According to master-politician Thomas "Tip" O'Neill, all politics is local. Edwards and Willie demonstrate the efficacy of local community action, but also show how linkage with state, regional, and national agencies helps groups in their efforts to shape educational policy and practice. Edwards and Willie examine the notion of critical mass and its relationship to community decision making. They also analyze the assets and liabilities of coalition politics. They show that specific population groups dominant in one season, and for selected circumstances, may become subdominant at another time. Such change and flexibility, they assert, is beneficial for the total community, because no one group is able to maintain control indefinitely. Their analysis will be of considerable interest to scholars, policymakers, and administrators dealing with public education issues, as well as to parents and concerned citizens.
South Asia is the theatre of myriad experimentations with nationalisms of various kinds - religious, linguistic, religio-linguistic, composite, plural and exclusivist. In all the region s major states, officially promulgated nationalism at various times has been fiercely contested by minority groups intent on preserving what they see as the pristine purity of their own cultural inheritance. This book explores a largely forgotten legacy of multicultural political thought and practice from within Eastern Europe and examines its relevance to post-Cold War debates on state and nationhood. This volume gives a thorough and comprehensive analysis of the Kurdish issue in Turkey from a spatial perspective that takes into account geographical variations in identity formation, exclusion and political mobilisation. Although analysis of Turkey's Kurdish issue from a spatial perspective is not new, spatial analyses are still relatively scarce. More often than not, Kurdish studies consist of time-centred work. In this book, the attention is shifted from outcome-oriented analysis of transformation in time towards a spatial analysis. The authors in this book discuss the spatial production of home, identity, work, in short, of being in the world. The contributions are based on the tacit avowal that the Kurdish question, in addition to being a question of group rights, is also one of spatial relations. By asking a different set of questions, this book examines; which spatial strategies have been employed to deal with Kurds? Which spatial strategies are developed by Kurds to deal with state, and with the neo-liberal turn? How are these strategies absorbed and what counter-strategies are developed, both in cities populated by the Kurds in south-eastern Turkey and in other regions? In this exploration of the way racism is translated from the print-only era to the cyber era the author takes the reader through a devastatingly informative tour of white supremacy online. The book examines how white supremacist organizations have translated their printed publications onto the Internet. Included are examples of open as well as 'cloaked' sites which disguise white supremacy sources as legitimate civil rights websites. Interviews with a small sample of teenagers as they surf the web show how they encounter cloaked sites and attempt to make sense of them, mostly unsuccessfully. The result is a first-rate analysis of cyber racism within the global information age. The author debunks the common assumptions that the Internet is either an inherently democratizing technology or an effective 'recruiting' tool for white supremacists. The book concludes with a nuanced, challenging analysis that urges readers to rethink conventional ways of knowing about racial equality, civil rights, and the Internet.

Russia, one of the most ethno-culturally diverse countries in the world, provides a rich case study on how globalisation and associated international trends are disrupting, and causing the radical rethinking of approaches to, inter-ethnic cohesion. The book highlights the importance of television broadcasting in shaping national discourse and the place of ethno-cultural diversity within it. It argues that television's role here has been reinforced, rather than diminished, by the rise of new media technologies. Through an analysis of a wide range of news and other television programmes, the book shows how the covert meanings of discourse on a particular issue can diverge from the overt significance attributed to it, just as the impact of that discourse may not conform with the original aims of the broadcasters. The book discusses the tension between the imperative to maintain security through centralised government and overall national cohesion that Russia shares with other European states, and the need to remain sensitive to, and to accommodate, the needs and perspectives of ethnic minorities and labour migrants. It compares the increasingly isolationist popular ethnonationalism in Russia, which harks back to "old-fashioned" values, with the similar rise of the Tea Party in the United States and the UK Independence Party in Britain. Deals with the modern predicament of the Rabha (or Kocha) people, one of India;s indigenous peoples, traditionally practising shifting cultivation in the jungle tracts situated where the Himalayan mountains meet the plains of Bengal. When the area came under British rule and was converted into tea gardens and reserved forests, Rabhas were forced to become labourers under the forest department. Today, large-scale illegal deforestation and the global interest in wildlife conservation once again jeopardize their survival. Karlsson describes the development of the Rabha people, their ways of coping with the colonial regime of scientific forestry and the depletion of the forest, as well as with present day concerns for wilderness and wildlife restoration and preservation. Central points relate to the construction of identity as a form of subaltern resistance, the Rabha;s ongoing conversion to Christianity and their ethnic mobilisation, and the agency involved in the construction of cultural or ethnic identities.

