Post-Rational Planning confronts today's threats to truth, particularly after recent news events that present alternative facts and media smear campaigns, often described as post-truth politics. At the same time, it appreciates critical tensions: between rationality (prized by planners and other policy professionals) and desires for positive, socially just outcomes. Rather than abandoning quests for truth, this book provides planners, policy professionals, and students with tools for better responding to debates over truth. Post-Rational Planning examines planners' unease with emotion and politics, advocating for more scholarship and practice capable of unpacking uses of rhetoric and framing to support or counter key planning decisions impacting social justice. This includes learning from recent works engaging with rhetoric, narrative construction, and framing in planning, while introducing other valuable concepts from disciplines like psychology, including confirmation bias; identity-protective cognition; from marketing and adult education. Each chapter sheds new light on a specific topic requiring a response through post-rational practice. It starts with recent research findings, then demonstrates them with case examples, enabling their use in classroom and practice settings. Each chapter ends by summarizing key lessons in "Take-aways for Practice," better enabling readers of all levels to synthesize and use key ideas.
This handbook contributes with new evidence and new insights to the on-going debate on the de-colonization of knowledge on urban planning in Africa. African cities grew rapidly since the mid-20th century, in part due to rising rural migration and rapid internal demographic growth that followed the independence in most African countries. This rapid urbanization is commonly seen as a primary cause of the current urban management challenges with which African cities are confronted. This importance given to rapid urbanization prevented the due consideration of other dimensions of the current urban problems, challenges and changes in African cities. The contributions to this handbook explore these other dimensions, looking in particular to the nature and capacity of local self-government and to the role of urban governance and urban planning in the poor urban conditions found in most African cities. It deals with current and contemporary urban challenges and urban policy responses, but also offers an historical overview of local governance and urban policies during the colonial period in the late 19th and 20th centuries, offering ample evidence of common features, and divergent features as well, on a number of facets, from intra-urban racial segregation solutions to the relationships between the colonial power and the natives, to the assimilation policy, as practiced by the French and Portuguese and the Indirect Rule put in place by Britain in some or in part of its colonies. Using innovative approaches to the challenges confronting the governance of African cities, this handbook is an essential read for students and scholars of Urban Africa, urban planning in Africa and African Development.
Multi-owned properties make up an ever-increasing proportion of commercial, tourist and residential development, in both urban and rural landscapes around the world. This book critically analyses the legal, social and economic complexities of strata or community title schemes. At a time when countries such as Australia and the United States turn ever larger areas into strata title/condominiums and community title/homeowner associations, this book shows how governments, the judiciary and citizens need to better understand the ramifications of these private communities. Whilst most strata title analysis has been technical, focusing on specific sections of legislation, this book provides higher level analysis, discussing the wider economic, social and political implications of Australia's strata and community title law. In particular, the book argues that private by-laws, however desirable to initial parties, are often economically inefficient and socially regressive when enforced against an ever-changing group of owners. The book will be of particular interest to scholars and legal practitioners of property law in Australia, but as the Australian strata title model has formed the basis for legislation in many countries, the book draws out lessons and analysis that will be of use to those studying privately-owned communities across the world.
Internet and World Wide Web platforms, big data analytics, software, social media and civic technologies allow for the creation of smart ecosystems in which connected intelligence emerges and disruptive social and eco-innovation flourishes. This book focuses on three grand challenges that matter for any territory, no matter where it is located: (i) smart growth, a path that more and more cities, regions and countries are adopting having realised the unlimited potential of growth that is based on knowledge, innovation and digital technologies; (ii) safety and security, which is a pre-requisite for quality of life in a world of intense social, natural and technological threats; and (iii) sustainability, use of renewable energy, protection of living ecosystems, addressing climate change and global warming in a period of rapid urbanisation that makes established sustainability models and planning patterns quickly obsolete. The core argument of the book is that problem-solving and novel solutions to these grand challenges emerge in smart ecosystems through connected intelligence. It is the broadest form of intelligence that combines capabilities from heterogeneous actors (humans, organisations, machines) and propel problem-solving through externalities and resource agglomeration, user engagement and collaboration, awareness and behaviour change. This book provides a conceptual, historical and contemporary context to the relationships between gender, religion and cities. It draws together these three components to provide an innovative view of how religion and gender interact and affect urban form and city planning. While there have been many books that deal with religion and cities; gender and cities; and gender and religion, this book is unique in bringing these three subjects together. This trio of inter-relationships is first explored within Western Christianity: in Roman Catholicism, Protestantism, Eastern Orthodoxy and in the Pentecostal and Charismatic movements. A wider perspective is then provided in chapters on the ways in which Islam shapes urban development and influences the position of Muslim women in urban space. While official religions have declined in the West there is still a desire for new forms of spirituality, and this is discussed in chapters on municipal spirituality and on the rise of paganism and the links to both environmentalism and feminism. Finally, ways of taking into account both gender and religion within the statutory urban planning system are presented. This book will be of great interest to those researching environment and gender, urban planning and sustainability, human geography and religion.
This book examines contemporary urban sharing mobilities, such as shared and public forms of everyday urban mobility. Tracing the social and economic history of sharing mobilities and examining contemporary case studies of mobility sharing services, such as Car2go, BlaBlaCar, and Uber, the authors raise questions about what these changes mean for access to and engagement with the public spaces of transport in the city. Drawing on the thought of Lefebvre, the book considers how contemporary sharing mobilities are affecting people's 'right to the city', with particular attention paid to the privatised, frictionless practices of movement through the city. In addition, the authors ask what has happened to earlier forms of shared mobility and illustrate how some of these practices continue successfully today. Considering the potential that modern incarnations of shared mobilities offer to urban citizens for engaging in meaningful shared mobilities that are not simply determined by the interfaces of technology and market forces, this book will appeal to sociologists and geographers with interests in mobility and urban studies.
Recent rapid housing market expansion in China is presenting new challenges for policy makers, planners, business people, and citizens. Now that housing in middle-income China is driven by consumer choices and is no longer dominated by state policy decisions, housing policy issues in Chinese cities are becoming increasingly similar to those encountered in other global housing markets. With soaring prices and imbalances in housing supply favoring high income groups and housing demand driven by rising inequality in household incomes, many middle and lower-income households face worsening choices in terms of the quality and location of their housing as well as greater financial difficulties, which together can have negative implications for standards of public health. This book examines the impact of these changes on the general population, as well as on aspiring homeowners and developers. The contributors look at the effect on the widening of wealth gaps, slower economic growth, and threats to political and social stability. Though focusing on China, the editors also present discussions of specific policy design challenges encountered in Australia, Japan, Korea, the Netherlands, the Nordic countries, Singapore, Taiwan, the UK, and the US. Increasing economic inequality in cities, and the spatial translation of that into more segregated neighbourhoods, is top of the political agenda in developed countries. While the overall living standards have increased in the last century, the focus has now shifted from poverty to economic differences, with a particular focus on the gap between the very poor and the (ultra-)rich. The authors observe a common view among policy-makers and researchers alike: that urban-economic inequality and segregation are increasing; that this increase is bad; and that money and people (in the case of segregation) need to be redistributed in response. Originally published in 1979, this volume begins with an historical summary of housing development in Scotland. Scottish urban housing has always followed a unique and distinctive pattern from the rest of the UK, resembling more closely the flatted developments of Continental Europe. The book compares the policies and programmes of development in EU countries and Scandinavia. The problems caused by over-emphasis on public-sector housing in Scotland since the First World War are discussed. A break-down of the work carried out by housing societies and associations reveals little national or local support in Scotland, unlike in European or Scandinavian countries where such association have formed a vital element in their housing policies.
Originally published in 1980, this book was written by consultants in urban development with wide experience in the developing world and is a source book aimed at advisers (often from developed countries) who assist with urban planning matters on behalf of multi-lateral agencies such as the World Bank. It presents a style of consultancy which accepts that not all the problems of settlement planning in developing countries can be solved by the transfer of Western methods. Although the book concentrates on the techniques and methods which have been found to be effective in the field, it also argues for a new philosophy of consultancy, in which consultants work with local staff and using the ingenuity and spirit of enterprise among the communities themselves.
Originally published in 1986, this book focusses on life within global cities in the developing world, analysing on a city-level the circulation and consumption of goods and services within them. When the book was first published it was one of only a few to offer systematic comparative analyses of developing world cities, and those stemming from different regions, with examples from different continents in each chapter. It discusses the problems faced by such city populations and shows how the procedures, distributive systems and social conventions reflect the complex histories of the cities, most of which have been subject to colonial rule, and of their inhabitants, many of whom are either migrants or first generation citizens.

