When does the legitimate application of military technology to the problem of national defence become needlessly provocative? What obstacles must developing countries overcome if they hope to use military technology effectively? And when might military technology itself become a cause of conflict? Eric Arnett addresses these questions in the context of four particularly important Asian states - China, India, Pakistan, and Iran - from the perspectives of regional specialists and experts in technology and military affairs. The resulting analyses demonstrate the link between military technology and conflict, which is more palpable in southern Asia than elsewhere, while suggesting that it must be approached in a more nuanced way than has been the case so far in discussions of the region.
China's nuclear capability is crucial for the balance of power in East Asia and the world. As this book reveals, there have been important changes recently in China's nuclear posture: the movement from a minimum deterrence posture toward a medium nuclear power posture; the pursuit of space warfare and missile defence capabilities; and, most significantly, the omission in the 2013 Defence White Paper of any reference to the principle of No First Use. Employing the insights of structural realism, this book argues that the imperatives of an anarchic international order have been the central drivers of China's nuclear assertiveness. This book examines the prospects and challenges of a global phase-out of highly enriched uranium-and the risks of this material otherwise being used by terrorists to make atom bombs. Terrorist groups, such as Al Qaeda, have demonstrated repeatedly that they seek to acquire nuclear weapons. Unbeknownst even to many security specialists, tons of bomb-grade uranium are trafficked legally each year for ostensibly peaceful purposes. If terrorists obtained even a tiny fraction of this bomb-grade uranium they could potentially construct a nuclear weapon like the one dropped on Hiroshima that killed tens of thousands. Nuclear experts and policymakers have long known of this danger but - so far - have taken only marginal steps to address it. This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina's manufacture of medical isotopes. It then explores the major challenges that still lie ahead: for example, Russia's continued use of highly enriched uranium (HEU) in dozens of nuclear facilities. Each of the book's thirteen case studies offers advice for reducing HEU in a specific sector. These insights are then amalgamated into nine concrete policy recommendations for U.S. and world leaders to promote a global phase-out of bomb-grade uranium. This book will be of much interest to students of nuclear proliferation, global governance, international relations and security studies.
The first book to study post-Cold War U.S. nuclear weapons policy. It is based on extensive original research with dozens of the key players, and sheds important new light US foreign policy. "Nuclear Inertia" examines why, despite the Cold War having ended more than ten years ago, the US still maintains an arsenal of over 10 000 nuclear warheads. Most explanations for this are to be found not in the structure of the international system but in domestic politics. Tom Sauer ascribes the lack of change to bureaucratic resistance, dogmatic thinking and lack of political leadership. Clinton tried to change US policy by initiating the 1993-1994 Nuclear Posture Review but was blocked by bureaucratic opposition. Sauer suggests that this points to a lack of civilian control over the military during the Clinton administration.
With its unstable and intermittent nuclear weapon project, and the recent leadership succession issue, Democratic People's Republic of Korea (DPRK) has been a source of insecurity for the past decade in this region, in addition to the delicate international relations among the powerful China, United States, Japan, and Russia. The essence of DPRK issue lies in the instability and uncertainty of nuclear development that even the slightest miscalculation by any one power could disturb the sensitive balance of relationships, creating a butterfly effect with a catastrophic result. Drawing on various perspectives on the interaction over DPRK and other regional powers, this volume seeks to explore the role of DPRK in Northeast Asia, and its implication to regional security as a whole. This book explains the conditions under which great powers are likely to cooperate to improve their security by engaging in qualitative arms control. In agreeing to limit or proscribe certain classes of weapons, states will constrain their military capabilities and therefore decrease the threat they pose to potential adversaries. Focusing on the expected military impact of technological change and the capacity of states to confidently monitor the activities of its negotiating partners, it may be possible to forge lasting agreements that improves the security of the participating states. However, at other times, the nature technological change may force states to engage in competitive behavior, precluding cooperation and increasing the probability of conflict. Whether possessed by a state or non-state actor, the specter of Weapons of Mass Destruction (WMDs), and more specifically, nuclear weapons and their associated material, present a significant threat to global security. This book is the first systematic examination of the emerging arms race in Asia. The global trade in arms is to a large degree underpinned by the strong demand for arms in Asia and the Middle East, the two largest arms export markets in the world. Of these two regions Asia has become particularly significant, led by the emergence of China and India as major powers. It is therefore not surprising that the rapid military modernisation in Asia, accompanied by significant increases in the size and sophistication of armed forces, has generated attention as to its trends, key characteristics, causes and implications. This phenomenon, which has become evident since the end of the Cold War, has also been widely described as an Asian 'arms race'. This book evaluates the key conceptual ideas which can shed light on this phenomenon, as well as examining the complex mix of internal, external and technological factors that have led to its emergence. The volume explores the way in which the arms race is leading ultimately to three distinctive blocs in the emerging geostrategic landscape: a loose bloc of US