As an ethnic minority the Nubians of Kenya are struggling for equal citizenship by asserting themselves as indigenous and autochthonous to Kibera, one of Nairobi's most notorious slums. Having settled there after being brought by the British colonial authorities from Sudan as soldiers, this appears a peculiar claim to make. It is a claim that illuminates the hierarchical nature of Kenya's ethnicised citizenship regime and the multi-faceted nature of citizenship itself. This book explores two kinds of citizenship deficits; those experienced by the Nubians in Kenya and, more centrally, those which represent the limits of citizenship theories. The author argues for an understanding of citizenship as made up of multiple component parts: status, rights and membership, which are often disaggregated through time, across geographic spaces and amongst different people. This departure from a unitary language of citizenship allows a novel analysis of the central role of ethnicity in the recognition of political membership and distribution of political goods in Kenya. Such an analysis generates important insights into the risks and possibilities of a relationship between ethnicity and democracy that is of broad, global relevance.

Suppose you have a dispute with your neighbour, and wish to secure redress for losses incurred. How might the issue be resolved? Is it worth the cost and time delay to take the issue to court? Or is there some other approach? Over the past few decades a range of alternative, dispute resolution programmes have emerged to settle conflicts informally, outside the courtroom. Drawing on real life experiences of community mediation practices in British Columbia, Canada, the author explores informal justice as an event rendered possible by the fragmentation of justice under postmodern conditions. He develops some of Foucault's ideas on governmentality to erect an analytical framework that does not view community mediation as necessarily empowering, or an inevitable expansion of state control. The analysis identifies how one might engage with current versions of community justice and yet avoid the political apathy that too often accompanies such criticism.

Worlding multiculturalisms are practices that infuse our arbitrary cultural lives with new things from other cultures in poetic ways to enable us to dwell and be at home with the complexity of the world. In the context of the crisis of multiculturalism in the West and the growing obsolescence of state-based multiculturalism in the postcolonial world, this book offers examples of new practices of worlding multiculturalisms that go beyond issues of immigration, integration and identity. Across Europe, multiculturalism as a public policy has been declared 'dead' but, everyday multiculture is alive and well. This book explores how people live with diversity in contemporary cities and towns across Europe. In contemporary American political culture, claims of American exceptionalism and anxieties over its prospects have resurged as an overarching theme in national political discourse. Yet never very far from such debates lie animating fears associated with race. Diaspora or 'ethnic return' migrants have often been privileged in terms of citizenship and material support when they seek to return to their ancestral land, yet for many, after long periods of absence - sometimes extending to generations - acculturation to their new environment is as complex as that experienced by other immigrant groups. Indeed, the mismatch between the idealized hopes of the returning migrants and the high expectations for social integration by the new host country results in particular difficulties of adaptation for this group of immigrants, often with high societal costs. This interdisciplinary, comparative volume examines migration from German and Jewish Diasporas to Germany and Israel, examining the roles of origin, ethnicity, and destination in the acculturation and adaptation of immigrants. Building on her book "Revealing Whiteness," Shannon Sullivan identifies a constellation of attitudes common among well-meaning white liberals that she sums up as white middle-class goodness, an orientation she critiques for being more concerned with establishing anti-racist bona fides than with confronting systematic racism and privilege. Sullivan untangles the complex relationships between class and race in contemporary white identity and outlines four ways this orientation is expressed, each serving to establish one s lack of racism: the denigration of lower-class white people as responsible for ongoing white racism, the demonization of antebellum slaveholders, an emphasis on colorblindness especially in the context of white childrearing and the cultivation of attitudes of white guilt, shame, and betrayal. Among the examples of civil wars, armed secessionist movements and minority uprisings in the world today, many involve conflict between a minority group's aim for political self-determination, and the nation state's resistance to any diminution of sovereignty. With the expansion of the international regime of human rights, minority groups have reconceptualised their struggle with the understanding that a minority which is linguistically, religiously or ethnically distinctive is entitled to self-determination if their aspirations cannot be met. This book explores the relationship between minority rights, self-determination and secession within international law, by contextualising these issues in a detailed case study of the rise of Tamil separatism in Sri Lanka. Welhengama and Pillay show how Tamil communalism hardened into secession and assess whether the Sri Lankan government has met its obligations with respect to the right to self-determination short of secession. Focusing on the legal and human rights arguments for secession by the Tamil community of the North and East of Sri Lanka, the book demonstrates how the language of international law and international human rights played a major role in the development of the arguments for secession. Through a close examination of the case of the Tamil's secessionist movement the book presents valuable insights into why modern nation states find themselves threatened by separatist claims and bids for independence based on ethnicity.
