This book gives an account of how the U.S. freight transportation system has been impacted and "globalized," since the 1950s, by the presence of the shipping container. A globally standardized object, the container carries cargo moving in international trade, and it utilizes and fits within the existing transportation infrastructures of shipping, trucking and railroads. In this way it binds them together into a nearly seamless worldwide logistics network. This process occurs not only in ocean shipping and at ports, but also deep within national territories. In its dependence on existing infrastructural systems, though, the network of container movement as it pervades domestic space is shaped by the history and geography of the nation-state. This global network is not invariably imposed in a top-down manner-to a large degree, it is cobbled together out of national, regional and local systems. Heins describes this in the American context, examining the freight transportation infrastructures of railroads, trucking and inland waterways, and also the terminals where containers are transferred between train and truck. The book provides a detailed historical narrative, and is also theoretically informed by the contemporary literature on infrastructure and globalization.
As affluence grows, it gets easier to travel faster and further. But research shows that, despite this, the average travel time in all societies remains steady at roughly an hour a day. The implication is that people are choosing to increase the distance they regularly travel, rather than opting for shorter journey times. Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.
Maritime transport is one of the most ancient supports to human interactions across history and it still supports more than 90% of world trade volumes today. The changing connectivity of maritime networks is of crucial importance to port, transport, and economic development and planning. The way ports, terminals, but also cities, regions and countries, are connected with each other through maritime flows is not well-known and difficult to represent and measure, even for the transport actors themselves. Over the last thirty years Public Private Partnerships (PPPs) have been used to deliver transport capital projects and services. PPPs are complex arrangements that require a multi-disciplinary approach in order to assure their success, though research on the subject has been fragmented. Ship management is a worldwide activity. Modern ships are sophisticated designed structures equipped with several automatic devices. It is estimated that 90 per cent of commodities transported worldwide are carried by ships. Therefore there is great interest from many private and public organizations that those ships are operating, manned, designed and maintained within international acceptable standards. The obligation of stakeholders to comply with maritime regulations is included in most statutory and commercial agreements and therefore inadequate implementation of maritime regulations exposes stakeholders to commercial risks. This book explores how the application of mathematical decision-making tools could be used to manage maritime regulations. Performance management tools are proposed which would allow stakeholders to monitor the regulatory performance of their organization in order to reduce or eliminate those commercial risks. The process of introducing an implementation process for maritime regulations worldwide is described within this text. An emphasis is put on the role of main stakeholders in the regulatory process and reasons that increase the willingness of stakeholders to participate in the implementation of regulations. The investigation and modelling of aviation accident causation is dominated by linear models. Aviation is, however, a complex system and as such suffers from being artificially manipulated into non-complex models and methods. This book addresses this issue by developing a new approach to investigating aviation accident causation through information networks. These networks centralise communication and the flow of information as key indicators of a system's health and risk. This holistic approach focuses on the system environment, the activity that takes place within it, the strategies used to conduct this activity, the way in which the constituent parts of the system (both human and non-human) interact and the behaviour required. Each stage of this book identifies and expands upon the potential of the information network approach, maintaining firm focus on the overall health of a system. The book's new model offers many potential developments and some key areas are studied in this research. Through the centralisation of barriers and information nodes the method can be applied to almost any situation. The application of Bayesian mathematics to historical data populations provides scope for studying error migration and barrier manipulation.
