy in Europe - Antecedents and Consequences of Citizens' Confidence in Representative and Regulative Institutions and Authorities (Hardcover, 1st ed. 2019)
Christian Schnaudt
R3,472 Discovery Miles 34 720 Ships in 10 - 15 working days

This book examines the antecedents and consequences of citizens' confidence in different political institutions and authorities. Its main argument states that a distinction between confidence in representative and regulative institutions and authorities is of crucial importance in order to gain novel insights into the relevance of political confidence for the viability of democratic systems. Relying on individual-level data from the European Social Survey (ESS), the author provides empirical evidence that citizens from a total of twenty-one European countries make a distinction between confidence in representative institutions and authorities and confidence in regulative institutions and authorities. Furthermore, the author shows that both types of political confidence emanate from different sources and are associated with varying consequences. Overall, these findings indicate that confidence in representative and confidence in regulative institutions and authorities establish two qualitatively different types of political confidence, each with distinct implications for the functioning and well-being of modern democracies.

The Europeanization of National Administrations - Common Agricultural Policy in Denmark and Greece (Hardcover, 1st ed. 2020):... The Europeanization of National Administrations - Common Agricultural Policy in Denmark and Greece (Hardcover, 1st ed. 2020)
Sevasti Chatzopoulou
R2,942 Discovery Miles 29 420 Ships in 10 - 15 working days

Drawing on comparative politics and social network analysis, this book examines how the domestic institutional and organizational settings, as well as the network governance patterns, determine variation in administrative responses to EU's Common Agricultural Policy (CAP) in two European Union (EU) member states, Denmark and Greece. These two small member states represent the North and South dimensions of the EU. The north-south dimension in relation to administrative structures, respond differently to EU common policies and to Common Agricultural Policy, specifically which has not been studied in the Europeanization literature. Even though, the study of administrative responses to EU common policies is important as it has been especially noticeable during the current financial crisis. Europeanisation studies concentrate on either large Western European states (France, Germany and UK) or small Western Northern states. These studies produced detailed knowledge on specific countries and policy areas but they ignored the agricultural policy area and the importance of small Southern member states. By comparing a small Southern with a small Northern state since the accession to the EU, this book aims to fill this gap in the literature. Moreover, by linking the findings of the two cases to the member states that joined the EU in the 2004 fifth enlargement, and in other policy areas, it allows a better understanding of similar responses, either adaptation or inertia."This book represents an important contribution to the theoretical and empirical literature on Europeanisation and the Common Agricultural Policy (CAP). It systematically tackles an under studied question: does Europeanisation of policies lead to administrative change and convergence among the member states? The domestic administration of the EU CAP has remained domestically designed and monitored, resulting in divergence among the member states and gaps and imbalances in the performance of EU CAP decisions. The CAP is of more general interest because it combines regulatory and market intervention policy instruments. The analysis proceeds through in depth comparative historical case studies of Denmark and Greece which uses a sophisticated combination of quantitative and qualitative methodologies. The authoritative and informative analysis is structured by a focus on three key domestic factors. There is differentiated administration of common policies and while administration succeeds and adapts in one state, it does not necessarily do so in others, leading to differences in implementation performance. This book should provide a stimulus for further research." Wyn Grant, University of Warwick The last 40 years have been crucial for the European agriculture. The Common Agricultural Policy fulfilled its primary objective, which led Europeans to shift its objectives and cope with the shortcomings created by the success of the Policy itself manage surpluses and narrow the gap between farmers, due to price mechanism as well as, adapt the policy following the successive enlargements and follow the developments in the global economy, in which we live nowadays. Dr. Chatzopoulou gives us a very accurate image on how differently actors of the agricultural economy, farmers, cooperatives and the administrations both in Greece and Denmark, behave. But also, how different is the structure of the sector in these two countries: in Denmark, almost everything is based upon a consensus, where there does not exist a law on cooperatives, and where the administration and the sector work together to adapt or to influence the decisions to take at European level. On the other hand, in Greece, farmers struggle to make their voice heard in the absence of professional organizations, the cooperatives are bound to work in the framework of a specific and strict law and the administration was not shown very cooperative with the sector. These two realities are very well illustrated by the author and many lessons are to be learnt through this study. But, above all, the author gives us a fair idea of how complex is the process of Europeanisation in a Europe Union composed of sovereign member-States with different history, culture, social organization and different legal systems. Ideal Islamic Economy - An Introduction (Hardcover, 1st ed. 2017): Abbas Mirakhor, Hossein Askari Ideal Islamic Economy - An Introduction (Hardcover, 1st ed. 2017)
Abbas Mirakhor, Hossein Askari
R5,794 Discovery Miles 57 940 Ships in 12 - 17 working days

