Marine accidents can occur at any time and everywhere in the world, resulting in loss of life, property, environment and reputation of the companies involved. Preventing accidents and establishing a safer world without accidents is an important agenda for the maritime industry. Since the enforcement of the International Safety Management Code in 1998, companies have taken various kinds of measures to prevent accidents. Unfortunately, measures have been undertaken in a disorganized manner, and have not been effective. Experts of risk management, the safety management system, and accident models have each undertaken accident preventive measures within the scope of their specific fields, but have not looked beyond the realm of their own fields. This book discusses systematic accident prevention by integrating multi-disciplinary expertise based on academic research, the quality management system which has already proved its effectiveness in other fields, and findings of the author's research. In systematic accident prevention, the weaknesses of a system within which accidents and incidents have occurred are viewed by combining scientific accident investigation data based on the International Maritime Organization model and the accident model. The nature of every type of marine accident, such as collisions, groundings, occupational casualties, etc., are derived by combining the accident model and statistical data. System weaknesses are rectified by the risk reduction method of risk management, and the rectified performance is incorporated in improvement in the system by the PDCA cycle, which is the core of the Safety Management System. We can see the weakness in the system and reduce the number of accidents and incidents while utilizing limited resources optimally to prevent accidents and incidents.
This book has clear aims: to address both the multi-faceted challenge - that the industry has never made any sustainable profits, and some possible opportunities for its different constituents (e.g. management, labor, and governments) to enable airlines to break out of the almost zero profit-margin game. The Autonomous Vehicle (AV) has been strongly heralded as the most exciting innovation in automobility for decades. Autonomous Vehicles are no longer an innovation of the future (seen only in science fiction) but are now being road-tested for use. And yet while the technical and economic success and possibilities of the AV have been widely debated, there has been a notable lack of discussion around the social, behavioural, and environmental implications. This book is the first to address these issues and to deeply consider the environmental and social sustainability outlook for the AV and how it will impact on communities. Environmental and social sustainability are goals unlike those of technical development (a new tool) and economic development (a new investment). The goal of sustainability is development of societies that live well and equitably within their ecological limits. Is it reasonable and desirable that only technical and economic success comprise the swelling AV parade, or should we be looking at the wider impacts on personal well-being, wider society, and the environment? The uptake for AVs looks to be lengthy, disjointed, and episodic, in large measure because it faces a range of known unknown risks. This book assesses the environmental and social sustainability potential for AVs based on their prospective energy use and their impacts on climate change, urban landscapes, public health, mobility inequalities, and individual and social well-being. First published in 1999, this book applies formal economic measures to the passenger and taxpayer benefits of public transit service in the United States under a public choice analytical framework. Approximately 400 local transit budgets have been renewed annually for more than 25 years. These budgets epitomize Braybrooke and Linblom's concept of 'disjointed incrementalism' and Buchanan's concept of 'Public Choice' since local legislators funded transit despite constant academic criticism of transit performance. On the other hand, Braybrooke and Lindblom and Buchanan show that local budgets capture benefits that traditional planning analysis does not grasp. This is borne out in analysis in the book. Indeed, far from draining society, transit returns five dollars in benefits for each one dollar of public subsidy. After explaining the analytical framework in Chapter 1, four chapters are devoted to measuring the value of transit benefits. The concluding chapter draws out the implications of this approach and of benefit measurement for policy and planning.
Organizational communication impacts service efficiency and productivity. An increase in federal funding to strengthen communication within the airport stakeholders has failed to deliver expected results. The purpose of this qualitative case study is to explore whether miscommunication among the TSA agents and airport employees relates to effective implementation of airport security policies. The central research question focuses on the degree to which miscommunication between the TSA and airlines regarding prohibited items at security checkpoints impeded the effective execution of federal law regarding carry on luggage on commercial aircraft. Using Weick's organizational information theory, this study examines the implementation of airport security policy focusing on communication between government and industry organizations. A sample of 13 private airline employees and 7 airport employees at a large U.S. commercial airport participated in the study. Data was collected via semi structured interview questions. Data was coded and analyzed following an inductive coding strategy. According to study results, there is very little evidence of miscommunications between government and airline stakeholders regarding policy changes and expectations related to security procedures. However, miscommunication about the same policy changes to consumers confuses travelers, which may explain incidences of prohibited items at the security checkpoints. Implications for positive social change related to this study may assist policy makers in clarifying language to better inform travelers about security changes and prohibited items, the objective of which will promote safer flying experiences, reduce the potential for harm, and result in more expedient traveling.

The focus of this book is the process of unionization in the road haulage industry, in particular, the role of leadership in determining the quality of union organization. It analyzes the early history of road haulage unions, the creation of the TGWU, the failure to organize the industry during the 1930s and the consequent reliance upon statutory regulation of wages and conditions, and the subsequent institutional stasis of the TGWU during the 1950s. The transformation and expansion of union organization during the period of 1963-1973, conceived as the mobilization of collective power by workers within the employment relationship, is explored in case studies of TGWU branches in Birmingham, Liverpool and London, and within the wider context of TGWU. The retrenchment of union organization as a result of recession and Conservative government legislation, 1980-1994, is explored. The book concludes with an assessment of theories of unionization and democracy, and the role of leadership, with reference to the historical development of British trade unionism.
