This volume brings a plurality of approaches, from political economic to Foucauldian, to bear on the broad range of contestations around urban neoliberalism. The contributors explore the range of resistant agency and reveal the heterogeneity of intersecting power relations that movements mobilize against.
Flooding is one of the most devastating natural hazards in the world. Available records suggest that both flood frequency and severity are on the rise and this is likely to worsen in the context of climate change. As population, infrastructure and poverty grow rapidly in developing countries, particularly in urban agglomerations of 10 million people or more, floods could cause widespread devastation, economic damage and loss of life. Assessment of vulnerability and risk from naturally occurring phenomena is therefore imperative in order to achieve urban sustainability. This book uses geospatial techniques to evaluate hazards, risk and vulnerability at a metropolitan scale in a data-scarce country. An empirical study was performed using remote sensing, GIS and census data. This research offers a new approach to mapping population, infrastructures and communities at risk which can greatly contribute to the deeper understanding of flood disasters in a rapidly expanding megacity. Examples shown in this book are from Dhaka Megacity, however, the techniques and methods can easily be implemented in medium to large cities of similar characteristics. The book is essential reading for hazard researchers, geospatial scientists, disaster management professionals, geographers, urban planners, and social scientists. Ashraf M. Dewan is currently a Lecturer in the Department of Spatial Sciences at Curtin University, Western Australia (on leave from his substantive position as Associate Professor in the Geography & Environment Department at the University of Dhaka, Bangladesh).
This book reviews the sources of the air pollutants responsible for building damage and the mechanisms involved. Studies investigating the relationships between pollution concentration (dose) and the resulting damage (response) are described and the latest research findings for dose-response functions are presented. Trends in pollutant emissions, ambient concentrations and building damage over time are described and future predictions are presented. Methodologies for assessing the extent of the potential problem in a region the stock at risk are presented. Procedures for estimating the economic implications are described and the consequences are discussed in detail, because economic factors are important for reaching policy and management decisions at local, national and international scales. Damage to cultural heritage buildings is an important additional effect which needs to be considered as the standards are revised and the factors which will need to be brought into the assessment are presented.
This book represents part of the result of a project undertaken by the C- ter for Sustainable Urban Regeneration (cSUR). The center was est- lished in 2003 by a research fund titled the 21st Century Center of Exc- lence (COE) Program provided by the Ministry of Education, Culture, Sports, Science and Technology of Japan. The project leader was Shi- chiro Ohgaki, a professor in the Department of Urban Engineering of the University of Tokyo. cSUR integrates the four specific fields of urban planning, architecture, civil engineering, and environmental engineering with the participation of over a hundred researchers of the university. The objective of the center is to create an integrated approach to, and knowledge for, sustainable urban regeneration based on a global network of researchers and professionals; and to coordinate an international research alliance that consists of leading academic institutions worldwide. The project was carried out by four research units: A. Environment Management B. Urban Stock Management C. Social Information Management D. Action Studies Each unit consisted of smaller subunits. The third unit, which includes the contributors to this book, consisted of three smaller groups: C-1) The Next Generation Geographic Information System Integrating Human and Social Information C-2) Decoding and Analysis of Historical and Cultural Information Concerning Urban Space C-3) Participatory Planning and Urban Space Management Support Systems
The concept for the Water Environment of Cities arose from a workshop "Green 1 Cities, Blue Waters" workshop held in 2006. The workshop assembled experts from engineering, planning, economics, law, hydrology, aquatic ecology, geom- phology, and other disciplines to present research ?ndings and identify key new ideas on the urban water environment. At a lunch discussion near the end of the workshop, several of us came to the recognition that despite having considerable expertise in a narrow discipline, none of us had a vision of the "urban water en- ronment" as a whole. We were, as in the parable, blind men at opposite ends of the elephant, knowinga great deal about the parts, but notunderstandingthe whole. We quickly recognized the need to develop a book that would integrate this knowledge to create this vision. The goal was to develop a book that could be used to teach a complete, multidisciplinary course, "The Urban Water Environment," but could also be used as a supplemental text for courses on urban ecosystems, urban design, landscapearchitecture, water policy, waterqualitymanagement andwatershed m- agement. The book is also valuable as a reference source for water professionals stepping outside their arena of disciplinary expertise. The Water Environment of Cities is the ?rst book to use a holistic, interdis- plinary approach to examine the urban water environment. We have attempted to portrayaholisticvisionbuiltaround theconcept of water as a coreelement ofcities. Water has multipleroles: municipalwatersupply, aquatichabitat, landscapeaesth- ics, and recreation. Increasingly, urban water is reused, serving multiple purposes.
Resilience is increasingly becoming a catchword in current discussions about urban and regional development. While there has been a strong research focus on sustainability, there is a lack of understanding of the processes and factors that make cities and regions more vulnerable and others more resilient, for example, when dealing with climate change, demographic decline and ageing, as well as economic crises. The German Annual of Spatial Research and Policy 2010 sheds some light on this by discussing examples of how actors deal with change. On the one hand, concepts are described and analysed which are oriented towards increasing urban regional resilience, for example regarding energy consumption, climate change, and urban decline. Moreover, institutional aspects are discussed. On the other hand, barriers for using the concept of resilience in planning are described and suggestions are made about how to deal with these barriers in strategic planning.
