The report of the Labour Party Defence Study Group, which met from early 1975 to mid-1977, represents a unique attempt to portray defence policy in the context of disarmament and the need to restructure and control the institutions of defence - in particular the defence industry. The report presented the fullest study made by any British political party concerning the implications and consequences of its stated defence policy, and embodied an examination of defence from the perspective of approaches of disarmament. At the same time, the search for a new policy in international relations was harmonised with the further development of a new industrial strategy, concentrating upon the potential for converting part of military industry to civil work. This book describes and analyzes the history of the Mediterranean "Double-Cross System" of the Second World War, an intelligence operation run primarily by British officers which turned captured German spies into double agents. Through a complex system of coordination, they were utilized from 1941 to the end of the war in 1945 to secure Allied territory through security and counter-intelligence operations, and also to deceive the German military by passing false information about Allied military planning and operations. The primary questions addressed by the book are: how did the double-cross-system come into existence; what effects did it have on the intelligence war and the broader military conflict; and why did it have those effects? The book contains chapters assessing how the system came into being and how it was organized, and also chapters which analyze its performance in security and counter-intelligence operations, and in deception.

This book examines the major armed conflicts in South Asia. This book offers the first systematic, comparative analysis of military education and training in Europe within the context of the post-Cold War security environment. Based on an analysis of military education institutions in the UK, Germany, Finland, Romania and the Baltic States, this book demonstrates that the convergence of European military cultures since the end of the Cold War is linked to changes in military education. The process of convergence originates, at least in part, from the full or partial adoption of a new concept by post-commissioning professional military education institutions: the National Defence University. Officers are now educated alongside civilians and public servants, wherein they enjoy a socialization experience that is markedly different from that of previous generations of European officers, and is increasingly similar across national borders. In addition, this book argues that with the control over the curricula and graduation criteria increasingly set by civilian higher education authorities, the European armed forces, while continuing to exist, and hold significant (although declining) capabilities, stand to lose their status as a profession in the traditional sense. Recent concern about mainland China's intentions towards Taiwan, and more general concern about the risk of instability in the region, has led to growing interest in Taiwan's military strategy. This book provides a definitive overview of the relationships of influence between civil society and intelligence elites. The secrecy surrounding intelligence means that publication of intelligence is highly restricted, barring occasional whistle-blowing and sanitised official leaks. These characteristics mean that intelligence, if publicised, can be highly manipulated by intelligence elites, while civil society's ability to assess and verify claims is compromised by absence of independent evidence. There are few studies on the relationship between civil society and intelligence elites, which makes it hard to form robust assessments or practical recommendations regarding public oversight of intelligence elites. Addressing that lacuna, this book analyses two case studies of global political significance. The intelligence practices they focus on (contemporary mass surveillance and Bush-era torture-intelligence policies) have been presented as vital in fighting the 'Global War on Terror', enmeshing governments of scores of nation-states, while challenging internationally established human rights to privacy and to freedom from torture and enforced disappearance. The book aims to synthesise what is known on relationships of influence between civil society and intelligence elites. It moves away from disciplinary silos, to make original recommendations for how a variety of academic disciplines most likely to study the relationship between civil society and intelligence elites (international relations, history, journalism and media) could productively cross-fertilise. Finally, it aims to create a practical benchmark to enable civil society to better hold intelligence elites publicly accountable. Repeated intelligence failures in Iraq, Libya and across the Middle East and North Africa have left many critics searching for a smoking gun. Amidst questions of who misread - or manipulated - the intel, a fundamental truth goes unaddressed: western intelligence is not designed to understand the world. In fact, it cannot. In The Covert Colour Line, Oliver Kearns shows how the catastrophic mistakes made by British and US intelligence services since 9/11 are underpinned by orientalist worldviews and racist assumptions forged in the crucible of Cold War-era colonial retreat. Understanding this historical context is vital to explaining why anglophone state intelligence is unable to grasp the motives and international solidarities of 'adversaries'. Offering a new way of seeing how intelligence contributes to world inequalities, and drawing on a wealth of recently declassified materials, Kearns argues that intelligence agencies’ imagination of 'non-Western' states and geopolitics fundamentally shaped British intelligence assessments which would underpin the 2003 invasion of Iraq and subsequent interventions.

