This book underscores the importance of protracted conflicts in proliferation decisions, and underpinning this is the assumption that non-proliferation may be achieved through the termination of intractable conflicts. The aims of this work are to demonstrate that a state's decision to acquire nuclear weapons depends largely on its engagement in protracted conflicts, which shows not only that the presence of nuclear rivals intensifies the nuclear ambition, but also that non-nuclear status of rival states can promote non-proliferation incentives in conflicting states inclined to proliferate. India's nuclear profile, doctrine, and practices have evolved rapidly since the country's nuclear breakout in 1998. The end of the Cold War, the dissolution of the Soviet Union, and the potential for nuclear weapons acquisition among revisionist states, or even non-state actors including terrorists, creates the possibility of a 'wolves eat dogs' phenomenon in the present century.

In the 21st century, three forces threaten to undo or weaken the long nuclear peace and fast-forward states into a new and more dangerous situation: the existence of large US and Russian nuclear weapons arsenals; the potential for new technologies, including missile defenses and long-range, precision conventional weapons, and a collapse or atrophy of the nuclear nonproliferation regime, and the opening of the door for nuclear weapons to spread among more than the currently acknowledged nuclear states.

This book explains how these three 'weakening' forces interact with one another and with US and Russian policy-making in order to create an environment of large possibilities for cooperative security - but also of considerable danger. Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.

The breech-loading, single-shot .458in Martini-Henry rifle has become a symbol of both the Anglo-Zulu War of 1879 and the numerous battles in Egypt and the Sudan in 1884-85, but continued to be used by both British and colonial troops well into the 20th century. Its invention and introduction into British service were in direct response to the success of the Prussian Dreyse needle gun, which demonstrated that the breech-loading rifle offered faster loading, improved accuracy and superior range; significantly, the weapon could be loaded and fired from a prone position, thus offering the rifleman greater security on the battlefield. Due to the longevity of service, many Martini-Henry rifles survive today, both in museums and in private collections, and the weapon is highly prized by shooting enthusiasts. Since the end of the Cold War, globalization has brought new actors to the political arena. One of those which has attracted considerable attention in academic research is civil society or NGOs. Claudia Kissling addresses the topic of civil society participation in the nuclear non-proliferation regime. The regime qualifies well for this objective since it features, given its characteristics as a treaty regime in the international security field, notable legal avenues for civil society participation. The study takes on a twofold perspective. The Signal Corps was at the forefront of the technological development of communications throughout World War II. Tasked with coordinating all American military activities, the Signal Corps initially had to rely on a communications landline network covering some 1 300 000 km. This was soon overtaken by radio communications. however adaptation remained a priority within the US Army Signal Corps for when landline networks were unavailable or radio silence had to be observed. Almost every large piece of Signal Corps equipment required wheeled transport, and over a hundred vehicles and trailers would be specially designed, many associated with one particular radio or radar installation. At its dawn in the early twentieth century, the new technology of aviation posed a crucial question to American and British cavalry: what do we do with the airplane? Lacking the hindsight of historical perspective, cavalry planners based their decisions on incomplete information. Harnessing the Airplane compares how the American and British armies dealt with this unique challenge. A multilayered look at a critical aspect of modern industrial warfare, this book examines the ramifications of technological innovation and its role in the fraught relationship that developed between traditional ground units and emerging air forces. Cavalry officers pondered the potential military uses of airplanes and other new technologies early on, but preferred to test them before embracing and incorporating them in their operations. Cavalrymen cautiously examined airplane capabilities, developed applications and doctrine for joint operations, and in the United States, even tried to develop their own, specially designed craft. Throughout the interwar period, instead of replacing the cavalry, airplanes were used cooperatively with cavalry forces in reconnaissance, security, communication, protection, and pursuit - a collaboration tested in maneuvers and officially blessed in both British and American doctrine. This interdependent relationship changed drastically, however, during the 1930s as aviation priorities and doctrine shifted from tactical support of ground troops toward independent strategic bombardment. Henning shows that the American and British experiences with military aviation differed. The nascent British aviation service made quicker inroads into reconnaissance and scouting, even though the British cavalry was the older institution with more-established traditions. The American cavalry, despite its youth, contested the control of reconnaissance as late as the 1930s, years after similar arguments ended in Britain. Drawing on contemporary government reports, memoirs and journals of service personnel, books, and professional and trade journals and magazines, Harnessing the Airplane is a nuanced account of the cavalry's response to aviation over time and presents a new perspective on a significant chapter of twentieth-century military history.
