Since the beginning of the 1990s, regions and urban areas have become a primary target of EU Cohesion Policy. For a number of European cities, especially in the less developed regions, this has resulted in a unique opportunity for the implementation of extensive development projects, as well as delivering innovations in urban policy and local governance. Through the detailed observation of planning processes which took place in four European cities - Porto (PT), Malaga (ES), Palermo (IT), and Thessaloniki (EL) - this book explores the different ways that EU intervention can affect the policy process locally, from the regeneration of decayed neighbourhoods and the creation of key services for improving the quality of life, to the establishment of new governance relations and increasing the institutional capacity in local government. The book also provides a critical reflection on the impact of EU urban policy in reducing regional disparities and the extent to which Cohesion Policy has helped cities to open new pathways for local development. This book investigates how practices of community carsharing are influencing everyday mobility. It argues that hegemonic practices of automobility are reconfigured through practices of community carsharing, thereby challenging capitalist mobilities in the realm of everyday life. Through a detailed empirical study of practices of community carsharing and its practitioners in the rural regions around Munich, Germany, this book reveals how the practice contributes to the emergence of alternative automobile practices, meanings, identities and subjectivities. It also explores the embedding of automobility into its ecological context, the connection of function and community in practices of community carsharing and the changing of ownership relations through a process of commoning mobility. This reconfiguration of everyday practices of automobility takes place through processes of everyday resistance, re-embedding and commoning, and ultimately results in the emergence of an alternative mobility culture, thereby facilitating the dissemination of an alternative common sense of community carsharing. This book on community carsharing provides a valuable insight into carsharing in rural settings and exemplifies how carsharing specifically, and sharing mobilities in general, can contribute to a social-ecological mobility transition. This book addresses 'the economics of social innovation', a widely neglected topic in regional development. The chapters in this edited volume cover distinct but complementary and related aspects concerning the existing gap between the hitherto unexploited potential of social innovation in relation to socio-economic challenges that regions across Europe and globally face. Research on social innovation has gained momentum over the last decade, spurred notably by the growing interest in social issues related to policy making, public management and entrepreneurship in response to the grand challenges societies in Europe and worldwide face. Accelerated by the normative turn in research and innovation policies towards 'missions', social innovation is nowadays a central element on policy agendas, from the urban and regional level to the national and subnational level of the European Commission and the OECD. As well as being spatial, planning is necessarily also about the future - and yet time has been relatively neglected in the academic, practice and policy literature on planning. Time, in particular the need for longer-term thinking, is critical to responding effectively to a range of pressing societal challenges from climate change to an ageing population, poor urban health to sustainable economic development. This makes the relative neglect of time not only a matter of theoretical importance but also increasing practical and political significance. A Future for Planning is an accessible, wide-ranging book that considers how planning practice and policy have been constrained by short-termism, as well as by a familiar lack of spatial thinking in policy, in response to major social, economic and environmental challenges. It suggests that failures in planning often represent failures to anticipate and shape the future which go well beyond planning systems and practices; rather our failure to plan for the longer-term relates to wider issues in policy-making and governance. This book traces the rise and fall of long-term planning over the past 80 years or so, but also sets out how planning can take responsibility for twenty-first century challenges. It provides examples of successes and failures of longer-term planning from around the world. In short, the book argues that we need to put time back into planning, and develop forms of planning which serve to promote the sustainability and wellbeing of future generations.
This book explores the concept of 'home' in Liverpool over phases of 'regeneration' following the Second World War. Using qualitative research in the oral history tradition, it explores what the author conceptualises as 'forward-facing' regeneration in the period up to the 1980s, and neoliberal regeneration interventions that 'prioritise the past' from the 1980s to the present. The author examines how the shift towards city centre-focused redevelopment and 'event-led' initiatives has implications for the way residents make sense of their conceptualisations of 'home', and demonstrates how the shift in regeneration focus, discourse, and practice, away from Liverpool's neighbourhood districts and towards the city centre, has produced changes in the ways that residents identify with neighbourhoods and the city centre, with prominence being given to the latter. Employing Pierre Bourdieu's concepts of habitus and field as mechanisms for understanding different senses of home and shifts from localised views to globalised views, this book will appeal to those with interests in urban sociology, regeneration, geography, sociology, home cultures, and cities.
This book includes studies on regions, industries and tendencies of industrial change and spatial concentration of competences and industrial potentials. The chapters in this volume provide for discussions concerning a wider understanding of situations related to Industry 4.0 and digitization. It also reaches out further than towards technology and economy because it includes regional and metropolitan societies, workforces and the divergencies of effects and opportunities. Industry 4.0 and digitization are new transformations for regions and metropolises where technologies are applied but regionally can appear as a continuation of innovative processes where it is developed. The divergent presence of competences creates a selectivity process among regions. There are individual industry-location-nexuses formed out of competences of industries, labour force and research which are complemented by public policies providing support towards such adaptation of innovation and change. Regional societies formed from skilled and educated labour become an important basis for participation in innovation and supply chains. Since smart factories widely can be managed remotely, this also shows a concentration of decision making. Simultaneously, it forms a polycentric de-concentration, indicating some more important locations as central within the networks. These systematic changes continue to deepen over time. While public policies may match innovative opportunities at the appropriate moment, they also contribute to a continuation of uneven development and divergent societal tendencies. Industry 4.0 and digitization indicate a wide and selective change of organization associated with new technologies and innovation. While some regions and metropolises can continue to build both innovative competences and innovative societies based on innovative labour force, others will participate because of their position in supply chains. Indigenous Invisibility in the City contextualises the significant social change in Indigenous life circumstances and resurgence that came out of social movements in cities. It is about Indigenous resurgence and community development by First Nations people for First Nations people in cities. Seventy-five years ago, First Nations peoples began a significant post-war period of relocation to cities in the United States, Canada, Australia, and Aotearoa New Zealand. First Nations peoples engaged in projects of resurgence and community development in the cities of the four settler states. First Nations peoples, who were motivated by aspirations for autonomy and empowerment, went on to create the foundations of Indigenous social infrastructure. This book explains the ways First Nations people in cities created and took control of their own futures. A fact largely wilfully ignored in policy contexts. Today, differences exist over the way governments and First Nations peoples see the role and responsibilities of Indigenous institutions in cities. What remains hidden in plain sight is their societal function as a social and political apparatus through which much of the social processes of Indigenous resurgence and community development in cities occurred. The struggle for self-determination in settler cities plays out through First Nations people's efforts to sustain their own institutions and resurgence, but also rights and recognition in cities.