African Americans have suffered intensely at the hands of America's dominant group, but the roles played by urban planning, land use policy, and the free market are not well known. Presenting a new conceptual approach, this book considers their "locking effect" on African Americans, showing, for instance, that one-acre zoning and similar policies in upscale neighborhoods lock African Americans out while market mechanisms in decaying neighborhoods lock them in. Arguing that the locking effect leads to the disenfranchisement of African Americans, Bobo shows how wealth is channeled to the dominant group and African Americans' life choices are denuded, creating a volatile situation. Although classical economic theory holds that a free market allocates scarce resources in the best interest of society, in reality market mechanisms do not work to the advantage of African Americans. Nor does public regulation of land use operate in their interest, although public policy is presumed to produce equitable and favorable outcomes for all members of society. This book explores how a combination of government regulation of land use and free market forces have created the locking effect, which has cultivated and sustained a process of disenfranchisement of African Americans.
Population shifts and an increase in the number of natural (and man-made) disasters are having a profound effect on urban and rural habitats globally. This book brings together for the first time the experiences and knowledge of international contributors from academia, research, policy and practice to discuss the role of spatial planning after significant disasters. It highlights on-going efforts to improve spatial resilience across the globe and predicts future trends. Comparisons from five countries including Japan, the US, Indonesia, Slovakia and Germany, highlight the influence of significant disasters on spatial planning and spatial resiliency under different legal-administrative and cultural frameworks.

Given the rapid urbanisation of the world's population, the converse phenomenon of shrinking cities is often overlooked and little understood. Yet with almost one in ten post-industrial US cities shrinking in recent years, efforts by government and anchor institutions to regenerate these cities is gaining policy urgency, with the availability and siting of affordable housing being a key concern. This is the first book to look at the reasons for the failure (and success) of affordable housing experiences in the fastest shrinking cities in the US. Applying quantitative and GIS analysis using data from the US Department of Housing and Urban Development, the authors make recommendations for future place-based siting practices, stressing its importance for ensuring more equitable urban revitalisation. Preface The eighth chapter, by Crainic and Kim, is devoted to intermodal
transportation and ties in some planning issues encountered in
railway, maritime, and trucking operations. This chapter describes
methodologies relevant to the solution of system design and
operations planning problems from the perspective of a carrier, or
from that of an intermodal transfer facility operator. It also
addresses problems encountered at the regional or national level.
The next chapter, by Erkut, Tjandra and Verter, concerns the
transportation of hazardous materials and includes a broad
description of the issues encountered in this field, as well as
methodological contributions on risk assessment, routing and
scheduling, and facility location.
Environmental argument is 'about' far more than meets the eye. How people (mis)under-stand each other during environmental debates is affected by conflicts between values and ways of life which may not be directly connected with the environment at all. This book offers sociological evidence from three contrasting societies - Ireland, Germany and China - to explore how diversity of cultural context affects deliberation about the physical world. What can we discover by examining environmental debates through the lens of interculturality? When people disagree about flood management, building motorways or extracting gas, what difference does it make if they have diverse experiences of neighbourly relations, how to use time or how to imagine a good life? What is going on at intersections between cultures to influence the trajectories of environmental debates? The book disinters taken-for-granted practices, feelings and social relationships which affect environmental arguments, in scientific and artistic debate as well as in politics and policy-making. Importantly, the book makes visible the effects of cultural difference on people's approaches to arguing itself. Urban freight transport has become an essential issue in urban
planning. There are many challenges and problems relating to
increasing levels of traffic congestion, negative environmental
impacts and energy consumption. To cope with these complicated
problems, new city logistics schemes are required that are aimed at
increasing the efficiency of urban freight transport systems as
well as reducing traffic congestion and impacts on the environment.
Recent developments in ICT (Information and Communication
Technology) and ITS (Intelligent Transport Systems) help tackle
these difficult problems. As well, the corporate social
responsibility of shippers and freight carriers promotes
public-private partnerships in urban freight transport planning.
This insightful volume examines the politics and contestations around urban space in India's national capital, Delhi. Moving beyond spectacular megaprojects and sites of consumption, this book engages with ordinary space and everyday life. Sites and communities analysed in this volume reveal the processes, relations, and logics through which the city's grand plans are executed. The contributors argue that urbanization is negotiated and muddled, particularly in the spaces occupied by informal labour, resettled communities, and small-scale investors. The critical analyses in this volume shed light on the disjunctures between planning and ideology, narratives of growth and realities of immobility, and facades of modernity and the spaces and practices produced in its pursuit. The book is organized in four parts - (I) Dis/locating Bodies, (II) Claims at the Urban Frontier, (III) Informalization and Investment, and (IV) Gendered Mobility. The studies report current empirical work from a variety of sites, investigating the dynamics of capital investment, state planning and citizen response in these spaces. These studies, set in ordinary spaces in Delhi, reveal a subliminal disarray of thought and action, stemming from the impetus to make the city attractive to capital, while having to manage marginality and reorganize welfare functions. The volume provides fresh insights into the nature of urban planning and governance in an Indian megacity two decades after the neoliberal shift.
Public transport in low-income Asian (LIA) cities fails to meet people's mobility needs, generates high greenhouse gas (GHG) emissions and worsens social exclusion. Following successful Bus Rapid Transit (BRT) projects in Bogota and Curitiba, LIA countries promoted BRT in their large to medium-sized cities. However, the political and institutional structure distinctive to LIA cities makes their implementation difficult. This book investigates policy tensions by examining the planning and attempted implementation of BRT projects, taking Bandung and Surabaya in Indonesia as case studies. It analyses BRT to understand how power and communication gaps in institutional relationships between different actors at multiple levels of governance create conflict, and concludes that top-down policies and funding mechanisms cause tension in intergovernmental relationships. It also found that BRT solutions generated socio-political tension arising from the socio-economic realities and local political dynamics that shaped city structure, mobility patterns and capacity in resolving conflicts. The superimposed BRT solution generated discursive tension because conflicting discourses were not aligned with local economic, social, and environmental issues. The book highlights the need to take into consideration the vital role of local social and political actors, institutions and planning processes as they respond to and shape policies that are imposed by higher levels.
