The book will explore the impact of the Lawrence Report since it was published in 1999. Upon publication, Home Secretary Jack Straw promised that the Macpherson Inquiry would lead to real change in the policing of minority ethnic communities in Britain. Several senior police officers made similar pledges and insisted that the benchmark against which their commitment should be judged should be the extent to which progress was made 'on the ground'. In the aftermath of the report, a host of initiatives have addressed issues ranging from police liaison with victims, first aid training, to stop and search procedures and police complaints. As well as exploring the many ways in which the Lawrence Report has impacted on the police service and on society more widely, this collection assesses the extent to which, in retrospect, the Macpherson Inquiry has led to significant changes to policing, and highlights areas where future efforts ought to be concentrated.

Many enter the academy with dreams of doing good; this is a book about how the institution fails them, especially if they are considered "outsiders." Tenure-track, published author, recipient of prestigious fellowships and awards-these credentials mark Victoria Reyes as somebody who has achieved the status of insider in the academy. Woman of color, family history of sexual violence, first generation, mother-these qualities place Reyes on the margins of the academy; a person who does not see herself reflected in its models of excellence. This contradiction allows Reyes to theorize the conditional citizenship of academic life-a liminal status occupied by a rapidly growing proportion of the academy, as the majority white, male, and affluent space simultaneously transforms and resists transformation. Reyes blends her own personal experiences with the tools of sociology to lay bare the ways in which the structures of the university and the people working within it continue to keep their traditionally marginalized members relegated to symbolic status, somewhere outside the center. Reyes confronts the impossibility of success in the midst of competing and contradictory needs-from navigating coded language, to balancing professional expectations with care-taking responsibilities, to combating the literal exclusions of outmoded and hierarchical rules. Her searing commentary takes on, with sensitivity and fury, the urgent call for academic justice.

Long before the physical advent of Blacks in Europe, Professor Dathorne asserts they featured over and over again in literature as marginalized Others, but rarely were real Blacks present. As English developed as a language, race came into the evolution of the signifiers, so that words like darkness, blackness, and so on became heavily charged with negative connotations. Using travel literature as well as figures on the Elizabethan and Jacobean stage and material from later writers, Dathorne shows how negative elements surrounding Blackness were transferred to Native Americans, to Indians from India, to South Pacific islanders, and others. A provocative analysis for scholars, students, and researchers involved with Ethnic Studies, Cultural Studies, and race.
This edited volume is a lively and timely appraisal of "ordinary cities" as they struggle to implement creative redevelopment and economic growth strategies to enhance their global competitiveness. The book is concerned with new and often unanticipated inequalities that have emerged from this new city movement. As chronicled, such cities - Cleveland (USA), Heidelberg (Germany), Oxford (UK), Groningen (Netherlands), Montpellier (France), but also cities from the Global South such as Cachoeira (Brazil) and Delhi (India) - now experience new and unexpected realities of poverty, segregation, neglect of the poor, racial and ethnic strife. To date planners, academics, and policy analysts have paid little attention to the connections between this drive in these cities to be more creative and the inequalities that have followed. This book, keenly making these connections, highlights the limited visions that have been applied in this planning drive to make these cities more creative and ultimately more globally competitive.
Media Representations of African American Athletes in Cold War Japan addresses the cross-cultural dialogue between Black America and Japan that was enabled through sports during the Cold War era. This topic has hitherto received little scholarly attention in both American studies and sports studies. After World War II, Cold War tensions pulled African American athletes to the center stage and initiated their international mobility. They served as both athletic Cold Warriors and embodiments of a colorblind American democracy. This book focuses on sports in the Cold War era as a significant battlefield that operated as an ideologically and racially contested terrain. Yu Sasaki argues that one of the most crucial Cold War racial contacts occurred through sports in Asia, and particularly, in Japan. The mobility of African American athletes captured the attention of the Japanese media, which created unique narratives of sports and race in US-occupied Japan after World War II. Adopting an approach that integrates the archival and interpretive, Sasaki analyzes the ways in which sports, highlighted by the media, became a terrain where discourses of race, gender, and even disability were significantly modified. This book draws on both English and non-English language sources, including Japanese print media archives such as newspapers, magazines, posters, pamphlets, diaries, bulletins, and school textbooks.

state or federal prison, and that black men are seven times
likelier than white men to be in prison? Blacks are much more
likely than whites to be stopped by the police, arrested,
prosecuted, convicted, and imprisoned, and are much less likely to
have confidence in justice system officials, especially the police.