Originally published in 1977, and now with an updated new Preface, this volume covers the question of Irish urban origins in the pre-Norman period, the character and development of the medieval towns, the changing forms and functions of towns and cities in the early modern period. It also examines the substantial changes in size and form effected by population growth and town planning in the eighteenth and nineteenth centuries. Ireland's urban history is unique and particularly interesting for the way it contrasts with developments in the urban history of western Europe. Unlike most west European regions, it was not colonised by the Romans.

Originally published in 1979, these essays provide a guide to the labyrinth of issues which together made up 'housing policy' in the late 20th Century. The focus is on the practical and political difficulties of devising measures which meet policy objectives - difficulties which are just as prevalent in the 21st Century. The search for 'comprehensive strategies' is shown to be a vain one: given the number of relevant issues and their complexity, only an incremental approach is practicable. Major issues are discussed in the context of an analysis of the institutional, historical and financial framework within which housing policy is formulated and operated.

Originally published in 1985, this book considers many important aspects of the transport systems of the former Soviet Union and Eastern Europe. It looks at the different modes of transport and the problems faced by each. Examining the relationship between transport problems and those of poor economic performance against the possibilities of economic reform the book analyses some of the measures which were taken to remedy the situation.
When originally published in 1975, (here re-issuing the 3rd edition of 1985), this was the only genuinely introductory textbook to the subject of transportation planning. The introductory chapter places the issue of transport in its broader societal context, relating it to demographic, socio-economic, political and environmental considerations. The increasing importance of technology is recognized in the chapter which covers commonly used software packages. As a whole the book provides a basic introduction to the traffic estimation stage of the transport planning process and forms a general guide and survey to the whole subject.
Originally published in 1986, this book remains as relevant today as when it was first published, as it discusses issues in transport policy that are still being debated: what levels of subsidies should be applied; what form of ownership should prevail; how transport should be regulated or deregulated; and which modes of transport should be favoured.
