Comprising the study, documentation, and comparison of plant-level workers' participation around the world, this volume meets the challenge of offering a global perspective on workers' participation, representation, and models of social partnership. Value chains, economic life, inter-cultural exchange and knowledge, as well as the mobility of persons and ideas increasingly cross the borders of nation-states. In the knowledge age, the active participation of workers in organizations is crucially important for sustainable and long-term growth and innovation. This handbook offers lessons from historical, global accounts of workers' participation at plant level, even as it looks forward to predict forthcoming trends in participation.
Industrial relations has traditionally been a national affair, characterized by distinct local laws, practices and cultures. The process of European integration, exemplified by the Single Market Programme, the Maastricht Treaty and the imminent prospect of Economic Monetary Union, has created a framework within which national practices have been exposed to growing cross-border influences - including European Union legislation requiring European Works Councils to be set up in large transnational firms. Might European integration create the basis for a new distinctly European-level of industrial relations? And what impact would this have on exisitng national systems? This volume explores the prospects for the emergence of a distinctly European pattern of industrial relations, in which the European-level organizations representing employers and trade unions gain in importance vis-a-vis their national organisations. In particular, individual contributions analyze the impact of the "Social Chapter" to the Maastricht Treaty, which created a new institutional framework within which European-level employers and trade unions can negotiate.
This book examines the most economically critical and politically sensitive issues of China's reform process -- labor market development, changing industrial relations, the altered role of trade unions, and labor-state and labor-capital conflict. By examining the nature of contemporary work in various sectors of the Chinese economy, the contributors demonstrate that formal ownership patterns, still heavily dominated by the state, are not a comprehensive guide to the character of the current economic system.
Recession in Japan has changed the face of Japanese industrial relations. Part one of the study outlines recent trends in Japanese labour markets, labour law and corporate strategy. It focuses on specific categories of labour such as: white collar workers; women workers; foreign workers; and older workers. The second part examines the changing interaction between the state, management and labour at both the macro and micro level. Airline pilots in various countries around the world have made determined use of industrial action. The use of strike action by the pilots challenges the view that militant trade unionism is confined to lower-paid workers and is associated with a left-wing political orientation. This phenomenon provides the author with an opportunity for singling out the basic factors underlying attitudes and behaviour in industrial relations. His starting point is a 'systems model' of industrial relations which is submitted to critical examination and refined, enhancing its usefulness as a research methodology. In particular he stresses the importance of personality elements in the parties to the disputes. The book, first published in 1972, also provides an analysis of the development of the airlines and their institutions.

In Combating Injustice, Jon Falsarella Dawson approaches American literary naturalism as a means of social criticism, exploring the powerful economic arguments and commentaries on labor struggles presented in novels by Frank Norris, Jack London, and John Steinbeck. Making use of extensive archival research, Dawson considers many of the original periodical sources that fueled books from McTeague to The Grapes of Wrath, as Norris, London, and Steinbeck transformed contemporary materials into illustrations of the socioeconomic forces that shape American life. By depicting the operations of powerful individuals and institutions, these naturalist writers offered audiences a greater awareness of the plight of labor so that readers might find the inspiration to become agents of change. Works such as The Octopus, The Iron Heel, Martin Eden, and In Dubious Battle illuminate many of the central economic issues at play in the United States during the late nineteenth and early twentieth centuries, including the rise of commodity culture, labor disputes involving industrial and agricultural workers, widespread poverty, extreme inequality, and the concentration of resources and land ownership. Norris, London, and Steinbeck highlighted the dangers of these developments by charting their impact on central characters whose fates result from the predatory tactics of corporate monopolies, wealthy individuals, and large financial establishments. Dawson's lucid analysis shows how all three writers, drawing on contemporary events, accentuated the need for reform and stressed the potential for change by human action. Each author took inspiration from notable events in California, ranging from the Mussel Slough tragedy of 1880 to the agricultural strikes in the Central Valley during the 1930s, presenting the state as a microcosm for conditions throughout the nation during a period of tremendous upheaval. Combating Injustice: The Naturalism of Frank Norris, Jack London, and John Steinbeck provides carefully contextualized readings of three major writers whose works express both the necessity for and the possibility of creating a more egalitarian society.

Langauge and Discrimination provides a unique and authoritative study of the linguistic dimension of racial discrimination. Based upon extensive work carried out over many years by the Industrial Language Training Service in the U.K, this illuminating analysis argues that a real understanding of how language functions as a means of indirect racial discrimination must be founded on an expanded view of language which recognises the inseparability of language, culture and meaning. After initially introducing the subject matter of the book and providing an overview of discrimination and language learning, the authors examine the relationship between theory and practice in four main areas: theories of interaction and their application; ethnographic and linguistic analysis of workplace settings; training in communication for white professionals; and language training for adult bilingual workers and job-seekers. Detailed case studies illustrate how theory can be turned into practice if appropriate information, research, development and training and co-ordinated in an integrated response to issues of multi-ethnic communication, discrimination and social justice.
