El Manual de Pruebas y Criterios contiene los criterios, metodos y procedimientos de prueba que se deben utilizar para la clasificacion de mercancias peligrosas de acuerdo con las disposiciones de las partes 2 y 3 de las Recomendaciones de las Naciones Unidas para el Transporte de Mercancias Peligrosas, Reglamentacion Modelo y para la clasificacion de los productos quimicos que presentan peligros fisicos conforme a lo dispuesto en el Sistema Globalmente Armonizado de Clasificacion y Etiquetado de productos quimicos (SGA). Por tanto, el Manual complementa los reglamentos nacionales e internacionales desarrollados a partir de la Reglamentacion Modelo o del SGA. Desde su primera version, elaborada y posteriormente adoptada por el Comite de Expertos en Transporte de Mercancias Peligrosas del Consejo Economico y Social de las Naciones Unidas (ECOSOC) en 1984, el Manual se ha ido modificando y actualizando cada dos anos. Dicha actualizacion se lleva a cabo bajo los auspicios del Comite de Expertos en Transporte de Mercancias Peligrosas y del Sistema Globalmente Armonizado de clasificacion y etiquetado de productos quimicos, que reemplaza al comite original desde el ano 2001. La sexta edicion revisada, que se publico en 2015, tiene en cuenta las recomendaciones adoptadas por el comite de expertos en su quinto y sexto periodo de sesiones que se celebraron en 2010 y 2012 (publicadas con el simbolo ST/SG/AC.10/11/Rev.5/Amend.2 y ST/SG/AC.10/11/Rev.4/Amend.2) asi como las adoptadas durante su septimo periodo de sesiones, que se celebro en 2014 (ST/SG/AC.10/42/Add.2). Las enmiendas contenidas en la presente publicacion fueron adoptadas por el Comite durante su octavo periodo de sesiones (9 de Diciembre de 2016).
This title includes a number of Open Access chapters. This new book takes a nuanced look at building a sustainable transportation infrastructure and provides an overview of the harmful effect of various modes of transportation on the environment. The environmental impact of transportation is significant. Transportation is a major user of energy, it burns most of the world's petroleum, and is the fastest-growing contributor to carbon dioxide emissions. Federal assistance to public transportation is provided primarily through the public transportation program administered by the Department of Transportation's Federal Transit Administration (FTA). The federal public transportation program was authorized from FY2016 through FY2020 as part of the Fixing America's Surface Transportation (FAST) Act. Chapter 1 provides an introduction to the program as authorized by the FAST Act. Unless legislative action is taken, formula funding for the federal transit program could be decreased by approximately $1 billion in FY2020, roughly 12% from the amount authorized in the FAST Act as reported in chapter 2. Almost every conversation about surface transportation finance begins with a two-part question: What are the "needs" of the national transportation system, and how does the nation pay for them? Chapter 3 is aimed at discussing the "how to pay for them" question. The 116th Congress is expected to address surface transportation reauthorization, including consideration of how to deal with the persistent gap between projected HTF revenues and program costs as discussed in chapter 4 and 5. Chapter 6 begins by discussing FHWA assistance for the repair and reconstruction of highways and bridges damaged by disasters (such as the 2017 Hurricanes Harvey, Irma, and Maria) or catastrophic failures (such as the collapse of the Skagit River Bridge in Washington State in 2013). This is followed by a discussion of FTA's assistance program, established in 2012, which has provided assistance to public transportation systems on two occasions, once after Hurricane Sandy in 2012 and again after the 2017 hurricanes. The focus of chapter 7 is how best to implement and finance a system of deterrence, protection, and response that effectively reduces the possibility and consequences of terrorist attacks without unduly interfering with travel, commerce, and civil liberties. The focus of chapter 8 is on truck freight and that portion of the rail and port industries that transports truck trailers and containers (intermodal freight). The Transportation Infrastructure Finance and Innovation Act (TIFIA) program provides long-term, low-interest loans and other types of credit assistance for the construction of surface transportation projects as reported in chapter 9. DOT opened the Build America Bureau in July 2016. Chapter 10 assesses, progress DOT made to establish the Bureau and carry out its responsibilities, the Bureau's process for evaluating applications, and whether the Bureau provided a clear rationale for decisions in that process. Chapter 11 examines the implications for federal transit policy of the current weakness and possible future changes in transit ridership. Chapter 12 discusses the extent to which information exists about future transit workforce needs and FTA assists with addressing current and future transit workforce needs.

These Recommendations have been developed by the United Nations Economic and Social Council's Committee of Experts on the Transport of Dangerous Goods in light of technical progress, the advent of new substances and materials, the exigencies of modern transport systems and, above all, the requirement to ensure the safety of people, property and the environment. They are addressed to governments and international organizations concerned with the regulation of the transport of dangerous goods. They do not apply to the bulk transport of dangerous goods in sea-going or inland navigation bulk carriers or tank-vessels, which is subject to special international or national regulations.
The European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) agreed in Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) entered into force on 28 February 2008. The Regulations annexed to the ADN: Contain provisions concerning dangerous substances and articles Provide rules concerning their carriage in packages and in bulk on board inland navigation vessels or tank vessels Include provisions concerning the construction and operation of such vessels Address requirements and procedures for inspections, the issue of certificates of approval, recognition of classification societies, monitoring, and training and examination of experts Are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

Grid electrified vehicles or plug-in electric vehicles (PEV) are gaining attention world-wide as a potential low carbon technology. Because it is still an immature technology on the market, there is limited knowledge about the control strategy design; the environmental life cycle rating; the business model behind electricity charging'; charging behaviour's interaction with local electricity grid voltage drop, under dumb or smart grid scenarios; and the monitoring apparatus needed to acquire real data on daily usage of these technologies. This book aims to provide insight into these PEV issues.

This book focuses on clean transport and mobility essential to the modern world. It discusses internal combustion engines (ICEs) and alternatives like battery electric vehicles (BEVs) which are growing fast. Although behavioural scientists have long been interested in learning about what drivers do the study of driving behaviour has only recently attracted the dedicated interest of psychologists and other researchers. Roadways are now increasingly recognised as an excellent naturalistic setting to study a variety of behaviours that were previously constrained to laboratories. Streets and roads are ubiquitous, constituting an integral part of most people's everyday environment or life space. As with other environmental features, emotional meanings are attached to our subjective perceptions of roadways which ultimately influence immediate and long term thoughts, feelings, and actions. This volume describes the growing body of research on driver behaviour and traffic safety, including the nature, measurement and treatment of roadway aggression, types of traffic violations in diverse parts of the world, the pervasive concern with the alcohol and driving, attempts to modify problematic driver behaviours, engineering and human factors concerns such as cell phone operation by drivers, the use of vehicle "black box" recorders, and the safety of airbags. We also present some examples of theoretical models and their usefulness in stimulating research and providing an overall explanatory model for a diverse range of driving behaviours.
