This book features a selection of the best papers presented at two SIEV seminars held in Venice, Italy, in September 2017 and 2018, in the context of the Urbanpromo Green events. Bringing together experts from a diverse range of fields - economics, appraisal, architecture, energy, urban planning, sociology, and the decision sciences - and government representatives, the seminars encouraged reflections on the role of future cites in terms of sustainable development, with a particular focus on improving collective and individual well-being. The Political Philosophy of the European City is a courageous and wide-ranging panorama of the political life and thought of the European city. Its novel hypothesis is that modern Western political thought, since the time of Hobbes and Locke, underestimated the political significance and value of the community of urban citizens, called 'civitas', united by local customs, or even a formal or informal urban constitution at a certain location, which had a recognizable countenance, with natural and man-made, architectural marks, called 'urbs'. Recalling the golden age of the European city in ancient Greece and Rome, and offering a detailed description of its turbulent life in the Renaissance Italian city-states, it makes a case for the city not only as a hotbed of modern democracy, but also as a remedy for some of the distortions of political life in the alienated contemporary, centralized, Weberian bureaucratic state. Overcoming the north-south divide, or the core and periphery partition, the book's material is particularly rich in Central European case studies. All in all, it is an enjoyable read which offers sound arguments to revisit the offer of the small and middle-sized European town, in search of a more sustainable future for Europe.

This book uses international case studies to present insights on the policies, actors, and institutions that are critical to successful transit-oriented development (TOD). TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. As our Dutch colleagues stated, TOD can be considered a policy concept that can be used as a story to unite people.

Although the last decade has seen steady progress towards wider acceptance of lesbian, gay, bisexual, transgendered, and queer (LGBTQ) individuals, LGBTQ residential and commercial areas have come under increasing pressure from gentrification and redevelopment initiatives. As a result many of these neighborhoods are losing their special character as safe havens for sexual and gender minorities. Urban planners and municipal officials have sometimes ignored the transformation of these neighborhoods and at other times been complicit in these changes. This volume focuses on the implementation of the 2011 UNESCO Recommendation on the Historic Urban Landscape (HUL approach), designed to foster the integration of heritage management in regional and urban planning and management, and strengthen the role of heritage in sustainable urban development.Earlier publications and research looked at the underlying theory of why the HUL approach was needed and how this theory was developed and elaborated by UNESCO. A comprehensive analysis was carried out in consultation with a multitude of actors in the twenty-first-century urban scene and with disciplinary approaches that are available to heritage managers and practitioners to implement the HUL approach.This volume aims to be empirical, describing, analyzing, and comparing 28 cities taken as case studies to implement the HUL approach. From those cases, many lessons can be learned and much guidance shared on best practices concerning what can be done to make the HUL approach work.Whereas the previous studies served to illustrate issues and challenges, in this volume the studies point to innovations in regional and urban planning and management that can allow cities to avoid major conflicts and to further develop in competitiveness. This book investigates how the state intervenes in the urban system in China in the post-reform period. To do so, it constructs a conceptual framework based on the perspective of political hierarchy, suggesting that the state power is hierarchically organized in China's urban system, leading to variations in urban government capacities among cities. The book reveals that the state has largely achieved the goal of its national urban system policy to "strictly control the scale of large cities" resulting in the under-development of the large cities if they are mainly developing according to the market force. However, this has become less influential with the advances toward a market economy. Further, state regulation and policies have reduced the gaps between cities at the top and bottom of the urban hierarchy. The book argues that the Urban Administrative System (UAS) is an important tool for the state to regulate urban system development, and the administrative level has a significant effect on urban growth performance. It contends that China's urban system is strongly shaped by the omnipresent state through the UAS, which hierarchically differentiates between the urban growth processes. By controlling the administrative-level upgrading process, the state can prevent the size and number of cities from increasing too rapidly. This theoretical and empirical enquiry highlights the fact that the hierarchical power relations among cities and the resulting variations in urban government capacities are the key to understanding the role of the state in China's urban system development in the post-reform period.

This book provides a conceptual framework for understanding the inclusive city. It clarifies the concept, dimensions and tensions of social and economic inclusion and outlines different forms of exclusion to which inclusion may be an antidote. The authors argue that as inclusion involves a range of inter-group and intragroup tensions, the unifying role of local government is crucial in making inclusion a reality for all, as is also the adoption of an inclusive and collaborative governance style.
