Low-level river crossings, including culverts, are important for delivering a range of valuable socioeconomic services, including transportation and hydrological control. These structures are also known to have negative impacts on freshwater river system morphology and ecology, including the blockage of upstream fish passage, particularly small-body-mass fish species. Given the enormous environmental problems created by road crossings, new hydraulic engineering guidelines are proposed for fish-friendly multi-cell box culvert designs. The focus of these guidelines is on smooth box culverts without appurtenance, with a novel approach based upon three basic concepts: (I) the culvert design is optimized for fish passage for small to medium water discharges, and for flood capacity for larger discharges, (II) low-velocity zones are provided along the wetted perimeter in the culvert barrel, and quantified in terms of a fraction of the wetted flow area where the local longitudinal velocity is less than a characteristic fish speed linked to swimming performances of targeted fish species, and (III) the culvert barrel is smooth, without any other form of boundary treatment and appurtenance. The present monograph develops a number of practical considerations, in particular relevant to box culvert operations for less-than-design discharges. It is argued that upstream fish passage capabilities would imply a revised approach to maintenance, in part linked to the targeted fish species. This reference work is authored for civil and environmental engineers, as well as biology and ecology scientists interested in culvert design. While the book is aimed to professionals, the material is also lectured in postgraduate courses and in professional short courses.

In September 2006, research leaders in the field of coastal engineering, fluid mechanics, and wave theory met at Cornell University to celebrate the 60th birthday of Prof. Philip L-F Liu. This volume is a compilation of the research papers presented at the symposium, and includes both review and new research papers. Topics such as nonlinear wave theory, tsunamis, wave-structure interaction, turbulence, and modeling of complex sediment transport are discussed in this volume. All of the contributing authors are research collaborators of Prof. Liu, and include leaders in coastal engineering such as Maarten Dingemans, Hwung-Hweng Hwung, Nobu Kobayashi, Inigo Losada, Hocine Oumeraci, Costas Synolakis, and Harry Yeh.

Earthquakes have always been a significant aspect of the design and safety of dams. This position paper deals with the seismic safety of large dams, based on experiences with large earthquakes in Japan (Tohoku earthquake, 2011, Richter magnitude 9.0), in China (Wenchuan earthquake, 2008, Richter magnitude 8.0) and in Chile (Maule earthquake, 2010, Richter magnitude 8.8). It presents ways to prevent key aspects of large dam failure under severe seismic conditions with a focus on design instead of on earthquake prediction. This is done by considering the prevention of uncontrolled rapid release of water of a storage dam under full reservoir conditions in relation to expected seismic conditions. This position paper is composed by the Committee on Seismic Aspects of Dam Design of The International Committee of Large Dams. Ce document de synthese traite de la securite sismique des grands barrages, en se fondant sur l'experience acquise lors de grands seismes au Japon (seisme de Tohoku, 2011, magnitude 9,0 sur l'echelle de Richter), en Chine (seisme de Wenchuan, 2008, magnitude 8,0 sur l'echelle de Richter) et au Chili (seisme de Maule, 2010, magnitude 8,8 sur l'echelle de Richter). Il presente des moyens de prevenir les aspects cles de la defaillance des grands barrages dans des conditions sismiques severes en mettant l'accent sur la conception plutot que sur la prevision des seismes. Pour ce faire, on examine la prevention d'une liberation rapide et incontrolee de l'eau d'un barrage de stockage dans des conditions de reservoir plein par rapport aux conditions sismiques prevues. Dam Safety Management is a major concern during the entire lifetime cycle of a dam scheme. This is particularly true for the operational phase of the scheme that represents by far the longest period in its lifetime cycle. Bulletin 154 presented a general approach and concepts to be applied to dam operation. The current Bulletin 175 extends the developed concepts to all phases preceding the operational phase. Many risks associated with the operation of existing dams have their origins in other phases preceding the actual operation. Although there are numerous ICOLD Bulletins addressing technical aspects of planning, design, construction and commissioning of dams, there is not a single Bulletin which covers the subject in a comprehensive manner. The current document is a first attempt to capture all relevant dam safety aspects in all preoperational phases by systematically characterizing the actors involved, their roles, the activities and complex interactions present in different phases of the dam lifecycle. An Overarching Safety Management System is specifically developed that can be applied to all actors involved. La gestion de la securite des barrages est une preoccupation majeure pendant tout le cycle de vie d'un projet de barrage. Cela est particulierement vrai pour la phase operationnelle du systeme qui represente de loin la periode la plus longue de son cycle de vie. Le Bulletin 154 presente une approche generale et des concepts a appliquer a l'exploitation des barrages. Le Bulletin 175 actuel etend les concepts developpes a toutes les phases precedant la phase d'exploitation. De nombreux risques associes a l'exploitation des barrages existants ont leur origine dans d'autres phases precedant l'exploitation proprement dite. Le document actuel est une premiere tentative de capturer tous les aspects pertinents de la securite des barrages dans toutes les phases pre-operationnelles en caracterisant systematiquement les acteurs impliques, leurs roles, les activites et les interactions complexes presentes dans les differentes phases du cycle de vie du barrage. Un systeme global de gestion de la securite est specifiquement developpe et peut etre applique a tous les acteurs impliques.
