The Craft of Bureaucratic Neutrality - Interests and Influence in Governmental Regulation of Occupational Safety (Hardcover):... The Craft of Bureaucratic Neutrality - Interests and Influence in Governmental Regulation of Occupational Safety (Hardcover)
Gregory A. Huber
R2,825 Discovery Miles 28 250 Ships in 12 - 19 working days

Are political understandings of bureaucracy incompatible with Weberian features of administrative neutrality? In examining the question of whether interest groups and elected officials are able to influence how government agencies implement the law, this book identifies the political origins of bureaucratic neutrality. In bridging the traditional gap between questions of internal management (public administration) and external politics (political science), Huber argues that 'strategic neutrality' allows bureaucratic leaders to both manage their subordinates and sustain political support. By analyzing the OSH Act of 1970, Huber demonstrates the political origins and benefits of administrative neutrality, and contrasts it with apolitical and unconstrained administrative implementation. Historical analysis, interviews with field-level bureaucrats and their supervisors, and quantitative analysis provide a rich understanding of the twin difficulties agency leaders face as political actors and personnel managers.

Integrated Disaster Science and Management: Global Case Studies in Mitigation and Recovery bridges the gap between scientific research on natural disasters and the practice of disaster management. It examines natural hazards, including earthquakes, landslides and tsunamis, and uses integrated disaster management techniques, quantitative methods and big data analytics to create early warning models to mitigate impacts of these hazards and reduce the risk of disaster. It also looks at mitigation as part of the recovery process after a disaster, as in the case of the Nepal earthquake. Edited by global experts in disaster management and engineering, the book offers case studies that focus on the critical phases of disaster management.

Bent Out of Shape - Shame, Solidarity, and Women's Bodies at Work (Paperback): Karen Messing Bent Out of Shape - Shame, Solidarity, and Women's Bodies at Work (Paperback)
Karen Messing
R454 Discovery Miles 4 540 Ships in 12 - 19 working days

Award-winning ergonomist Karen Messing is talking with women--women who wire circuit boards, sew clothes, clean toilets, drive forklifts, care for children, serve food, run labs. What she finds is a workforce in harm's way, choked into silence, whose physical and mental health invariably comes in second place: underestimated, underrepresented, understudied, underpaid. Should workplaces treat all bodies the same? With confidence, empathy, and humour, Messing navigates the minefield that is naming sex and biology on the job, refusing to play into stereotypes or play down the lived experiences of women. Her findings leap beyond thermostat settings and adjustable chairs and into candid, deeply reported storytelling that follows in the muckraking tradition of social critic Barbara Ehrenreich. Messing's questions are vexing and her demands are bold: we need to dare to direct attention to women's bodies, champion solidarity, stamp out shame, and transform the workplace--a task that turns out to be as scientific as it is political.

Swings and Misses - Moribund Labor Relations in Professional Baseball (Hardcover, New): Kenneth M. Jennings Swings and Misses - Moribund Labor Relations in Professional Baseball (Hardcover, New)
Kenneth M. Jennings
R2,792 Discovery Miles 27 920 Ships in 10 - 15 working days

In this follow-up to "Balls and Strikes: The Money Game in Professional Baseball" (Praeger, 1990), Jennings examines the state of professional baseball's labor relations during a nearly 25 year period, focusing on the background and the outcome of the 1994 baseball strike. Jennings concludes by suggesting ways to improve future labor relations in the sport.

While the entire professional sports industry generates less revenue than sales of Fruit of the Loom underwear, a lengthy strike in professional baseball assures a national notoriety far beyond its economic impact. When the 1994 strike was underway, scores of members of Congress were involved in related investigations and legislation, while President Clinton invoked the public interest in his efforts to resolve the dispute.

Semiconductor Safety Handbook - Safety and Health in the Semiconductor Industry (Hardcover, 2nd Revised edition): Richard A.... Semiconductor Safety Handbook - Safety and Health in the Semiconductor Industry (Hardcover, 2nd Revised edition)
Richard A. Bolmen
R5,969 R4,104 Discovery Miles 41 040 Save R1,865 (31%) Ships in 12 - 19 working days