This book provides an introduction to the vision of an economic system based completely on the Holy Qur'an-a system defined as a collection of institutions, representing rules of behavior, prescribed by Allah for humans, and the traditions of the Messenger. The authors argue that the main reason for the economic underperformance of Muslim countries and their economies has been non-compliance with the prescribed rules of behavior. Rule non-compliance has been chiefly due to the failure of Muslims to comprehend the Metaframework of the Qur'an and the Archetype Model of the Prophet Mohammad and interpret them in ways compatible with their own generation and time. Askari and Mirakhor believe these rules (institutions), properly adapted to prevailing conditions present what they consider as an ideal economic system.

R3,006 Discovery Miles 30 060 Ships in 10 - 15 working days

This book is a valuable resource for the increasing body of researchers and practitioners in the field of geospatial technologies. Written by leading researchers and experts it is designed in such a way that technical achievements and challenges of geospatial computing applications are followed by various applications developed for society. As such, they serve as a bridge between technologists and solution developers, which is critical in the context of developing countries. There have been significant advances in geospatial technologies in India in the last decade, including advances in spatial data infrastructures, geocomputation and spatial databases, and innovative applications in natural resource development. Ranging from LIDAR standards, to data integration using ontologies, and mobile computing, such progress enhances the utility of the technology for both urban and rural development. This book discusses these achievements and considers the way forward.

A New Social Ontology of Government - Consent, Coordination, and Authority (Hardcover, 1st ed. 2020): Daniel Little A New Social Ontology of Government - Consent, Coordination, and Authority (Hardcover, 1st ed. 2020)
Daniel Little
R1,666 Discovery Miles 16 660 Ships in 10 - 15 working days

This book provides a better understanding of some of the central puzzles of empirical political science: how does "government" express will and purpose? How do political institutions come to have effective causal powers in the administration of policy and regulation? What accounts for both plasticity and perseverance of political institutions and practices? And how are we to formulate a better understanding of the persistence of dysfunctions in government and public administration - failures to achieve public goods, the persistence of self-dealing behavior by the actors of the state, and the apparent ubiquity of corruption even within otherwise high-functioning governments?

Employment Relations in Outsourced Public Services - Working Between Market and State (Hardcover, 1st ed. 2020): Anna Mori Employment Relations in Outsourced Public Services - Working Between Market and State (Hardcover, 1st ed. 2020)
Anna Mori
R4,130 Discovery Miles 41 300 Ships in 12 - 17 working days

Examining the consequences of the outsourcing of public services, this book explores the transformation of working conditions, employment relations and the role of the state under marketisation strain. It places these developments in a wider framework that incorporates the legacy of the national models of public administration and employment relations regimes in the public sector. Adopting a comparative perspective by focusing on Italy, Denmark and Britain, the author investigates and questions the influential interpretation of a spreading neo-liberal trajectory in public service working conditions and employment relations, and reveals significant diversity across countries mediated by national institutional configurations. Discussing the interplay between the austerity agenda in the aftermath of the financial crisis and the swelling of outsourcing practices in public services, this book responds to the scholarly call for an integrated approach towards institutions and actors. A valuable read for researchers examining human resource management, labour studies and public administration, this book provides a comprehensive overview of employment relations in outsourced public services.

