As the U.S. Navy enters the twenty-first century, many of the ships, aircraft, weapons, and tactics it employed so successfully during the Cold War will no longer be cost-effective or even effective. Future battlefields will shift the locus of naval action from the high seas into littoral waters, demanding sustained operations in relatively narrow, shallow waters. Naval forces in the twenty-first century must not only meet the traditional requirements of command of the sea--ships, planes, troops, and bases--carrying out forward presence, crisis response, strategic deterrence, and sealift. They must now put these together to obtain the four key operational capabilities of littoral warfare: command, control, intelligence and surveillance, and communication; battlespace dominance; power projection; and force sustainment. The core of the new U.S. strategic concept is power projection, and it envisions naval forces directly leading Army and Air Force elements to influence events ashore, most probably in the Third World. And this navy must be cost effective.

This book on intelligence analysis written by intelligence expert Dr. Stephen Marrin argues that scholarship can play a valuable role in improving intelligence analysis. Improving intelligence analysis requires bridging the gap between scholarship and practice. Compared to the more established academic disciplines of political science and international relations, intelligence studies scholarship is generally quite relevant to practice. Yet a substantial gap exists nonetheless. Even though there are many intelligence analysts, very few of them are aware of the various writings on intelligence analysis which could help them improve their own processes and products. If the gap between scholarship and practice were to be bridged, practitioners would be able to access and exploit the literature in order to acquire new ways to think about, frame, conceptualize, and improve the analytic process and the resulting product. This volume contributes to the broader discussion regarding mechanisms and methods for improving intelligence analysis processes and products. This book offers an examination of the role of emancipation in the study and practice of security, focusing on the issue of environmental change. The end of the Cold War created a context in which traditional approaches to security could be systematically questioned. This period also saw a concerted attempt in IR to argue that environmental change constituted a threat to security. This book argues that such a notion is problematic as it suggests that a universal definition of security is possible, which prevents a recognition of security as a site of contestation, in which a range of actors articulate alternative visions of who or what is in need of being secured. If security is understood and approached in traditional terms - as the territorial preservation of the nation-state from external threat - then it is indeed difficult to see how environmental issues would benefit from being placed on states' security agenda. If, however, security is defined in terms of the emancipation of the most vulnerable individuals from contingent structural oppressions, then drawing a relationship between environmental change and security may be beneficial for redressing those environmental issues and prioritising the needs of those most at risk from the manifestations of global environmental change. This book takes the limitations of contemporary approaches to the relationship between the environment and security as its starting point, and seeks to do two things. First, it aims to illustrate the ways in which arguments over approaches to environmental issues can be viewed as contestation over the meaning of 'security' in particular political contexts. Central here is the composition and assumptions of the dominant security discourse to emerge regarding those issues: a framework of meaning for the most important forms of action on behalf of a particular group, defining the terms for meaningful contestation and negotiation about security itself within that group. As such, the book attempts to illustrate the dynamics of competition over the meaning of security with reference to environmental issues, particularly focusing on instances of political change in the dominant security discourse through which that issue is approached. In the process the author points to the central role of these dominant security discourses in underpinning the most practically significant actions regarding environmental issues such as deforestation and global climate change. The book employs methodological tools that enable a focus on how particular frameworks of meaning are constituted and become dominant; how they provide a lens through which various issues are approached; and how discourses most consistent with redressing environmental change and the suffering of the most vulnerable might come to provide the framework through which security is viewed in particular contexts. This book will be of much interest to students of Critical Security Studies, geography, sociology, IR and Political Science in general.
This book explores the mythology woven around the Soviet secret police and the Russian cult of state security that has emerged from it. Tracing the history of this mythology from the Soviet period through to its revival in contemporary post-Soviet Russia, the volume argues that successive Russian regimes have sponsored a cult' of state security, whereby security organs are held up as something to be worshipped. The book approaches the history of this cult as an ongoing struggle to legitimise and sacralise the Russian state security apparatus, and to negotiate its violent and dramatic past. It explores the ways in which, during the Soviet period, this mythology sought to make the existence of the most radically intrusive and powerful secret police in history appear natural'. It also documents the contemporary post-Soviet re-emergence of the cult of state security, examining the ways in which elements of the old Soviet mythology have been revised and reclaimed as the cornerstone of a new state ideology. The Russian cult of state security is of ongoing contemporary relevance, and is crucial for understanding not only the tragedies of Russia's twentieth-century history, but also the ambiguities of Russia's post-Soviet transition, and the current struggle to define Russia's national identity and future development. The book examines the ways in which contemporary Russian life continues to be shaped by the legacy of Soviet attitudes to state-society relations, as expressed in the reconstituted cult of state security. It investigates the shadow which the figure of the secret policeman continues to cast over Russia today. The book will be of great interest to students of modern Russian history and politics, intelligence studies and security studies, as well as readers with an interest in the KGB and its successors.
