This book investigates and evaluates the opportunities and limitations of network governance in building local capacity for energy infrastructure governance. Presenting a comparative analysis of three city cases from across Europe- Birmingham, Frankfurt and Budapest- this book demonstrates how local factors shape the prospect of network governance to support low-carbon energy transitions. It maps out existing governance networks, highlighting the actors involved and their interactions with one another, and also discusses the role and embeddedness of networks in the urban governance of low-carbon energy. Drawing on case study evidence, Nochta develops a comparative analysis which discusses the intricate connections between network characteristics, context and impact. It highlights that organisational fragmentation; the complexity of the low-carbon energy problem and historical developments all influence network characteristics in terms of degree of integration and vertical (hierarchical) power relationships among network actors. Overall, the book concludes that understanding such links between context and networks is crucial when designing and implementing new governance models aimed at facilitating and governing low-carbon urban development. The increasing availability of big, real-time urban data and advanced ICT facilitates frequent assessment and continuous monitoring of performances, while allowing fine-tuning as needed. This is valid not only for individual projects but also on a wider scale. In addition, and circling back to the first point, (big) urban data and ICT can be of enormous help in facilitating engagement and co-creation by raising awareness and by providing insight into the local consequences of specific plans. However, this potential is not yet fully exploited in standard processes and procedures, which can therefore lack the agility and flexibility to keep up with the pulse of the city and dynamics of society. The 2016 election in Iowa City would provide an opportunity that planning faculty have long desired: the opportunity for one of their own to serve as mayor. In this new book, former Iowa City Mayor and Professor Emeritus James A. Throgmorton provides readers a sense of what democratically-elected city council members and mayors in the United States do and what it feels like to occupy and enact those roles. He does so by telling a set of "practice stories" focusing primarily, but not exclusively, on what he, a retired planning professor at the University of Iowa, experienced and learned as a council member from 2012 through 2019 and, simultaneously, as mayor from 2016 through 2019. The book proposes a practical, action-oriented theory about how city futures are being (and can be) shaped, showing that storytelling of various kinds plays a very important but poorly understood role in the co-crafting process, and demonstrating that skillful use of ethically-sound persuasive storytelling (especially by mayors) can improve our collective capacity to create better places. This book includes studies on regions, industries and tendencies of industrial change and spatial concentration of competences and industrial potentials. The chapters in this volume provide for discussions concerning a wider understanding of situations related to Industry 4.0 and digitization. It also reaches out further than towards technology and economy because it includes regional and metropolitan societies, workforces and the divergencies of effects and opportunities. Industry 4.0 and digitization are new transformations for regions and metropolises where technologies are applied but regionally can appear as a continuation of innovative processes where it is developed. The divergent presence of competences creates a selectivity process among regions. There are individual industry-location-nexuses formed out of competences of industries, labour force and research which are complemented by public policies providing support towards such adaptation of innovation and change. Regional societies formed from skilled and educated labour become an important basis for participation in innovation and supply chains. Since smart factories widely can be managed remotely, this also shows a concentration of decision making. Simultaneously, it forms a polycentric de-concentration, indicating some more important locations as central within the networks. These systematic changes continue to deepen over time. While public policies may match innovative opportunities at the appropriate moment, they also contribute to a continuation of uneven development and divergent societal tendencies. Industry 4.0 and digitization indicate a wide and selective change of organization associated with new technologies and innovation. While some regions and metropolises can continue to build both innovative competences and innovative societies based on innovative labour force, others will participate because of their position in supply chains. The chapters in this book were originally published as a special issue of the journal, European Planning Studies.

Since the late 1990s, city councils have become increasingly aware of the potential for information technologies (ICTs) to improve the management of cities and as an instrument for economic and social policy. This has resulted in a wave of urban ICT strategies and policies, such as the adoption of ICTs within the city administration itself, projects that facilitate access to ICTs by weaker social groups and policies to improve the urban electronic infrastructure. By comparing eight cities - Barcelona, Cape Town, Eindhoven, Johnnesburg, Manchester, Tampere, the Hague and Venice - this book examines a range of innovative urban e-governance strategies and develops a framework of analysis that permits a common approach. Throughout the book, a distinction is made between access policies (aimed at improving access to ICTs for all citizens), content policies (directed to improve the use of ICTs in the city administration and semi-public domains) and infrastructure policies (to improve the provision of broadband infrastructure). For each of the cities, e-strategies and policies are critically reviewed and compared. The book reveals that urban e-strategies have evolved from an internal and technology-centred orientation to a more outward-looking approach.

A study of particular aspects of the politics of planning a new town, this book, originally published in 1980, covers events from the inception of Stevenage in 1946 up to 1978. As a case study, the focus is on two expansion schemes, which were intended to extend the designated area of the town, and on the public protest that the two schemes engendered. Emphasis is placed on the structure and action of three groups of people: the 'urban managers' - the Stevenage Development Corporation; Stevenage industrialists; and local organisations engaged in protest. The theoretical focus is on the thesis of 'urban managerialism': the book examines the constraints placed upon both the structure and action of the Stevenage urban managers over the previous thirty years. In showing how matters work in practice, it directs light on issues of theory which other sociologists of planning, such as Pickvance and Castells, had only discussed in the abstract. The author argues that the experience of Stevenage illustrates a case of urban policy (particularly in housing and employment) being determined by the interests of industry alone, while at the same time pointing to the interrelationship of Stevenage industry and the town's Development Corporation. He examines the membership, strategies and aims of the various protest groups involved over the years, and casts considerable doubt on the notion that the groups were 'for democracy' and 'against bureaucracy'. Finally, he concludes, controversially, that in Stevenage's case, public participation and protest were basically irrelevant to the decision-making processes.

Processes driving urban growth are inherently related to multiple socio-economic factors, making the analysis of urban form and functions a challenging and complicated endeavour. Several fundamental factors and contextual indicators contribute to identify the main determinants of urban growth, that include economic and demographic variables, the socio-spatial structure, territorial patterns, institutional, religious and cultural attributes. Understanding spatio-temporal patterns of economic resilience can support the adoption of explicit developmental policies addressing specificities and local weaknesses of regional contexts. Thirty years after the seminal work entitled 'The Mediterranean City in Transition' by Lila Leontidou, the present contribution re-formulates a narrative framework interpreting the medium-term evolution of Southern European cities and generalises this frame to the analysis of other metropolitan areas with similar morphological and functional characteristics worldwide. Going beyond traditional Mediterranean discourses grounded on economic backwardness, social secularism, and demographic mix, an original interpretation of Mediterranean urbanities is proposed related to the local governance, real estate bubbles, land-use mix, and deregulation in urban expansion. Focusing on socioeconomic development processes in the Northern Mediterranean, the lost opportunity to reduce regional disparities and to give value to scenic and cultural values of the cities and the surrounding countryside are additional issues considered in this vision. Basing on a narrative analysis of ecologically fragile and socially fragmented Mediterranean contexts, the pervasiveness of a structural crisis - affecting regional and country economic systems, while infiltrating in the institutions, local governance systems, and the society, is finally debated as a contribution to a better understanding of complex urbanities worldwide. |