The Rise of Managerial Bureaucracy - Reforming the British Civil Service (Hardcover, 1st ed. 2018): Lorenzo Castellani The Rise of Managerial Bureaucracy - Reforming the British Civil Service (Hardcover, 1st ed. 2018)
Lorenzo Castellani
R4,027 Discovery Miles 40 270 Ships in 12 - 17 working days

The book provides detailed analysis of the structure and operation of the British Civil Service along with a historically grounded account of its development in the period from Margaret Thatcher to the Tony Blair premiership. It assesses continuity and change in the civil service during a period of deep transformation using new archive files, government and parliament reports, primary and secondary legislation. The author takes the evolutionary change of the civil service as a central theme and examines the friction between new managerial practices introduced by government in the 80s and 90s and the administrative traditions rooted in the history of this institution. In particular the author assesses the impact of the New Public Management agenda of the Thatcher and Major years its enhanced continuity during the Blair years. Further changes that involved ministerial responsibility, codification, performance management, special advisers and constitutional conventions are analyzed in the conclusions.

Left Behind in the Race to the Top (Hardcover): Julie Gorlewski, Brad Porfilio Left Behind in the Race to the Top (Hardcover)
Julie Gorlewski, Brad Porfilio
R2,024 Discovery Miles 20 240 Ships in 10 - 15 working days

Public education is suffering attacks that are well funded and extraordinarily complex and multifaceted. These conditions make it difficult for educators and citizens to gather the information they need to mount meaningful resistance, especially since mainstream media tends to be uncritically supportive of neoliberal reforms. The Orwellian language of reforms is adopted and promoted through news outlets, politicians, and film; thus, arguments against these reforms must bubble up through social media and alternative outlets. By providing a coherent, comprehensive description of contemporary neoliberal initiatives and analyzing their effects on students, teachers, administrators, and teacher education, this book will allow educators, parents, students, and citizens to strengthen their resolve to save public education and, potentially, work to preserve the promise of democracy. This book examines and uncovers the effects of standardization and privatization on public education. Contributors consider the how of standardized curriculum and assessment, coupled with philanthropic and corporate pressure, have influenced the experiences of students, parents, and teachers. Divided in sections entitled Testing, Testing; Privatization and Militarization: Redefining Schools; Alienation: Displacing Students and Teachers; and Resistance: Opting Out and Hope for Change, this text offers a combination of information and inspiration for teachers, teacher educators, policymakers, parents and anyone interested in understanding the current state of public education.

A Practical Guide to Government Management (Hardcover): Vince Meconi A Practical Guide to Government Management (Hardcover)
Vince Meconi
R1,604 Discovery Miles 16 040 Ships in 12 - 17 working days

A Practical Guide to Government Management provides a comprehensive yet one-volume work on high-level government management and can be described as a management book, reference book, and textbook all in one. It is geared towards any upper level government manager, public administration student, or anyone interested in public sector management. Government managers receive limited or no management training, and at higher levels, focus more on policy than management, with negative consequences for the agencies they manage. This book seeks to address that dearth, written from the point of view of someone who successfully led government organizations, for an extended period, and faced a wide variety of managerial problems and issues. It covers a number of topics seldom discussed (and certainly not all in one volume), such as handling problem employees, cutback management, prioritization, making decisions, gaining control of an organization, and telling one's boss - the elected official-no. Leo Strine, Chief Justice of Delaware's Supreme Court and a former colleague, says that "In a time when many Americans are jaded about public service, it's refreshing to be reminded that there are talented people who devote their careers to making our government work for the governed. Vince Meconi always put the public first in his decades of service in all three branches of government, and anyone interested in making government more effective will benefit from his insights and experience." Former Delaware Medicaid Director Harry Hill says, "I have led government agencies, managed for multiple Fortune 500 Companies, and run my own business. Vince Meconi is the best manager I have ever encountered. As a student of management myself, I collected over 800 books on the subject. Most offered little new, just a new way of saying the same thing. This book has what the others lacked - written instructions, practical examples, and advice for public sector managers from someone who has actually faced all the challenges for a prolonged period. It is a management book, reference book, and textbook all in one."