As an ethnic minority the Nubians of Kenya are struggling for equal citizenship by asserting themselves as indigenous and autochthonous to Kibera, one of Nairobi's most notorious slums. Having settled there after being brought by the British colonial authorities from Sudan as soldiers, this appears a peculiar claim to make. It is a claim that illuminates the hierarchical nature of Kenya's ethnicised citizenship regime and the multi-faceted nature of citizenship itself. This book explores two kinds of citizenship deficits; those experienced by the Nubians in Kenya and, more centrally, those which represent the limits of citizenship theories. The author argues for an understanding of citizenship as made up of multiple component parts: status, rights and membership, which are often disaggregated through time, across geographic spaces and amongst different people. This departure from a unitary language of citizenship allows a novel analysis of the central role of ethnicity in the recognition of political membership and distribution of political goods in Kenya. Such an analysis generates important insights into the risks and possibilities of a relationship between ethnicity and democracy that is of broad, global relevance.

What if my own multilingualism is simply that of one who is fluent in way too many colonial languages? If we are going to do this, if we are going to decolonise multilingualism, let's do it as an attempt at a way of doing it. If we are going to do this, let's cite with an eye to decolonising. If we are going to do this then let's improvise and devise. This is how we might learn the arts of decolonising. If we are going to do this then we need different companions. If we are going to do this we will need artists and poetic activists. If we are going to do this, let's do it in a way which is as local as it is global; which affirms the granulations of the way peoples name their worlds. Finally, if we are going to do this, let's do it multilingually.
Suppose you have a dispute with your neighbour, and wish to secure redress for losses incurred. How might the issue be resolved? Is it worth the cost and time delay to take the issue to court? Or is there some other approach? Over the past few decades a range of alternative, dispute resolution programmes have emerged to settle conflicts informally, outside the courtroom. Drawing on real life experiences of community mediation practices in British Columbia, Canada, the author explores informal justice as an event rendered possible by the fragmentation of justice under postmodern conditions. He develops some of Foucault's ideas on governmentality to erect an analytical framework that does not view community mediation as necessarily empowering, or an inevitable expansion of state control. The analysis identifies how one might engage with current versions of community justice and yet avoid the political apathy that too often accompanies such criticism.
Worlding multiculturalisms are practices that infuse our arbitrary cultural lives with new things from other cultures in poetic ways to enable us to dwell and be at home with the complexity of the world. In the context of the crisis of multiculturalism in the West and the growing obsolescence of state-based multiculturalism in the postcolonial world, this book offers examples of new practices of worlding multiculturalisms that go beyond issues of immigration, integration and identity. Contrasting Western and Asian notions of multiculturalism, this book does not focus on state issues, but rather, highlights manifestations of cultural exchange. The chapters draw on cultural studies approaches to document instances of worlding multiculturalisms that bring Asian cultures into conflict, dialogue and settlement with each other. Instances include an Asian American return novel set in Penang, the cultural productions and street performances of democracy marches in Malaysia, the campaigns to reclaim public spaces and citizenship rights by migrant domestic workers in Hong Kong, the imaginary vistas opened up by Japanese popular culture consumed throughout Asia, the localisations of casino complexes in Macau and a shopping mall in Seoul, and an old municipal cemetery being defended from urban redevelopment in Singapore. Rather than merely globalizing forms of political diversity, these are instances with the potential to transform social relations and the very terms of cultural exchange. Worlding Multiculturalisms offers a truly interdisciplinary examination of multiculturalism in action. As such, it will appeal to students and scholars of cultural studies, Asian studies, Asian culture and society, cultural anthropology and sociology and political sociology.
Across Europe, multiculturalism as a public policy has been declared 'dead' but, everyday multiculture is alive and well. This book explores how people live with diversity in contemporary cities and towns across Europe. Drawing on ethnographic studies ranging from London's inner city and residential suburbs to English provincial towns, from a working-class neighbourhood in Nuremberg to the streets of Naples, Turin and Milan, chapters explore how diversity is experienced in everyday lives, and what new forms of local belonging emerge when local places are so closely connected to so many distant elsewheres.
