Affordable Housing Preservation in Washington, DC uses the case of Washington, DC to examine the past, present, and future of subsidized and unsubsidized affordable housing through the lenses of history, governance, and affordable housing policy and planning. Affordable housing policy in the US has often been focused at the federal level where the laws and funding to build new affordable housing historically have been determined. However, as federal housing subsidies from the 1960s expire and federal funding continues to decline, local governments, tenants and advocates face the difficult challenge of trying to retain affordability amid increasing demand for housing in many American cities. Now, instead of amassing land, financing and sponsors, affordable housing stakeholders must understand the existing resident needs and have access to the market for affordable housing. Arguing for preservation as a way of acknowledging a basic right to the city, this book examines the ways that the broad range of stakeholders engage at the building and city levels. This book identifies the underlying challenges that enable or constrain preservation to demonstrate that effective preservation requires long-term relationships that engage residents, build trust and demonstrate a willingness to share power among residents, advocates and the government. The City in Transgression explores the unacknowledged, neglected, and ill-defined spaces of the built environment and their transition into places of resistance and residence by refugees, asylum seekers, migrants, the homeless, and the disadvantaged. The book draws on urban and spatial theory, socio-economic factors, public space, and architecture to offer an intimate look at how urban sites and infrastructure are transformed into spaces for occupation. Anderson proposes that the varied innovations and adaptations of urban spaces enacted by such marginalized figures - for whom there are no other options - herald a radical new spatial programming of cities. This book examines the roles that public space plays in gentrification. Considering both cultural norms of public behavior and the municipal regulation of behavior in public, it shows how commonplace acts in everyday public spaces like sidewalks, streets, and parks work to establish neighborhood legitimacy for newcomers while delegitimizing once authentic public practices of long-timers. With evidence drawn from the formerly Latino neighborhood of Highland in Denver, Colorado, this ethnographic study demonstrates how the regulation of public space plays a pivotal role in neighborhood change. First, there is often a profound disharmony between how people from different cultural complexes interpret and sanction behavior in everyday public spaces. Second, because regulations, codes, urban design, and enforcement protocols are deliberately changed, commonplace activities longtime neighborhood residents feel they have a right to do along sidewalks and streets and within their neighborhood parks sometimes unexpectedly misalign with what is actually possible or legal to do in these publicly accessible spaces.
This book is designed to be of interest to many different audiences due to its cross-sectoral and transdisciplinary content. It will appeal to those within architectural higher education as well as to spatial practitioners, students, civic and governmental organizations engaged in socio-spatial projects. This book offers original theoretical and empirical insight into the social, cultural and ecological politics of rapidly changing urban spaces such as old factories, rail yards, verges, dumps and quarries. These environments are often disregarded once their industrial functions wane, a trend that cities are experiencing through the advance of late capitalism. From a sustainability perspective, there are important lessons to learn about the potential prospects and perils of these disused sites. The combination of shelter, standing water and infrequent human visitation renders such spaces ecologically vibrant, despite residual toxicity and other environmentally undesirable conditions. They are also spaces of social refuge. Originally published in 1982, this is a companion volume to State Housing in Britain. Together the 2 volumes cover the tenure of some 85% of all British households in much of the 20th Century. The development of the tenure between 1918 and 1970 with special reference to its position in state housing policies is examined. Subsequent chapters analyse effective demand since 1970, both with respect to its demographic base and as regards the capacity to buy. In particular the question of why people want to buy is asked and the supply of housing (both council houses and former private rented accommodation) as well as the output of speculative housebuilders is considered. A detailed survey of the perturbations in the housing market during the volatile experience of the British economy since 1970 is also covered.
Originally published in 1979, this book was the first to provide a comprehensive political-economic analysis of the historical origins and 20th Century experience of state housing in the UK. The first part describes the growth of municipal housebuilding in the context of slum clearance before 1914 and the cycle of boom and slump between the wars. Part 2 covers 1945- 1980 with chapters on : site acquisition and residential densities; the housebuilding industry and its standards; the balance between rehabilitation and redevelopment and the rise and fall of the high-rise flat. Sources and costs of capital finance and the management of the stock of council dwellings is also discussed. The final part reviews the development of state housing policy since the War, within a broad political and macro-economic context.