Based on an industrial relations case study conducted in a British Steel plant in the north east coast iron and steel industry, this book, first published in 1976, is an account of the application of sociological concepts and ideas to the process of social relations between employer and employee, and between all types of workers in industrial organisations.
IThis title was first published in 2003. In the early 1990s, Australia, Sweden and the UK dismantled the old centralised pay setting systems which set the pay of civil servants and adopted decentralised pay systems. Consequently, these systems are now being considered by many other European countries as they look to reform their own systems. Bender and Elliott analyse the outcomes of these pioneering reforms in all three countries and, in doing so, provide the most detailed analysis of the pay of civil servants in these three countries to date. The authors further assess the effect that decentralisation had on the inequality of pay both within and between different departments, agencies and ministries. They identify the differences in the rates of pay growth for the different grades of civil servants that lie behind the changes in pay inequality, and assess whether decentralisation changed the way in which civil servants are paid.
The crucial role of employers and managers in the development of industrial relations has been the focus of much recent research. However, there remains little consensus on key issues such as the determinants of managerial strategies, or employers' contributions to differing national patterns of industrial relations. "The Power to Manage" argues that many of these difficulties stem from the limitations of the theoretical frameworks within which the research has been carried out. Both functionalist and evolutionary perspectives subordinate managerial choices to the pressures of the market or the broader patterns of business development. In consequence, these approaches cannot explain the persistent diversity of employers' labour policies or the prevalence of contradictory and incoherent strategies. Taking the characteristic features of British industrial relations as a point of departure, the contributors to this volume present detailed empirical studies of employer labour policies in a variety of countries. This title was first published in 2000: This book describes and accounts for the patterns of industrial relations which have emerged in the UK coal industry since privatization in 1994. In so doing, it also addresses wider issues relating to industrial relations and ownership. Labour relations practices currently evident within the industry are compared with those which prevailed during the final years of nationalization, and a series of case studies demonstrates that both continuity and change are visible. Whilst continuity with the patterns of labour relations established during the final decade of public ownership is shown to have had negative implications for organized labour within the industry however, the changes associated with privatization are demonstrated to have been a more ambivalent force. This book concludes that privatization has had a significant influence upon industrial relations within the industry, and that organized labour has in general been detrimentally affected by these developments.
This title was first published in 2002: Although the economic integration of the European Union is far-advanced, its social dimension remains under-developed. Often there is uncertainty about, and lack of information on, the economic, social and legal situation of employees in the other EU countries. This study investigates this situation. It acknowledges the term "Europeanization" as being in no way clearly defined, but offers an interpretation of the Europeanization of industrial relations as a socio-political process, with the main focus the change within the plant and organization. Industrial relations in Germany are used as a point of reference against which selected aspects of industrial relations in France, the UK, and Italy are compared and contrasted. Specific areas of study include: workplace and company organization; collective bargaining; trade unions and employers' associations; and government regulations and legislative standardization.
"A Handbook of Dispute Resolution" examines the theoretical and
practical developments that are transforming the practice of
lawyers and other professionals engaged in settling disputes,
grievance-handling, and litigation. The book explains what
distinguishes alternative dispute resolution (ADR) from other forms
of dispute resolution and examines the role ADR can play in the
many situations where litigation would once have been the only
option, such as family law and company law. In some areas, such as
industrial relations, ADR is not an alternative, but the main
method of conflict intervention.
By focusing on the radical reforms undertaken in Eastern Europe over the last decade, this study analyzes the structures and mechanisms of labour relations in Eastern Europe. It looks at the action processes within enterprises and at the processes of strategy formulation at the national level in Bulgaria, and compares them with such processes in other Eastern European countries, especially Yugoslavia and Hungary, but also the Soviet Union, Poland and Czechoslovakia. The radical nature of the reforms in Bulgaria are of particular interest in the light of recent events. The book provides a number of case studies which provide illustrations of incidents and events in factories, based on the accounts of key informants and observations of meetings and elections.
This study of the problems confronting institutions for the creation of occupational skills in seven advanced industrialized countries contributes to two different areas of debate. The first is the study of the diversity of institutional forms taken by modern capitalism, and the difficulties currently surrounding the survival of that diversity. Most discussions of this theme analyse economic institutions and governance in general. The authors of this book are more specific, focusing on the key area of skill creation. The second theme is that of vocational education and training in its own right. While sharing the consensus that the advanced countries must secure competitive advantage in a global economy by developing highly skilled work-forces, the authors draw attention to certain awkward aspects of this approach that are often glossed over in general debate: The employment-generating power of improvements in skill levels is limited: employment policy cannot depend fully on education policies While the acquisition of skills has become a major public need, there is increasing dependence for their provision on individual firms, which can have no responsibility for general needs, with government action being restricted to residual care for the unemployed rather than contributing at the leading edge of advanced skills policy. The authors argue that public agencies must find new ways of working with the business sector, acquiring expertise and authority through such means as supporting skills standards and taking the lead in the certification of employers as trainers. There must also be reconsideration of the former role of public-service employment as a provider of secure if poorly paid employment for low-productivity workers.
