From Afghanistan to Zimbabwe the world has witnessed a rising tide of contentious elections ending in heated partisan debates, court challenges, street protests, and legitimacy challenges. In some cases, disputes have been settled peacefully through legal appeals and electoral reforms. In the worst cases, however, disputes have triggered bloodshed or government downfalls and military coups. Contentious elections are characterized by major challenges, with different degrees of severity, to the legitimacy of electoral actors, procedures, or outcomes. Despite growing concern, until recently little research has studied this phenomenon. The theory unfolded in this volume suggests that problems of electoral malpractice erode confidence in electoral authorities, spur peaceful protests demonstrating against the outcome, and, in the most severe cases, lead to outbreaks of conflict and violence. Understanding this process is of vital concern for domestic reformers and the international community, as well as attracting a growing new research agenda. The editors, from the Electoral Integrity Project, bring together scholars considering a range of fresh evidence- analyzing public opinion surveys of confidence in elections and voter turnout within specific countries, as well as expert perceptions of the existence of peaceful electoral demonstrations, and survey and aggregate data monitoring outbreaks of electoral violence. The book provides insights invaluable for studies in democracy and democratization, comparative politics, comparative elections, peace and conflict studies, comparative sociology, international development, comparative public opinion, political behavior, political institutions, and public policy.
Our federal campaign finance system is in a state of disarray. The current regulatory scheme is not curbing, and may be abetting, the enormous increase in campaign contributions and expenditures. The enormous influence of major campaign donors on the process of government is a growing cause of national concern. The Special Commission of The Association of the Bar of the City of New York has spent the past two years studying the current system and developing a blueprint for reform. Composed of members with diverse political views and extensive legal and government experience, the Commission takes a fresh look at how to limit the undue influence of private money in federal elections. The result is a highly readable report that tells how the current system, established in the wake of the Watergate scandal, is being manipulated by monied special interests, and how the system can be reformed. The report addresses: how to develop a level playing field for candidates; how to limit the amount of money flowing into campaigns while allowing candidates to mount effective races; how to curb the use of soft money and issue advocacy while preserving the role of political parties; and how to structure a system that will restore public confidence in government. This volume explores the way governments endeavoured to build and maintain public support for the war in Afghanistan, combining new insights on the effects of strategic narratives with an exhaustive series of case studies. In contemporary wars, with public opinion impacting heavily on outcomes, strategic narratives provide a grid for interpreting the why, what and how of the conflict. This book asks how public support for the deployment of military troops to Afghanistan was garnered, sustained or lost in thirteen contributing nations. Public attitudes in the US, Canada, Australia and Europe towards the use of military force were greatly shaped by the cohesiveness and content of the strategic narratives employed by national policy-makers. Assessing the ability of countries to craft a successful strategic narrative, the book addresses the following key areas: 1) how governments employ strategic narratives to gain public support; 2) how strategic narratives develop during the course of the conflict; 3) how these narratives are disseminated, framed and perceived through various media outlets; 4) how domestic audiences respond to strategic narratives; 5) how this interplay is conditioned by both events on the ground, in Afghanistan, and by structural elements of the domestic political systems. It is widely assumed that a competitive political environment of public distrust and critical media forces political parties to manage communications and reputations strategically, but is this really true? This book examines how renewed forms of artistic activism were developed in the wake of the neoliberal repression since the 1980s. The volume shows the diverse ways in which artists have sought to confront systemic crises around the globe, searching for new and enduring forms of building communities and reimagining the political horizon. Combining historical and policy study with empirical research from a qualitative study of regional elites this book offers an original and timely insight into the progress of devolution of governance in England. With particular interest in how governments have tried and continue to engage English people in sub-national democratic processes while dealing with the realities of governance it uses in-depth interviews with key figures from three English regions to get the 'inside view' of how these processes are seen by the regional and local political, administrative, business and voluntary sector elites who have to make policies work in practice. Tracing the development of decentralisation policies through regional policies up to and including the general election in 2010 and the radical shift away from regionalism to localism by the new Coalition Government thereafter the authors look in detail at some of the key policies of the incumbent Coalition Government such as City Regions and Localism and their implementation. Finally they consider the implications of the existing situation and speculate on possible issues for the future.
What is symbolic representation? Since Hanna Pitkin's seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. This important exploration raises relevant new questions regarding the representation of gender that form valuable contributions to the fields of political science, political theory, sociology, and gender studies.

