Aktioniirs- und Gliiubigerschutzes, mul3 sich mit dem Problem der
externen Rech- nungslegung beschiiftigen. In der
betriebswirtschaftlichen Theorie sind nach der Wiederbelebung der
Riegerschen Kritik an der Bilanz und aus- gehend von investitions -
und finanzierungstheoretischen Uberlegungen die Grundfragen der
Rechnungslegung in den letzten Jahren erneut auf- geworfen worden.
Zugleich wurden die Einzelprobleme der Handels- und Steuerbilanz in
der Praxis weiterdiskutiert. 1m ersten Teil seiner Arbeit hat der
Verfasser die theoretische und praktische Diskussion tiber die
Notwendigkeit und Ausgestaltung einer Gewinnermittlung in der
externen, Rechnungslegung aufgegriffen und sie unter dem,
Gesichtspunkt der Besteuerung nach der Leistungsfiihigkeit, der
Gleichmiil3igkeit der Besteuerung und der Aussagefiihigkeit der
Rechnungslegung weiterge- ftihrt. 1m zweiten Teil werden fUr eines
der dringendsten Probleme der externen Bilanzierung, das der
Abschreibungen, die Einzelheiten ihrer steuerlichen und
handelsbilanziellen Behandlung untersucht. Horst Dietz prtift dabei
insbesondere die Moglichkeiten, die Abschreibungen zu normieren. Er
kommt zu dem Ergebnis, dal3 eine Normierung fUr die externe
Bilanzierung betriebswirtschaftlich zweckmiii3ig ist. Die Arbeit

This report presents the challenges and achievements of the Tax
Revenue Administration Modernization and Policy Improvement in
Local Governments (TRAMPIL) project in Indonesia to help
subnational governments boost local-source tax revenues. TRAMPIL,
supported by the Asian Development Bank, offers policy
recommendations in the context of Indonesia's economic and legal
parameters on regional autonomy. The provincial, city, and regency
