Over the past few decades, psychologists have discovered that human reasoning is defective in surprising ways. We are beset by numerous biases and heuristics, which lead us to reason poorly about things that matter to us. And while there are illuminating evolutionary explanations for how these biases and heuristics may have benefited our species in its phylogeny, psychologists are unanimous that these cognitive dispositions largely corrupt rather than aid our belief-forming practices. In Winning Votes by Abusing Reason: Political Rhetoric and Responsible Belief, Jamie Watson argues that political rhetoric, rather than helping us overcome these defects, exacerbates them. And standard attempts to address this problem, such as deliberative democracy and paternalism, tend to either exclude citizens from important decisions or give them the illusion of reasoning well, perpetuating poor and irresponsible political beliefs. This book concludes that, rather than attempt more political solutions, the most promising approach to forming and preserving responsible political beliefs is to adopt individual principles of epistemic caution. The author brings together insights from political philosophy, social epistemology, behavioral psychology, and agnotology to suggest how we might protect our belief-forming behavior from the corrosive effects of political rhetoric. A guiding principle in creating Political Marketing has been to examine the ways in which culture, politics, and society interrelate in the field of political marketing. In the course of the book, the editors and contributors consider 'culture' as a distinctive concept with transformative capacities that need further and deeper development in the engineering of the political marketing process. This may be introduced and, consequently, lead to broad formulation of a 'campaign culture'. Indeed, understanding and adapting a broader 'campaign culture', political marketing models may be seen as sets of pathways of key resources resulting viability in human assets, forms of influence, class stratification, alternative flows of information or networking and intercultural knowledge - sharing activity. The war in Afghanistan came to an end in 2014 after nearly thirteen years of conflict. Throughout that period, British officials have described UK operations there in various conflicting and often contradictory ways; as a counter-terrorism mission, a stabilisation mission, and a counter-narcotics mission, respectively. This book investigates how the war was 'sold' to the British public and how Britain's 'transnational' foreign and defence policy impacted on the unfolding of UK strategy in Afghanistan and the way it was communicated. It argues that because the UK's foreign and defence policy is transnationally-oriented - meaning that it is foundationally aimed at maintaining alliance with the United States and the institutional coherence of NATO - UK strategy is contingent upon collective security and, crucially, is fundamentally concerned with the means of policy (maintaining alliances) over the ends (using alliances to effect change). Explaining the inalienability of collective security systems to national security is no easy task, however, and, when faced with the adversities of Afghanistan, the UK state has since 2008 instead opted to describe the significance of Afghanistan in narrow, nation-centric, counter-terrorist concerns in order to maintain public support for collective security operations there whilst, paradoxically, framing the conflict in a manner that avoids talking about the transnational structure and purpose of the mission. This kind of 'strategic' communication is increasingly becoming a focus of the UK state as it faces a transnational dilemma of maintaining its collective security bonds whilst facing a public increasingly sceptical of liberal interventionism.
Our federal campaign finance system is in a state of disarray. The current regulatory scheme is not curbing, and may be abetting, the enormous increase in campaign contributions and expenditures. The enormous influence of major campaign donors on the process of government is a growing cause of national concern. The Special Commission of The Association of the Bar of the City of New York has spent the past two years studying the current system and developing a blueprint for reform. Composed of members with diverse political views and extensive legal and government experience, the Commission takes a fresh look at how to limit the undue influence of private money in federal elections. It systematically analyzes the impact on voting choice of factors rooted in the currently dominant approaches to the study of electoral behavior, but adds to this analysis factors introduced or reintroduced into this field by the Comparative National Elections Project (CNEP)-socio-political values, and political communication through media, personal discussion, and organizational intermediaries. It demonstrates empirically that these long-neglected factors have significant political impact in many countries that previous studies have overlooked, while "economic voting" is insignificant in most elections once long-term partisan attitudes are taken into consideration. Its examination of electoral turnout finds that the strongest predictor is participation by other family members, demonstrating the importance of intermediation. Another chapter surveys cross-national variations in patterns of intermediation, and examines the impact of general social processes (such as socioeconomic and technological modernization), country-specific factors, and individual-level attitudinal factors as determinants of those patterns. Complementing its cross-national comparative analysis is a detailed longitudinal case study of one country over 25 years. Finally, it examines the extent of support for democracy as well as significant cross-national differences in how democracy is understood by citizens. This volume explores the way governments endeavoured to build and maintain public support for the war in Afghanistan, combining new insights on the effects of strategic narratives with an exhaustive series of case studies. In contemporary wars, with public opinion impacting heavily on outcomes, strategic narratives provide a grid for