The Cost of Institutions - Information and Freedom in Expanding Economies (Hardcover, 2007 ed.): J Rodriguez, S. Loomis, J.... The Cost of Institutions - Information and Freedom in Expanding Economies (Hardcover, 2007 ed.)
J Rodriguez, S. Loomis, J. Weeres
R1,533 Discovery Miles 15 330 Ships in 10 - 15 working days

How do institutions shape the long-term direction of economies? What are the relevant causes of institutional change? How do institutions alter our standards of rationality and the possibilities of individual action? And are institutions raising or lowering the total sum of costs in the social order?
Addressing such questions, "The Cost of Institutions" is a detailed account of how institutions impose information costs on markets--economic, political, and cultural. This book disputes the possibility that a market under scale can achieve equilibrium. It argues that as institutions attempt to support the growth of markets, they evolve with a general tendency to favor a specific form of information. The authors explain how this distortion in the information base of the economy biases the incentive system and the pattern of resource allocation; they further explain how it transforms production probabilities and the intricacies of human exchange, causing the loss of the capacity to preserve individual liberty.
Scholars and students from a variety of fields will welcome "The Cost of Institutions," which identifies the dominant factors that link the interaction of institutions across markets and, in so doing, takes a major step toward the development of an integrated theory of institutions.

Evolving Theories of Public Budgeting (Hardcover): John R Bartle Evolving Theories of Public Budgeting (Hardcover)
John R Bartle
R3,726 Discovery Miles 37 260 Ships in 12 - 17 working days

As the study of public administration becomes more theoretically aware, researchers need to understand the strengths and weaknesses of different theoretical perspectives. This volume examines seven theoretical perspectives of public budgeting: incrementalism, the budget process model, the organizational process model, the median voter model, the 'greedy bureaucrat' model, a post-modern model, and the transaction cost model. Major research from each perspective is examined and critically reviewed. The development of each model is examined in detail, its strengths and weaknesses identified, and the potential for future research discussed, allowing the reader to understand the place of the model and its applicability to their own research. This volume will be a vital resource for researchers in public budgeting, public finance, public administration, and political science.

R2,948 Discovery Miles 29 480 Ships in 10 - 15 working days

The book aims at perfecting the national governance system and improving national governance ability. It evaluates the balance sheets of the state and residents, non-financial corporations, financial institutions and the central bank, the central government, local government and external sectors - the goal being to provide a systematic analysis of the characteristics and trajectory of China's economic expansion and structural adjustment, as well as objective assessments of short and long-term economic operations, debt risks and financial risks with regard to the institutional and structural characteristics of economic development in market-oriented reform. It puts forward a preliminary analysis of China's national and sectoral balance sheets on the basis of scientific estimates of various kinds of data, analyzes from a new perspective the major issues that are currently troubling China - development sustainability, government transformation, local government debt, welfare reform, and the financial opening-up and stability - and explores corresponding policies, measures, and institutional arrangements.

J. M Hurst
R2,982 R2,019 Discovery Miles 20 190 Save R963 (32%) Ships in 12 - 17 working days

This book investigates why networks, some with joined-up governance remits, appeared ineffective in handling neighbourhood unemployment even in periods when the national unemployment levels dropped. It deploys a multi-theoretical and methodological framework to investigate this empirical puzzle, and to test and analyse the causal factors influencing network outcomes. Chapters examine network concepts, network theories, outcome indicators, the historical infrastructure and management of unemployment policy, and governing network trends in post-war urban regeneration interventions. Comparative network case studies offer empirical evidence and a high degree of local variation. Mixed methods (qualitative and quantitative approaches), including social network analysis, uncover formal and informal networks, and eighty-six interviews in two English local authorities with persistent unemployment, give voice to network practitioner experiences. Findings explain why sub-optimal network outcomes prevail and operational difficulties persist on the ground. Students and academics, professionals and activists can use the results to challenge network governance theories and the policy status-quo.