In the context of the evolution of affirmative action at the national and state levels, this study offers an empirical account of the citizens' movement in California that successfully resulted in the passage of a constitutional amendment to abolish such preferences in public education, public employment, and public contracting. It describes how the concept of affirmative action was transmuted into quotas and set-asides even in those situations where there was no credible evidence of past discrimination. This process was aided by Presidential Executive Orders as well as by some Supreme Court decisions which, until the late 1980s, failed to provide clear parameters of compensatory versus preferential actions. The California movement arose to reassert the original vision of equality as contained in the Civil Rights Act of 1964. Raza, Anderson, and Custred, who have studied the historical development of the phenomenon and have witnessed its actual operation, lift the curtain of secrecy that surrounds such preferences. This book challenges the notion that affirmative action is a benign and temporary measure that simply provides a helping hand to those who are disadvantaged. There is ample evidence of the institutionalization of preferences that generally provide advantages to those who could otherwise compete on their own merits. Such unfair competitive advantages, provided by government agencies and public educational institutions have neither moral nor political majority support; however, they continue to exist through pressure of political interest groups, liberal political ideology, and entrenched bureaucrats who administer the system. Quite contrary to some people's thinking, the system of preferences may no longer be considered either permanent or necessary.
This book looks at the impact of the COVID-19 pandemic on migrants globally who bear disproportionate burdens of health disparities. Centering the voices of migrants as anchors for theorizing health, the chapters adopt an array of decolonizing and interventionist methodologies that offer conceptual communicative resources for re-organizing economics, politics, culture, and society in logics of care. Each chapter focuses on the health of migrants during the pandemic, highlighting the role of communication in amplifying and solving the health crisis experienced by migrants. Health is situated amidst the forces of authoritarianism, disinformation, hate, and exploitation targeting migrant bodies. Five case-studies of mid-sized Northeastern communities-Dayton, Hartford, Rochester, Trenton, and Wilmington-are used to examine and analyze school desegregation experiences. Qualities likely to encourage the peaceful achievement of racial balance are described. The study concludes that parents are most concerned about safety, educational quality, and their ability to exert influence over their children's schooling. This study describes and analyzes how five communities in the northeastern United States have addressed the subject of desegregation. Dayton, Ohio; Hartford, Connecticut; Rochester, New York; Trenton, New Jersey; and Wilmington, Delaware share the experience of having increasingly large, poor minority populations surrounded by mostly white, generally affluent suburbs. All five are similar mid-sized urban communities which have been consistently or intermittently involved with school desegregation. Historic and demographic issues, legal considerations, political, administrative, and community responsibility are explored by Stave as factors in the achievement of racial balance. Scores of interviews augment legal decisions and public documents. Stave finds that rapidly shifting populations make projections somewhat risky; however, respecting certain widely held concerns will make desegregation more likely. Parents seek a safe environment for their children and want to have a say in where their children are educated. Committed and charismatic leadership, extensive community participation, the availability of enhanced educational components to guarantee a high quality of education, cooperative city-state relations, and a metropolitan region large enough to discourage white flight are qualities likely to encourage the achievement of racial balance. An important reading for public officials and scholars involved with education policy, and urban and minority affairs.

Over recent years race has become one of the most important issues faced by the police. This book seeks to analyse the context and background to these changes, to assess the impact of the Lawrence Inquiry and the MacPherson Report, and to trace the growing emphasis on policing as an 'antiracist' activity, proactively confronting racism in both crime and non-crime situations. Whilst this change has not been wholly or consistently applied, it does represent an important change in the discourse that surrounds police relations with the public since it changes the traditional role of the police as 'neutral arbiters of the law'. This book shows why race has become the most significant issue facing the British police, and argues that the police response to race has led to a consideration of fundamental issues about the relation of the police to society as a whole and not just minority groups who might be most directly affected.
Contemporary American Immigrants provides an overview to the immigration history of three of the largest groups of Asian immigrants to the United States--Filipinos, Koreans, and Chinese. This timely volume addresses such questions as: how do these Asian immigrants adapt to our culture?; to what extent do they adjust and integrate? and are Asian immigrants a credit to American society? Using 1980 census data, the author reviews in detail the social and economic characteristics of these three immigrant groups. He also explores those characteristics for the most recent arrivals--those who came to the United States between 1980 and 1985--using data he collected in 1986 through interviews with 849 Filipino, Korean, and Chinese households. From his extensive research, Mangiafico concludes that the Asian immigrants surveyed and studied are enterprising, well-educated, and motivated individuals who greatly contribute to our society. He thus challenges the notions that immigrants in general are a burden to our society, and that they are changing our culture in ways which are not in the best interests of the United States.
