Marian Alexander Spencer was born in 1920 in the Ohio River town of Gallipolis, Ohio, one year after the "Red Summer" of 1919 that saw an upsurge in race riots and lynchings. Following the example of her grandfather, an ex-slave and community leader, Marian joined the NAACP at thirteen and grew up to achieve not only a number of civic leadership firsts in her adopted home city of Cincinnati, but a legacy of lasting civil rights victories. Of these, the best known is the desegregation of Cincinnati's Coney Island amusement park. She also fought to desegregate Cincinnati schools and to stop the introduction of observers in black voting precincts in Ohio. Her campaign to raise awareness of industrial toxic-waste practices in minority neighborhoods was later adapted into national Superfund legislation. In 2012, Marian's friend and colleague Dot Christenson sat down with her to record her memories. The resulting biography not only gives us the life story of remarkable leader but encapsulates many of the twentieth century's greatest struggles and advances. Spencer's story will prove inspirational and instructive to citizens and students alike.

When confronted with the large amount of research about the autism spectrum one can be forgiven for believing that every conceivable aspect has been studied. However, despite the abundance of research, there still remains several autism topics that are not yet comprehensively understood. Since the mid-1990s European welfare states have undergone a major transformation. Relative to the post-war years, today they put less emphasis on income protection and more on the promotion of labour market participation. This book investigates this transformation by focusing on two fields of social policy: active labour market policy and childcare. Throughout Europe, governments have invested massively in these two areas. The result, a more active welfare state, seems a rather solid achievement, likely to survive the turbulent post-crisis years. Why? Case studies of policy trajectories in seven European countries and advanced statistical analysis of spending figures suggest that the shift towards an active social policy is only in part a response to a changed economic environment. Political competition, and particularly the extent to which active social policy can be used for credit claiming purposes, help us understand the peculiar cross-national pattern of social policy reorientation. Welfare States and Immigrant Rights deals with the impact of welfare states on immigrants' social rights, economic well-being and social inclusion, and it offers the first systematic comparison of immigrants' social rights across welfare states. To study immigrants' social rights the author develops an analytical framework that focuses on the interplay between 1) the type of welfare state regime, 2) forms of entry, or entry categories, and 3) the incorporation regime regulating the inclusion or exclusion of immigrants. The book maps out the development of immigrants' social rights from the early postwar period until around 2010 in six countries representing different welfare state regimes: the United States, the United Kingdom, Germany, France, Sweden, and Denmark. Part I addresses three major issues. The first is how inclusive or exclusionary welfare state policies are in relation to immigrants, and especially how the type of welfare state and incorporation regime affect their social rights. The second issue concerns changes in immigrant rights and the direction of the change: rights extension versus rights contraction. The third issue is how immigrants' social rights compare to those of citizens. Part II shifts from policies affecting immigrant rights to the politics of the policies. It examines the politics of inclusion and exclusion in the six countries, focusing on social rights extension and contraction and changes in the policy dimensions of the incorporation regime that impinge on immigrant rights.

The great recession is changing the way many people live and the way they perceive their prospects for the near and more distant future. Its longer term consequences will not be known for some time, but something can be learned from the effect on individuals and households who experienced financial hardship. This volume is the first to use innovative survey data on the lives of Europeans to investigate the long term impact of financial hardship on earnings, standards of living, and health. The data provide a detailed account of the key events that have taken place over the course of the recession. It compares the well-being of individuals who were lucky to escape negative shocks to their income or their circumstances to the less fortunate who may have lost their job, faced divorce, or serious illness. The information age is upon us and, with it, a new era of human services has emerged. The terms 'Evidence-Based,' 'evidence-informed,' 'best practice', and 'effective' have become ubiquitous in scholarly and professional publications, government documents, funding applications, and training institutions across the world. Yet despite this avalanche of words, there is substantial disagreement with respect to the definition of evidence and how it should be used to improve the lives of children and youth. This book builds on the burgeoning evidence-informed practice movement in social welfare that evolved from evidence-based medicine some twenty years ago. Key insights from an internationally recognized group of scholars representing several child welfare systems promotes a nuanced understanding of evidence in all its forms; makes a strong case for understanding the role of context in generating, interpreting, and employing evidence; and provides guidance for integrating evidence and context in the provision of child welfare services. The book begins with an introduction to evidence-informed practice and a broad overview of the different types of evidence that can be useful in guiding difficult decisions under uncertain conditions. This is followed by a decision-making framework that incorporates the use of evidence within the context of a complex child protection system. Next, empirically supported programs and treatments are evaluated with respect to their transportability across contexts, with sometimes surprising results. Two revolutionary approaches to the delivery of effective services, common factors and common elements, are then introduced and followed by a treatise on the importance of implementation in child welfare settings. "Welfare politics" have now been part of American life for four centuries. Beyond a persistent general idea that Americans have a collective obligation to provide for the poorest among us, there has been little common ground on which to forge political and philosophical consensus. Are poor people poor because of their own shortcomings and moral failings, or because of systemic societal and econonomic obstacles? That is, does poverty have individual or structural causes?