allies in the region; a counter-bloc of potential US adversaries; and a neutral bloc of states with industrial age armed forces whose allegiances will vary according to circumstances and geostrategic developments. The Arms Race in Asia concludes that if the emerging arms race is left unchecked, it is likely that Asia will increasingly become a region of instability, marked by conflicts and interstate wars. The most difficult challenge for a terrorist organization seeking to build a nuclear weapon or improvised nuclear device is obtaining fissile material, either plutonium or highly enriched uranium (HEU). Experts acknowledge that obtaining HEU, uranium that has been processed to increase the proportion of the U-235 isotope to over 20%, is the most difficult challenge facing a state or non-state actor seeking to build a nuclear explosive. The large stocks of HEU in civilian use, many not adequately protected, are thus one of the greatest security risks facing the global community at present. This book contains chapters examining the various uses for this material and possible alternatives; the threat posed by this material; the economic, political and strategic obstacles to international efforts to end the use of HEU for commercial and research purposes; as well as new national and international measures that should be taken to further the elimination of HEU. The North Korean nuclear threat has created an enormous amount of apprehension in the international community in recent years. In 2003, the Six Party Talks brought together the US, China, Russia, Japan as well as South and North Korea to negotiate a multilateral resolution of this nuclear issue. This book examines this multilateral attempt, and will look at the Six Party Talks as a study of multilateralism, differentiating it from empirical studies on the Korean peninsula. The author discusses the positions of the major players in regard to the Korean Peninsula in terms of their views of multilateralism and their willingness to commit themselves to it. The book goes to question why multilateralism failed to achieve its stated purpose in this instance, and examines how this failure can be resolved in the future.
This book examines the dynamics of relations and the substance of the negotiations between the international community and Iran over the latter's nuclear programme. Iran's nuclear programme and the alleged threat to international peace and security remains one of the most important issues in the United States, as well as in European foreign affairs. In the US, Iran has dominated the political discourse for over three decades and Europe has spent considerable political capital in finding a diplomatic solution to Iran's nuclear ambitions. While relations between both states remain subject to mutual hostility, the EU remains a channel of communication and since 2003 has maintained a multilateral negotiation framework. By and large, the narrative on nuclear negotiations is dominated by constructivist and realist literature, portraying relations between the US and Iran in ideological terms as a prolonged struggle for regional influence. Embedded within conflict resolution and diplomatic theory, this work attempts to bridge this gap. Japan has been moving toward a more independent security policy since the early 2010s, duplicating the military assets of the United States and reorganizing the Self-Defense Forces. In Japan's Awakening, Lionel P. Fatton and Oreste Foppiani argue that the country faces an entrapment-abandonment dilemma in which any attempt to prevent abandonment by the United States vis-a-vis China negatively affects its national security by heightening the risk of entrapment in the Korean Peninsula, and vice versa. A move toward autonomy is the only way for Japan to solve this dilemma. The subject is at variance with both the insistence on the constraining effect of domestic norms on Japan's security policy and the assumption of everlasting reliance on the United States for protection.

Cold War Statesmen Confront the Bomb: Nuclear Diplomacy Since 1945 is a path-breaking work that uses biographical techniques to test one of the most important and widely debated questions in international politics: Did the advent of the nuclear bomb prevent the Third World War? Many scholars and much conventional wisdom assumes that nuclear deterrence has prevented major power war since the end of the Second World War; this remains a principal tenet of US strategic policy today. Others challenge this assumption, and argue that major war would have been `obsolete' even without the bomb. This book tests these propositions by examining the careers of ten leading Cold War statesmen-Harry S Truman; John Foster Dulles; Dwight D. Eisenhower; John F. Kennedy; Josef Stalin; Nikita Krushchev; Mao Zedong; Winston Churchill; Charles De Gaulle; and Konrad Adenauer-and asking whether they viewed war, and its acceptability, differently after the advent of the bomb. The book's authors argue almost unanimously that nuclear weapons did have a significant effect on the thinking of these leading statesmen of the nuclear age, but a dissenting epilogue from John Mueller challenges this thesis.

Resisting the Bomb continues the story, begun in the award-winning One World or None, of humanity's efforts to avert nuclear destruction. Beginning with the catastrophic atmospheric nuclear weapons tests of 1954, it describes the gradual development of a grassroots, worldwide movement for nuclear disarmament. By the late 1950's and early 1960's, this campaign had taken on mass dimensions in many nations, with antinuclear protests simultaneously drawing hundreds of thousands of people in dozens of countries. The movement engaged the efforts of some of the world's most prominent and revered intellectuals, such as Albert Schweitzer and Bertrand Russell, and had a substantial impact on major political, labor, and religious groups, as well as on public opinion. Even within the relatively closed confines of Communist countries, antinuclear activities emerged and exerted pressure on public officials. As a result, the public policy of numerous countries began to shift away from a reliance upon nuclear war and toward curbing the nuclear arms race -- a process that culminated in the partial test ban treaty, the nuclear nonproliferation treaty, and other arms control measures of the 1960's. This is the first comprehensive account of worldwide nuclear disarmament activism and its consequences during these years.