Originally published in 1978, this book analyses three main approaches to national housing policy in the 20th Century in Sweden, the UK and USA. It reviews policy developments and considers the impact of policy on the housing conditions and costs of different sections of the community. A major theme is that British and American governments, contrary to their stated objectives, have actually increased housing inequality by allowing homeowners tax concessions which are more generous than the housing welfare programmes available to tenants. The political pressures which produced this outcome in Britain and the USA, but a quite different and more egalitarian outcome in Sweden, are carefully discussed. Throughout the book, policy making is regarded as involving trade-offs between what is politically feasible and what is operationally feasible. This framework enables readers to view policy making from the perspective of politicians and civil servants as they react to diverse demands and pressures and seek to devise housing programmes which embody incentives to which housing financiers builders and consumers will respond.

The book combs through extensively 32,231 urban agglomeration related works during the past 120 years to explore a theoretically supported and practically based definition of urban agglomeration. Based on the definition, the authors explore intensively the fundamental characteristics, spatiotemporal differentiation properties, and existing issues for China's sustainable urban agglomeration development for the past 35 years. The study proposes that China shall focus on the construction and sustainable development of five primary national-level urban agglomerations. In the meantime, China shall also steadily and gradually construct 9 regional urban agglomerations and guide the development and growth of 6 local urban agglomerations. In the long run, China will have a hierarchical "5+9+6" closely integrated hierarchical urban agglomeration spatial structure. The study also proposes to coordinate the construction and development of urban agglomerations on the "two belts and one road" to form a national new urbanization development strategic pattern that enables "the axis to connect the agglomerations while the agglomerations support the axis." Furthermore, the study investigates a variety of strategic thinking and suggestions for creating innovative, green and ecologically friendly, intelligent, low-carbon, open, culture-oriented, market-oriented and shared urban agglomerations in China. This book offers new perspectives through which to observe and interpret mega-events. Using the specific case studies of World's Fairs, Di Vita and Morandi present a report of the Milan Expo 2015 and its trans-scalar legacies. While the event and post-event have been affected by the world crisis, the locations of exhibition areas have greatly expanded, encompassing regional as well as post-metropolitan spaces. The two main aims of comparing Milan to previous expos such as Lisbon 1998, Zaragoza 2008 and Shanghai 2010, were to demonstrate the contribution of the 2015 World's Fair to the urban innovation process and to the debate surrounding a new urban agenda; as well as to examine empirically and theoretically the international discussion regarding the growth of regional and macro-regional scales of contemporary cities in order to offer suggestions for future urban agendas through mega-events. Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat's New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. This book critically explores the interconnections between tourism and the contemporary city from a policy-oriented standpoint, combining tourism perspectives with discussion of urban models, issues, and challenges. Research-based analyses addressing managerial issues and evaluating policy implications are described, and a comprehensive set of case studies is presented to demonstrate practices and policies in various urban contexts. A key message is that tourism policies should be conceived as integrated urban policies that promote tourism performance as a means of fostering urban quality and the well-being of local communities, e.g., in terms of quality spaces, employment, accessibility, innovation, and learning opportunities. In addition to highlighting the significance of urban tourism in relation to key urban challenges, the book reflects on the risks and tensions associated with its development, including the rise of anti-tourism movements as a reaction to touristification, cultural commodification, and gentrification. Attention is drawn to asymmetries in the costs and benefits of the city tourism phenomenon, and the supposedly unavoidable trade-off between the interests of residents and tourists is critically questioned.