Since the end of the Cold War, Russia has undergone profound economic and political changes. Initial hopes for a tranquil post-Cold War world, however, look naive in retrospect. Rapid NATO enlargement and European Union expansion, and perhaps NATO's Balkan interventions, now appear to have been premised on an assessment of Russian acquiescence that was far too optimistic, and seemed to extinguish any inkling Russia might have had of even limited integration with Europe. At the same time, the United States' expansive 'unipolar moment' was unexpectedly fleeting, its end hastened by 9/11, which dulled the newly benevolent and hopeful edge of international relations in favour of hard security and martial resolve. This abrupt change in emphasis notably led to the United States' strategic overreach in Iraq and immersion in Afghanistan, and arguably created conditions for an illiberal brand of leadership in line with Russia's historical habit and the inclinations of those who succeeded Boris Yeltsin. Chronologically, these articles span the period starting with the early promise of Russia's conciliation in the 1990s up to the more downbeat and agitated state of affairs at present. They cover a generous range of topics, including the end of the Cold War, Russia-NATO affairs, Russia and the West more broadly, Russia and other strategically important regions, nuclear weapons, Russian strategy, and Putin's Russia in particular.
Any state at war attempts to steer the conflict to the point where it can demonstrate its relative advantage. Thus underlying each war is a struggle over its particular nature, and in a dynamic process each side attempts to shape a war paradigm that suits its own relative strengths, while the adversary attempts to impose its preferred paradigm on the conflict. Israel, for example, seemingly has an edge in military effectiveness, and has therefore always preferred short, decisive wars. Its enemies, however, have an overall advantage in stamina and ability to leverage the international system. They therefore strive to lengthen the war and bring Israel to the point of defeat through attrition of the Israeli political-civilian system. ... In The Nature of War: Conflicting Paradigms and Israeli Military Effectiveness, Ron Tira examines the different aspects that characterize a war, from the center of gravity to be attacked to the elements constituting military decision, as they are manifested in 'simple' symmetrical wars; asymmetrical wars versus a state opponent; guerilla warfare; parallel warfare; and next generation warfare. ... This book examines how international intelligence cooperation has come to prominence post-9/11 and introduces the main accountability, legal and human rights challenges that it poses. Since the end of the Cold War, the threats that intelligence services are tasked with confronting have become increasingly transnational in nature -- organised crime, the proliferation of weapons of mass destruction and terrorism. The growth of these threats has impelled intelligence services to cooperate with contemporaries in other states to meet these challenges. While cooperation between certain Western states in some areas of intelligence operations (such as signals intelligence) is longstanding, since 9/11 there has been an exponential increase in both their scope and scale. This edited volume explores not only the challenges to accountability presented by international intelligence cooperation but also possible solutions for strengthening accountability for activities that are likely to remain fundamental to the work of intelligence services. The book interrogates the disciplinary biases and firewalls that inform mainstream international relations today, and problematises the several tropes that have come to typify the strategic histories of post-colonial societies such as India. Questioning a range of long-held cultural representations on India, the book challenges such portrayals and underscores the centrality of context and contingency in any cultural explanation of state behaviour. It argues for a historico-cultural understanding of power and critiques IR's tendency to usher in a selective 'return of history'. Taking two contrasting case studies from medieval Indian history, the book assesses the success and failure of the grand strategy pursued by the Mughal empire under Akbar. The study emphasises his grand strategy of accommodation, defined by the interplay of critical variables such as distance and the vast military labour market. The book also looks at his conscious attempt to indigenise power by projecting himself as the personification of the ideal Hindu king. This case study helps to contextualise the many critical transitions that occurred in international relations: from medieval empires to the modern state system, and from an indigenised, experiential understanding of power to its absolute, abstract manifestations in the colonial state.

Israel's flawed intelligence assessment in October 1973 has been studied intensively and been the subject of much public and professional debate. This book adds a unique dimension to previously disclosed material, as its author served as head of the Research Branch of Israeli Military Intelligence on the eve of and during the Yom Kippur War and as such was responsible for the national intelligence assessment at the time. Drawing on his personal records, and on interviews and extensive research conducted in the intervening decades, Aryeh Shalev examines the preconceptions and common beliefs that prevailed among Israeli intelligence officials and ultimately contributed to their flawed assessment: the excessive self-confidence in Israel's prowess, particularly in the aftermath of the Six Day War; the confidence that any surprise attack could be repelled with the regular army until the reserves were mobilised; the accepted profile of Sadat as a weak leader with limited powers and initiative; and the belief in Israel's correct understanding of Egyptian and Syrian operational plans . . . Beyond explaining where Israeli intelligence erred, the book probes expectations of military intelligence in general and the relationship between military and political assessments. It considers what kind of assessment an intelligence branch is capable of producing with a great degree of certainty, and conversely, what kind of assessment it should not be asked to produce. The Manchurian "Incident" of 1931 led to a Japanese occupation, the birth of Manchoukuo and the withdrawal of Japan from the League of Nations. At the time it seemed as if the army and navy were exerting a supreme influence. This volume points out that this influence is not new and that there are strong reasons for its existence and continuance. It shows how it is fostered by the peculiar political structure of the country, and how, though often unintelligible to Europeans, it may be understood and accounted for in the light of the historical and political background of Japan.
