Most existing theoretical approaches to industrial relations and human resources management (IR/HRM) build their analyses and policy prescriptions on one of two foundational assumptions. They assume either that conflict between workers and employers is the natural and inevitable state of affairs; or that under normal circumstances, cooperation is what employers can and should expect from workers. By contrast, A New Theory of Industrial Relations: People, Markets and Organizations after Neoliberalism proposes a theoretical framework for IR/HRM that treats the existence of conflict or cooperation at work as an outcome that needs to be explained rather than an initial presupposition. By identifying the social and organizational roots of reasoned, positively chosen cooperation at work, this framework shows what is needed to construct a genuinely consensual form of capitalism. In broader terms, the book offers a critical theory of the governance of work under capitalism. 'The governance of work' refers to the structures of incentives and sanctions, authority, accountability and direct and representative participation within and beyond the workplace by which decisions about the content, conditions and remuneration of work are made, applied, challenged and revised. The most basic proposition made in the book is that work will be consensual-and, hence, that employees will actively and willingly cooperate with the implementation of organizational plans and strategies-when the governance of work is substantively legitimate. Although stable configurations of economic and organizational structures are possible in the context of a bare procedural legitimacy, it is only where work relationships are recognized as right and just that positive forms of cooperation will occur. Why has the Egyptian state, which is more repressive and authoritarian than its Mexican counterpart been unable to overcome the opposition of a labor movement, that is smaller, less organized, and more repressed than the Mexican labor movement? Through agitation or the threat of agitation, Egyptian workers have been able to hinder the reform process, while the Mexican labor movement, which is larger and better organized was unable to resist privatization. The Egyptian state's low capacity and isolation is best understood by looking at the founding moment -- or incorporation period of each regime. The critical distinction between Mexican and Egyptian incorporation is that in Egypt, the labor movement was depoliticized and attached to the state bureaucracy, while in Mexico, workers were electorally mobilized into a political party. This difference would prove crucial during the reform process, because, social control in Mexico, exercised through the PRI, was more effective in coopting opponents and mobilizing urban constituencies for privatization than the control mechanisms of the Egyptian state bureaucracy.
Since 2012, industrial overcapacity has become an increasingly serious problem in China, against the backdrop of domestic economic slowdown and continued downturn in international markets. Overcapacity is widespread in the traditional manufacturing sector, particularly in iron and steel, cement, electrolytic aluminium, flat glass, and ship-building industries. It is also grave in emerging industries such as polysilicon, solar cells, and wind power equipment.This book provides an overview on the overcapacity problem facing China and examines the main characteristics of overcapacity in some important industries. The book identifies two types of overcapacity: one is excess capacity that results from natural supply-demand dynamics or cyclical economic fluctuations under a relatively sound market system; the other is overcapacity caused by the overinvestment of enterprises under a flawed economic system. It probes into how overcapacity is caused and finds two contributors - change of growth model and institutional flaws. It explores to establish a long-term mechanism for solving the problem. The book concludes that China should establish a long-term mechanism to prevent and resolve overcapacity, and to establish healthy relationship between the market and the government.

This book is a unique account of trade union and political struggles in the Morris Motors (later British Leyland) car assembly plant in Cowley, where Alan Thornett began work in 1959. He became a shop steward for the lorry drivers, deputy TGWU convener for the plant, and chair of the Joint Shop Stewards Committee and of the TGWU branch. The plant was rarely out of the headlines in the 1960s and 1970s, which was the high point of trade union militancy in Britain in the 20th century. After a successful struggle for unionisation, the Morris plant was by the end of the 1960s amongst the most militant in the industry, averaging over 300 strikes a year. Working conditions were transformed and a vibrant shop floor movement built. The plant was involved in the strikes against In Place of Strife, Harold Wilson's attempt at anti-union laws, and against Heath's Industrial Relations Act, which led to the jailing of the Pentonville Five. This rise of militant trade unionism, however, was bitterly opposed by TGWU officials who worked tirelessly with management to destroy it. The battles this involved, both within the union and in the plant, are vividly described. The book traces how these actions of the trade union establishments reflected institutionalised class compromise, which directly threatened the gains of the 60s and 70s, and which opened the door to the Tory onslaught of the 1980s. It led directly to the betrayal of the NGA by the TUC at Warrington in 1983 and its collapse under Tebbit's anti-union laws. It also led to the isolation and defeat of the miners in 1985, which has been so destructive to the trade union movement, and from which the unions have not even started to recover.

This book, originally published in 1999, provided the first comparative, in-depth analysis of workplace relations in east and west Germany. The collapse of communism and the ensuing process of reform means that East Germany provides a particularly interesting case, having experienced rapid and radical political and economic transformation, and representing an historically outstanding experiment of the shifting of an entire social system onto a different society. This book examines the success of the institutional transfer of west German labour organisations into east Germany workplaces and addresses central questions such as : Can capitalist labour institutions be imposed on a former communist workforce? The emergence of a 'labour market' in industrial societies implies not just greater competition and increased mobility of economic resources, but also the specific form of the work relationship which is described by the idea of wage labour and its legal expression, the contract of employment. This book examines the evolution of the contract of employment in Britain through a close investigation of changes in its juridical form during and since the industrial revolution. The initial conditions of industrialization and the subsequent growth of a particular type of welfare state are shown to have decisively shaped the evolutionary path of British labour and social security law. In particular, the authors argue that nature of the legal transition which accompanied industrialization in Britain cannot be adequately captured by the conventional idea of a movement from status to contract. What emerged from the industrial revolution was not a general model of the contract of employment, but rather a hierarchical conception of service, which originated in the Master and Servant Acts and was slowly assimilated into the common law. It was only as a result of the growing influence of collective bargaining and social legislation, and with the spread of large-scale enterprises and of bureaucratic forms of organization, that the modern term 'employee' began to be applied to all wage and salary earners. The concept of the contract of employment which is familiar to modern labour lawyers is thus a much more recent phenomenon than has been widely supposed. This has important implications for conceptualizations of the modern labour market, and for the way in which current proposals to move 'beyond' the employment model, in the face of intensifying technological and institutional change, should be addressed.

William Hal Gorby's study of Wheeling's Polish community weaves together stories of immigrating, working, and creating a distinctly Polish-American community, or Polonia, in the heart of the upper Ohio Valley steel industry. It addresses major topics in the history of the United States in the first half of the twentieth century, while shifting from urban historians' traditional focus on large cities to a case study in a smaller Appalachian setting. The number of studies discussing the labour relationship under industrial capitalism is overwhelming, but the literature on labour and its concrete, day-today shop-floor practices is much less abundant.