Interwoven within our semiconductor technology development had been the development of technologies aimed at identifying, evaluating and mitigating the environmental, health and safety (EH&S) risks and exposures associated with the manufacturing and packaging of integrated circuits. Driving and advancing these technologies have been international efforts by SEMI's Safety Division, the Semiconductor Safety Association (SSA), and the Semiconductor Industry Association (SIA).
The purpose of the Semiconductor Safety Handbook is to provide a current, single source reference for many of the primary semiconductor EH&S technologies and disciplines. To this end, the contributors have assembled a comprehensive text written by some of the leading experts in EH&S in the semiconductor industry. This text had taken three years to complete and has involved tremendous effort and commitment by the authors.
They have attempted to construct a reference manual that is comprehensive in its coverage of the technical aspects of each individual subject, while at the same time addressing practical applications of each topic. The scope of this text, from its inception, was intended to address significantly more than what would typically be classified under the definition of ""safety."" However, all of the chapters have a direct application to the protection and preservation of semiconductor employees, the surrounding communities and the environment.
This book is a hands-on reference to environmental, health and safety issues critical to the semiconductor industry. It was also the author's intent to produce a text that provides a practical user's guide for semiconductor environmental, health and safety practitioners as well as those individuals responsible for operation, maintenance and production in wafer fabrication facilities.

Marijuana and the Workplace - Interpreting Research on Complex Social Issues (Hardcover): Susan Rhodes, Charles R. Schwenk Marijuana and the Workplace - Interpreting Research on Complex Social Issues (Hardcover)
Susan Rhodes, Charles R. Schwenk
R2,769 Discovery Miles 27 690 Ships in 10 - 15 working days

If sound policy is to be made on the issue of marijuana in the workplace, all available empirical evidence about its impact on job performance should be utilized in the decision process. Although a substantial amount of relevant research has been done, the results published in journals in widely divergent fields, are not easily summarized and present no single, simple message for decision makers. Schwenk and Rhodes offer a unique review of this complex body of work and challenge the many highly publicized but scientifically unsound mythical numbers touted as supporting various policy options. The authors provide a clear and objective presentation to managers on how to evaluate the evidence for themselves and make sound decisions for their own organizations. Scrupulously unbiased in its choice of material, the book will be an essential resource for organizational and public policy makers, and for university students and their teachers.

The effect of marijuana on job performance has been widely accepted as harmful--but is it? Congress thought so, and in 1988, used productivity losses which it attributed to marijuana and other drugs to justify passage of legislation initiating a mandate for a drug-free workplace. Additional legislation expanding this mandate followed and a high percentage of large corporations and an increasing number of small businesses now expend scarce resources on anti-drug programs. Schwenk and Rhodes remain neutral in the debate over workplace drug policies, but argue that policy should be informed by empirical research on the impact of marijuana on job performance. Their book is both a challenge to the mythical numbers so often publicized as supporting a particular advocate's vested position, and a guide to both practitioners and scholars to help them evaluate the diverse body of existing evidence and the claims made by those committed to given policy positions.

Schwenk and Rhodes reprint examples of high quality research previously published in major journals in the fields of psychology, anthropology, economics and medicine. Reviewing and summarizing existing findings, the authors relate these findings to the decision situations faced by policy-makers in the private and public sectors. While the book refuses to endorse any decision outcome with regard to marijuana and the workplace, it makes strong recommendations about the DEGREESIprocesses DEGREESR that should be used in selecting those outcomes. It provides guidelines for evaluating policy-relevant social scientific evidence and discusses the role such evidence can and should play in policy-making. The book shows that contrary to widely held beliefs, very little evidence that the substance has a consistent negative effect on worker productivity. Though social science does not show that resources devoted to creating a drug-free workplace are likely to pay off economically, the authors stress that the implications of this fact for corporate and government decisions are not cut and dried, but depend on the decision rules and the policy goals selected by policy-makers. This book will be an essential tool for managers, scholars, and anyone trying to make sense of the complicated and confusing maze of data and arguments surrounding this divisive issue.

Evaluation of Fire Safety (Hardcover): D.J. Rasbash Evaluation of Fire Safety (Hardcover)
D.J. Rasbash
R4,053 Discovery Miles 40 530 Ships in 12 - 19 working days

Fire safety is a major concern in many industries, particularly as there have been significant increases in recent years in the quantities of hazardous materials in process, storage or transport. Plants are becoming larger and are often situated in or close to densely populated areas, and the hazards are continually highlighted with incidents such as the fires and explosions at the Piper Alpha oil and gas platform, and the Enschede firework factory. As a result, greater attention than ever before is now being given to the evaluation and control of these hazards.