Following the career of one relatively unknown First World War general, Lord Horne, this book adds to the growing literature that challenges long-held assumptions that the First World War was a senseless bloodbath conducted by unimaginative and incompetent generals. Instead it demonstrates that men like Horne developed new tactics and techniques to deal with the novel problems of trench warfare and in so doing seeks to re-establish the image of the British generals and explain the reasons for the failures of 1915-16 and the successes of 1917-18 and how this remarkable change in performance was achieved by a much maligned group of senior officers. Horne's important career and remarkable character sheds light not only on the major battles in which he was involved; the progress of the war; his relationships with his staff and other senior officers; the novel problems of trench warfare; the assimilation of new weapons, tactics and training methods; and the difficulties posed by the German defences, but also on the attitudes and professionalism of a senior British commander serving on the Western Front. Horne's career thus provides a vehicle for studying the performance of the British Army in the first quarter of the Twentieth Century. It also gives an important insight into the attitudes, ethos and professionalism of the officer corps which led that army to victory on the Western Front, exposing not only its flaws but also its many strengths. This study consequently provides a judgment not only on Horne as a personality, innovator and general of great importance but also on his contemporaries who served with the British Armies in South Africa and France during an era which saw a revolution in military affairs giving birth to a Modern Style of Warfare which still prevails to this day.
Religion and security play an important role in traditional societies. In South and Central Asia, traditional and moderate Islamic beliefs and practices with strong indigenous and Sufi content are diametrically opposed to radical Wahabi and Taliban brands of Islam intolerant of other cultures and groups. The emergence of radical extremist and violent Islamist movements poses serious challenges to the secular and democratic polity, inter-religious harmony, security and territorial integrity of states in the region. As such, religious extremism, terrorism, drug trafficking and arms smuggling are viewed by various countries in South and Central Asia and also in the West as the main threats to their security. Against this backdrop, this book provides local perspectives on religion, security, history and geopolitics in South Asia and Central Asia in an integrated manner. Presenting a holistic and updated view of the developments inside and across South and Central Asia, it offers concise analyses by experts on the region. Yugoslav military cooperation with West emerged after the country's split with the U.S.S.R. and its allies in 1948. It came as a surprise for many, since Yugoslavia used to be one of the staunchest followers of Soviet politics. However, faced with possible military escalation of the ideological, political, and economic worsening of relations with the East, the Yugoslav leadership quickly turned to their former "class enemies." For the United States, it presented an opportunity to acquire many unexpected political benefits. Yugoslav alienation from the Kremlin provided territorial consolidation of the southern flank of NATO, denial of direct approach to the Adriatic Sea and Northern Italy to Soviet troops, and dealt a strong political blow to the homogeneity of the Eastern bloc. While not insisting on changing the ideological nature of Yugoslav state, the United States provided much needed material and financial aid, developing the base for entering into sphere of military cooperation. It had two main categories-direct support for Yugoslav forces through shipments of military equipment, as well as Yugoslavia entering into defensive, military alliance (the Balkan Pact) with Greece and Turkey, already full members of NATO. Such trends, aiming towards closer Yugoslav bonding with Western military and political structures, ended in the mid-1950s with Stalin's death, the outbreak of the Trieste crisis, and Tito's reconciliation with Soviet leadership. Developing the new policy of non-alignment with either of the confronting blocs, Yugoslavia stepped out from the program of Western military aid, while the Balkan Pact slowly faded in growing animosity between Greece and Turkey.
Making the right-wing Bharatiya Janata Party 's nuclear tests in 1998 its starting point, this book examines how opinion amongst India 's attentive public shifted from supporting nuclear abstinence to accepting and even feeling a need for a more assertive policy, by examining the complexities of the debate in India on nuclear policy in the 1990s. The study seeks to account for the shift in opinion by looking at the parallel processes of how nuclear policy became an important part of the public discourse in India, and what it came to symbolise for the country 's intelligentsia during this decade. It argues that the pressure on New Delhi in the early 1990s to fall in line with the non-proliferation regime, magnified by India 's declining global influence at the time, caused the issue to cease being one of defence, making it a focus of nationalist pride instead. The country 's nuclear programme thus emerged as a test of its ability to withstand external compulsions, guaranteeing not so much the sanctity of its borders as a certain political idea of it that of a modern, scientific and, most importantly, sovereign state able to defend its policies and set its goals.