The 'Arab spring', the Spanish indignados, the Greek aganaktismenoi and the Occupy Wall Street movement all share a number of distinctive traits; they made extensive use of social networking and were committed to the direct democratic participation of all as they co-ordinated and conducted their actions. Leaderless and self-organized, they were socially and ideologically heterogeneous, dismissing fixed agendas or ideologies. Still, the assembled multitudes that animated these mobilizations often claimed to speak in the name of 'the people', and they aspired to empowered forms of egalitarian self-government in common. Similar features have marked collective resistances from the Zapatistas and the Seattle protests onwards, giving rise to theoretical and practical debates over the importance of these ideological and political forms. By engaging with the controversy between the autonomous, biopolitical 'multitude' of Hardt and Negri and the arguments in favour of the hegemony of 'the people' advanced by J. Ranciere, E. Laclau, C. Mouffe and S. Zizek the central aim of this book is to discuss these instances of collective mobilization, to probe the innovative practices and ideas they have developed and to debate their potential to reinvigorate democracy whilst seeking something better than 'disaster capitalism'.
Too often, existing literature has conflated the discourses that enabled the 'War on Terror', ignoring the contextual specificities of the states that make up the 'Coalition of the Willing'. Australia's 'war on terror' Discourse fills this gap by providing a full and sustained critical analysis of Australian foreign policy discourse along with the theoretical synthesis for a specific model of critical discourse analysis of the subject. The language of then Prime Minister Howard is the primary focus of the book but attention is also paid to the language of key ministers, political opponents and other prominent actors. The voices of those who challenged the dominant discourse are also considered to shed light on the ways in which discourses can be destabilised. Kathleen Gleeson shows how Howard successfully invoked narratives of identity and sovereignty that resonated with his audience and promoted his reworked narrative of Australia whilst facing dissent from many actors who voiced their opposition most successfully when they capitalised on inconsistencies within the discourse.
'Influence' is a slippery concept, yet one of tremendous relevance for those wishing to understand global politics. From debates on the changing sources of power in the international system, through to analyses of its value as an alternative to the active use of force as a policy instrument, influence has become a recurrent theme in discussions of international relations and foreign policy. In order to provide a better understanding of the multifaceted and shifting nature of influence, this volume looks at how the British government employed various forms of pressure and persuasion to achieve its goals across the twentieth century. Voting hides a familiar puzzle. Many people take the trouble to vote even though each voter's prospect of deciding the election is nearly nil. Russians vote even when pervasive electoral fraud virtually eliminates even that slim chance. The right to vote has commonly been won by protesters who risked death or injury even though any one protester could have stayed home without lessening the protest's chance of success. Could people vote or protest because they stop considering their own chances and start to think about an identity shared with others? If what they hear or read affects political identity, a shift in political discourse might not just evoke protests and voting but also make the minority that has imposed the dictator's will suddenly lose heart. During the Soviet Union's final years the cues that set communist discourse apart from standard Russian sharply dwindled. A similar convergence of political discourse with local language has preceded expansion of the right to vote in many states around the globe. Richard D. Anderson, Jr., presents a groundbreaking theory of what language use does to politics.
Michael Paul Rogin's scholarship profoundly altered the scope, content, and disposition of political theory. He reconstituted the field by opening it to an array of texts, performances, and methods previously considered beyond the purview of the discipline. His work addressed the relationship between dimensions of politics typically split apart - institutional power and cultural forms, material interests and symbolic meanings, class projects and identity politics, the public and the private. Rogin's scholarship enlarges our sense of the borders and genres defining political theory as a field and enriches our capacity to think critically and creatively about the political. The editors have focused on three categories of substantive innovation: Demonology and Countersubversion Rogin used the concepts "countersubversive tradition" and "political demonology" to theorize how constitutive exclusions and charged images of otherness generated imagined national community. He exposed not only the dynamics of suppressing and delegitimizing political opposition, but also how politics itself is devalued and displaced. The Psychic Life of Liberal Society Rogin addressed the essential contradiction in liberalism as both an ideology and a regime - how a polity professing equality, liberty, and pluralist toleration engages in genocide, slavery, and imperial war. Political Mediation: Institutions and Culture Rogin demonstrated how cultural forms - pervasive myths, literary and cinematic works - mediate political life, and how political institutions mediate cultural energies and aspirations.
Endogenous election timing allows leaders to schedule elections 'when the time is right'. The author proposes and tests an informational theory of endogenous election timing that explains when leaders call for elections and the consequences of their decisions. In particular, he argues that, if all else is equal, leaders announce elections when they anticipate a decline in their future performance. As a consequence, early elections signal a leader's lack of confidence in future outcomes. The earlier elections occur, relative to expectations, the stronger the signal of demise. Using data on British parliaments since 1945, the author tests hypotheses related to timing of elections, electoral support and subsequent economic performance. Leaders who call elections early (relative to expectations) experience a decline in their popular support relative to pre-announcement levels, experience worse post-electoral performance, and have shorter campaigns.