interpreting the why, what and how of the conflict. This book asks how public support for the deployment of military troops to Afghanistan was garnered, sustained or lost in thirteen contributing nations. Public attitudes in the US, Canada, Australia and Europe towards the use of military force were greatly shaped by the cohesiveness and content of the strategic narratives employed by national policy-makers. The Politics and Crisis Management of Animal Health Security addresses the 2001 foot and mouth epidemic in the United Kingdom - one of, if not the, most significant crises ever to face the UK farming industry. In some cases, disputes have been settled peacefully through legal appeals and electoral reforms. In the worst cases, however, disputes have triggered bloodshed or government downfalls and military coups. Contentious elections are characterized by major challenges, with different degrees of severity, to the legitimacy of electoral actors, procedures, or outcomes. Despite growing concern, until recently little research has studied this phenomenon. The theory unfolded in this volume suggests that problems of electoral malpractice erode confidence in electoral authorities, spur peaceful protests demonstrating against the outcome, and, in the most severe cases, lead to outbreaks of conflict and violence. Understanding this process is of vital concern for domestic reformers and the international community, as well as attracting a growing new research agenda. Documentary filmmaking is one of the most vibrant areas of media activity in the Chinese world, with many independent filmmakers producing documentaries that deal with a range of sensitive socio-political problems, bringing to their work a strongly ethical approach. Political marketing has become a global phenomenon as parties try to copy the market-oriented approach employed by Tony Blair to win power for New Labour in 1997. Increasingly voters choose parties like consumers choose products, and this study looks at how some political parties, such as Sinn Fein, have been able to capitalise on this to gain support. What is symbolic representation? Since Hanna Pitkin's seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. Voting hides a familiar puzzle. Many people take the trouble to vote even though each voter's prospect of deciding the election is nearly nil. Russians vote even when pervasive electoral fraud virtually eliminates even that slim chance. The right to vote has commonly been won by protesters who risked death or injury even though any one protester could have stayed home without lessening the protest's chance of success. Could people vote or protest because they stop considering their own chances and start to think about an identity shared with others? If what they hear or read affects political identity, a shift in political discourse might not just evoke protests and voting but also make the minority that has imposed the dictator's will suddenly lose heart. During the Soviet Union's final years the cues that set communist discourse apart from standard Russian sharply dwindled. A similar convergence of political discourse with local language has preceded expansion of the right to vote in many states around the globe. Richard D. Combining historical and policy study with empirical research from a qualitative study of regional elites this book offers an original and timely insight into the progress of devolution of governance in England. With particular interest in how governments have tried and continue to engage English people in sub-national democratic processes while dealing with the realities of governance it uses in-depth interviews with key figures from three English regions to get the 'inside view' of how these processes are seen by the regional and local political, administrative, business and voluntary sector elites who have to make policies work in practice. Tracing the development of decentralisation policies through regional policies up to and including the general election in 2010 and the radical shift away from regionalism to localism by the new Coalition Government thereafter the authors look in detail at some of the key policies of the incumbent Coalition Government such as City Regions and Localism and their implementation. Finally they consider the implications of the existing situation and speculate on possible issues for the future.
According to the Duvergerian theories, in the long run, only viable parties are expected to stand for elections. Non-viable parties should join a pre-electoral coalition with another party or withdraw from competition entirely. Why then do non-viable political parties throughout the world systematically continue presenting candidates? This book responds to this evident but unanswered question to create a general theory about deviations from the Duvergerian equilibrium. The author argues that, far from being just a random or irrational decision, the choice of political parties to present candidates when they do not expect to achieve representation can be explained by the overlap of electoral arenas, that generate opportunities for viable parties to present candidates where they are non-viable. In sum, political parties will take advantage of their viability in an arena to present candidacies in other arenas where they do not have chances to become viable. The building of this new theory on electoral contamination allows the construction of a new and more encompassing conceptual framework through which to make sense of what, until now, has been understood as disparate phenomena and contributes to a better understanding of political parties' strategic behaviour.
'Influence' is a slippery concept, yet one of tremendous relevance for those wishing to understand global politics. From debates on the changing sources of power in the international system, through to analyses of its value as an alternative to the active use of force as a policy instrument, influence has become a recurrent theme in discussions of international relations and foreign policy. In order to provide a better understanding of the multifaceted and shifting nature of influence, this volume looks at how the British government employed various forms of pressure and persuasion to achieve its goals across the twentieth century.