In a comprehensive treatment of the subject unavailable elsewhere, this book describes in detail the applications of hazard and risk analysis to fire safety, going on to develop and apply quantification methods. It also gives an explanation in quantitative terms of improvements in fire safety in association with the costs that are expended in their achievement. Furthermore, a quantitative approach is applied to major fire and explosion disasters to demonstrate crucial faults and events.

Featuring:

Full international coverage and a review of several major fires and explosion disasters.Presentation of the properties and science of fire including the latest research.Detailed coverage of the performance of fire safety measures.

This is an essential book for practitioners in fire safety engineering, loss prevention professionals, technical personnel in insurance companies as well as academics involved in fire science and postgraduate students. This book is also a useful reference for fire safety officers, building designers, engineers in the process industries, safety practitioners and risk assessment consultants.

Collective Bargaining and Increased Competition for Resources in Local Government (Hardcover): Arthur W. Spengler Collective Bargaining and Increased Competition for Resources in Local Government (Hardcover)
Arthur W. Spengler
R2,783 Discovery Miles 27 830 Ships in 10 - 15 working days

Local government employees have a higher propensity to engage in collective bargaining than do private sector employees. This springs from the tight competition in the local budgeting process among those requesting, paying for, and providing services. Spengler looks at this trend using a fiscal discontent hypothesis. This approach suggests that the taxpayer revolts during the 1970s and 1980s limited the budget discretion of elected officials and forced public sector employees to turn to collective voice and action to better compete for scarce public resources.

Two levels of employee collective voice are examined: the weaker form of organizing and the stronger collective bargaining model. Substantial differences in the use of each are analyzed based on employee occupation, state, and type of local government. Scholars, business practitioners, policy makers, and researchers in public administration, labor relations, public policy, and local government will find this study an important contribution to understanding the phenomenon of organized collective voice.

Solidarity Forever? - Race, Gender, and Unionism in the Ports of Southern California (Paperback): Jake Alimahomed-Wilson Solidarity Forever? - Race, Gender, and Unionism in the Ports of Southern California (Paperback)
Jake Alimahomed-Wilson
R1,151 Discovery Miles 11 510 Ships in 12 - 19 working days

The International Longshore and Warehouse Union (ILWU) remains one of the best examples of a labor union that traces its origins to radical anti-racist principles. Today, very few mainstream unions remain that were founded on militant, radical, and "anti-racist" principles. The ILWU remains the strongest port union in the United States, and its members are among the highest paid blue-collar union workers in the world. Drawing on in-depth interviews, archival oral histories research, and ethnographic observation, Solidarity Forever? highlights the struggle of a key group of Black and women leaders who fought for racial and gender equality in the ports of Southern California. The book argues that institutional and cultural forms of racial and gender inequality are embedded within US trade union locals leading to the following deleterious consequences for unions: (1) a proliferation of internal discrimination lawsuits within unions, which can cost the union International, or union local, potentially millions of dollars in legal fees and financial settlements thereby redistributing precious financial resources that could be spent on key activities related to making unions stronger from outside attacks; (2) an erosion of trust and solidarity among workers, the key values of any successful union, which ultimately undermines the radical democratic potential of unions and rank-and-file participation in union politics; and (3) the undermining of workers of color and women workers as full and equal participants in the labor movement. The future of organized labor in the United States could very well be determined by the ability of the labor movement, and labor unions in particular, to listen to those workers who have been relegated to the margins of the global economy-workers of color, immigrant workers, women workers, and all workers in the Global South.

Enough Blame to Go Around - The Labor Pains of New York City's Public Employee Unions (Paperback): Richard Steier Enough Blame to Go Around - The Labor Pains of New York City's Public Employee Unions (Paperback)
Richard Steier
R730 Discovery Miles 7 300 Ships in 12 - 19 working days

Since 1980 Richard Steier has had a unique vantage point to observe the gains, losses, and struggles of municipal labor unions in New York City. He has covered those unions and city government as a reporter and labor columnist for the "New York Post" and, since 1998, as editor and featured columnist of the "Chief-Leader," a century-old independent newspaper that covers city and state government in greater detail than today s mainstream news organizations. Drawing from his column with the "Chief-Leader," Razzle Dazzle, "Enough Blame to Go Around" describes in vivid terms how the changed economy has drastically altered the city s labor landscape, and why it has been difficult for municipal unions to adapt. There can be no doubt, he writes, that public employee unions have contributed to the problems that confront them today, including corruption and failed leadership. But at the same time and for all their flaws, he believes unions represent the best chance for ordinary people to receive fair economic treatment."