How nonstate military strategies overturn traditional perspectives on warfare Since September 11th, 2001, armed nonstate actors have received increased attention and discussion from scholars, policymakers, and the military. Underlying debates about nonstate warfare and how it should be countered is one crucial assumption: that state and nonstate actors fight very differently. In Nonstate Warfare, Stephen Biddle upturns this distinction, arguing that there is actually nothing intrinsic separating state or nonstate military behavior. Through an in-depth look at nonstate military conduct, Biddle shows that many nonstate armies now fight more "conventionally" than many state armies, and that the internal politics of nonstate actors-their institutional maturity and wartime stakes rather than their material weapons or equipment-determines tactics and strategies. Biddle frames nonstate and state methods along a continuum, spanning Fabian-style irregular warfare to Napoleonic-style warfare involving massed armies, and he presents a systematic theory to explain any given nonstate actor's position on this spectrum. Showing that most warfare for at least a century has kept to the blended middle of the spectrum, Biddle argues that material and tribal culture explanations for nonstate warfare methods do not adequately explain observed patterns of warmaking. Investigating a range of historical examples from Lebanon and Iraq to Somalia, Croatia, and the Vietcong, Biddle demonstrates that viewing state and nonstate warfighting as mutually exclusive can lead to errors in policy and scholarship. A comprehensive account of combat methods and military rationale, Nonstate Warfare offers a new understanding for wartime military behavior.

The Teutonic Knights were a military order committed to spreading Christendom eastwards into the non-Christian realms of the Baltic and Russia. They progressively extended their control across the various feuding tribes of the Baltic until they confronted the Grand Duchy of Lithuania, a relatively well-organized and cohesive state. Fully illustrated, this book investigates the fighting men on both sides, assessing their origins, tactics, armament and combat effectiveness in three clashes of the Lithuanian Crusade. The battle of Voplaukis (1311), triggered by a major Lithuanian invasion of newly Christianized lands, saw the Teutonic Knights defeat the numerous but relatively poorly equipped Lithuanian raiders once they had brought them to battle. As a result, the Lithuanians would begin to prepare for full-scale warfare, and the siege of Kaunas (1362) was the month-long investment of the first brick-built castle the Lithuanians constructed. In the battle of Grunwald (1410), the forces of the Polish-Lithuanian Commonwealth - fielding knights by now almost comparable to those of the Order - broke the armies of the Teutonic Knights, a defeat from which the Order would never really recover. This lively study lifts the veil on these formidable medieval warriors and three battles that shaped the Baltic world.

Since the early 1990s, there has been a clear evolution in the military dimension of Japanese diplomacy. From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power. Exploring Japan's involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan's traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan, and emphasises the centrality of civilian power to Japanese foreign policy and diplomacy. However, Dennis Yasutomo argues that while a new civil-military security culture is replacing the old merchant state culture of pacifism and anti-militarism, Japan does not yet qualify as a military "normal nation". Military affairs have been affected by major changes in recent years. The bipolar world of two superpowers has gone. The Cold War and the global military confrontation that accompanied it have ended. A new military and political order has emerged in the world, but the world has not become more stable; indeed, wars and armed conflict have become much more common. Forecasting the contours of future armed conflict is no easy task at such times, but this is the primary objective of If War Comes Tomorrow? Focusing on the impact of new technologies, General Gareev considers whether war is still a continuation of politics by other means' or whether the political, ideological, and technical transformation have broken that connection. He explores the linkage between threats to Russian national interests and war as an instrument of policy in great detail and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades will see a shift towards a reliance upon indirect means to accomplish limited political ends, and analyses both information warfare and the revolution in military affairs from this perspective.

Sun Tzu, author of 'The Art of War', believed that the acme of leadership consists in figuring out how to subdue the enemy with the least amount of fighting-a fact that America's Founders also understood, and practiced with astonishing success. For it to work, however, a people must possess both the ability and the willingness to use all available instruments of power in peace as much as in war. US foreign policy has increasingly neglected the instruments of civilian power and become overly dependent on lethal solutions to conflict. The steep rise in unconventional conflict has increased the need for diplomatic and other non-hard power tools of statecraft. The United States can no longer afford to sit on the proverbial three-legged national security stool ("military, diplomacy, development"), where one leg is a lot longer than either of the other two, almost forgetting altogether the fourth leg-information, especially strategic communication and public diplomacy. The United States isn't so much becoming militarized as DE civilianized. According to Sun Tzu, self-knowledge is as important as knowledge of one's enemy: "if you know neither yourself nor the enemy, you will succumb in every battle." Alarmingly, the United States is deficient on both counts. And though we can stand to lose a few battles, the stakes of losing the war itself in this age of nuclear proliferation are too high to contemplate.