Over the past twenty years, presidential candidates have developed an entertainment talk show strategy in which they routinely chat with the likes of Oprah Winfrey, David Letterman, and Jon Stewart. In fact, between 1992 and 2012, there have been more than 200 candidate interviews on daytime and late night talk shows with nearly every presidential candidate-from long shot primary contender to major party nominee-hitting the talk show circuit at some point during the campaign. This book explores the development of the entertainment talk show strategy and assesses its impact on presidential campaigns. The chapters mix detailed narrative with extensive empirical data on audiences, content, viewer reaction, and press coverage to explain why candidates have embraced this strategy and the conditions under which these interviews are most likely to meet their expectations. The book also explores how these interviews can enhance campaigns by connecting a critical segment of the voting population with candidates who provide useful political information in a casual setting. Talk Show Campaigns shows that this is more than a gimmick-it's a key part of how candidates communicate with voters, which reveals a lot about how campaigns have changed over the past two decades.
The secrecy in which the British Board of Film Censors enveloped itself until 1948 resulted in a glaring vacuum in British cinematic history. Originally published in 1985, this book filled this important gap, drawing on the detailed registers of films passed, cut and banned since 1913. The book opens by tracing the events which led up to the creation of the BBFC and goes on to cover the Board's theoretical censorship principles concerning such matters as crime, religion and sex and to discuss how these principles were applied in practice to silent films. The advent of the talkies in the late 1920s caused a minor revolution in the Board's work during the 1930s and 1940s, when the cinema rose to the peak of its popularity. This era of the Board's history is examined in detail, with extensive use of the Board's surviving records and a whole chapter devoted to the special circumstances of the Second World War. The final chapter delves into the Board's work up to 1950, and investigates the connection between film censorship in Britain and the USA. Also discussing the political and social background, this is an essential history of film censorship in Britain in general and the BBFC in particular.
It s a common complaint that a presidential candidate's style matters more than substance and that the issues have been eclipsed by mass-media-fueled obsession with a candidate s every slip, gaffe, and peccadillo. This book explores political communication in American presidential politics, focusing on what political insiders call "message." Message, Michael Lempert and Michael Silverstein argue, is not simply an individual s positions on the issues but the craft used to fashion the creature the public sees as the candidate. Lempert and Silverstein examine some of the revelatory moments in debates, political ads, interviews, speeches, and talk shows to explain how these political creations come to have a life of their own. European politicians often speak of their efforts to 'manage globalization.' At one level, this is merely a rhetorical device to make globalization more palatable to citizens and prove that policy-makers are still firmly in control of their country's fate. This volume argues that the advocacy of managed globalization goes beyond rhetoric and actually has been a primary driver of major European Union (EU) policies in the past twenty years. The EU has indeed tried to manage globalization through the use of five major mechanisms: 1) expanding policy scope 2) exercising regulatory influence 3) empowering international institutions 4) enlarging the territorial sphere of EU influence, and 5) redistributing the costs of globalization. These mechanisms are neither entirely novel, nor are they always effective but they provide the contours of an approach to globalization that is neither ad hoc deregulation, nor old-style economic protectionism. The recent financial crisis may have seemed initially to vindicate the European efforts to manage globalization, but it also represented the limits of such efforts without the full participation of the US and China. The EU cannot rig the game of globalization, but it can try to provide predictability, oversight, and regularity with rules that accommodate European interests. This book was based on a special issue of Journal of European Public Policy.

Digital media and online social networking applications have changed the way in which dissent is organized with social movement leaders using online applications and digital content systems to organize collective action, activate local protest groups, network with international social movements and share their political perspectives. In the past, authoritarian regimes could control broadcast media in times of political crisis by destroying newsprint supplies, seizing radio and television stations, and blocking phone calls. It is much more difficult to control media in the digital age though there have certainly been occasions when states have successfully shut down their digital networks. What causes state-powers to block internet access, disable digital networks or even shut off internet access? How is it done, what is the impact and how do dissidents attempt to fight back? In this timely and accessible volume a collection of high profile, international scholars answer these key questions using cases from Israel, Iran, Russia, Morocco, Vietnam and Kuwait and assess the political economy of the actors, institutions and regimes involved and effected by the state-management and control of digital networks.
This theoretically and empirically grounded book uses case studies of political graffiti in the post-socialist Balkans and Central Europe to explore the use of graffiti as a subversive political media. Despite the increasing global digitisation, graffiti remains widespread and popular, providing with a few words or images a vivid visual indication of cultural conditions, social dynamics and power structures in a society, and provoking a variety of reactions. Using qualitative and quantitative methods, as well as detailed interdisciplinary analyses of "patriotic," extreme-right, soccer-fan, nostalgic, and chauvinist graffiti and street art, it looks at why and by whom graffiti is used as political media and to/against whom it is directed. The book theorises discussions of political graffiti and street art to show different methodological approaches from four perspectives: context, author, the work itself, and audience.
