The LEADER programme, initiated in 1991, aims to improve the development potential of rural areas in the European Union by drawing on local initiatives and skills. Highlighting this unique policy approach, this book presents up-to-date research results on LEADER's achievements and restrictions at the local level in a comparative way in order to discuss its merits and problems. What makes LEADER important is not only that it has a major role in rural development efforts, but also that it has a pioneering role in the new type of governance, participatory democracy. Asking whether LEADER strengthens local democracy or not, this book also looks at how it affects the power balance among stakeholders, between national and local actors and between genders. It questions whether LEADER projects are genuinely grass-root level activities, reflecting local needs and ideals; and if the approach brings local know-how back onto the development agenda in innovations and development activities. Finally, the authors examine the success of dissemination of knowledge within the LEADER programme to other regions.

The world economy has undergone rapid evolution in recent decades, along with changes in the importance of industries and their organization, and sharp changes in the fortunes of regions. Focusing on the vulnerability and resilience to economic shocks at the household level, this book draws on extensive research activities carried out in two Melanesia countries: the Solomon Islands and Vanuatu. In particular, it identifies the household impacts of the recent food, fuel and economic crises. The contributors also examine resilience by identifying how households responded to these recent economic events in order to cope with their impacts. Findings indicate that households are vulnerable to a range of shocks and often struggle to cope with their impacts. Shocks are making it harder for households to meet their basic needs. Households in Melanesia are facing increasing demands for money, in particular for school fees, basic foodstuffs and customary obligations. Concurrently, there are limited domestic opportunities for formal employment. Traditional social support networks are strong and are an important form of resilience. However, there is evidence that they are disintegrating. Of particular focus are the gendered impacts. Women are found to bear a disproportionate share of the burden in adjusting to household shocks. The authors highlight key areas in which public policy and development programmes can reduce household vulnerability and increase their resilience to future economic shocks.

Imagined Regional Communities provides an original approach to thinking about the processes of regional integration. In nature, radiata pine is very localised and an obscure tree species despite the romantic character of much of its natural habitat. That obscure status and the lack of any reputation as a virgin timber slowed its due recognition as a commercial crop. Nevertheless, it has become a major plantation forest crop internationally. It has become the pre-eminent commercial forest species in New Zealand, Chile and Australia, with important plantings in some other countries. It consequently features prominently in the international trade in forest products, in addition to its importance in domestic markets of grower countries. Very fast growth, considerable site tolerances, ease of raising in nurseries and transplanting, and ease of processing and using its wood for a range of products and purposes, have made it the utility softwood of choice almost everywhere it can be grown satisfactorily. Abundant genetic variation and its amenability to other management inputs created special opportunities for its domestication. The story of its domestication forms a classic case history in the development of modern commercial forestry, with trailblazing in both genetic improvement and plantation management; this inevitably meant a learning process that provided instructive lessons, especially for tree breeders dealing with some other species. Paradoxically, the plantation monocultures have played and can continue to play an important role in protecting natural forests and other forms of biodiversity. Given the attractions of growing radiata pine, there were inevitably cases of overreach in planting it, with lessons to be learnt. Economic globalisation has meant globalisation of pests and disease organisms, and the scale on which radiata pine is grown has meant is has been the focus of various biotic alarms, none of which have proved catastrophic. Temptations, remain, however, to pay less than due attention to some aspects of risk management. Drawing on the theoretical resources of institutional economics, The New Industrial Geography opens new perspectives in economic geography.
