Merit-based tests and contests have become popular methods for allocating rewards from trophies to contracts, jobs to grants, admissions to licenses. With origins in jurisprudence, methods of rewarding merit seem fairer than those rewarding political or social connections, bribery, aggression, status, or wealth. Because of this, merit-based competitions are well-suited to the societal belief that people should be rewarded for what they know or do, and not for who they know or are; however, judging merit is rarely an easy task it is prone to a variety of biases and errors. What does it mean to be rational - to reason well and effectively? How does rationality, broadly conceived, relate to the knowledge one acquires, the beliefs one forms, the explanations one constructs or appropriates, the judgments and decisions one makes, the values one adopts? What is the character of human reasoning and, in particular, does it tend to be rational? Much has been written about human rationality - or lack thereof.In recent years, some writers have focused attention on the numerous ways in which people appear not to be rational, at least if being rational is taken to mean always thinking or behaving in accordance with some normative standard. Others have argued that, if human reasoning is as flawed as this work suggests, it is a wonder that we, as a species, are around to notice the fact. This book examines much of the experimental research on reasoning as it relates to a variety of conceptions of rationality, not limited to conformity of thought and behavior or to the dictates of one or another normative system. The discussion focuses on specific topics that represent essential aspects of any adequately inclusive conception of rationality: intelligence and knowledge; beliefs; goals, values and affect; explanations; judgment and choice; and, understanding and wisdom.
The work of Daniel Kahneman and Amos Tversky has transformed the study of judgment and decision-making, and penetrated related disciplines such as economics, finance, marketing, law and medicine. The conditional, if...then, is probably the most important term in
natural language and forms the core of systems of logic and mental
representation. It occurs in all human languages and allows people
to express their knowledge of the causal or law-like structure of
the world and of others' behaviour, e.g., if you turn the key the
car starts, if John walks the dog he stops for a pint of beer; to
make promises, e.g., if you cook tonight, I'll wash up all week; to

This book is the first history of UK economic intelligence and offers a new perspective on the evolution of Britain's national intelligence machinery and how it worked during the Cold War. British economic intelligence has a longer pedigree than the Joint Intelligence Committee (JIC) and was the vanguard of intelligence coordination in Whitehall, yet it remains a missing field in intelligence studies. This book is the first history of this core government capability and shows how central it was to the post-war evolution of Whitehall's national intelligence machinery. It places special emphasis on the Joint Intelligence Bureau and Defence Intelligence Staff - two vital organisations in the Ministry of Defence underpinning the whole Whitehall intelligence edifice, but almost totally ignored by historians. Intelligence in Whitehall was not conducted in a parallel universe. This contrasts with the conventional wisdom which accepts the uniqueness of intelligence as a government activity and is symbolised by the historical profile of the JIC. The study draws on the official archives to show that the mantra of the existence of a semi-autonomous UK intelligence community cannot be sustained against the historical evidence of government departments using the machinery of government to advance their traditional priorities. Rivalries within and between agencies and departments, and their determination to resist any central encroachment on their authority, emasculated a truly professional multi-skilled capability in Whitehall at the very moment when it was needed to address emerging global economic issues. Examining the thematic intersection of law, technology and violence, this book explores cyber attacks against states and current international law on the use of force. The theory of information ethics is used to critique the law's conception of violence and to develop an informational approach as an alternative way to think about cyber attacks. Cyber attacks against states constitute a new form of violence in the information age, and international law on the use of force is limited in its capacity to regulate them. This book draws on Luciano Floridi's theory of information ethics to critique the narrow conception of violence embodied in the law and to develop an alternative way to think about cyber attacks, violence, and the state. The author uses three case studies - the 2007 cyber attacks against Estonia, the Stuxnet incident involving Iran that was discovered in 2010, and the cyber attacks used as part of the Russian interference in the 2016 US presidential election - to demonstrate that an informational approach offers a means to reimagine the state as an entity and cyber attacks as a form of violence against it.
