First Published in 1998. This is Volume XV of eighteen of a series on the Sociology of Public Policy, Welfare and Social Work. Written in 1948, this book highlights clearly the work that had been done by the voluntary social services in the period between the two wars, so as to make clearer the lines of demarcation between statutory and voluntary methods of providing for social needs. It was written with the hope that it would necessitate some radical reorganization in the post-war world.

Voluntary work is undertaken for three main reasons; first, there are jobs to be done which cannot be or at least will not be done by paid personnel; second, the opportunity to give service meets a personal need felt by individual people; and third, voluntary action is a powerful force for social progress. These three reasons provide the explanation and the justification for the existence of voluntary work. The purpose of this book is to examine the present position and future role of voluntary work in the United Kingdom and to analyse its value to the individual and to the community. Its limitations as well as its achievements will be considered and criticism as well as praise will be recorded.

This work had its origin in the concern of one of the authors about those children who entered a certain grammar school in a high position on the entrance list and who therefore gave promise of good academic progress, yet were found at the end of the first academic year to have a very low standard of attainment. As well as looking at the grammar entrance exam, it also explores what make or mar educational promises at that critical stage of a young person's life-the transitional stage from primary to secondary education.

Post-war plans for the reshaping of the school system in France have succeeded and superseded each other with confusing rapidity. They reflect the vigorous attempts of intelligent Frenchmen to construct an educational system that will be adequate for the resurgent, industrial, prosperous, democratic country whose mission as a model of civilization and enlightenment they still proclaim. Despite these measures dissatisfaction with the school system, its syllabuses and its methods continue to be felt acutely, with the principles of reform have been lengthily debated by the various professional, social, political and religious groups in France. The resulting legislation has brought about changes with which nobody is content. A major purpose of this book has been to allow the various protagonists to speak for themselves.