This book includes studies on regions, industries and tendencies of industrial change and spatial concentration of competences and industrial potentials. The chapters in this volume provide for discussions concerning a wider understanding of situations related to Industry 4.0 and digitization. It also reaches out further than towards technology and economy because it includes regional and metropolitan societies, workforces and the divergencies of effects and opportunities. Industry 4.0 and digitization are new transformations for regions and metropolises where technologies are applied but regionally can appear as a continuation of innovative processes where it is developed. The divergent presence of competences creates a selectivity process among regions. There are individual industry-location-nexuses formed out of competences of industries, labour force and research which are complemented by public policies providing support towards such adaptation of innovation and change. Regional societies formed from skilled and educated labour become an important basis for participation in innovation and supply chains. Since smart factories widely can be managed remotely, this also shows a concentration of decision making. Simultaneously, it forms a polycentric de-concentration, indicating some more important locations as central within the networks. These systematic changes continue to deepen over time. While public policies may match innovative opportunities at the appropriate moment, they also contribute to a continuation of uneven development and divergent societal tendencies. Industry 4.0 and digitization indicate a wide and selective change of organization associated with new technologies and innovation. While some regions and metropolises can continue to build both innovative competences and innovative societies based on innovative labour force, others will participate because of their position in supply chains. The chapters in this book were originally published as a special issue of the journal, European Planning Studies.
The book explores the relationship between the shrinking process and architecture and urban design practices. Starting from a journey in former East Germany, six different scenes are explored in which plans, projects, and policies have dealt with shrinkage since the 1990s. The book is a sequence of scenes that reveals the main characteristics, dynamics, narratives, reasons and ambiguities of the shrinking cities' transformations in the face of a long transition. The first scene concerns the demolition and transformation of social mass housing in Leinefelde-Worbis. The second scene deals with the temporary appropriation of abandoned buildings in Halle-Neustadt. The third scene, observed in Leipzig, shows the results of green space projects in urban voids. The scene of the fourth situation observes the extraordinary efforts to renaturise a mining territory in the Lausitz region. The fifth scene takes us to Hoyerswerda, where emigration and ageing process required a reduction and demolition in housing stock and social infrastructures. The border city of Goerlitz, the sixth and last scene, deals with the repopulation policies that aim to attract retirees from the West.
Recent years have seen a gathering interest in the importance of real estate development to the growth and development of cities. This has included theoretical work on such topics as land rent and property rights as well as empirical studies on property investments, assetization, securitization, and the effects of changing property values on economic growth and the global status of cities. In the field of urban political economy, attention has turned particularly to the financialization of land and the built environment and to the globalization of property ownership, real estate development, and architectural design. This edited volume brings together a collection of original investigations of the current thinking on three broad themes: the assetization of land and buildings, the relationship of land rent to valuation and speculation in the markets for private and public properties, and the different ways in which land functions as a social relation. In order to ground the discussion, each chapter combines a theoretical perspective with empirical evidence. And, to convey a sense of the global nature of these phenomena, the book includes cases from Finland, India, Spain, Singapore, Hong Kong, Japan, Italy, China, and the United States. Although its prime goal is to solidify and extend the political economy of land, this book is also a celebration of the Finnish scholar Anne Haila who was a major contributor to this literature and, specifically, to the work of this book's authors. Prior to her sudden death in 2019, she was a key figure in the discussions that are at the core of the political economy of land: this book, in part, is a public acknowledgement of her contributions.
This book focuses on the role of the creative sector in the governance of urban renewal and economic development initiatives. This book provides an in-depth analysis of the social and spatial experiences of people with dwarfism, an impairment that results in a person being no taller than 4' 10". This book engages with the concept that dwarfism's most prominent feature - body size and shape - can form the basis of social discrimination and disadvantages within society. By ignoring body size as a disability, it is hard to see the resulting disabling consequences of the built environment. Using a mixed-methods approach and drawing on the work undertaken by human geographers and disability studies academics, this book analyses how the relationship between harmful cultural stereotypes and space shapes everyday experiences of people with dwarfism and works to socially exclude them in diverse ways. Showing how spatial and social barriers are not mutually exclusive but can influence one another, this book responds to the limited academic work on the subject of dwarfism, whilst also contributing to the study of geographies of body size. It will be of interest to all scholars and students of disability studies, human geography, the built environment, sociology and medical humanities. |
